Liberia: President Boakai Inaugurates US$1.4 Billion ArcelorMittal Concentrator Plant in Nimba County

Zawya06-06-2025
President Joseph Nyuma Boakai, Sr. has officially inaugurated the US$1.4 billion Concentrator Plant at the Mt. Tokadeh Mining Site in Nimba County, operated by ArcelorMittal Liberia.
The facility represents one of the largest private sector investments in Liberia's postwar history and signals a renewed era of industrial development, job creation, and economic transformation.
The President's visit included a guided tour of the newly completed facility which is scheduled to begin full operations later this month.
The plant, originally initiated in 2012, was paused due to the 2014 Ebola crisis. Construction resumed in 2021, integrating modern technology and updated engineering designs.
Speaking at the ceremony, President Boakai welcomed the launch as a strong vote of investor confidence in Liberia's stability and future.
'This level of investment is a testament to the growing confidence in the security and wellbeing of our state, and in the positive direction of our investment climate,' President Boakai remarked. He furthered, 'We are proud to witness this expansion—an achievement that touches the lives of our people and represents progress not just in infrastructure, but in human capacity and national pride.'
The Project has already created over 5,000 construction jobs and is expected to generate 1,000 permanent positions. The Liberian Leader emphasized that the economic impact of such investment is far-reaching.
'This brings great relief to our economy. It's not just about the scale of capital—it's about the thousands of lives being touched, families being supported, and skills being developed,' the President noted.
He commended ArcelorMittal Liberia for its vision and resilience, urging the company to continue advancing its additional investment commitments, including the Railway Expansion, Port Enhancement, and Power Plant Installations.
'We commend ArcelorMittal Liberia for this bold and courageous step, and we encourage continued momentum in all aspects of the company's investment roadmap,' President Boakai said. 'These projects are essential to deepening Liberia's integration into global value chains and unlocking long-term benefits for our people,' he intoned.
He also emphasized the importance of Corporate Social Responsibility (CSR) and encouraged the company to expand its support in areas such as education, healthcare, and local commerce, reinforcing the mutually beneficial nature of sustainable development.
'No doubt, a project of this magnitude must enrich the corporate social responsibility envelope,' he said, adding, 'Our communities must feel the impact not just in employment, but in schools, clinics, and markets.'
President Boakai concluded by extending appreciation to all stakeholders, particularly the engineers, workers, and community members who contributed to the Project's realization. He reaffirmed the Government's commitment to honoring agreements and ensuring a stable environment for investment.
'We want to assure you that the benefits of this Project will be realized by our people,' he said. 'We do not want any disruptions. We are committed to seeing this through—for the good of Liberia and the future of our younger generation,' he said. Distributed by APO Group on behalf of Republic of Liberia: Executive Mansion.

Dubai leads in attracting new FDI projects in the UAE

Dubai continued to lead as the primary destination for greenfield FDI projects in the UAE for the first half of 2025, attracting 526 projects (86 per cent of total) with capital inflows of $3.03 billion, data showed on Thursday. According to Emirates NBD Research, The UAE attracted 613 greenfield FDI projects during the period, with total capital inflows reaching $5.42 billion. Sharjah emerged as the second-largest recipient with 24 projects valued at $1.47 billion, notably attracting high-value investments with an average project size of $61.1 million. Abu Dhabi secured 42 projects worth $595.8 million, while Ras Al Khaimah attracted six projects valued at $188.6 million. The United Kingdom emerged as the leading source of greenfield FDI projects with 120 projects, followed closely by India (101 projects) and the United States (94 projects). However, in terms of capital investment value, Kuwait led with $955.7 million from just three projects, driven by the $953 million investment of Kuwait Real Estate Company in a mixed-use real estate development in Sharjah. The United States ranked second in capital investment with $889.5 million across 94 projects, while India came third with $677.9 million from 101 projects. China contributed $413.2 million through 16 projects, and Italy invested $387.6 million across 18 projects. The business services sector led in the number of greenfield FDI projects with 183 projects, representing 30 per cent of total projects. Within this sector, professional services, consulting, and waste management services were the major contributors. Software and IT services came second with 108 projects, driven primarily by the expansion of global technology companies establishing regional operations in the UAE. The financial services sector followed with 65 projects, reflecting the UAE's growing status as a regional financial hub. Transportation and warehousing secured 42 projects, while industrial equipment attracted 39 projects. Despite having only 29 projects, the real estate sector attracted the highest capital investment at $1.05 billion, accounting for 19 per cent of total FDI inflows. This was largely driven by the major mixed-use real estate development project from Kuwait. Transportation and warehousing came second with $770.4mn, followed by business services ($687.2 million), communications ($359.5 million), and software & IT services ($298.9 million). Manufacturing activities accounted for $1.06 billion of total FDI inflows, despite having only 22 projects. 'This reflects the UAE's strategic focus on attracting high-value manufacturing operations, particularly in automotive, chemicals, and advanced materials sectors,' said Mayed Al Rashdi, Economics Research Manager at Emirates NBD. Construction projects, though limited to three major developments, attracted $1.12 billion in investment. Sales, marketing, and support functions dominated in terms of project numbers with 217 projects, though with relatively lower capital investment of $500mn. Business services activities attracted 282 projects worth $418.4mn. 'The establishment of 34 new regional headquarters with investments totaling $386.1 million underscores the UAE's growing importance as a regional business hub,' Al Rashdi said. Simultaneously, the environmental technology sector saw notable momentum. A strategic partnership between Greenthesis Group and Beeah was announced to establish the Middle East's first polyethylene (PE) film recycling facility in Sharjah. This initiative supports the UAE's Net Zero 2050 agenda by reducing landfill dependency through innovative waste-to resource technologies. Free zones attracted $1.62 billion (29.9 per cent of total FDI) across 107 projects in H1 2025, demonstrating their strategic importance despite hosting only 17.5 per cent of total projects. This concentration of high-value investments underscores free zones' appeal for capital-intensive operations. The investments reveal free zones' effectiveness in attracting manufacturing and logistics investments. 'While accounting for less than one-fifth of projects, free zones captured nearly one-third of total capital investment, with average project sizes significantly exceeding non-free zone investments. Free zones' 100 per cent foreign ownership, tax exemptions, streamlined licensing, and world-class infrastructure continue to prove particularly attractive for manufacturing, technology, and logistics sectors - key pillars of the UAE's economic diversification strategy,' Al Rashdi said.

UAE: Why are shoppers spending more on gold coins and bars, less on jewellery?

Shoppers in the UAE are increasingly buying gold bars and coins, while reducing their spending on gold jewellery, driven by rising global gold prices and economic uncertainty. According to the latest data from the World Gold Council, gold jewellery demand in the UAE declined by 16 per cent year-on-year, falling to 7.7 tonnes in Q2 2025 from 9.2 tonnes in the same period last year. This marks the second consecutive quarterly decline in jewellery consumption. In contrast, demand for gold bars and coins surged, rising 25 per cent year-on-year to 4.1 tonnes in Q2 2025, compared to 3.3 tonnes in Q2 2024. On a quarterly basis, demand jumped 31 per cent, reflecting a growing appetite for physical gold assets. Despite the uptick in investment demand, overall gold consumption in the UAE fell by 5 per cent year-on-year to 11.8 tonnes in the second quarter. However, it still registered a 7.2 per cent increase compared to the previous quarter. As previously reported by Khaleej Times, gold prices in the UAE have climbed by approximately Dh100 per gram over the past year, largely due to rising global prices. This increase has been fuelled by ongoing geopolitical tensions, trade tariffs, and continued buying by central banks. During the second quarter, gold traded at elevated levels, with 24K gold consistently above Dh400 per gram. As of Thursday morning, 24K gold was priced at Dh397.5 per gram in Dubai, up nearly Dh3 from the previous night. Other varieties were also trading high, with 22K at Dh368.0, 21K at Dh353.0, and 18K at Dh302.5 per gram. The average gold price rose 40 per cent year-on-year, reaching $3,280 per ounce in Q2 2025, compared to $2,338 in the same period last year, according to the World Gold Council. In response to record-high prices, UAE consumers are moving toward gold bars and coins for investment purposes and are increasingly opting for more affordable 18K jewellery for personal use, balancing aesthetic appeal with cost-effectiveness. 'Middle Eastern gold demand in the second quarter largely reflected global trends,' said Andrew Naylor, head of Middle East and Public Policy at the World Gold Council. 'Jewellery consumption across the region declined 11 per cent year-on-year, as high prices and persistent geopolitical instability dampened consumer sentiment.' Naylor added that investment in gold bars and coins across the region rose by 4 per cent year-on-year, though the UAE stood out with a significant increase as local investors sought a safe haven. 'In other markets, some investors opted to cash in profits amid continued price rises,' he noted. Looking ahead to the second half of 2025, Naylor expects gold to retain its allure across the Middle East, although sustained high prices could restrain consumer demand for jewellery. Globally, total gold demand soared 45 per cent year-on-year to $132 billion in Q2 2025. 'Investor flows were again the primary driver, motivated by safe-haven demand and the record price of gold. Central bank purchases remained strong, albeit slightly below recent years. While the volume of jewellery demand fell, its total value increased due to the high gold price,' the World Gold Council report concluded.
