Johannesburg officials raid dilapidated buildings in crackdown on undocumented foreign nationals and safety violations

In efforts to restore law and order in Johannesburg's Central Business District (CBD), Acting Executive Mayor Kenny Kunene and Councillor Dr Mgcini Tshwaku led a series of raids on dilapidated buildings on Tuesday.
The operation, which predominantly focused on the targeting of undocumented foreign nationals, aimed to address safety concerns stemming from the unlawful occupation of properties and illegal connections.
It is explained that the operation, spearheaded by the Department of Public Safety, also sought to enhance resident safety and was prompted by reports of unsafe living conditions.
Law enforcement officials conducted thorough searches of properties suspected of violating municipal bylaws. Their efforts included targeting the notorious building located at 242 Marshall Street, where it was discovered that unsafe shacks were erected within the premises.
It is revealed that the structure, which failed to comply with the Fire Brigade Act, lacked essential safety features such as escape routes, fire extinguishers, and appropriate signage, posing a significant fire hazard to its occupants.
'This demonstrates the city's commitment to addressing public safety concerns and ensuring resident well-being,' remarked Tshwaku.
He further noted that the operation reflects a zero-tolerance stance towards overcrowding and illegal occupancy within the city.
The law enforcement team faced challenging conditions as they shut down illegal electricity and water connections throughout the area. In a significant show of force, City Power officials cut the electricity supply to the property, marking an end to tampered infrastructure that has long plagued the community.
Throughout the course of the operation, it is further revealed that more than 40 undocumented foreigners were apprehended and are currently undergoing processing by Home Affairs. Among the detainees, a minor suffering injuries was taken by the Emergency Medical Services for urgent medical attention, underscoring the precarious living conditions many had endured.
Taking to social media, Tshwaku described the operation at 242 Marshalltown as 'under siege', stating, 'Inside, by-law officers are dismantling unsafe living spaces, removing unlawful structures, and confronting health and safety violations head-on. This is a zero-tolerance operation targeting everything from overcrowding to illegal occupancy. 242 is no longer a lawless zone. The darkness has fallen, and with it, the grip of non-compliance.'

Accompanied by members of the mayoral committee, Kunene's inspection is part of the mayor's high-impact service delivery programme, which aims to enhance community services. 'The City [of Johannesburg] acknowledges that tackling homelessness requires coordinated efforts from officials, community organisations and residents. So, it is not only taking jobs from South Africans and hijacking buildings, but they're also destroying the infrastructure of South Africans,' said Kunene. 'We're not collecting from over 600 buildings, let alone buildings that are owned by private. We're losing a significant amount of revenue in services, rates, and taxes, as well as electricity and water. There are water leakages, but water is also being redirected illegally to these buildings and houses,' said Kunene. We're assisting residents in easing and limiting the burden on the power grid by disconnecting these illegal connections.' He said the City's initiative would ultimately save some jobs for South Africans, as foreigners are hired and paid less than minimum wages, in favour of locals. 'Some of these foreign nationals, or most of these illegal foreign nationals, when they come here, they're being paid slave salaries and being treated like slaves. Johannesburg's City Power has implemented an eight-hour planned power outage affecting nine areas in the city on Thursday, 3 July 2025, Friday, 4 July 2025 and Tuesday, 8 July 2025 in different substations. The power utility stated that the power outage was implemented due to maintenance work needed to be done on the electricity network. Customers are also urged to treat their electricity supply points as live, as the supply is restored at any time. Here's a list of the suburbs that will be affected by the power outage on Thursday, 3 July 2025, from 9:00 to 17:00 at Houtkoppen Substation: Area Street Noordhang Dexter Road On Friday, 4 July 2025, from 9:00 to 17:00, the power outage will affect these areas at Randburg Substation: Area: Ferndale Street West Avenue In the following week, at Harry Galaun Switching Station, on Tuesday, 8 July 2025, these areas will be affected by the power outage: Elias Road Part of Langeveld Part of Berger Street Eskom, together with the South African Police Service (SAPS) has disconnected power in Ga-Rankuwa Extension 26 on Tuesday, 2 July 2025, following illegal electricity connections in the area. The disconnection follows Eskom's revenue losses caused by the illegal connections. Eskom mentioned that the illegal connections pose a serious threat to the public. 'Illegal connections not only overload the network, cause power outages and equipment failures, but they also endanger lives, with many resulting in serious injury or even death,' said Eskom.
