Bulgarian ruling party leader claims US-delivered F-16 jet defective

Washington, May 1 (UNI) Former Bulgarian Prime Minister and leader of the ruling GERB (Citizens for European Development of Bulgaria) party Boyko Borisov has alleged that the first US-made F-16 fighter jet delivered to Bulgaria under a defense contract is non-operational, Bulgarian National Television reported on Wednesday.
Borisov made the remarks while criticizing Bulgarian President Rumen Radev's actions during the European People's Party congress in Valencia, Spain.
"He [Radev] quietly whispered to accompanying journalists that this new F-16 is broken and can't fly … The air force commander and Radev's close friend [Nikolay Rusev] should be fired immediately. How could we receive a broken aircraft for $100 million?" the former prime minister said.
In response, President Radev urged Borisov to influence the government to allocate more funds for F-16 maintenance, reminding that the purchase agreement was signed during Borisov's own administration in 2019.
In July 2019, the Bulgarian government signed a $1.26 billion contract to purchase eight F-16 Block 70 fighter jets from the United States. The original delivery schedule indicated that Bulgaria would receive the first jet by mid-2023. However, the timeline was delayed to 2025 due to the COVID-19 pandemic. Subsequently, Bulgaria also signed a contract for an additional eight F-16 jets.

New Delhi: Homegrown liquor company Tilaknagar Industries Ltd on Wednesday announced the acquisition of Imperial Blue Brands from Pernod Ricard India Pvt. Ltd for an enterprise value of ₹ 4,150 crore, marking its foray into the country's whiskey segment. With the acquisition, the company will become one of the leading players in brandy and whiskey, the two largest Indian-made foreign liquor (IMFL) categories. Pernod Ricard said the sale strengthens its India portfolio, enabling the business to fully tap into premiumization trends and support sustained, profitable growth. As Pernod Ricard's second-largest market, India is a strategic priority, and this realignment improves the ability to capitalize on the country's strong macroeconomic fundamentals and long-term potential. Upon closing, the transaction is expected to be immediately and meaningfully accretive to Pernod Ricard India's operating margin and net sales growth rate, the company said. Mint had reported last September that Pernod Ricard had put Imperial Blue whiskey up for sale in India. In fiscal year 2023, India surpassed China as the second-largest market by net sales for the company, after the US. Pernod Ricard India sells mass-market brands such as Royal Stag, Blenders Pride and 100 Pipers, and premium ones such as Chivas Regal, Ballantine's, Glenlivet and Jameson Irish Whiskey. India's organized liquor industry recorded revenues of ₹ 4.45 trillion in FY24, according to a report by ratings firm Crisil. Pernod Ricard India posted a consolidated revenue from operations of ₹ 25,039 crore in FY23, up from ₹ 22,741 crore in FY22. In a filing to the exchanges on Wednesday, Tilaknagar Industries said its wholly-owned subsidiary Grain & Grape Works Pvt. Ltd (GGWPL) shall acquire the business undertaking of Pernod Ricard India Pvt. Ltd, as a going concern on a slump sale basis related to the business of production, bottling, marketing and sale of alcoholic and other beverages under the Imperial Blue brands for an enterprise value of ₹ 4,150 crores, including a deferred payment of ₹ 282 crores as on date. To finance this acquisition and support its future growth plans, Tilaknagar Industries has announced its plan to raise up to ₹ 6,500 crores, comprising up to ₹ 2,500 crores in equity and equity-linked securities and up to ₹ 4,000 crores via borrowing money or in debt securities from investors. This entire fundraising process will, of course, be subject to approval from the companies' shareholders and the relevant regulatory authorities. The transaction remains subject to the approval from the Competition Commission of India, and is expected to close within the coming months. Tilaknagar Industries, founded in 1933, is a major player in the IMFL industry, with a manufacturing footprint of 21 units across 12 states. Its brand portfolio includes brandy brand Mansion House and Courrier Napoleon, along with a strong presence in whisky, rum, and gin through Mansion House Whisky, Madiraa Rum, and Blue Lagoon Gin. Imperial Blue is currently the third largest brand in IMFL segment. Imperial Blue will boost Tilaknagar Industries' premium portfolio strategy. This acquisition would also strengthen its distribution network. The turnover of the business for the period April 2024 to March 2025 was ₹ 3,067 crores.

(Bloomberg) -- PDD Holdings Inc.'s move to switch to a Hong Kong-based auditor may indicate the Chinese e-commerce firm is preparing to apply for a second listing there, according to two analysts. The parent company of budget shopping app Temu said in a filing on Wednesday that it has tapped Hong Kong-based auditors of Ernst & Young for a review of its financial statements this year. The firm previously worked with Beijing-based Ernst & Young Hua Ming LLP. Such a shift likely suggests that PDD is pursuing a listing in Hong Kong over coming months, according to Citigroup analyst Alicia Yap. 'If this proves to be true, we believe this could be viewed as a positive catalyst for the share price,' she said. PDD did not immediately reply to an emailed request for comment outside of office hours. PDD's American depositary receipts rose as much as 5.6% to the highest in two months. Jaipur: The state govt has launched a drive against mines lying inactive for a long time in Bundi district, targeting leaseholders who failed to commence mineral production despite holding valid leases. Acting on official directives, the department of mines identified 159 such leaseholders. In the first phase of enforcement, notices are being issued to 121 of them. According to a senior mining official, the highest concentration of dormant mines is in Dabi and Baran regions. "Of the 433 mines in the district, operations in 149 remained suspended for a considerable time. Among these, 121 leaseholders continue to pay lease rent and royalty without initiating production, prompting the department to serve formal notices," the official said. Authorities have cautioned that if mining activities are not resumed following the notices, the leases may be subject to cancellation. However, the govt's move has sparked opposition from mine operators. They argued that despite regular payment of royalty and dead rent, they are now facing punitive action. "There was no such rule earlier. Leaseholders paused operations as mineral rates were not viable. They were waiting for the right time to resume work. The govt should acknowledge current industry challenges and grant at least a year's grace period to restart operations," he said. Other leaseholders echoed similar concerns, maintaining that they have not engaged in any illegal activity and have consistently contributed to the state's revenue. They urged the govt to consider relief measures based on earlier regulations. A leaseholder also highlighted inconsistencies in enforcement, stating, "In Bhilwara district, just 2 km from Bundi, overloading is permitted, while in Bundi, strict restrictions are in place. Many operators transport material from Bhilwara using transit permits, giving the impression that no production is occurring in Bundi. These discrepancies must be addressed."
