Pakistan achieves early retirement of Rs1.5trn public debt in FY25

KARACHI: In a significant economic achievement, the government of Pakistan has demonstrated its firm commitment to fiscal discipline and long-term stability by retiring Rs 1.5 trillion in public debt ahead of schedule in FY25.
This substantial early repayment has contributed to a notable improvement in Pakistan's fiscal indicators, bringing the debt-to-GDP ratio down from 75 percent in FY23 to 69 percent in FY25.
'In another bold and unprecedented step toward fiscal responsibility, the Ministry of Finance, Government of Pakistan, has successfully retired Rs 500 billion in debt owed to the State Bank of Pakistan (SBP- a full four years ahead of its scheduled maturity in 2029,' Khurram Schehzad Advisor to Finance Minister revealed on social platform X.

This early retirement of central bank debt, executed by the Debt Management Office (DMO), marks a major breakthrough in Pakistan's debt management strategy. 'Early debt retirement while converting shorter-tenure with longer-tenure debt, significantly reduces concentration risk, lowers future liabilities, and strengthens the country's macroeconomic foundations by curbing reliance on borrowing,' he added.
More importantly, he said that it reflects the government's strong commitment to proactive, disciplined, and forward-looking financial governance.
This latest achievement builds on an earlier milestone- the successful buyback of Rs 1 trillion in market debt completed by December 2024- the first such operation in Pakistan's history. Combined, these two strategic actions amount to the early retirement of R 1.5 trillion in public debt in FY25, sending a strong signal of economic confidence and reform.
In a historical move, with improved liquidity position the federal government conducted the first buyback auction of government securities during the first half of last fiscal year to reduce the debt burden. The Rs 3 trillion profit of SBP, transferred to the federal government, has eased the financial burden, and make cushion to retired the public debt, he said.
He mentioned that with these early retirements of debt, Pakistan's debt-to-GDP ratio declined by 6 percent in the last two years from 75 percent in FY23 to 69 percent in FY25. In addition, it has extended the average time to maturity (ATM) of public debt from 2.70 to around 3.75 years. These early payments have also lowered refinancing risks and freeing up fiscal space for development priorities.
Moreover, by capitalising on the sharp decline in interest rates- combined with disciplined borrowing, timely repayments, and strategic refinancing- the government has achieved an extraordinary Rs 830 billion in interest cost savings in FY25, Schehzad informed. 'This is more than just debt reduction; it is decisive, forward-looking economic management, aimed at building a resilient, credible, and fiscally sustainable Pakistan.'

Listen to article State Bank of Pakistan (SBP) Governor Jameel Ahmad said on Wednesday that the bank is preparing to launch a pilot project for a digital currency and is finalising legislation to regulate virtual assets, as the country ramps up efforts to modernise its financial system. Central banks globally are exploring the use of digital currencies as interest in blockchain-based payments grows. Pakistan's move follows similar steps by regulators in China, India, Nigeria and several Gulf states to test or issue digital currencies through controlled pilot programmes. At the Reuters NEXT Asia summit in Singapore, Ahmad said Pakistan was "building up our capacity on the central bank digital currency" and hoped to roll out a pilot soon. He was speaking on a panel alongside Sri Lanka's central bank governor, P Nandalal Weerasinghe, with both discussing monetary policy challenges in South Asia. Ahmad said a new law would "lay down the foundations for the licensing and regulation" of the virtual assets sector and that the central bank was in touch with some tech partners. The move builds on efforts by the Pakistan Crypto Council, set up in March to drive virtual asset adoption. However, it advised financial institutions not to engage with them until a formal licencing framework was in place. "There are risks associated, and at the same time, there are opportunities in this new emerging field. So we have to evaluate and manage the risk very carefully, and at the same time not allow to let go the opportunity," he said on the panel. On Wednesday, Special Advisor to PM on blockchain and crypto, Bilal bin Saqib, said in a statement that the government had approved the "Virtual Assets Act, 2025" creating an independent regulator to licence and oversee the crypto sector. Tight grip, falling rates Ahmad said the central bank would continue to maintain a tight policy stance to stabilise inflation within its 5-7% medium-term target. Pakistan has cut its benchmark rate from a peak of 22% to 11% over the past year, as inflation slumped from 38% in May 2023 to 3.2% in June, averaging 4.5% in the 2025 fiscal year just ended, a nine-year low. "We are now seeing the results of this tight monetary policy transfer, both on our inflation as well as on the external account," he said. Ahmad said Pakistan was not overly exposed to dollar weakness, noting its foreign debt was mostly dollar-denominated and only 13% comprised Eurobonds or commercial loans. "We don't see any major impact," he said, adding that reserves had risen to $14.5 billion from under $3 billion two years ago. Ahmad said Pakistan's three-year $7 billion IMF programme, which runs through September 2027, was on track and had resulted in reforms in fiscal policy, energy pricing and the foreign exchange market. "We are confident that after that (IMF programme), maybe we will not require an immediate (follow-up)."

KARACHI: Representatives of the Ministry of Finance, Government of Pakistan, have initiated a series of pre-marketing investor meetings in Beijing, China, from July 7 till 11, 2025, as part of a non-deal investor roadshow (NDR) in preparation for Pakistan's debut Panda Bond issuance. The MoF delegation has held technical discussions with potential investors, underwriters, prospective guarantors, Chinese Rating Agency, and Chinese legal counsel. Khurram Schehzad, advisor to the finance minister, reported in a post on X post on Wednesday that meetings were focused on Pakistan's macroeconomic review and outlook, ongoing debt management reforms, and the structure and progress of the proposed Panda Bond transaction. The discussions also covered regulatory processes, credit enhancement arrangements, and investor interest in the forthcoming issuance. The NDR drew strong initial interest, signaling investor confidence in Pakistan's reform trajectory and its growing credibility in international capital markets, according to the X post. 'The visit reflects the government's commitment to proactive investor engagement and diversification of funding sources through access to China's onshore capital market.' The inaugural Panda Bond is expected to be launched this year, following the completion of documentation and required approvals, including credit guarantees from multilateral development partners.
