
BI warns of new overseas romance scam hubs luring Filipinos with fake jobs
BI Commissioner Joel Anthony Viado confirmed the return of a 24-year-old Filipino man who was rescued from such a scam operation in Phnom Penh, Cambodia. He arrived via Philippine Airlines following a repatriation effort coordinated with the Philippine Embassy.
According to the victim, he was forced to pose as a woman using multiple fake profiles on dating apps like Tinder. His job involved initiating chats with unsuspecting users under the guise of a 'wrong send' message, eventually engaging in romantic exchanges to deceive and manipulate them.
The victim revealed that he was made to work grueling 15-hour shifts and was physically intimidated by his handlers using head taps and stun batons whenever he failed to meet performance quotas.
Commissioner Viado stressed that these aren't ordinary scams but highly organized human trafficking operations. He warned Filipinos to be cautious and thoroughly verify any overseas job offers. The BI has already handed over intelligence gathered from the incident to the Inter-Agency Council Against Trafficking (IACAT) to track and prosecute those behind these schemes.
'These operations prey on the desperation of people looking for better lives abroad,' Viado said. 'We're committed to dismantling these networks and protecting our citizens.'

'In response, the DFA works with its Foreign Service Posts, especially in Mainland Southeast Asia (Thailand, Myanmar, Lao PDR and Cambodia), to persistently devote efforts and resources in extending all possible assistance to our Filipinos in distress, while requesting the authorities of the host countries for their invaluable cooperation,' it said. The DFA has not provided specific figures on the number of victims but assured the public that efforts are ongoing to rescue and repatriate all affected Filipinos. It also advised individuals planning to work overseas to undergo proper deployment procedures through the Department of Migrant Workers and other relevant agencies. The agency called on Filipino communities at home and abroad to help prevent illegal recruitment and trafficking schemes that lead to forced labor and involvement in scam operations.

Imee Marcos Files ‘PRRD Act' to Ban Warrantless Transfer of Filipinos to Foreign Courts
Senator Imee Marcos has filed a bill that seeks to prohibit the arrest or detention of any person in the Philippines for transfer to a foreign or international court without a valid warrant issued by a Philippine court. The proposed Senate Bill No. 557, dubbed the 'President Rodrigo R. Duterte Act,' cites the arrest and handover of former President Duterte to the International Criminal Court (ICC) as a 'form of abuse' that could also happen to others. 'What happened was an extraordinary rendition — a transfer without due process to a foreign jurisdiction,' Marcos said in her explanatory note. She emphasized the need to legally bar such actions, calling them unconstitutional and grounds for punishment under the proposed law. Under the measure, the following acts would be banned: Turning over or detaining any individual for an international body without a local court order; Assisting in investigations or arrests on behalf of foreign courts without proper authorization from the DOJ and DILG; Transferring persons to a foreign state or tribunal without their consent or an applicable treaty. The bill also seeks to: Freeze assets of persons charged under the act; Bar foreign agents from entering the country to carry out unauthorized probes or arrests; Allow affected individuals to pursue legal remedies; Require the Department of Foreign Affairs to facilitate the return of citizens subjected to 'extraordinary rendition.' Marcos' proposal comes amid Duterte's detention in The Hague over ICC charges linked to drug war killings. He was arrested in the Philippines on March 11 by local authorities acting on an ICC warrant.
