Civil service is ‘too remote' from people's lives across UK, says minister

The Whitehall civil service is too remote from people's lives and needs to be 'turned inside out' as part of plans to drive three of Keir Starmer's missions from outside London, a Cabinet Office minister has said.
Georgia Gould, a former leader of Camden council who had a meteoric rise after her election as a Labour MP last year, said the government's plan to move thousands more civil service jobs out of London was not about just 'having offices in places' – and Whitehall civil servants needed to be more familiar with the day-to-day problems in frontline services from health centres to family hubs.
She said her job was to help close the 'big gap between those doing the frontline operational roles and those who are making policies' by helping them to work together, share data and come up with new ideas about how to improve people's lives – especially those who 'fall through the cracks' of different public services.
Gould told the Guardian that Whitehall working would be 'turned inside out', as the Cabinet Office announced Starmer's health mission would be based in Leeds, its opportunity mission in Sheffield and its growth mission in Darlington, with civil servants working with local government and frontline workers to pioneer new approaches.
The Cabinet Office announced in May that major Whitehall government buildings were to be shut by ministers as they seek to shed 12,000 civil servant jobs in London, while moving thousands of roles to cities across the UK.
It set a target of 50% of all senior civil servants being based outside London within five years, with the aim of policy being made closer to the communities affected.
Gould said the speed of change needed to rise, as some regional campuses of civil servants were still too divorced from where their work had an impact.
'I've gone to visit a lot of the hubs and it's great that people are coming from those places and working there, but sometimes they still have their departmental corners and they're not really working any differently with the places that they're situated in,' she said. 'So I think there's a massive opportunity to bring the civil servants together with … communities to design public services from the bottom up, work out what's going on on the frontline and change things.'
Gould said her approach to the job of public service reform was informed by her time at Camden, where the council transformed children's services on her watch.
'Camden is really not that far but Whitehall felt very, very far away and it often felt that the kind of experience of the frontline just wasn't taken into account when decisions were being made,' she said. 'There's one way of making policy – doing submissions, thinking about things in a room, about what works best – and there's another way, which is getting alongside those on the frontline, whether that's housing staff or jobcentre staff.'
She added: 'They know the problems, they know what doesn't work, and testing new approaches and then scaling them up … I think that is incredibly energising for civil servants to work in that way. They don't always feel like they have permission, they don't know how to start.'
Gould said civil servants she had spoken to were excited by her plans but also made clear that 'that's not how we've done things' traditionally.
'It's really a new approach,' she said. 'It is about giving people actively the space to test new approaches and they identify on the frontline barriers that we're creating at the centre.'
Gould was elected in Queen's Park and Maida Vale last year and became a minister immediately. She is the daughter of one the architects of New Labour, Philip Gould, and has previously described a childhood out delivering Labour leaflets before she could speak.
Her portfolio in the Cabinet Office, under Pat McFadden, spans from public service reform to public sector procurement.
Asked about the US 'department for government efficiency' and Reform UK's attempts to emulate it in Britain, Gould said the government was onboard with cutting waste through better procurement, but that innovating based on frontline experience could also save money.
'Everyone takes their own approach, and I think there is absolutely a role for looking at value for money through contracts. Basic efficiency should just be the baseline of doing good government … but I think when we're talking about people-based services, I think we have to design things differently, because often we have people costing millions of pounds who are using multiple services and we're not really supporting them. If we were much more focused on prevention or working with them at an earlier point we'd save a huge amount of money.'
She cited her experience working with someone who lacked the confidence to go to job interviews partly because of self-consciousness about his teeth. The human-centred approach that worked to help him had been enabling him to see a dentist.
On artificial intelligence, which is being embedded in the civil service as a way of speeding up processes, Gould said she did not see a conflict with a drive to provide human-based services and that AI could cut time spent on paperwork.
She said: 'If frontline officers are spending all their time on laborious processes, that is really, really frustrating, so I think they can free up their time so those processes are much easier through AI.'

Nigel Farage on UK crime: how do his statements stack up?

Nigel Farage has launched a six-week campaign and policy blitz, pledging to halve overall crime in the first five years of a Reform UK government. At a press conference on Monday, the Reform leader made a series of claims about crime levels in the UK and government efforts to lower them. In an article teeing up his proposals for the Daily Mail, Farage wrote that 'over the past 20 years, crime has become commonplace across Britain' and that ministers seemed to be spending money on 'everything except keeping the people of this country safe'. Here are some of his main claims and how they stack up. Crime has rocketed since the 1990s Farage's central argument is that crime has risen so much that the UK is 'facing societal collapse', while politicians are in complete denial. He wrote on Monday that total crime is 50% higher than it was in the 1990s. He told reporters that the crime survey for England and Wales was 'based on completely false data' and that 'if you look at police-recorded crime … there are some significant rises in crimes of all kinds, particularly crimes against the person'. He went on to argue that the true figures were even higher than the records showed, because 'most of us now don't even bother to report crime'. In fact, the Office for National Statistics regards the crime survey for England and Wales as the more accurate metric of long-term crime trends, because it includes incidents that haven't been reported to the police and is unaffected by changes in how crime is recorded. It is unclear what Farage's claim that it is based on 'completely false data' is founded on. The ONS also says police-recorded crime 'does not tend to be a good indicator of general trends in crime' and should only be used in conjunction with other data. ONS analysis of crime survey and police-recorded crime data concludes that crime against individuals and households has generally fallen over the last 10 years, with some important exceptions including sexual assault. There have been long-term decreases in violence with or without injury, theft offences and criminal damage since the mid-1990s. There are, however, some increases in the short-term. The latest survey shows a 33% increase in fraud last year, and a 50% increase in theft from the person compared with 2023. People in the UK no longer feel safe Farage claimed that 'people are scared of going to the shops' or 'to let their kids out' and that 'witnessing and experiencing crime has become normalised'. It's true that a significant proportion of British voters – 22% according to YouGov's poll tracker – regard crime as one of the biggest issues the country faces. Crime ranks behind the NHS, however, cited by 33% of people, and immigration and asylum, cited by 53%. One concrete data point Farage mentioned was that 57% of women felt it was unsafe to walk on the streets of London, which came from a Survation poll carried out this spring. One of the government's five driving 'missions' is to halve serious violent crime and raise confidence in the police and criminal justice system to its highest level. London is lawless Farage made a series of claims about crime in London, including that tourists were increasingly reluctant to visit the capital and that wealthy people such as the oil magnate John Fredriksen were leaving. Fredriksen – a Norwegian-born Cypriot billionaire who is selling his £250m mansion in Chelsea – in fact cited Rachel Reeves' tax changes as the main reason behind his decision and said the UK was becoming too much like Norway. He has said nothing about crime. Farage also said one in three people in London had been subject to phone theft. This appears to have come from a survey of 1,000 people by a UK fintech start-up called Nuke From Orbit, rather than the police-reported figures that Farage said he preferred. According to the Metropolitan police, 80,000 phones were reported stolen in London in 2024, which suggests the crime affected far fewer than one in three people. The Reform UK leader did cite some official figures, including that shoplifting in London was up 54% last year compared with 2023, which came from the ONS.

Keir Starmer tells MPs he wants to cut child poverty before next election

Keir Starmer said he wants to reduce child poverty by the end of the parliament, as the prime minister comes under mounting pressure to end the two-child benefit cap. The prime minister told MPs on Monday it was his aim to cut the number of children living in poverty by the time of the next election, going further than the manifesto pledge his party made before last year's election. Starmer's target will renew focus on ending the two-child cap, which poverty campaigners say is the most efficient way to take children out of poverty but would cost an estimated £3.6bn a year. Speaking to members of parliament's liaison committee, the prime minister said: 'We've set up a designated taskforce to look specifically to child poverty, to devise our strategy, and I have oversight of that, so that everybody can see it's a No 10/prime minister priority in what we're doing.' Asked by Meg Hillier, the chair of the Treasury select committee, whether it was his aim to cut child poverty this parliament, he replied: 'Yes. The last Labour government got child poverty down, and I want to get child poverty down.' His comments go further than the 2024 party manifesto, which promised to 'develop an ambitious strategy to reduce poverty'. But the government remains unclear on how it intends to meet the prime minister's target, with the results of the child poverty taskforce expected later this year. Starmer has previously said he wants to end the cap 'when fiscal conditions allow' but ministers said this has been made harder recently by the government's decision to abandon planned cuts to disability benefits in the face of a Labour rebellion. Child poverty rates have been rising for most of the last decade, and nearly a third of children now live in poverty, according to campaign groups. Ending the two-child cap, which was imposed by the Conservatives in 2017, would be a costly measure but one that experts say would have the most direct impact on poverty rates per pound spent. The Child Poverty Action Group says scrapping it would take 350,000 children out of poverty overnight – reducing the rate by seven percentage points. Starmer came under heavy criticism during Monday's hearing with the chairs of all 32 Commons select committees – even from his Labour colleagues over the government's record on poverty and living standards. Debbie Abrahams, the chair of the work and pensions select committee, said she had been 'ashamed' by the initial proposals in the government's welfare bill, against which she helped lead the rebellion. 'This was poor legislation,' she said. 'It was designed to save money for the Treasury by cutting support to sick and disabled people. It was so far removed from Labour values of fairness and social justice, let alone compassion and common decency. I have to say I felt ashamed.' 'The bottom 40% of households, they're not going to be better off in three years' time,' he said. 'They're actually going to be £1,200 a year worse off.' Byrne urged Starmer to commit to raising capital gains tax to give lower-paid people a tax cut – something the prime minister declined to rule out. Starmer did however say he wanted to sign further deals with the EU following on from the government's recent 'reset', specifically on cooperation over medicines and making it easier for touring musicians and other artists to travel around the continent. 'They're not the only areas, but these are common sense changes that we could make to our arrangements with the EU, which have, in my view, very little to do with the vote in 2016.' The prime minister added that he had been 'quite uncomfortable' about the Afghanistan superinjunction, which hid a major data breach and secret relocation scheme. The prime minister called the scheme and the superinjunction a 'shocking inheritance' from the previous government, even though his ministers extended the legal tool twice and only lifted it after a year in power.
