SCR's civil defence unit to train staff on cyber attacks

The South Central Railway's Civil Defence Organisation (CDO) is planning to introduce advanced training modules incorporating simulations of cyber-attacks and integration of cyber defence strategies.
The CDO unit, through its focus on safeguarding the railway network, wants to utilise real-time monitoring systems and data analytics for effective emergency response. For that to happen, it has sought dedicated budgets for taking up continuous training, improving equipment and infrastructure. It also wants to expand campaigns to educate passengers and leveraging digital platforms, informed senior officials on Tuesday.
The railway officials have pointed out that due to the increasing digitisation of railway operations, the staff should also be up-to-date with the cyber security risks. These programmes are to be tailored for volunteers, workshop staff, frontline and onboard staff, Railway Protection Force (RPF), Accident Relief Train/Medical Relief Van (ART/MRV) personnel, and others involved in critical safety topics.
'Railways is a critical artery of the nation's economy and connectivity, hence vulnerable to disruptions from accidents, terrorist threats and natural calamities. The CDO is tasked with protecting railway infrastructure, ensuring passenger safety, and maintaining operational continuity during emergencies,' they said.
The safety unit came into focus when it conducted the 45-minute mock drill while the country was preparing for 'Operation Sindoor' at Kacheguda, Raichur and Aurangabad railway stations last week. Here, the railway staff volunteers simulated hostile attack scenarios, testing air raid siren activation, passenger evacuation, fire-fighting, basic life support, etc., showcased the volunteers preparedness and training.
The select volunteers were earlier trained at the National Disaster Response Force (NDRF) Academy in Nagpur to become instructors at various levels in fire-fighting, first aid, evacuation procedures and handling unexploded ordnance.
The SCR civil defence teams have proved their capabilities in the flood affected areas of Vijayawada last year when working in challenging conditions they delivered essential supplies to distressed communities, said officials.
The zonal railway network is across Telangana, Andhra Pradesh, Maharashtra, and Karnataka. Each of the six divisions - Secunderabad, Hyderabad, Vijayawada, Guntakal, Guntur and Nanded - have a designated Divisional Emergency Officer (DEO), and also workshop emergency officers, to oversee civil defence activities.
The unit, currently led by Deputy General Manager Controller of Civil Defence Kotla Udaynath, had trained about 6,500 railway staff across various departments and institutions and has been recognised as the best performing CD Unit across the entire railways, according to chief public relations officer A. Sridhar, who was in charge of the unit before the present posting.

Jailed Lok Sabha MP Abdul Rashid Sheikh(Engineer Rashid), who was granted custody parole to attend Parliament between July 24 and August 4, is set to approach the Delhi high court for interim bail and the exorbitant fee charged by prison authorities for his travel from Delhi's Tihar jail to Parliament, family members and his party officials said. The parole this time is for 12 days. 'How can we pay over ₹1 lakh per day for travel from Tihar jail to the Parliament. My father wants to do his constitutional duty by attending Parliament and taking part in the discussions. He (Engineer Rashid) has ailing parents who are on daily medicine. It is not feasible and is unaffordable. We will approach the high court seeking relief. Also he is just an accused and not a convict,' Rashid's son Abrar said. 'The fee imposed is unjustified. When they take prisoners for trial or medical checkup, they do not send such bills,' he added. On March 25 , a special NIA court allowed Engineer Rashid, accused in a terror case, to attend Parliament on the condition that he would bear travel expenses, return to jail in the evening and not have access to cell phones or speak to the press. The amount was not specified by the court. In February and March when he attended Parliament proceedings, a Delhi police team escorted him from the jail to the Parliament and handed him to the CISF personnel inside the house. The CISF is incharge of Parliament security. After the day's proceedings, he was taken back by the police team to jail 3 inside Tihar where he is lodged. Rashid, an Independent MP and President of the Awami Ittehad Party (AIP), has been in jail since August 9, 2018 after being arrested by NIA. The National Investigation Agency(NIA) has in the past objected to Rashid's plea for bail, because he is facing very serious charges under the provisions of Unlawful Activities (Prevention) Act, 1967. The agency has also said that Rashid was involved in the activities of various terrorist and secessionist groups, including the Jammu & Kashmir Liberation Front, Hizb-ul-Mujahideen, Lashkar-e- Taiba, in waging war against the Government of India Inam un Nabi, spokesperson of Rashid's AIP party, said that the family arranged the money through crowd funding in February and March. 'The courts have in the past granted him interim bail to campaign. It was even extended then. No such fee was imposed. There is a discussion related to Operation Sindoor scheduled in Parliament. Baramulla, which the MP represents, includes the LOC region which was the most affected. If such a high fee is imposed in the name of travel conveyance and security, how can he take part in the Parliament proceedings?' HT reached out to the Tihar authorities but did not get a comment.

4 terrorists arrested as Gujarat ATS busts Al Qaeda module

Ahmedabad: The Gujarat Anti-Terrorism Squad (ATS) has arrested four men for allegedly operating a social media module that promoted the ideology and propaganda of Al Qaeda in the Indian Subcontinent (AQIS), a banned terrorist organisation, said officials. The arrests followed a statewide and inter-state operation carried out on July 21 and 22 based on intelligence inputs received last month. Two of the accused have been remanded to 14 days in ATS custody. Legal proceedings against the other two are in progress. (Gujarat ATS) The investigation identified four individuals: Fardeen Shaikh from Fatehwadi, Ahmedabad; Mohammad Faiq from Chandni Chowk, Delhi; Zeeshan Ali from Noida, Uttar Pradesh; and Sefullah Qureshi from Modasa in Gujarat. Gujarat ATS DIG Sunil Joshi said that all four individuals had been under watch for suspected links to the terror outfit and that the operation to arrest them was done based on specific intelligence inputs and coordinated surveillance. On June 10, Gujarat ATS received information about a group of Instagram accounts being used to circulate inflammatory content aimed at inciting violence and attracting youth toward terror organisations, said officials. The accounts sharyat_ya_shahadat, f4rdeen_03, _mujahideen1, mujahideen.3, and sefullah_muja_hid313 were sharing videos of AQIS and promoting the ideology 'Ghazwa-e-Hind', they said. 'The accounts aimed to incite Indian Muslims to commit violence against non-believers, encourage rebellion against the government, and promote establishment of an Islamic Sharia-based Caliphate in India,' said an official. ATS officials formed a team under superintendent of police K. Siddharth to identify the account operators. The team included officers from various ranks and conducted investigations to trace the users. Four teams were dispatched to these locations on July 21 and 22. The operation involved coordination with Delhi Police, Delhi Special Cell, UP ATS, and UP Police. All four suspects were detained and brought to the ATS office. 'During examination of recovered items, ATS found AQIS literature promoting jihad against India for Operation Sindoor and a sword from Fardeen Shaikh's possession. A video on his mobile phone showed him waving the sword while chanting: 'This was the only thing missing, now it's complete. Allahu Akbar',' said officials. The mobile phones of all four accused contained content related to jihad, Ghazwa-e-Hind, Kafir, and material promoting violence and terror attacks. The four individuals were found to have been operating together, using their respective accounts to amplify each other's posts and reach a wider audience, according to officials. The accused worked together to distribute propaganda material, jihadi content, videos, and incitement fatwas for rebellion like Ghazwa-e-Hind through Instagram. The activities targeted institutions of Indian governance. Mohammad Faiq collaborated with Pakistani Instagram accounts gujjar_sab.111 and M Salauddin Siddiqui 1360 to target Indian governance. The investigation extended to 25 Instagram accounts and data from 62 accounts related to the case. A case has been registered against the four under various sections of the Unlawful Activities (Prevention) Act, 1967 (UAPA), including sections 13 (unlawful activity), 18 (conspiracy), 38 (membership of a terrorist organisation), and 39 (support to a terrorist organisation). They have also been booked under sections 113 (promoting enmity), 152 (statements conducing to public mischief), 196 (conspiracy to commit offences against the state), and 61 (attempt) of the Bharatiya Nyay Sanhita, 2023 (BNS). Two of the accused have been remanded to 14 days in ATS custody. Legal proceedings against the other two are in progress, and further investigation is underway to identify additional persons involved in the network, said officials. The arrest comes as a major development in India's crackdown on terror activities, particularly after the terror attack in Kashmir's Pahalgam on April 22 in which 26 people died, most of whom were tourists.
