French PM Bayrou survives latest no-confidence motion

By Elizabeth Pineau
PARIS (Reuters) -French Prime Minister Francois Bayrou survived his latest no-confidence motion in parliament on Tuesday, after far-right National Rally (RN) lawmakers refrained from backing a measure brought by his opponents on the left.
The measure garnered 189 votes, falling well short of the threshold needed to oust the government.
Despite surviving his eighth no-confidence motion since taking office last December, Bayrou's premiership appears increasingly shaky. He now finds himself in the same position as his predecessor Michel Barnier, whose three-month stint as prime minister ended after the National Rally called time on his rule.
Officials from the RN - the single largest party in the National Assembly but short of a majority - said they would not back the no-confidence motion. They prefer to refrain until later in the year, when even more complex talks over passing the 2026 budget threaten to once again topple France's government.
Bayrou faces an uphill challenge to secure 40 billion euros in spending cuts for the 2026 budget.
The Socialists filed the no-confidence motion after months-long talks to tweak the country's disputed pension reform ended without a deal. Bayrou convened the talks to secure the Socialists' support against an earlier no-confidence motion, but their fragile accord is now dead.
RN party president Jordan Bardella, interviewed on CNews on Monday, gave no indication the RN would back the no-confidence measure. Instead, he called on French President Emmanuel Macron to dissolve parliament and call fresh legislative elections.
Macron, whose second and final term as president will end in 2027, called a snap parliamentary vote last year after the RN surged in European Parliament elections. He can dissolve Parliament again from July 8.
"I don't see how anything healthy can emerge between now and 2027," Bardella said.

Iranian nuclear program degraded by up to two years, Pentagon says

WASHINGTON, July 2 (Reuters) - The Pentagon said on Wednesday that U.S. strikes 10 days ago had degraded Iran's nuclear program by up to two years, suggesting the U.S. military operation likely achieved its goals despite a far more cautious initial assessment that leaked to the public. Sean Parnell, a Pentagon spokesman, offered the figure at a briefing to reporters, adding that the official estimate was "probably closer to two years." Parnell did not provide evidence to back up his assessment. "We have degraded their program by one to two years, at least intel assessments inside the Department (of Defense) assess that," Parnell told a news briefing. U.S. military bombers carried out strikes against three Iranian nuclear facilities on June 22 using more than a dozen 30,000-pound (13,600-kg) bunker-buster bombs and more than two dozen Tomahawk land attack cruise missiles. More: Iran enacts law suspending cooperation with UN nuclear watchdog The evolving U.S. intelligence about the impact of the strikes is being closely watched, after President Donald Trump said almost immediately after they took place that Iran's program had been obliterated, language echoed by Parnell at Wednesday's briefing. Such conclusions often take the U.S. intelligence community weeks or more to determine. "All of the intelligence that we've seen (has) led us to believe that Iran's -- those facilities especially, have been completely obliterated," Parnell said. Over the weekend, the head of the U.N. nuclear watchdog, Rafael Grossi, said that Iran could be producing enriched uranium in a few months, raising doubts about how effective U.S. strikes to destroy Tehran's nuclear program have been. Several experts have also cautioned that Iran likely moved a stockpile of near weapons-grade highly enriched uranium out of the deeply buried Fordow site before the strikes and could be hiding it. But U.S. Defense Secretary Pete Hegseth said last week he was unaware of intelligence suggesting Iran had moved its highly enriched uranium to shield it from U.S. strikes. A preliminary assessment last week from the Defense Intelligence Agency suggested that the strikes may have only set back Iran's nuclear program by months. But Trump administration officials said that assessment was low confidence and had been overtaken by intelligence showing Iran's nuclear program was severely damaged. According to Iranian Foreign Minister Abbas Araqchi, the strikes on the Fordow nuclear site caused severe damage. "No one exactly knows what has transpired in Fordow. That being said, what we know so far is that the facilities have been seriously and heavily damaged," Araqchi said in the interview broadcast by CBS News on Tuesday. Former FBI Director James Comey's daughter Maurene suffers high-profile loss as prosecutor in Diddy trial

Assistant U.S. Attorney Maurene Comey played a leading role on the eight-member team that prosecuted rapper Sean 'Diddy' Combs in a sex trafficking and racketeering trial that came to a close Wednesday with mixed results. The daughter of former FBI Director James Comey, Maurene Comey faced a setback when the jury found the performer not guilty of some of the most serious charges, including racketeering conspiracy and sex trafficking. However, the jury did side with prosecutors on two counts, finding Combs guilty of violating the Mann Act of 1910 by transporting women across state lines for prostitution. Maurene Comey was a prosecutor in the Jeffrey Epstein trial prior to his death in prison and also had a lead role in Ghislaine Maxwell's trial. She leads the violent and organized crime unit in the U.S. Attorney's Office for the Southern District of New York (SDNY). SDNY is the same stepping stone her father, James Comey, used to catapult himself to national prominence. 3 Maurene Comey arrives at the Federal courthouse during the Sean 'Diddy' Combs' sex trafficking and racketeering conspiracy trial at U.S. court in Manhattan, in New York City, U.S., May 21, 2025. REUTERS The ex-FBI director and prominent Trump foe worked similarly as a federal prosecutor there in the 1980s, when noted Trump ally Rudolph Giuliani was the Reagan-appointed U.S. attorney. He returned to Manhattan in the 2000s after former President George W. Bush appointed him to the role once held by 'America's Mayor.' Lately, the elder Comey received blowback for posting a photo of stones on a beach in the shape of '86 47,' which many observers considered to be a wish for President Donald Trump's death – with '86' being a cipher for 'kill' and '47' denoting Trump as the 47th president. 3 Sean 'Diddy' Combs listens as prosecutor Maurene Comey makes her closing arguments during Combs' sex trafficking trial in New York City, New York, U.S., June 27, 2025, in this courtroom sketch. REUTERS In court, Maurene Comey offered the prosecution's rebuttal prior to the jury being sent off to deliberate the charges against Combs. Maurene Comey argued from the dais that Combs 'never thought the women he abused would have the courage to speak out loud what he had done to them,' and suggested the rapper believed he was 'untouchable.' She also offered arguments that Combs had been involved in firebombing a Porsche owned by rapper Scott 'Kid Cudi' Mescudi, according to TMZ. 3 Maurene Comey questions 'Jane' during Sean 'Diddy' Combs' sex trafficking trial in New York City, New York, U.S., June 9, 2025 in this courtroom sketch. At the close of the trial, Maurene Comey argued to Judge Arun Subramanian that Combs should be denied the bond requested by defense attorney Marc Agnifilo. 'There is serious relevant conduct here that will merit a lengthy period of incarceration,' she said, according to the New York Post. While occupationally a proverbial chip off the old block, Maurene Comey has remained largely silent during James Comey's recurring controversies, from his '86 47' post that drew demands for investigation by the Secret Service to his rhetorical battles with Trump.

Ukraine looks to jointly produce weapons with allies as the US halts some shipments

Ukraine's Defense Ministry said it had not received any official US notification of a suspension or revision of agreed arms delivery schedules. Officials have requested a phone call with their US counterparts to verify the status of specific items in the pipeline, it said in a statement. As Washington — Ukraine's biggest military backer — has distanced itself from Ukraine's war efforts under President Trump, a bigger onus has fallen on European countries. Advertisement French President Emmanuel Macron and Russian President Vladimir Putin on Tuesday held their first direct telephone call in almost three years. Macron's office said that during their two-hour conversation, the French leader underlined France's 'unwavering support for Ukraine's sovereignty and territorial integrity' and called for a cease-fire. Washington's decision could remove some of the most formidable weapons in Ukraine's battlefield arsenal, including some air defense missiles, precision-guided artillery, and other weapons, according to AP sources. Advertisement The US decision should prompt European Union countries to spend more on developing Ukraine's defense industry, Danish Defense Minister Troels Lund Poulsen said. 'It just underlines the need for Europe to do more, and also to invest more in Ukraine,' Lund Poulsen told reporters. 'We could do even more, to give them a stronger way of fighting back.' Denmark on Tuesday took over the EU's rotating presidency for six months. It is already investing directly in Ukraine's defense industry, which can produce arms and ammunition more quickly and cheaply than elsewhere in Europe. Denmark is also allowing companies from Ukraine to set up shop in Denmark and manufacture military equipment on safer ground. Lund Poulsen said the first companies could start work as soon as September, and he urged European partners to follow suit. Ukrainian President Volodymyr Zelensky in his daily address on Tuesday evening said officials are preparing with a sense of urgency for upcoming meetings with EU countries and other partners to talk about cooperation in weapons manufacturing. Defense Minister Rustem Umerov announced that draft legislation on joint weapons production with allies is expected to be put to a vote in the Ukrainian parliament later this month. The proposed laws were shown to national defense companies on Tuesday, Umerov said. The program includes plans to create a special legal and tax framework to help Ukrainian defense manufacturers scale up and modernize production, including building new facilities at home and abroad, according to Umerov. Earlier this week, German Foreign Minister Johann Wadephul said during a visit to Kyiv that Germany aims to help Ukraine manufacture more weapons more quickly. He was accompanied on the trip by German defense industry representatives. Advertisement The US is halting some weapons deliveries to Ukraine out of concern that its own stockpiles have declined too far, officials said Tuesday. Certain munitions were longer-term commitments promised to Ukraine under the Biden administration, though the Defense Department did not provide details on what specific weapons were being held back. The details on the weapons in some of the paused deliveries were confirmed by a US official and former national security official familiar with the matter. Both requested anonymity to discuss what is being held up as the Pentagon has yet to provide details. The halt includes some shipments of Patriot missiles, precision-guided GMLRS, Hellfire missiles, and Howitzer rounds. Ukraine's Foreign Ministry summoned the US chargé d'affaires, John Hinkel, on Wednesday to discuss ongoing defense cooperation. Deputy Foreign Minister Maryana Betsa thanked the US for its continued support, but emphasized the 'critical importance' of maintaining previously allocated defense packages, especially for bolstering Ukraine's air defense. Kremlin spokesman Dmitry Peskov said the Pentagon's decision will help bring a settlement closer, because 'the fewer weapons supplied to Ukraine, the closer the end of the (war) is.' Under Trump, there have been no new announcements of US military or weapons aid to Ukraine. Between March and April, the United States allocated no new aid to Ukraine, according to Germany's Kiel Institute, which tracks such support. Russia launched its full-scale invasion of its neighbor on Feb. 24, 2022. For the first time since June 2022, European countries surpassed the US in total military aid, totaling 72 billion euros ($85 billion) compared with 65 billion euros ($77 billion) from the US, the institute said last month. Analysts say Ukraine's European allies can fill some of the gaps and provide artillery systems. But they don't possess alternatives to the US-made HIMARS missiles and air defense systems, especially Patriots, which are crucial to help defend Ukrainian cities. Advertisement It's not clear how much weaponry Ukraine possesses or what its most urgent needs are.
