Why energy should be at the centre of emerging countries' economic policymaking

Energy needs to be at the heart of policymaking if developing nations want to navigate the current geopolitical turmoil and tectonic shift in the global economy, experts at the World Utilities Congress told The National on Wednesday.
The sector has emerged as a keystone of economic policy, and countries should realign their strategies to attain energy independence, which will help them cope with future uncertainties, they said.
Emerging economies, in particular, should pay close attention to opportunities within the energy industry and attract more investment, said Roberto Bocca, head of the World Economic Forum's Centre for Energy and Materials.
'If you have a strategic view and approach, you can reposition yourself for the future of your country in line with the new energy system,' he said at the event in Abu Dhabi.
Countries in blocs will benefit if they take a united front, he said, giving the example of the Asean Power Grid, which is being positioned as a resilient electricity infrastructure to drive regional economic growth.
Such initiatives are strategic ways to 'make an opportunity out of this [sustainable energy] challenge', Mr Bocca said.
Emerging economies need to strike the right balance between 'affordability and sustainability', while the developed world is more focused on sustainable energy, Karim Amin, executive board member of Germany's Siemens Energy, said.
That balance will allow emerging economies to 'embark on their own journey of economic development and industrialisation', Mr Amin said.
Data centres 'jumping the energy queue'
The rapid growth of the data centre industry is making striking the right energy balance much more complicated. It is expanding at breakneck speed alongside artificial intelligence and cloud requirements.
'Data centres are making the discussion even more complex because they are jumping the queue,' Mr Amin said. 'They want to have all the energy that they can get as fast as possible, and money is not exactly the main hurdle,' he said, alluding to the major investment in data centres by some of the world's biggest technology names.
In general, the bigger the data centres, the bigger their energy need. On a monthly basis, small, medium and large-size data centres are estimated to consume as much as 36,000kWh, 2,000MW and 10MW, respectively, according to industry tracker Data Centre World.
Data centres were thrust into the spotlight again with the recent announcement of Stargate UAE, a mega data centre project to be built in Abu Dhabi by AI major G42, OpenAI, Oracle, Nvidia, Cisco and SoftBank Group. The one-gigawatt compute cluster will operate in the recently established five-gigawatt UAE – US AI Campus.
'When you look at data centres or the AI related to them, a lot of the conversation is around, indeed, the growing demand,' Mr Bocca said.
'The other side of the equation that is maybe less spoken about is [what kind of] optimisation AI can bring [to data centre systems]. There will be adjustments, but in the short run, definitely in some locations there will be increasing demand of energy for data centres.'

Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, on Monday hailed the "remarkable success" of a major Emirati family support strategy which has helped hundreds of couples to get married. Sheikh Hamdan said the Sheikha Hind bint Maktoum Family Programme had made a "tangible difference" in the lives of Emiratis as Dubai increases efforts to champion family stability and growth. The Dubai Wedding Programme - launched in January last year under the directives of Sheikha Hind, wife of Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai - has witnessed a 218 per cent surge in demand for its services, year on year. The initiative offers citizens incentives to help reduce wedding costs – including marriage planning services and holding parties in modern halls across the emirate. Family counselling for newlyweds is also provided, along with marriage planning, family management and financial advice for young couples. Sheikh Hamdan said 27 per cent of all marriages in Dubai were registered with the support of the social welfare scheme. The Dubai Crown Prince said the project highlighted Sheikha Hind's commitment to "enhancing community wellbeing" and spoke of its importance to the emirate's wider development goals under the Dubai Social Agenda 33. "The Dubai Social Agenda 33 continues to build on this momentum, grounded in the belief that investing in families is the most powerful investment in the nation's future," Sheikh Hamdan said, in comments shared by Dubai Media Office. In its first year, the Dubai Weddings programme helped to enable 344 weddings, accounting for 28.3 per cent of all Emirati weddings in Dubai by the end of last year. It also contributed to a 10.1 per cent increase in Emirati weddings last year, compared to 2023. Under the Sheikha Hind bint Maktoum Family Programme, a remote work option on Fridays is in place for mothers during the first year after maternity leave and a reduction in monthly premium for housing loans to a minimum of Dh3,333 for beneficiaries of the Dubai Weddings programme, provided their monthly income does not exceed Dh30,000. Promoting the family unit In January last year, the Ruler of Dubai launched a Dh208 billion ($56.63 billion) strategy to double the number of Emirati families in the emirate in a decade. Sheikh Mohammed set out plans to increase housing standards, health care and quality of life for citizens. In June, Sheikh Mohammed issued a decree providing fully paid marriage leave of 10 days for Dubai government employees. It also allows employees to combine marriage leave with any other leave they are entitled to. The decree covers Emirati employees working in government agencies and authorities supervising special development zones and free zones. The UAE's Minister of Family recently told The National that the needs of families needed to be at the centre of government decision-making. She made her declaration as she outlined efforts to introduce a national fertility strategy aimed at addressing declining birth rates. Plans were discussed at the June meeting of the Federal National Council (FNC) during which it was confirmed feasibility studies were under way. The project is being launched against a global backdrop of reduced fertility rates, and the UAE is no different. The FNC session heard that there was an 11 per cent drop in births among Emiratis between 2015 and 2022, while non-Emirati residents had experienced a 5 per cent increase during the same period. There were 30,889 Emiratis born in 2022 and 65,762 expatriates. 'Fertility rates are declining globally, and the UAE is not immune,' said Sana bint Mohammed Suhail, Minister of Family, in a statement sent to The National. 'But where others may see a looming challenge, we see a chance to lead – by placing family back at the centre of policy, in ways that are meaningful, modern, and uniquely preservative of our Emirati identity.' This is now a 'strategic priority' according to Ms Suhail, who added the first phase of a national assessment has been launched. Several government agencies are now involved in the creation of the strategy.

Abu Dhabi: The Central Bank of the United Arab Emirates (CBUAE) has issued its 2024 Financial Stability Report, which includes a comprehensive assessment of financial system stability and financial developments across sectors amidst increased global challenges and risks. The report affirmed the robustness of the UAE banking sector, supported by strong capital and liquidity buffers, alongside improved asset quality and continued growth. Financial stability risks in the country remained broadly contained and unchanged, due to robust economic fundamentals, prudent policies, and effective risk management. The report reviews domestic and global macroeconomic trends, financial market conditions, the performance of various sectors, and regulatory developments, with a focus on resilience aspects and emerging risks. It also underscores the CBUAE's commitment to fostering proactive risk monitoring, innovation, and transparency, supporting financial system resilience, and collaborating with local and international partners to enhance the UAE's position as a leading global financial hub. The strong performance of the financial system contributed to enhancing the nation's economic resilience. The UAE's real GDP grew by 4% in 2024, driven by growth momentum in the non-oil sector, a key driver for economic diversification. The overall GDP growth outlook is also expected to remain positive for the coming years, reaching 4.4% in 2025 and rising to 5.4% in 2026. In 2024, the UAE's financial system experienced robust and stable conditions. A significant step in enhancing coordination among key stakeholders was the operationalisation of the UAE Financial Stability Council, chaired by His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, Chairman of the Presidential Court, Chairman of the Central Bank and Chairman of the Financial Stability Council. This move represented a crucial stride towards bolstering coordination among stakeholders, activating systemic risk oversight, facilitating the assessment of emerging risks, and streamlining timely policy responses to horizontal risks. 2024 also saw the CBUAE reinforce its regulatory and supervisory frameworks through the implementation of new macroprudential tools, strengthening cybersecurity requirements, advancing in sustainable finance, and expanding the scope of climate change risk assessment, in line with international best practices. The comprehensive stress tests conducted by the CBUAE in 2024 confirmed the ability of the UAE's banks to absorb macroeconomic shocks, continue providing credit facilities even under hypothetical adverse scenarios, and maintain high levels of capital and liquidity exceeding minimum requirements, highlighting the banking sector's resilience in addressing global risks. The UAE's non-bank financial institutions (NBFIs) sectors achieved significant positive results at various levels. The insurance sector remained resilient, with adequate solvency positions and substantial growth of 21.4%, bringing total gross written premiums to AED 64.8 billion, thereby reinforcing policyholders' rights. Overall, finance companies maintained adequate capitalisation with further improvements in liquidity levels, while money exchange businesses continued to demonstrate their resilience and operational stability. 2024 also witnessed an acceleration in digital transformation, reflected in increased adoption rates of FinTech and digital payments, the expansion of banking services, and the integration of artificial intelligence and data analytics. The CBUAE continued to develop the national payment and settlement infrastructure through the launch of the Domestic Card Scheme "Jaywan", the widespread adoption of the 'Aani' Instant Payment Platform, and the progress made in the central bank digital currency (CBDC) "Digital Dirham", all of which enhanced the financial system's efficiency and resilience. The report anticipates that the outlook for the UAE's financial system will remain positive, supported by robust economic fundamentals, prudent economic management, and the CBUAE's efforts to support financial system resilience, enhance proactive risk monitoring, innovation, and transparency. His Excellency Khaled Mohamed Balama, Governor of the CBUAE, said: "The UAE maintained strong economic and financial conditions in 2024, despite growing economic challenges and increasing global risks, supported by national economic growth and the banking system's robustness and resilience.
