Suspended sarpanch removed over mining in protected Nuh Aravalis
Gurgaon: Nuh district administration on Tuesday dismissed the suspended sarpanch of Basai Meo gram panchayat for "dereliction of duties". The dismissal of Mohd Hanif comes in the wake of the ongoing crackdown on illegal mining in the Aravalis region. The action comes amid serious findings against Hanif, including failure to uphold his responsibilities as a sarpanch and alleged complicity in enabling illegal activities. The order references key findings documented in a Central Empowered Committee (CEC) report. CEC has been monitoring and reporting illegal mining in ecologically sensitive zones, including Basai Meo. Basai Meo has been under scrutiny following revelations illegal road construction and mining were carried out in forest and agricultural land, directly violating Supreme Court directives and environmental norms. The CEC report confirmed the illegal construction of a 1.5km road, allegedly created to facilitate transportation for illegal stone mining. The committee also noted inaction from the local panchayat and raised questions about the role of elected representatives. The removal was carried out under Section 51(3)(e) of the Haryana Panchayati Raj Act, 1994, based on a detailed factual investigation report submitted by ADC and the regular inquiry officer. Hanif's dismissal comes under sections 19, 21, 49 and 50 of the Act. These sections pertain to the sarpanch's responsibility to safeguard public land, ensure lawful governance, prevent environmental damage and enforce accountability at the village level. In June, the Anti-Corruption Bureau (ACB) arrested multiple officials of the land consolidation department linked to similar violations in Basai Meo. The DC used the powers vested in him to remove the suspended sarpanch, signalling a clear message of zero tolerance for elected representatives found aiding or abetting illegal acts. Meena said, "Ensuring transparency and accountability in the Panchayati Raj system is a top priority for the district administration and any negligence of assigned duties by public representatives will not be tolerated." Sources suggest more suspensions and removals could follow as investigations continue in villages such as Rava, Pathrili and Mandikhera, where similar patterns of illegal mining have been observed. SC has explicitly prohibited mining in the ecologically sensitive Aravali region, which includes parts of Nuh, to prevent further environmental degradation.

HC dismiss PIL challenging move to convert Mayor bungalow into Thackeray memorial
Mumbai, July 1 (UNI) The Bombay High Court on Tuesday dismissed a public interest litigation (PIL) challenging the Maharashtra government's decision of 2017 to convert an old Mumbai mayor bungalow at Shivaji Park in Dadar area of central Mumbai into a memorial for late Shiv Sena chief Bal Thackeray. The division bench of Chief Justice Alok Aradhe and Sandeep V Marne dismissed the petition during the hearing of the PIL filed by social activist Bhagwanji Riyani, challenging the decision, claiming that the proposed construction violated the Environmental Protection Act and the Coastal Zone Regulation notification. The petitioners also claimed that since the bungalow, built in 1928, is a heritage structure, it cannot be converted into a memorial. The PIL before the court also challenged the state government's decision to allocate ₹100 crore as a budget for setting up the memorial. The PIL also assailed an amendment to the Mumbai Municipal Corporation Act by which BMC was allowed to leave an immovable property of the corporation to any person at a nominal rate of ₹1 per annum. The petition said that the entire machinery was being moved for a private individual when the amount could be used for other important things. The Maharashtra government in its response said it was the state's discretion to allot land and money for the memorial. The Brihanmumbai Municipal Corporation (BMC) and the Mumbai Heritage Conservation Committee (MHCC) also defended the construction and told the High Court that all requisite permissions were obtained and procedures followed before allotting land for the memorial. In its affidavit filed before the High Court, the BMC stated that due process of law had been followed before allotting land for the memorial in Mumbai at a nominal rate. Law & Order: Deputy Commissioner bans Muharram in parts of Karnataka's Ballari
BALLARI: Ballari Deputy Commissioner Prashanth Kumar Mishra has issued an official order, banning Muharram observance at some villages in different taluks of Ballari district from June 30 to July 7. This is to maintain law and order in these villages that had witnessed tension over the last few years, he stated. After receiving reports that communal harmony could be disturbed again, the district administration invoked Section 35 (A), (B), (D), (E) of the Karnataka Police Act, 1963 to impose the restrictions. The order specifies that public gatherings, processions and assembling of effigies (Panja) are strictly prohibited in these areas during the ban. In the Gandhinagar police limits of Ballari, restrictions are in place at Mahanandikottu. K Sooguru, Mudenur, Hirehal, Nadang, Bandral, Deshanur, K Belagal and Albanur in Siruguppa taluk are covered under the ban. Tekkalakote, Halekote, Upparahosalli, Udegola, and Araliganur under the Tekkalakote police limits are the other areas where public Muharram observation has been banned. Sirigeri, Kooriganur, Taluru, and Karuru in Sirigeri police limits and Gonal village in Kampli too face the ban. The Section 35(A) of the Karnataka Police Act prohibits carrying weapons like swords, daggers, spears, clubs, guns, knives, batons or any objects that could cause injury. Additionally, display of offensive or disrespectful images of individuals, public speeches, slogans, music, use of loudspeakers or demonstrations that may breach public decency or morality are not allowed. If the order is violated, the prohibited items will be confiscated and legal action taken against violators, the DC warned.
