I&B Ministry cautions media outlets against live coverage of defence operations in Pahalgam

NEW DELHI: The Indian Ministry of Information and Broadcasting (MI&B) on Saturday issued an advisory requesting media outlets, especially television news channels, to refrain from showing live coverage of defense operations related to the
The ministry urged news agencies, social media users and all media platforms to exercise "utmost responsibility and adhere strictly to existing laws and regulations" while reporting on matter concerning defence and other security related actions "in the interest of the national security."
The ministry further stated that specifically 'no real-time coverage', dissemination of visuals, or 'source-based reporting' should be undertaken.
"Premature disclosure of sensitive information may inadvertently assist hostile elements and endanger operational effectiveness and the safety of personnel… Past incidents have underscored the importance of responsible reporting. During events such as the Kargil war, the 26/11 Mumbai terror attack, and the Kandahar hijacking, unrestricted coverage had unintended adverse consequences on national interests," read the advisory.
On April 22, 2025, terrorists opened fire in Pahalgam's Baisaran meadow, killing 25 tourists, one local, and injuring several others.
Noting that media, digital platforms, and individuals play a vital role in safeguarding national security, the ministry said that besides legal obligations, it is a 'shared moral responsibility' to ensure that our collective actions don't compromise ongoing operations or the security of our forces.
Drawing attention towards the Cable Television Networks (Amendment) Rules, 2021, the advisory said that such a telecast is in violation of those regulations and the violators are liable for action.
'Media coverage may be restricted to periodic briefing by an office designated by the appropriate Government till such operation concludes. All stakeholders are requested to continue exercising vigilance, sensitivity and responsibly in courage, upholding the highest standards in the service of the nation,' the advisory stated.

Shimla: The Himachal Pradesh govt has enforced a new legal provision requiring police to obtain prior sanction before arresting any public servant for actions taken in the line of duty, following the President's assent to the Himachal Pradesh Police (Amendment) Act, 2024. The amendment to Section 65 of the Act now states: "No police officer shall arrest a public servant for any act done while discharging their duties except with the prior sanction of the govt." The state's Vidhan Sabha passed the amendment on Dec 20, 2024, despite strong opposition from the BJP, which argued it could shield corrupt officials from accountability. However, the state govt defended the move, claiming it would protect public servants from undue pressure and allow them to perform their duties without fear of arbitrary legal action. After passage in the assembly, the bill was sent to the President, who granted assent on May 23. The state's law department notified the amended Act officially on Monday. In addition to changes in arrest procedures, the amendment also alters recruitment protocols. Section 4 of the parent Act has been updated to state that the recruitment of non-gazetted Grade-II police officers to the state cadre will be conducted through the Police Recruitment Board, following rules framed by the state govt. For the first time in almost 20 years, travelers may no longer be required to take off their shoes during security screenings at US airports. The plan is for the change to occur at all US airports soon, the memo said.(Bloomberg) The Transportation Security Administration is looking to abandon the additional security step that has for years bedeviled anyone passing through US airports, according to media reports. If implemented, it would put an end to a security screening mandate put in place almost 20 years ago, several years after 'shoe bomber' Richard Reid's failed attempt to take down a flight from Paris to Miami in late 2001. The travel newsletter Gate Access was first to report that the security screening change is coming. ABC News reported on an internal memo sent to TSA officers last week that states the new policy allows travelers to keep their shoes on during standard screenings at many U.S. airports, beginning Sunday. That would expand to all airports shortly. The plan is for the change to occur at all US airports soon, the memo said. Travelers have previously been able to skirt the extra security requirement if they participate in the TSA PreCheck program, which costs around $80 for five years. The program allows airline passengers to get through the screening process without removing shoes, belts or light jackets. Travelers who are 75 years old or older and those 12 or younger do not have to remove shoes at security checkpoints. The TSA has not officially confirmed the reported security screening change yet. 'TSA and DHS are always exploring new and innovative ways to enhance passenger experience and our strong security posture,' a TSA spokesperson said in a statement Tuesday. 'Any potential updates to our security process will be issued through official channels.' The TSA began in 2001 when President George W. Bush signed legislation for its creation two months after the 9/11 attacks. The agency included federal airport screeners that replaced the private companies airlines had used to handle security. Over the years the TSA has continued to look for ways to enhance its security measures, including testing facial recognition technology and implementing Real ID requirements. One of the most prominent friction points for travelers is the TSA at screening checkpoints. Trump's Transportation Secretary Sean Duffy asked the public in an April social media post what would make travel more seamless. The following day, Duffy posted on X that, 'It's very clear that TSA is the #1 travel complaint. That falls under the Department of Homeland Security. I'll discuss this with @Sec_Noem.' Homeland Security Secretary Kristi Noem will host a press conference Tuesday evening at Ronald Reagan Washington National Airport to announce a new TSA policy 'that will make screening easier for passengers, improve traveler satisfaction, and reduce wait times,' her agency said. Trump fired TSA Administrator David Pekoske in January in the middle of a second five-year term, though he was appointed by Trump during his first term in the White House. Pekoske was reappointed by President Joe Biden. No reason was given for Pekoske's departure. The administrator position remains vacant, according to the TSA website.

Bengaluru: In a major move aimed at curbing the growing menace of unregulated online betting and gambling, the Karnataka govt has proposed to establish a dedicated Karnataka Online Gaming and Betting Regulatory Authority through a new legislation titled—The Karnataka Police (Amendment) Bill - 2025. The Bill, to be tabled in the coming legislature session, seeks to overhaul the regulatory framework governing online gaming and introduces stringent penalties for operators of illegal online betting platforms. The draft bill proposes an outright ban on all forms of online betting, wagering, or gambling involving games of chance, including those using money, tokens, virtual currency, or electronic funds. However, games of skill will be exempted, but regulated and licensed. The proposed regulatory authority will distinguish between games of skill and games of chance based on judicial precedents and will issue licences only to operators of skill-based gaming platforms. Licences will be issued for three years and will be renewed based on compliance levels, the bill stated. Operators of illegal platforms will face imprisonment up to three years and penalties up to Rs 1 lakh. Promoters or advertisers aiding such platforms can face up to six months in jail and fines up to Rs 10,000. The regulatory mechanism has been mooted at a time when Karnataka has emerged as one of the major gaming hubs in the country. According to latest gaming reports, India's skill-based online gaming sector is valued at around $4 billion, contributing approximately $1.44 billion (Rs 12,000 crore) in taxes annually. Karnataka accounts for about 25 per cent of the Indian online gaming market, generating around Rs 1,350 crore in annual taxes, and its gaming market is poised for rapid growth in the next five years. The regulatory authority will be headed by a chairperson appointed by the state govt with experience in law, public administration or technology and will have three other experts drawn from fields of information technology, finance and social welfare. The bill empowers the authority to issue cease-and-desist orders to unregistered platforms and individuals involved in illegal betting, to impose civil penalties (in addition to criminal penalties) up to Rs 5 lakh for repeated violations and to conduct searches, seizures, and audits of premises, servers, and records of suspected illegal operators, subject to a warrant from a competent court. The authority will establish a helpline and support mechanisms for individuals affected by betting-related addiction or financial distress. The bill also offers whistleblower protection and incentives with regard to information that culminates in identification and prosecution of illegal online betting operators. Moreover, licensed operators are mandated to maintain five-year records of all transactions and report all suspicious transactions within 48 hours to authorities. The bill has also proposed insertion of a new Chapter VIIA into the Karnataka Police Act -1963, devoted entirely to the regulation of online betting and gaming.
