Mapped: The areas of the UK with the highest levels of crime revealed
The total is up from 6.1 million in the pre-pandemic year of 2019-2020, and from 4.2 million a decade earlier in 2014-2015, according to the Office for National Statistics (ONS).
The figures published by the ONS used data collected as part of the Crime Survey for England and Wales. It showed the number of crimes against individuals and households in England and Wales rose to around 9.4 million in the year ending March 2025.
The number of shoplifting offences surged to the highest figure since current police recording practices began in 2003. Some 530,643 offences were logged in 2024/25, up 20 per cent from 2023/24.
Theft from the person offences also remain at record levels, with 151,220 recorded by forces in the year to March, up 15 per cent from 131,584 in the previous 12 months.
Meanwhile, the number of homicides dropped by six per cent to 535 offences, the lowest level recorded in more than a decade.
The Independent has put together the maps below showing total crime, homicides, sexual offences and shoplifting broken down by police force areas in England and Wales:
The Metropolitan Police recorded the highest number of crimes last year, with 942,674 offences logged across London.
Greater Manchester Police followed with just over 319,000 offences, while West Midlands Police came third highest with nearly 309,000.
At the other end, City of London Police, covering the small financial district, recorded just over 9,000 crimes, the lowest of any force.
Cumbria Constabulary had around 37,000 offences, and Dyfed-Powys in Wales logged about 38,000.
The Metropolitan Police also saw the highest number of homicides, with 104 killings over the year. West Midlands Police recorded 31, and Greater Manchester Police reported 27.
The country's biggest police force also saw the highest number of sexual offences, with more than 55,000 recorded incidents. West Yorkshire Police came next with around 46,000, followed by Greater Manchester Police with almost 43,500.
Shoplifting was also concentrated in the largest metropolitan areas. London again topped the list with nearly 94,000 offences, West Midlands Police recorded around 32,700, and West Yorkshire Police logged roughly 22,700 incidents.
Retail bosses have warned that official statistics are likely to be the tip of the iceberg, and that shop owners need to see immediate results as ministers have pledged thousands more officers for neighbourhood policing.
The ONS said that because these estimates are still in development and are subject to change, caution should be taken when making comparisons between the two years, and it is not possible to say whether the difference is statistically significant.
Home secretary Yvette Cooper said: 'This summer our new neighbourhood policing guarantee means over 500 town centres are getting extra neighbourhood patrols and action on town centre crime, and we are delivering the first 3,000 increase in neighbourhood officers and PCSOs in communities by next spring.'
The Crime Survey for England and Wales covers a range of personal and household victim-based crime, including theft, robbery, criminal damage, fraud, computer misuse and violence with or without injury, but does not include sexual offences, stalking, harassment and domestic abuse, which are presented separately.
Experiences of theft, criminal damage and violence with or without injury, as measured by the ONS survey, have been on a broad downwards trend since the mid-1990s.

Police are hunting for a woman who allegedly sexually assaulted a male train worker as he walked through a carriage late at night. At the time of the assault, the railway employee had been passing through a carriage as it travelled between Sutton Parkway and Shirebrook in northern Nottinghamshire. The attack is said to have occurred at around 9pm on Saturday, May 31. Now, the British Transport Police have issued an urgent appeal for the public's assistance and are hoping to speak to a woman captured on CCTV on the day of the incident. Officers believe that she could hold vital information that could help aid their investigation. Anyone who recognises the woman has been asked to contact British Transport Police. A spokesperson for the force said: 'Police investigating a sexual assault on a rail staff member in Nottinghamshire have released this image in connection. 'At around 9pm on Saturday 31 May, a member of staff was on a train between Sutton Parkway and Shirebrook. 'As he walked down the carriage, a woman sexually assaulted him. 'Officers would like to speak to the woman pictured as they believe she may have information that could assist their enquiries.' Any individuals with relevant information or able to identify the woman pictured have been asked to contact the British Transport Police by texting 61016 or by calling 0800 40 50 40, quoting reference 682 of 31 May. Information can also be reported anonymously through Crimestoppers on 0800 555 111. It come after a Great Western Railway train manager was jailed for seven years in February after he sexually assaulted an 18-year-old passenger when asking to check her ticket. Nicholas McMurray, 38, approached the victim and asked to see her ticket, and adjusted the woman's dress, British Transport Police said. The 18-year-old had been standing and chatting on the phone in the vestibule shortly before it arrived in Swansea when McMurray sexually assaulted her on June 22, 2024. He continued to hold the victim until the train pulled into the station and made sexually explicit comments to her before touching her again as she got off the train. The woman, who cannot be named for legal reasons, bravely reported the incident to officers at the station. Police found the 38-year-old standing by the stationary train when he was arrested. Predator McMurray was 'immediately removed from duty as train manager for GWR' and no longer works there. He was been found guilty of sexual assault and assault by penetration as Swansea Crown Court on February 5. Last year he was sentenced to seven years in prison and put on the sex offenders register for life. Anyone who is a victim or a witness to a sexual offence on a railway has been urged to report it by texting 61016. A GWR spokesperson said: 'We are committed to upholding the highest standards of safety and trust for our customers and employees. 'As soon as we became aware of the incident, we took immediate action to remove the individual from duty and he no longer works for the business.'

‘Killer' accused of murdering beauty queen ‘fled to UK on small boat' as heartbroken dad fears he'll never get justice
A MAN accused of murdering his beauty queen wife fled to the UK on a small boat, it is claimed. Ibrahim Ghazal, from Lebanon, is alleged to have suffocated Zeina Kanjo to death in Beirut before moving around Europe for years. 3 3 The 36-year-old - who is subject to an Interpol red notice - eventually travelled to Britain from France this year along with thousands of other migrants. Ghazal was jailed last week jailed for nine months for attempting to arrive without valid entry clearance after being arrested by Border Force. Government officials are facing a possible crisis ahead of his sentence expiring. Ms Kanjo's dad Mohammed fears his daughter will never get justice if the alleged killer returns to Lebanon and is hopeful the British legal system can step up. There are fears Ghazal could do the same to remain in Britain. Ms Kanjo, 33, was murdered in January 2021, having apparently got married just four months earlier. Her death sparked a national debate in Lebanon about domestic abuse. Ms Kanjo had filed domestic violence and fraud cases against her new husband and was trying to divorce him when she was killed, according to reports. She had represented her country at a beauty contest in Egypt the previous year. Ghazal allegedly fled to Turkey hours after his wife's death. Lebanese channel Al Jadeed broadcast an audio recording in which he allegedly admitted to the murder. Speaking to Ms Kanjo's sister, the person says: "I didn't want to, I didn't want her to die, when she was screaming, I just put my hand on her mouth." Ghazal is understood to have travelled through Greece, the Netherlands and Luxembourg. He was arrested in December 2022 in Stokholm under Interpol's red notice. However, Swedish laws prevented him from being extradited back home where he said he faced execution, and when he was detained again in Germany, the same thing happened, according to Ms Kanjo's lawyer Ashraf Al-Moussawi. Mr Al-Moussawi has pointed out Lebanon has not carried out an execution since 1994 and so this should not have been used as a defence. He added the alleged killer then "wandered Europe until his recent arrest in England". The lawyer has urged the British government to find a way to send Ghazal back to his homeland to face justice. Ms Kanjo's dad Mohammed claims his daughter's husband had sneaked back into Lebanon to attend his cousin's wedding a year after his wife's death. "After all this time, I'm left wondering if justice will ever be served," he told the Mail. "It's like something is missing from your body, something that is not replaceable. "I honestly hope he's not handed over to Lebanese authorities only to be imprisoned and then released again." He added perhaps the UK legal system can "find a way to properly punish him". Ghazal was detained by Border Force and jailed at Gloucester Crown Court last Wednesday after admitting to entering the country unlawfully. A Government spokesman said: "The Home Office never comments on whether extradition requests have or have not been received, and it is also our longstanding policy not to comment on individual cases. "However, we will always do everything in our power to remove serious foreign criminals from the UK so they are not left free on our streets after completing their sentence."

Woman turned away from Wetherspoons for wearing Union Jack dress ‘absolutely disgusted' over policy
A WOMAN sporting a Union Jack dress was turned away from a Wetherspoon's pub amid anti-immigration protests. Tanya Ostolski said she had been refused service from The Picture House in Sutton-in-Ashfield, Nottinghamshire for her patriotic style on Friday. 2 2 At first the 54-year-old said she was refused entry for carrying a St George's cross flag. However, even after she'd put the flag in her bag, they still refused to let her in which she said was attributed to her Union Jack dress. It has left her concerned that she might be barred in future. She told Nottinghamshire Live: "It's our flag, it's our nation's flag. I wasn't being aggressive or anything, I didn't get lairy or anything. "I put the flag back in my bag, and they said I can't come in because of my dress." Wetherspoon spokesperson Eddie Gershon said: "Pub managers have a duty under the licensing laws, and as a matter of common sense, to judge every situation on its particular circumstances. 'In this case, the pub manager felt that it was important not to increase tensions. 'Therefore, on this occasion the manager asked customers not to enter with flags or any placards.' It came amid an anti-illegal immigration demonstration in the town, as protesters gathered 50 metres away from the pub. Protests began at around 4.30pm and had ended by around 7pm. 'Epping migrant protester' is arrested at home as ring of steel ramps up They were sparked by local Reform MP Lee Anderson who has made an unfounded claim that a man charged with rape in the area is an asylum seeker. The claim regards a man who was arrested after reportedly raping a woman at Sutton Lawn. Anderson made the claims on X, despite being advised against it by Nottinghamshire Police as it could interfere with the justice proceedings. An estimated 300 people attended the protest, with around a dozen counter protesters from Stand Up To Racism present. Anger was directed towards Sir Keir Starmer, with people chanting "stop the boats". At one point in the evening, police guarded the entrance to the Wetherspoon pub after protesters like Tanya complained about being turned away. The popular pub chain's "no-flag policy" has seen it face backlash in the past. During the 2018 World Cup it faced backlash after several of its venues were asked not to display England flags, or any other nation's flag. Instead, all 32 nations were represented on bunting decorating the pubs. This policy was changed for the 2024 Euros, during which the pubs were permitted to display flags.
