Workshop on preventing crime against women and children

The Hindu09-07-2025
A three-day workshop for multi-department personnel on prevention of crime against women and children commenced here on Wednesday.
The event is being organised by the Department of Social Welfare with the objective of sensitising the personnel from social welfare, police, public health, education, child welfare and integrated child development departments to the measures to be taken to empower women and the children and and protect them from crimes of all sorts based on participants' experiences during their field visits.
Inaugurating the workshop, Tamil Nadu Assembly Speaker M. Appavu said the State government's special initiatives for protecting the wellbeing of women and the children had yielded excellent results as the women gross enrolment ratio in higher education had become the highest in the country while the school dropout number had come down after 'Puthumaipenn' and 'Thamizh Puthalvan' schemes were launched.
The educational expenses of the 'first graduates' were being borne by Tamil Nadu government.
While the livelihood of the poor rural women was being strengthened through the funding of self-help groups' business ventures to given them economic independence, the medical care being given to the pregnant women living in even remote corners of Tamil Nadu had brought down the maternal mortality rate to 42 per 1 lakh expectant mothers.
'Since the participants of this workshop might have encountered diverse experiences - both positive and negative – during their field visits, the same should be shared and discussed here for taking positive steps for the betterment of women and the children,' Mr. Appavu appealed.
Collector R. Sukumar said 12,052 girls and over 9,900 boys were getting assistance through the 'Puthumaipenn' and 'Thamizh Puthalvan' schemes respectively for pursuing their higher education and the district administration was keen on cent per cent gross enrolment ratio in higher education by encouraging the children to get admitted in the colleges.
Despite several challenges, including child marriage and poverty, steps had been taken to ensure the continued education of the children after Plus Two.
'After identifying the dropouts after passing Plus Two, we are visiting the houses of those children to encourage their parents to admit them in the colleges. When we found 88 girls from Melapalayam area became dropouts after passing Plus Two, more than 50 of them had been admitted to colleges, thanks to our sustained initiatives taken by the officials. Anyone coming across the dropouts should alert the police, social welfare, child development or education department officials, who will take due steps for admitting them either in the school or the college based on their qualification,' Dr. Sukumar said.
District Revenue Officer M. Suganya, Corporation Mayor G. Ramakrishnan, and Palayamkottai MLA M. Abdul Wahab participated.

Set up 100-bed hospitals in all segments: Andhra Pradesh CM Naidu

VIJAYAWADA: Chief Minister Nara Chandrababu Naidu on Wednesday directed officials to ensure the strict implementation of the government's policy to establish a 100-bed hospital in every Assembly constituency, aiming to provide accessible and quality healthcare across Andhra Pradesh. During a review meeting with officials of the Health, Medical and Family Welfare Department at the Secretariat, the Chief Minister emphasised that government hospitals must be upgraded to the standards of private institutions, with special focus on healthcare access in tribal and underserved regions. Outlining the government's broader vision, Naidu said the State must prioritise public health through disease prevention and lifestyle awareness, rather than focusing solely on treatment. 'Medical expenses are fast becoming an unbearable burden for many families. Prevention is the only sustainable solution,' he said. He called for mass awareness campaigns to promote healthy food habits, pesticide-free organic produce, and lifestyle changes. Farmers and the general public must be sensitised through targeted education and actionable government plans, he added. A major announcement was the revival of the Yogadhyayana Parishad, a body that will promote traditional health systems such as yoga, naturopathy, Ayurveda, homoeopathy, and Unani medicine. A dedicated society will be created for this purpose, and staff will be recruited through the Medical Services Recruitment Board. Naidu stressed that yoga should become a daily habit and its benefits, including its role in promoting natural childbirth, must be widely publicised. He instructed officials to organise both online and offline yoga training sessions across the State. 'We already announced a Yoga Day declaration, but it must move beyond advertisements and into people's lives,' he said.

Admissions halted at Prakashchandra Jain Colleges over irregularities, says Minister

The Maharashtra government has ordered immediate suspension of admission process at the Ayurvedic, Physiotherapy and Homeopathy colleges run by the Prakashchandra Jain Bahuddeshiya Sanstha in Jamner. The directive was issued by Minister for Medical Education Hasan Mushrif in the Assembly on Wednesday, citing serious irregularities in the functioning of the institution. Responding to a half-an-hour discussion raised under Rule 94 by MLA Vijay Shivtare, Mushrif said the concerns highlighted by legislators regarding the Sanstha's operations were 'grave in nature' and warrant immediate action. MLAs Amol Jawale, Mangesh Chavan, and Anup Agarwal also participated in the discussion. 'In light of the seriousness of the allegations and keeping in view the interests of the students already admitted, the admission process in all three colleges will be halted with immediate effect,' Mushrif said. He further informed the House that a detailed inquiry would be conducted within seven days through the Maharashtra University of Health Sciences (MUHS), with additional investigations to be undertaken by the Directorate of Medical Education. 'Those found guilty will face criminal prosecution,' the minister added. In a separate discussion, Minister of State for Women and Child Development Meghna Bordikar-Sakore assured the Assembly that the government will immediately implement the decision to waive educational fees for orphaned children. The announcement came during a half-an-hour discussion under Rule 94 initiated by MLA Rais Shaikh, who raised the issue of fee exemptions and job reservations for orphaned children. MLAs Amol Jawale and Gopichand Padalkar also took part in the discussion. 'A new Standard Operating Procedure (SOP) will be put in place for effective implementation of the Bal Sangopan Yojana to ensure eligible children receive the intended benefits,' Bordikar said.

AINRC demands Assembly session to discuss Statehood as differences emerge between L-G and CM

The MLAs of the ruling All India N. R. Congress, an ally of the Bharatiya Janata Party in the Union Territory, have demanded immediate convening of a special session of the Assembly to discuss the issue of Statehood. A delegation led by Minister for Public Works K. Lakshminarayanan on Wednesday met Speaker R. Selvam and submitted a representation requesting the convening of the Assembly at the earliest. 'We have urged the Speaker to convene the Assembly and discuss the Statehood issue before taking a final call on the future course of action,' a legislator, who was part of the delegation told The Hindu. The legislators belonging to the BJP were not part of the delegation. The immediate trigger for the AINRC to raise the Statehood issue was the order issued by Under Secretary to Government (Health) S. Murugesan on Tuesday appointing S. Sevvel, Specialist (Senior Administrative Grade) as Director of Health and Family Welfare Services. After the order came out, Chief Minister had informed Speaker R. Selvam, Home Minister A. Namassivayam (both representing the BJP) that Mr. Sevvel was not his (Mr. Rangasamy also holds the Health portfolio) choice for the post of Director of Health and Family Welfare Services. He had told his MLAs that he was unhappy over his nominee being overlooked by Lieutenant Governor K. Kailashnathan and bureaucrats, party sources said. 'We held a series of meetings at the Chief Minister's residence and the Assembly after the appointment of the new Health Director. Since an elected Chief Minister has got no right to choose the officer he wants, we have decided to fight for Statehood vigorously as the latest development related to the appointment of the Health Director showed where the power really lies,' said a legislator. In a related development, Independent legislator Nehru alias Kuppusamy held a protest in front of the Assembly highlighting lacunae in the administration due to differences between the Lieutenant Governor and the Chief Minister. New Health Director takes charge Amidst the developments in the Assembly, Dr. Sevvel took charge as the Director of Health Department. Prior to this, he was holding the charge of Medical Superintendent of Indira Gandhi Government General Hospital since September 2021. A specialist grade senior surgeon, Dr. Sevvel comes with vast experience after being the Head, Department of Surgery, Chief of government pharmacy and stand-in Medical Superintendent of GH, Karaikal during 2005-09. In addition to his MBBS degree and postgraduation from Jipmer, he holds an MBA in Hospital Administration from BITS Pilani and has several other certification programmes to his credit from various institutes, including IIM-Calcutta. According to a senior official, the appointment was based on all prescribed rules, including the Central Health Services Rules 2014 and amendment rules of 2019. 'The appointment was done by selection-cum-seniority from the panel of specialist sub-cadre alone. It was based on well-established rules and procedures,' the official told The Hindu.
