For India-South Africa maritime partnership to work, it needs to go beyond symbolism

Late last month, India and South Africa signed two agreements on submarine cooperation during the 9th Joint Defence Committee meeting in Johannesburg. While the specifics of these deals have yet to be fully detailed, their symbolic weight is clear: They signal a potential deepening of maritime ties between influential Indian Ocean powers.
Yet beneath the surface, the agreements also highlight striking asymmetries – in economic strength, strategic coherence, and political stability – that may shape, and potentially constrain, this budding 'Southern maritime partnership'.
India and South Africa have long shared warm relations, rooted in anti-Apartheid solidarity and broader Global South cooperation. New Delhi and Pretoria have stood side-by-side in multilateral platforms like BRICS and the Indian Ocean Rim Association (IORA), calling for more equitable global governance and a greater role for the Global South in shaping international priorities. However, translating this solidarity into concrete security partnerships has remained elusive.
The submarine cooperation agreements mark a bold shift, at least on paper, from rhetorical alignment to operational cooperation. Yet the underlying power dynamics between the two countries have become more pronounced over the past decade. India's economic and strategic ascent under Narendra Modi's BJP government contrasts sharply with South Africa's stagnation under the often cautious and fragmented leadership of Cyril Ramaphosa's African National Congress (ANC). Given these disparities, India is far better positioned to lead and shape this emerging bilateral partnership.
India has emerged as a confident regional power with growing economic clout, a robust defence manufacturing sector, and a clear maritime strategy articulated through its 'MAHASAGAR' (Mutual and Holistic Advancement for Security and Growth Across Regions) vision. Its investments in indigenous naval production – including the locally-built aircraft carrier INS Vikrant and advanced destroyers like the Visakhapatnam class – and its expanding naval footprint across Africa's Indian Ocean rim reflect an ambition to become the principal security provider in the region.
By contrast, South Africa has struggled to convert its diplomatic prestige into strategic muscle. Years of economic stagnation, underinvestment in defence, and a declining shipbuilding sector have weakened its maritime capabilities. While South Africa's geostrategic location — straddling the Indian and Atlantic Oceans — offers natural advantages, particularly as security concerns in the Suez Canal again elevate the importance of the Cape of Good Hope as a global shipping hub, its ability to act decisively on maritime security has been undermined by chronic budget constraints and domestic political distractions.
For any ambitious defence partnership to succeed, sustained political will is essential. In India, PM Modi's administration has consistently prioritised defence modernisation and strategic partnerships as pillars of its rise as a global power. This has allowed India to allocate resources and maintain focus even amid electoral cycles.
South Africa, however, faces a far more fragile political landscape. The ANC, long the dominant party, is now navigating an uncomfortable coalition with its long-time opponent, the Democratic Alliance, forcing leaders to focus inward on domestic stability rather than outward on strategic initiatives. At the same time, South Africa's foreign policy has often prioritised ideological solidarity and support for liberation movements over concrete security interests.
Maintaining consistent attention and investment in submarine cooperation, or broader maritime security initiatives with India, will thus be an uphill battle. The temptation to retreat to symbolic gestures rather than substantive commitments may prove hard to resist in Pretoria. Domestic priorities such as economic recovery, addressing inequality, and stabilising coalition politics are likely to overshadow external security partnerships. In this environment, defence cooperation risks becoming a lower priority, easily sidelined in favour of more immediate social and political concerns. Unless Pretoria can reconcile its ideological commitments with practical security needs and sustain a long-term vision for its navy, it may find itself unable to match India's ambition, relegating South Africa to the role of a junior, more passive partner in this emerging maritime relationship.
Beyond domestic constraints, India and South Africa fundamentally differ in how they perceive their maritime roles. India views the Indian Ocean as central to its economic and strategic future, an arena where it aspires to offer more equitable partnership choices and is increasingly seen as both a net security provider and a development partner to regional states.
For South Africa, maritime security is important but not existential. While it recognises the need to secure the southern sea lanes and combat threats like illegal fishing and trafficking, its primary foreign policy energy remains focused on continental African issues and domestic socio-economic challenges. This divergence means that while India is likely to push for operational depth in this partnership, including joint exercises, coordinated patrols, and technology transfers, South Africa may struggle to match the ambition, both politically and materially.
There is no doubt that the submarine agreements represent a promising new chapter in India–South Africa relations. Submarine cooperation is among the most sensitive areas of military engagement, demanding high levels of trust and interoperability. On paper, these deals hold the promise of jointly strengthening Indian Ocean security, boosting anti-piracy capabilities, and providing a partial counterweight to China's expanding naval reach.
Yet for this potential to materialise, both countries must move beyond symbolic gestures. South Africa, in particular, will need to address its economic constraints and overcome internal political distractions to sustain meaningful participation. For India, the challenge lies in ensuring that its growing network of African partnerships translates into tangible outcomes rather than stalling at the level of declarations and high-profile visits. Without careful follow-through, this 'Southern maritime partnership' risks becoming more of an aspirational slogan rather than a true strategic reality.

The deal, according to CNN, hailed by both sides as 'powerful' and 'historic', centers around new tariffs, large-scale energy purchases, and significant investment commitments. Under the terms of the agreement, the EU will purchase $750 billion worth of US energy, marking a massive expansion in transatlantic energy cooperation. Additionally, the 27-member bloc has committed to investing $600 billion more into the US than its current levels, stated another CNBC report. The report added that in exchange, Trump has agreed to impose a 15 per cent tariff on most European imports to the US, down from the 30 per cent rate he previously announced. The deal is expected to significantly ease trade tensions between the long-time allies. A CNBC report quoted Donald Trump declaring that this was a 'very big deal, biggest of all' as he stood alongside von der Leyen. Meanwhile, the European Commission chief, speaking after the meeting, acknowledged the difficulty of the talks and said, 'It is a good deal, it is a huge deal, with tough negotiations.' Donald Trump-EU deal impact The agreement was finalized just before the August 1 deadline, after which the Trump administration had vowed to raise tariffs on most EU goods from 10 per cent to 30 per cent. Earlier in the day, US Commerce Secretary Howard Lutnick had reaffirmed that Washington would not give further extensions, calling the deadline 'firm', reported CNN. In the wake of a closely watched BRICS summit in Brazil, Prime Minister (PM) Narendra Modi's maiden visit to Namibia on July 9 has captivated global attention, marking the culmination of a landmark five-nation state visit that included Ghana, Trinidad & Tobago, Argentina, and Brazil. The state visit, beginning in Ghana and ending in Namibia, underscores India's renewed commitment to Africa and the broader Global South framework. On the other hand, high-level cross-continental itinerary, spanning Latin America to Africa, highlights India's strategic intent to rekindle historic ties and build solidarity among Global South nations — especially at a time when the G77, the largest bloc of developing nations, is seen as increasingly irrelevant. PM Modi's State visit to sub-Saharan region is came at a time when several other western leaders were scheduled or expected to visit the sub-Saharan region. Around the same time, Washington is engaging the West African leaders and contemplating new ways to strengthen ties with Africa, unnerved by Chinese influence in the continent. Although India has historic ties with Namibia – there's a serious gap in State level visit and this heads of government level visit occurs after 27 years. Sam Nujoma, the leader of SWAPO (the party behind independence struggle) and founding president of Namibia, who visited India several times acknowledged India's help during the liberation process. While in Windhoek, Namibia, PM Narendra Modi and Namibian President Netumbo Nandi-Ndaitwah tabled areas of cooperation such as agriculture, critical minerals, education, digital technology, defence and security, and health care. Earlier this year, Chinese foreign minister Wang Yi began his State visit from Namibia — a nation with bilateral trade with China totalling approximately $1.4 billion. The BRI signatory nation is laying Trans-Kalahari Railway and several other infra and connectivity projects, mandating the One China Policy. China accounts about 30% of the nation's foreign trade. The two countries have pushed for the conclusion of Preferential Trade Agreement between India and South African Customs Union (SACU). Followed by this visit, the two nations are expected to work on boosting trade of items like oil and gas, hydrocarbons, petrol chemicals, crude digital health and critical minerals. The maiden visit of PM Modi to this uranium-rich Namibia was at a time when New Delhi is actively seeking to expand its uranium imports to support its growing nuclear energy drive. Namibia is largest producer of uranium in the world, and it has lithium, zinc, and some other rare earth metals to offer. India has announced plans to import at least 9,000 metric tonne units of uranium between 2025 and 2033 to supply new reactors under the National Nuclear Energy Mission. India has a plan to expand nuclear power capacity to 100 GW by 2047 and the low quality of its domestic reserves is part of a broader effort to strengthen energy security and reduce dependence on fossil fuels. The nation has recently discovered oil and gas reserves, particularly in its offshore Orange Basin. India has a deep interest to explore collaboration in the sphere. The two nations have more to explore areas such as diamond trading. There's a serious issue in direct diamond trading between India and Namibia – Indian side is working to make a way for direct diamond trading. Currently, India sources diamonds from the region via intermediaries such as Dubai, London, or third countries. India and Namibia the two are aspiring nations in the reserving culture and promoting heritage. The Himba tribe in Namibia's Kunene has earned fame for preserving their traditional lifestyle, clothing, and beliefs, remaining unaffected by modern influences. During the visit of PM Modi, India and Namibia signed two MoUs on the setting up of the Entrepreneurship Development Centre in Namibia and Cooperation in the field of Health and Medicine. Namibia also announced starting of a digital payment system by end of the year and entering to India-led Coalition for Disaster Resilient Infrastructure and Global Bio Fuel Alliance. During his visit, PM Modi was conferred with the Order of the Most Ancient Welwitschia Mirabilis, Namibia's highest civilian award. There is also an interesting personal connection between Prime Minister Modi and Namibia: On September 17, 2022, his 72nd birthday, India welcomed its first batch of eight cheetahs from Namibia, marking the historic return of the species to Kuno National Park after decades of local extinction. The release of these cheetahs was overseen by Modi. The nation deserves a very significant place – when India is forming Big Cat Alliance to save tigers. Uranium, critical minerals, digital payment and diamonds are poised to infuse new vitality into the bilateral relationship between New Delhi and Windhoek, illuminating the path for deeper cooperation. Namibia is the second least densely populated country in the world but as the same time it is world's one of most arid countries, with just one per cent territory being arable. In the north of the nation, there's a culture of farming cowpea and millet. India and Namibia may find ways to bring result on irrigation, scarce water management and hybrid-agriculture. India is in a position to help Namibia for innovative agricultural practices to address food insecurity in sub-Saharan region. Under the leadership of first female President Nandi-Ndaitwah, who comes with her foreign ministerial experience the nation is vocal about a chair for Africa at the United Nations Security Council. CAPF personnel injured during operations will get full benefits till retirement: Union Home Secretary

Central Armed Police Forces (CAPF) personnel who get severely injured during operations and have to undergo amputation will be allowed to continue in service till their retirement with all benefits, Union Home Secretary Govind Mohan said on Sunday (July 27, 2025). Mr. Mohan said the government will ensure the best medical facilities and technology available in the world for 'limb replacement surgery' for CAPF officials and jawans and it will be ensured that loss of limbs is corrected as far as possible. 'Government will also ensure a minimum financial package for such personnel, and they will be accommodated in the organisation,' Mr. Mohan said, while addressing the 87th Raising Day of the Central Reserve Police Force (CRPF) in Delhi. CAPF personnel have to adhere to certain physical standards for timely promotion and services. At least five CRPF personnel were grievously injured during the 21-day anti-Maoist operations on Chhattisgarh-Telangana border that concluded on May 11. Named 'Operation Black Forest', the combing operations were carried out in the Karegutta Hills (KGH). Hardships in the line of duty The Home Secretary added that a large number of CRPF personnel, including women, are deployed for law-and-order duty in Manipur after an ethnic conflict erupted in the State in May 2023. He said that during his recent visit to the State, he noticed that the personnel have to move from one location to another and face various hardships due to lack of adequate facilities. 'CRPF Director General has been asked to submit a report on the facilities required for the jawans, particularly women. Home Ministry will ensure best facilities,' Mr. Mohan said. He added that efforts are also underway to improve the living conditions at the camps in Left-Wing Extremism (LWE) affected areas. 'CRPF is playing a key role in ending LWE menace before March 2026,' he said, adding that 149 forward operating bases have been operationalised in LWE areas, forcing Maoists to retreat. The official said that LWE is on the verge of its end in Bihar, Jharkhand and West Bengal. He said that Home Minister Amit Shah mentioned at the National Security Strategies Conference on Sunday (July 27, 2025) that India's rising stature would lead to security challenges and the CAPFs would play an important role in thwarting those challenges.
