
NZ government agencies urged to adopt AI to fix records gap
The 2023/24 Annual Report, issued by Te Rua Mahara o te Kāwanatanga (Archives New Zealand), indicates that a substantial majority of government agencies are struggling to meet statutory requirements for recordkeeping. According to the report, two-thirds of surveyed agencies are categorised at early stages of maturity with only seven agencies achieving compliance levels of 50 percent or above.
The report draws attention to enduring challenges such as reliance on manual processes, inadequate visibility of information, and insufficient integration between digital systems. These issues are exacerbated by a decrease in information governance capability, with the number of records team personnel falling by more than 15 percent over the last two years.
Rachael Greaves, Chief Executive Officer at Castlepoint Systems, commented that the report data highlights systemic problems that have yet to be addressed. "Agencies are expected to meet increasing regulatory and ethical obligations, but are often left without the tools or resources to do so effectively. Automation is now essential to reduce risk, protect citizens, and uphold trust."
The consequences of inadequate recordkeeping have been most pronounced for vulnerable groups, particularly those in State and faith-based care. The Annual Report states that these failings are a core concern in the ongoing Royal Commission of Inquiry into Abuse in Care, cautioning that recordkeeping gaps can impede efforts for redress and exacerbate harm for affected individuals.
In response to these challenges, some New Zealand government agencies have turned to automated tools with the aim of boosting information transparency and meeting compliance obligations without increasing workloads. Central and regional agencies are reportedly implementing AI-based solutions to classify and manage records across disparate systems, which is contributing to more efficient and accountable public service operations.
These emerging tools, including Castlepoint's AI platform, are in accordance with Archives New Zealand's published AI guidance and aid compliance with regulatory requirements such as the Temporary Care Records Protection Instruction. They are also being deployed to identify and administer sensitive records, including those concerning iwi, hapū, marae, and historic abuse in care.
Castlepoint's technology, which carries Tier 2 information security endorsement from the New Zealand Government and ISO 27001 certification, is being used to integrate compliance processes into agencies' everyday operations, reducing the reliance on resource-heavy, standalone efforts.
Greaves emphasised that the need for responsible information management goes beyond public agencies. "Any organisation that handles sensitive or regulated information needs to think seriously about how they manage and preserve records. The longer the gaps persist, the greater the risk of harm."
The report signals a growing call within New Zealand's public sector for responsible adoption of automation and AI to address compliance weaknesses and safeguard public trust.

'System Just Sucks': Political Scientist Says Māori Being Deterred From Voting
Pokere Paewai, Māori issues reporter A Māori political scientist says reports people have been removed from the electoral roll or shifted off the Māori roll could discourage some Māori from voting. Political scientist at Victoria University Lara Greaves was blunt in her assessment of New Zealand's voting system, calling it difficult to navigate, particularly when it comes to updating or changing enrolment details. "This system just sucks," she said. Past surveys have shown that a significant minority of people don't have a good understanding of the electoral system at all, she said. "So I think this whole system is set up in a way that is quite confusing, quite hōhā and quite bureaucratic and a bit annoying overall." Over the last several days social media has been awash with people checking their voter details only to find they are no longer enrolled or that they cannot find their enrolment details. Lloyd is a voter on the general roll, he checked his enrolment status on Thursday was unable to find his details and had to reenrol. He told RNZ it was like there was no record of him at all. "It just seemed very inflexible considering you want everyone to vote ... I hope they get on [and] start advertising and telling people 'please just go and check and you may have to do this from scratch and we're sorry' or something." Lloyd said he has been voting for about 30 years and last checked his voting details prior to the last election in 2023. Adding extra steps to the enrolment process just makes it that much harder, he said. "I just think they should fix the system so it's a little bit smarter and easier." Lloyd's kōrero follows that of Taryn Utiger, who told RNZ she had been put on the dormant roll despite updating her enrolment details three weeks prior. "They were like, yup ka pai you're on the Māori electorate roll, everything's good to go you will be able to vote in the local body elections and the referendum. I was like cool, thought that was the end of it, everything confirmed. Then I logged in last night and nothing." Greaves said there are realistic barriers between Māori enrolling to vote, including a lack of knowledge among poll workers about the Māori roll and a legacy of colonisation that has discouraged Māori from participating in the electoral system. "We know that there are barriers out there, and the barriers and perception of barriers do cause lower trust, lower trust in democracy. We go back decades and we can see that there have been a lot of barriers for Māori voters," she said. "All of this is contributing to a culture where people think 'hey why would I even bother voting they don't want my vote.'" Greaves said as the facilitator of New Zealand's democracy the Electoral Commission needs to be sufficiently staffed, especially in its IT department. "Could we just invest in an IT system, could we invest in a computer system, could we invest in more people on the ground and get better results. Democracy does need money, it does need investment, it does need personnel to run it and that doesn't seem to be the case at the moment." When a system has inequities those inequities tend to affect Māori, Pacific people and migrant communities more, she said. The Electoral Commission have said there were no technical issues with their online system. Its deputy chief executive of operation Anusha Guler said it was likely some people had been moved to the "dormant roll" because they had not got in contact with the commission for sometime. According to the Electoral Commission 2023 General Election Report, the dormant roll contains voters who have been removed from the main roll for their electorate because they no longer live at an address and have not updated their enrolment details. At the election, there were 96,406 people on the dormant roll and of those, 86 percent were on the general dormant roll while 14 percent were on the Māori dormant roll. Between 31 July and the 2023 election day, just under 78,000 people moved from dormant rolls to the main roll. Speaking to media yesterday, Justice Minister Paul Goldsmith said he was also concerned but the Electoral Commission had said there was no issue and if people were experiencing them, they should contact the commission directly.

Government to fund one-off national day of reflection for survivors of abuse in care

Photo: RNZ / Samuel Rillstone The government has confirmed a one-off national day of reflection for survivors of abuse in care will take place on Wednesday, 12 November, 2025. Lead Coordination Minister for the government's response Erica Stanford said a $1 million fund had been set up for survivor-led groups to apply to hold local or regional events to mark the day. But a survivor says the day felt like "symbolic lip service" with many survivors still waiting for justice or fair redress. Prime Minister Christopher Luxon promised a National Remembrance Day in his apology to survivors in Parliament last year. A year on from the apology, Stanford said the day aimed to acknowledge survivors of abuse in care, raise awareness about a part of New Zealand's history, and remind people of government progress in responding to the recommendations of the Royal Commission of Inquiry into Abuse in Care. The final report from the Royal Commission found abuse was rife in state and faith-based care settings over decades, and the state failed to respond to signs of systemic abuse and neglect. The Commission made 138 reccommendations to the government to right past wrongs, and prevent abuse from occurring again. Stanford said survivors had indicated they would like to mark the one-off day of reflection in their own way - the day would consist of community-led events and activities, as well as activities organised by government agencies that demonstrated "progress, accountability and transparency". "Survivors have indicated they would like to mark the day in their own way and their preference is for survivor-focused groups and organisations to hold local, regional or national events." Up to $10,000 would be available for local events and up to $25,000 for regional events, and applications were open until 31 August. At the time, Luxon said the day would "provide us with an opportunity to stop and reflect on what you endured and ensure we are doing all we can to prevent future abuse". But survivor Tu Chapman, who is the spokesperson for Tikanga-based survivor movement He Kura Morehu, said many were expecting the national day of remembrance to be an enduring event, rather than a one-off day. "It's a little bit of a joke to be honest, one day doesn't acknowledge the decades of abuse, the decades of violence and harm that continues to plague survivors today, and impact us today." The announcement earlier this year from the government that no public servant would be held accountable for abuse against survivors meant justice had not been delivered, Chapman said. A lack of legislative change designed to prevent abuse in care from happening again was also unjust, Chapman said. Survivor groups applying for the fund for the day of reflection must have legal entity status to apply. Chapman said that would mean some groups would miss out on holding events, because with only four months to apply, there was limited time to set up a legal and governance structure and meet the criteria for funding from a government agency. That would impose barriers on many survivor groups, Chapman said. "We will miss out and other groups will miss out, because the rules aren't realistic for survivor groups." Chapman also questioned whether the $1m was coming out of $774m set aside for abuse in care redress, or another source of funding. The government earlier this year committed $774 million on its redress system, increasing average payments from about $19,000 to $30,000, and opening up an option to top up previously settled claims by up to 50 percent. But it did not follow through on a pledge made on the national day of apology to set up an entirely new redress and compensation scheme, recommended by the Royal Commission of Inquiry and survivors. Mayor slams councillor's 'attack' on Tory Whanau
By Nick James and Ellen O'Dwyer of RNZ Porirua's mayor says an "attack" on Wellington Mayor Tory Whanau by mayoral hopeful Ray Chung is disgraceful and not the type of behaviour expected of a councillor. Chung sent an email, seen by RNZ, to three fellow councillors in early 2023 recounting a story he had been told about Whanau by his neighbour about the neighbour's son. Whanau has declined to be interviewed, but in a statement said the claims were a "malicious and sexist rumour". "What's deeply concerning is that some of the individuals spreading these harmful falsehoods are now standing for election," she said. "Ray Chung has circulated a malicious and sexist rumour - a tactic designed to dehumanise, wear people down, and discourage good people from standing for public office." She said she was seeking legal advice. Ray Chung told Morning Report in hindsight sending the email might not have been the best idea. Chung said he had experienced abusive emails, text messages and calls for the last six months. Porirua Mayor Anita Baker has made public comments in the past about her experience of having received death threats and abuse online. Baker told RNZ that Ray Chung's actions were almost slanderous. "You don't attack someone's integrity, especially another mayor or a councillor and someone you work with closely over three years, I think it is absolutely disgraceful. "Whether it's true or not has nothing to do with it." She said that local body politics had never been as dirty as it was now -- especially online. "I've taken myself off social media and I do post but I don't read anything, it's become so vile." Baker said she would not expect behaviour like that demonstrated by Ray Chung around her council table. She believed that there was an increase in misogynistic abuse against female elected representatives. Victoria University associate professor in politics Lara Greaves told RNZ even just taking the politics out of the actions it was quite a gross situation. "I think if any of us think if we are in our work environment if such an email was sent about us how we would feel or feel about that going on for a woman in their life." Greaves said she thought there was more "heat" in local politics with topics such as the Māori wards, rates and three waters. She said that the spotlight was now being put on local government but through "dirty politics" rather than substantive discussion on issues. Last month Local Government New Zealand announced that it would provide a $4500 allowance for the home security of elected members following the upcoming 2025 elections. Anecdotal reports of abuse and the fact the security allowance had been established showed that it was a problem for mayors and councillors, Greaves said. She said that there was a high level of threat for local government while not seeing the same investment. Greaves said that fundamentally people should not talk about sex and colleagues and that the email was not something people would expect to see in New Zealand politics.
