More than minimum: Why govt is mulling ‘living wage', and what it could mean for women at work

Low wages are holding women back from formal employment – 54 per cent of blue- and grey-collar women employees are unhappy with their pay and 80 per cent saving nothing or less than Rs 2,000 per month, according to a new report.
'Income is a make-or-break factor driving women's exit from the blue-grey collar workforce,' the report by Quess Corp, India's largest staffing firm, and the Udaiti Foundation, said. 'Women already face steep opportunity costs to join the workforce. Inadequate wages that ignore local realities simply drive them out,' it added, flagging a 'clear gap between minimum wage and living wage'.
The need to align minimum wage with real living costs has also gained traction among top policymakers. The Union Ministry of Labour and Employment, for instance, is discussing the concept of a living wage, which factors in expenditure on health and education that is currently excluded from minimum wage calculations. According to Vandana Gurnani, Labour and Employment Secretary, accounting for health- and education-related expenses in wage standards could 'reduce the opportunity cost' women face when entering formal employment.
Low pay, high costs push women out
The report found that blue- and grey-collar women employees earn just 70 per cent of what men do, and that low wages, combined with high opportunity costs like unpaid caregiving, time lost to commuting, or the cost of migration, make it difficult for women to 'sustain at work'.
Based on a survey of over 10,000 current and around 1,600 former women employees at Quess, it said workers in peri-urban zones, which host significant manufacturing activity, often have minimum wages that lag behind urban benchmarks, despite high living costs.
'Costs are higher in Tier 1 cities, but 1 in 5 women earn below INR 20,000, which is typically the stipulated minimum wage… Those earning above INR 20,000 are 21% less likely to drop out in the near term, showing that better pay supports retention,' it said.
Quess provides staffing and outsourcing services to over 3,000 clients across sectors like retail, IT, manufacturing, and banking.
At the launch of the report on July 24, Gurnani said, 'Conceptually, it's very good if you go beyond nutrition, housing, and clothing, which are currently counted for minimum wage, to expenditure on health and education, which is proposed.'
'From a women's perspective, it is very important because the care model, like childcare, is going to cost them. (Inclusion of health and education) will reduce the opportunity cost that women face when they come out to work,' she said.
Gurnani added that the ministry is figuring out how to 'do this in a diverse setting because things vary from state to state'. She also highlighted the need for a 'social dialogue' with employers and employees.
'So, it is currently at that stage. It is not happening today, but I am glad that we started thinking about it,' she said.
For women, wages only part of the problem
While living wage standards would benefit all workers, the impact could be more significant for women, who face higher opportunity costs. This is particularly relevant given India's low female labour force participation rate (LFPR) – just 32 per cent for women above 15 years as of June, compared to 77.1 per cent for men, according to the Periodic Labour Force Survey (PLFS). Several economists argue that India's female LFPR must cross the 50 per cent mark if the country is to achieve developed economy status.
In addition to low wages, women workers also contend with poor work culture, limited access to safe and affordable housing, and mobility constraints. In some states, regulatory barriers add to the challenge.
'There are 54 laws that actually prohibit women from participating in the workforce. Among them are the night shift laws, which are now being removed state by state,' said Pooja Sharma Goyal, founding CEO of Udaiti Foundation.
'What happens when you dismantle night shift laws is that the private company becomes responsible for ensuring a woman's safety on her way home at night. That includes providing transport. Now, many large companies are able to provide that, while the small ones are not. Those are some of the nuances we need to start thinking about,' she told The Indian Express.
Industrial hubs draw more women
According to Guruprasad Srinivasan, CEO of Quess Corp, a state's industrial base – particularly its manufacturing strength – is a key driver of higher female workforce participation.
'Tamil Nadu hosts many large, modern electronics and manufacturing units, followed by states like Karnataka and Maharashtra. With higher workforce participation in manufacturing, these states naturally absorb more women workers,' Srinivasan said.
'High finger dexterity and hand-to-eye coordination are areas where women tend to do well. We test these skills, and more women pass than men. So naturally, there's demand for them in sectors like electronics and auto manufacturing. The semiconductors sector is another space to watch,' he said.

New Delhi: The ethanol-blended petrol supplied at the retail outlets of the public sector oil companies such as Indian Oil and Bharat Petroleum has shot up from 173 crore litres in Ethanol Supply Year (November-October) 2019-20 to more than 700 crore litres in Ethanol Supply Year (ESY) 2023-24, while there has also been a corresponding increase in blending percentage from 5 per cent in ESY 2019-20 to approximately 14.6 per cent in ESY 2023-24, the Parliament was informed on Monday. Further, for the ongoing Ethanol Supply Year (ESY) 2024-25, as of June 30, 2025, a total of 661.06 crore litres of ethanol has been blended with petrol, achieving a blending percentage of 18.93 per cent, Minister of State for Petroleum and Natural Gas Suresh Gopi told the Rajya Sabha in a written reply to a question. During the month of June 2025, ethanol blending of 19.92 per cent has been achieved. All retail outlets of Public Sector Oil Marketing Companies across the country, having petrol selling facilities, dispense E20 petrol, the minister added. Highlighting India's achievements in the biofuels sector, Petroleum Minister Hardeep Singh highlighted that nearly 20 per cent ethanol blending has been achieved in 2025, a significant rise from 1.53 per cent in 2014. This accomplishment has resulted in Rs 1.4 lakh crore in foreign exchange savings, substitution of 238 lakh metric tonnes of crude oil, a reduction of 717 lakh metric tonnes in CO2 emissions, and direct payments of Rs 1.21 lakh crore to farmers. Farmers have gained as the sugar mills that are also producing ethanol can now afford to pay higher prices for sugarcane and clear pending dues in time. Encouraged by the performance, the government decided to advance the target of 20 per cent ethanol blending in petrol from 2030 to ESY 2025-26. In order to achieve the 20 per cent ethanol blending target by ESY 2025-26, the government has taken several measures which include a detailed Roadmap for Ethanol Blending in India, expansion of feedstock for the production of ethanol, remunerative price for procurement of ethanol under the EBP Programme, lowering of the GST rate to 5 per cent on ethanol for EBP Programme, and an amendment in the Industries (Development & Regulation) Act for free movement of ethanol across states for blending. An interest subvention scheme for enhancement and augmentation of ethanol production capacity in the country; regular floating of Expression of Interest (EoI) by Public Sector oil marketing companies for procurement of ethanol has also been undertaken.

Andhra CM meets Singapore Minister Leng to boost ties in green energy

Amaravati, Jul 28 (PTI) Andhra Pradesh Chief Minister N Chandrababu Naidu on Monday met with Singapore Minister Tan See Leng to boost ties in green energy, data centres, housing and logistics development. Naidu also sought support from Singapore firms for green hydrogen projects, transmission corridors, and port infrastructure, highlighting Andhra Pradesh's initiatives and inviting investments in these sectors. 'Naidu and Leng discussed enhanced collaboration in sectors such as green energy, data centres, logistics, and housing," an official release said. The CM said Singapore's expertise in logistics and port management can help Andhra Pradesh adopt global best practices, stressing collaboration in manpower, science and trade. The chief minister is in Singapore for a five-day visit. On his second day tour, Naidu assured the Singapore minister that issues faced earlier by the southern east Asian City state firms under the previous YSRCP government are being addressed with transparency and pro-investment policies. The TDP supremo invited Minister Leng to attend Visakhapatnam Global Investors Summit scheduled in November to explore joint ventures and deepen cooperation between Singapore and Andhra Pradesh. Leng responded positively, expressing readiness to collaborate in housing and subsea cable development, and noted Singapore's ongoing partnership with the World Bank in green projects. 'With Andhra Pradesh's vast coastline, our priority is building modern ports and enabling port-led industrialisation," said Naidu. He met Vincent, Regional CEO of PSA (Port of Singapore Authority) and discussed project cost, AI-based automation, and Tuas Port's phased execution plan. Naidu emphasised that the southern state's vision is to build a port every 50 km interval and integrate AI in construction, cargo handling and logistics infrastructure. The CM studied Singapore's real-time cargo tracking, green port concepts and ecosystem of auxiliary industries around port zones for replication in Andhra Pradesh, the release said. Talks also covered possible collaborations, technology transfer and joint ventures to elevate Andhra's port standards to global benchmarks with Singapore's support. Naidu later visited the Singapore Sports School, highlighting sports as a key driver of economic growth and tourism. The CM, accompanied by badminton coach Pullela Gopichand and state officials, said Andhra's new 'Sports Policy' focuses on creating world-class athletes and boosting infrastructure investments. In discussions with Singapore Sports School Principal Ong Kim Soon, Naidu emphasised that sports schools should evolve into centres that also support entertainment, tourism and economic activity. 'Sports can become a catalyst for commercial growth, and we aim to build global talent," he said. He also noted that Andhra Pradesh has raised the sports quota in government jobs from two to three per cent and increased the award for Olympic gold medalists to Rs 7 crore, silver medalists Rs 5 crore and bronze medalists Rs 3 crore. Naidu also announced a dedicated Sports City in Amaravati and integrated complexes in Tirupati, Visakhapatnam and Amaravati for holistic sports development. Inspired by Singapore's model, sports schools are being planned in Kadapa, Vijayawada and Vizianagaram to support high-performance training and early talent identification. Principal Ong said that Singapore aims to be a global sports hub and train students under an elite high-performance Sports System from the age of 12. He said the curriculum merges academics with rigorous training and partners with national associations to guide student-athletes into professional sporting careers. Motherson Sumi Wiring India Q1 profit down 3.8 pc at Rs 143.1 cr

New Delhi, Jul 28 (PTI) Auto component maker Motherson Sumi Wiring India Ltd on Monday reported a 3.8 per cent decline in net profit to Rs 143.1 crore in the June quarter, impacted by higher expenses. The company had posted a consolidated net profit of Rs 148.87 crore in the corresponding period last fiscal year, Motherson Sumi Wiring India Ltd (MSWIL) said in a regulatory filing. Total revenue from operations in the first quarter was at Rs 2,494.03 crore as against Rs 2,184.84 crore in the year-ago period, it added. During the quarter, total expenses were higher at Rs 2,305.26 crore as compared to Rs 1,991.46 crore in the same period previous fiscal year, the company said. The company said it had a strong revenue growth of 14 per cent year-on-year, where the industry grew 3 per cent, demonstrating strong content growth and presence on new model launches. Commenting on the performance, MSWIL Chairman Vivek Chaand Sehgal said, 'The company has delivered a robust year-on-year revenue growth, significantly outpacing the industry's expansion. This reflects our competitiveness and strong relationship with customers, which has enabled us to be present in their key existing and new model launches."
