Beckley Common Council opts to set new lease for East Park non-profit, before voiding current lease

BECKLEY, WV (WVNS) — Beckley Common Council opted not to cancel an existing lease for a non-profit organization which operates from a city-owned building in East Park.
The Southern West Virginia Multicultural Museum and Community Center has operated from a Washington Street building in Ward 3 since 2011, offering classes, summer day camp and literacy programs, according to one of the founders.
Council members have said the non-profit should pay utilities, according to the terms of the 2011 lease agreement.

However, Ward 3 Councilman Frank Williams, who began directing the community center several years ago, said the city had paid utilities for years and that he had no knowledge of the 2011 lease terms.
Council members have discussed a new lease agreement in order to clarify the terms.
City Attorney Bill File told Council members on Tuesday, May 27, 2025, they could vote to cancel the current lease and to set a new lease within 30 days, but Council unanimously decided not to do so.
'A new lease needs to be completed prior to us cancelling this lease,' said Ward 5 Councilman Janine Bullock.

At-Large Councilwoman Sherrie Hunter agreed with Bullock.
'I would rather the terms of the lease be presented to us first and then rather than waiting and not having a lease,' said Hunter. 'We know how leases have, unfortunately, worked out before.'
Last year, the owner and founder of Fruits of Labor Cafe moved out of a city-owned downtown building after operating there for around two years.
City officials came under fire for having invited the Fruits of Labor owner into the building without first entering into a binding lease agreement.

Colantonio stressed that Xbox Game Pass has damaged the video game industry over the last decade and said it has done so due to Microsoft's near-infinite money it can pump into the service. He said the model can't 'co-exist with other models, they'll either kill everyone else, or give up.' Colantonio's post about Xbox Game Pass stirred up other developers who were critical of the model, including one from Larian Studios, the developer of Baldur's Gate 3 and the Divinity series. BECKLEY, WV (WVNS) – The Beckley Fire Prevention Bureau is ramping up measures to ensure public of the bureau have said the local departments will begin actively enforcing Certificate of Occupancy Code regulations as adopted by the City of Beckley. In addition to a standard fire safety inspection, structures within the city will require inspection by the Beckley Code Enforcement Division. Fire Prevention Bureau Captain, Chris Graham said that these regulations will be enforced to ensure the safety of city residents who reside in or visit buildings accessible by members of the public.'Just as a reference point, it lets everyone know that building has been inspected, meets the minimum standards of safety, and it's safe to go into,' said Graham. 'Hopefully if there is a fire everybody can get out. We just really try to make sure that all buildings are welcoming, but also safe.' Inspections by the Code Enforcement Division will involve assessments of the plumbing, electrical work, and structural components of buildings, along with any other factors which could be considered a safety risk by the department. PRINCETON, WV (WVNS) – Overpopulation for animals in Mercer County has been on an uptick in recent years. The Mercer County Commission tried introducing a new 'leash law' back in early 2024. Now, the Commission has introduced two new ordinances to try and control population for not only dogs, but cats as well. Those ordinances are 'Canine Control Ordinance' and a 'Spay Neuter Ordinance.' 'We work with our animal groups following the meeting we had in March and now we're moving forward on that one. That actually goes in tandem with the spay and neuter ordinance, because one of the things we talked about back in 2018-2019 was about maintaining the population.' Greg Puckett, Mercer County Commissioner There will be a few exceptions when it comes to the 'altering' of animals, such as a 'Unaltered License' or medical exemptions. Furever Fixed Clinic to offer low-cost spay and neuter services for Mercer County Puckett said the community has been fairly positive about these upcoming Ordinances. Now, with local animal groups backing the ordinances, the commission can move forward. 'We felt that it was time now that we've had some uniform operation with our local animal groups, that it was time to go ahead and do both of these into this was the first reading we had this previous Tuesday.
