In its two random inspections in the first week of July, the Swachhta Enforcement Squad (SES) of the municipal body has found that single-use plastic items are in wide circulation mostly among the footpath vendors and the grocery retailers.
Single-use plastic carry bags are also in circulation among the vegetable and fruit sellers, besides readymade cloth vendors on the footpath of the Sakchi market, said city manager, Jyoti Punj, who is a member of the enforcement squad.
Punj said grocery retailers in the Golmuri and Sakchi markets have been penalised for using the single-use plastic carry bags. The vendors operating food carts on the roadside were using the banned plastic spoons, plates, cups and crockery items for holding the food and serving it to the customers, he said in a warning to users of the banned item.
"Apart from seizing the banned items, a penalty of Rs 75,000 has been imposed on the traders for the violation of the Plastic Waste Management (Amendment) Rules, 2021," the city manager said.
The official further said the traders have been warned that their trade and vendor licenses would be suspended if they were found violating the rules a second time.
He also said the SES, comprising revenue and sanitation officials, besides the city managers, are focusing on the awareness aspect so that the customers and buyers are encouraged to say no to the prohibited items. "The use of prohibited plastic carry bags has visibly come down but to achieve zero net use, we need total cooperation of the people, including the traders and the buyers," he added.
Other JNAC officials said Sakchi, Golmuri, Sidhgora and Kadma markets were on their radar as these places have a large number of grocery and vendor shops and draw customers in big numbers.

Code to con: IT professional in police net for Rs 86L fraud

Ludhiana: Months after the owner of a textile unit lost Rs 86 lakh to a cyber fraudster, the Cyber Crime police station managed to arrest the main accused, from whom the police also recovered Rs 21.5 lakh. The arrested accused is an Information Technology (IT) professional who owns an IT firm in West Bengal. Police said that the money was first transferred into the account of the accused, after which it was further transferred into multiple accounts. Police have not divulged the identity of the accused, who is around 40 years old. The complainant, Shrenik Jain, 58, of Dr Sham Singh Road, Civil Lines, who runs a textile unit, said that on December 17, 2024, his accountant Amit Salaria received a WhatsApp message from an unknown number which had his (Jain's) photo as the display picture. The sender, who was impersonating him, sent a message to Salaria asking him to save the new contact number. Amit saved the number. At around 10am on December 18, the accused sent a message to Amit, asking him to share the details of the bank balance. Amit shared the details and the accused sent him details of an ICICI bank account, into which he asked Amit to transfer Rs 86 lakh on the pretext of investment in a new venture. Amit, who was under the impression that he was following Jain's instructions, complied. The fraud finally came to light when Amit discussed the transaction with Jain on the phone. Inspector Satvir Singh from Cyber Crime police station said, "During the probe, police identified the accused into whose bank account Rs 86 lakh was first transferred. Thereafter, the money was transferred into several bank accounts in multiple transactions. The accused is an IT professional who also owns an IT firm in West Bengal. As of now, Rs 21.5 lakh have been recovered from him. Police are questioning him about his accomplices into whose bank accounts the money was transferred. " A favoured haunt for cyber cons With a pool of affluent residents, the industrial city has emerged as a favoured haunt of cyber criminals. The ignorance of residents, particularly the elderly, about technicalities of cyber crime, makes them sitting ducks for such elements. According to recent NCRB data, Ludhiana ranks second in the state in terms of cyber crime cases. There has been a sharp uptick in cases of cyber crime since 2022, when 80 such cases were registered against just 21 in 2021. Most cases involve financial fraud, with 39 filed under IPC Section 420 (cheating), followed by cases of identity theft, cyber stalking, data theft and blackmailing. Cyber cons mostly target business owners, professionals and elderly residents, who are often duped on the pretext of fake investment schemes, WhatsApp impersonation and phishing messages related to KYC updates and bill payments. Fraudsters generally use international numbers and encrypted platforms to mask their identity, making detection and recovery challenging. Delay in reporting also makes it tougher for the police to solve the crimes, which usually span multiple states and countries. Cyber Fraud Cases in Ludhiana (Jan 2024 – Present) Overall Impact Over Rs 100 crore lost to cyber frauds in 2024 10,149 complaints filed; 38 cases formally registered Rs 11 crore recovered, including cash, SIMs, bank cards, and passbooks Major individual cases SP Oswal (Vardhman Group CMD) Lost Rs 7 crore in a voice-call scam posing as TRAI/CBI officials Rs 5.25 crore recovered; case cracked in 18 days.
