Synopsis Bina Modi, chairperson of Godfrey Phillips India, and former director Lalit Bhasin, have not been charged in the alleged assault case of Samir Modi at a board meeting. Delhi Police cited a lack of evidence, only charging Bina Modi's personal security officer, Surendra Prasad. Samir Modi's lawyer claims sufficient evidence exists against Bina Modi, planning to file a protest petition. Godfrey Phillips India's chairperson Bina Modi and former director Lalit Bhasin have not been charged in a case accusing them of conspiracy to assault the company's former director Samir Modi at a board meeting last year, according to people familiar with the matter.

The police have only charge-sheeted Bina Modi's personal security officer (PSO), Surendra Prasad, who was a co-accused in the matter, they said.
Samir Modi, a former Godfrey Phillips director and current promoter, is Bina Modi's son. His lawyer, Simran Singh, claimed Bina Modi had not been exonerated. However, the police officials cited earlier said the investigation had been completed.'The police has not exonerated Bina Modi and therefore places her in column 12 of the charge sheet,' said Singh. 'There is sufficient evidence on record against Mrs Bina Modi for intentionally aiding and abetting her PSO in wrongful restrain and also common intention with him to not only restrain Samir Modi from entering the meeting room but also voluntarily causing assault and grievous hurt to Samir Modi in that process. We will file a protest petition and will request the court to take cognizance against Mrs Bina Modi also, for offences under sections 341/325/34 of the IPC.'The final charge sheet was prepared by Delhi Police after an investigation that lasted for almost a year. A first information report was filed at Delhi's Sarita Vihar police station last year by Samir Modi alleging he was assaulted by Bina Modi's personal security officer at Godfrey Phillips India's board meeting on May 31, 2024.

Samir Modi, who was formerly an executive director with Godfrey Phillips India, was sacked from the company's board on August 7. He has been locked in a family dispute where he has accused his mother of not making good on the distribution of the family inheritance the terms of which were laid out in a trust deed by the family patriarch, the late KK Modi.

In a major move to combat air pollution, the Delhi government has enforced a strict fuel ban on 'end-of-life' (EoL) vehicles -- petrol vehicles older than 15 years and diesel vehicles older than 10 years -- from being refuelled at petrol pumps across the national capital. Authorities confirmed that two motorcycles have already been identified and seized under the new enforcement, and the vehicles will be scrapped in accordance with the official policy. The crackdown follows the alarming findings by the Centre for Science and Environment (CSE), whose November 2024 analysis found that vehicles contribute 51 per cent of pollution from all local emission sources in Delhi -- making them the single largest source of air pollution in the city. The Transport Department has implemented a multi-agency deployment plan involving the Delhi Police, Traffic Police, and Municipal Corporation of Delhi (MCD) personnel at strategically chosen petrol stations, particularly those with a high volume of old vehicles. Delhi Police officers have been assigned to petrol stations numbered 1 to 100, while the Transport Department has deployed 59 dedicated teams across stations numbered 101 to 159. One traffic police officer has been stationed at each of the 350 petrol pumps identified for monitoring refuelling activities, with two additional police personnel present at every station to maintain law and order during the drive. To support real-time detection, 498 fuel stations have been equipped with Automatic Number Plate Recognition (ANPR) cameras. These cameras, integrated with the national VAHAN database, automatically identify overage vehicles and alert fuel station operators. Once flagged, details of these vehicles are sent to enforcement teams for immediate action, including impounding and scrapping. Traffic Inspector Ashok Kumar, speaking to IANS, said, "According to the Delhi government's guidelines and directions from senior officers, EoL vehicles which are over 10 years diesel and over 15 years petrol will be acted upon. Four petrol pumps have been identified in the Parliament Street circle with ANPR cameras installed, and we have deployed our transport and local police staff there." "The ANPR cameras will detect the vehicle and trigger an alarm. Our staff has also been given e-Challan software. If any such vehicle is identified, the owner will be informed, and the vehicle will be seized as per procedure and handed over to the Risk-Based Supervisory Framework (RBSF)," he said. He further added, "From the data collected from four petrol pumps so far, we have seized two motorcycles older than 15 years and handed them over to registered scrap dealers. The vehicle owners can claim reimbursement directly from the scrapping authority."

NEW DELHI: The Delhi Police has busted a gang involved in duping a retired government employee of Rs 14 lakh through a digital arrest scam and arrested two members who provided bank accounts to the fraudsters. Police received a complaint from the victim, who stated that he got a video call from a person posing as a Cyber Crime officer from Mumbai. The caller threatened him, claiming that his bank account was being used for fraud and that a team was on its way to arrest him. The panicked complainant, following the caller's instructions, transferred Rs 14 lakh into a bank account provided during the call. 'During the investigation, detailed technical analysis of call detail records of nearly 100 mobile numbers and IMEIs, along with a money trail involving several bank accounts, was carried out. The accused were traced to Barmer, Rajasthan. On June 15, a raid was conducted, and Banshi Lal and his associate Prem Kumar were apprehended,' said Deputy Commissioner of Police (North) Raja Banthia. Banshi revealed he had long known Kumar, a neighbour, who had asked him to open a bank account and hand over all net banking details and a linked mobile number. Kumar paid him Rs 8,000 for use of the account. 'Kumar disclosed that he provided Banshi's bank account details to Satpal Bishnoi who gave him Rs 15,000. Bishnoi used to get transferred cheated amounts in this account. Then, Kumar directed Banshi to withdraw cash from the bank through cheque. Thereafter, Kumar sent the withdrawal money to Bishnoi. The accused persons did not use the ATM to withdraw money in order to evade their identity in the CCTV cameras,' the DCP further said.

Three arrested in ₹68-crore HSVP fund embezzlement case

The Anti-Corruption Bureau (ACB), Panchkula, has arrested three individuals—Vijay Kumar, Manoj Kumar Singla, and Sunil Garg (a private individual residing in Suncity Parikrama, Sector 20, Panchkula)—in connection with a ₹ 68-crore embezzlement case involving government funds. The arrests were made following substantial evidence collected during the ongoing investigation. The case dates back to 2015, when a bank account was allegedly opened at Punjab National Bank, Manimajra, Chandigarh, without authorisation from senior officials of the Haryana Shehri Vikas Pradhikaran (HSVP). According to ACB officials, Sunil Bansal, who was the senior accounts officer at HSVP, Panchkula at the time, illegally transferred around ₹ 68 crore in government funds to this unauthorised bank account between 2015 and 2019. This amount included ₹ 22 crore from the Land Acquisition Office (LAO) in Gurugram and ₹ 46 crore from the HUDA account in Panchkula. The funds were then diverted to various private bank accounts. ACB officials revealed that ₹ 7 crore was transferred to Manoj Kumar Singla's account, ₹ 5.88 crore to Sunil Garg's, and ₹ 5 crore to Vijay Kumar's—totaling ₹ 17.88 crore. Additionally, around ₹ 4 crore was found in accounts of two companies linked to the trio, maintained at HDFC Bank's Zirakpur branch. The unauthorised PNB account was closed on February 27, 2019, just a day before Sunil Bansal retired. An FIR was registered on March 7, 2023, at Sector 7 Police Station under IPC Sections 420 (cheating), 467 (forgery of valuable security), 468 (forgery for the purpose of cheating), 471 (using forged document as genuine), and 120B (criminal conspiracy). The case was handed over to the ACB in November 2023. The role of the then PNB branch manager and other bank officials at Manimajra is also under investigation.
