‘Centre should think about Maoists' peace talks offer': Andhra ex-Home Minister who led 2004 dialogue with rebels

Indian Express29-04-2025
In October 2004, a group of 11 top Maoist leaders came out of hiding from the Nallamala forest in undivided Andhra Pradesh to visit Hyderabad's Jubilee Hills for peace talks with the Y S Rajasekhara Reddy government. The government delegation was led by then Home Minister K Jana Reddy.
At a time when a massive offensive against the leftwing rebels, Operation Kagar, is underway at the Karregutta hills in Chhattisgarh, The Indian Express speaks to Jana Reddy, 78, about the peace talks he participated in and whether, with the Maoists pushing for dialogue, the process should resume.
Excerpts:
* What were the circumstances in 2004 that led to the peace talks with the Maoists?

It is imperative to understand the history of holding those talks. Just days before we held the talks, the Communist Party of India (Marxist-Leninist) People's War Group and Maoist Communist Centre merged to form the Communist Party of India (Maoist). That is, several armed groups merged to form one armed party that is in existence even now.
This party had been posing as the saviour of the oppressed: Adivasis, Dalits, and others who experience societal oppression. We (the Congress government in undivided Andhra Pradesh) held talks with them as they were socially rooted. If you look at the history of Communist parties, several of them had engaged in armed conflict for land rights and such, at one point in time or the other. The Maoists take root from such Communist history.
* Is Maoism only a law-and-order problem?
In the name of fighting social hierarchies, including feudalism and the landlords, the Maoists stood against the law and the Constitution of India. They have been posing as fighters for human rights while turning a blind eye to the law of the land. They indulged in violent acts in the process. Then they became a law-and-order problem for the entire country, not just Andhra Pradesh, because they posed a threat not just to the police establishment but also to the people. To protect the country, we had to arrest them and even take armed measures against them.
* If the party poses a threat to law and order, why hold peace talks at all?
The Maoists are a party that, as part of their purported fight for social justice, became an armed movement. They became a law-and-order problem.
At that time, in 2004, the Maoist party was approached to bring them to the democratic fold. When they were claiming to be fighting for justice, we just told them to come into the mainstream and adopt democratic means to fight for justice.
We told them that they were spending their days in obscurity in the jungles. We told them it was time to join the democratic process for just rights. We told them we were ready to fight for social justice as a government. Hold talks with the government to get justice is what we told them. We named this process of democratisation 'santhi charchalu' or peace talks.
* Can there be peace talks when Operation Kagar is underway in Chhattisgarh?
I think that a peaceful atmosphere is necessary at all times. Both sides (the government and the Maoists) should cooperate to bring about a peaceful environment. This peaceful environment should be brought about with mutual understanding. At that time, they (PWG) came forward, listening to our appeal.
* But now the Maoists want peace talks, according to their appeals.
Yes, at the time we called for peace talks and they listened. Now the Maoists are appealing to hold peace talks. The Union government should think about this. This cannot be dealt with at the state level anymore. It should be dealt with at the national level by the Government of India.
If the current Union government needs suggestions on the matter, the Congress can give the same.
As an individual, I cannot suggest anything. But this is a countrywide problem and the Congress high command will come up with a suggestion. The party will ponder over all the factors in this case and come up with a suggestion. In my opinion, the party will give its suggestion very soon. It is a big issue that requires a big debate.

After citing ‘confusion', Haryana drops stalking accused Vikas Barala from list of 97 law officers

The Haryana government Monday dropped Vikas Barala, who is facing charges of sexual harassment for allegedly stalking and attempting to kidnap the daughter of an IAS officer eight years ago, from the list of 97 law officers. Sources said the government has communicated its decision to Barala, who was among the assistant advocate generals appointed by the state government. Haryana Advocate General Pravindra Singh Chauhan had told The Indian Express that 'there was some confusion, because there were two Vikas on the list'. He had also said that Barala, son of BJP Rajya Sabha MP Subhash Barala, had not joined and would not join. The Haryana government's July 18 notification listed appointments for the posts of assistant advocate generals, deputy advocate generals, senior deputy advocate generals, and additional advocate generals. The Indian Express reported that of the 97 law officers selected, at least 23 have connections to politicians, bureaucrats, judges, and IAS/IPS officers. The trial in the 2017 sexual harassment case against Barala is ongoing in a Chandigarh court, and he is currently out on bail. Vikas and his friend Ashish Kumar were booked on August 5, 2017, under Indian Penal Code (IPC) sections 354D (stalking), 341 (wrongful restraint), 365 (attempt to abduct) and 511, apart from charges of drunk driving. The complaint by a daughter of a Haryana-cadre IAS officer alleged that the duo chased and tried to enter her vehicle late at night in Chandigarh forcibly. Subhash Barala was serving as the Haryana BJP chief at that time. Following the woman's complaint, an FIR was filed at the Sector 26 police station. Vikas and Ashish were arrested on August 9, 2017, after significant public outcry. Charges were framed against the accused in October 2017. Vikas was lodged in Chandigarh's Model Jail at Burail until the Punjab and Haryana High Court granted him bail in January 2018. The next date of hearing in the trial is listed on August 2, 2025, for the recording of defence evidence.

Alert on Telangana-Chhattisgarh border for Maoist ‘Martyrs' Week'

Hyderabad: Police were on high alert on the Telangana-Chhattisgarh border in view of the Martyrs' Week being observed by the banned Communist Party of India-Maoist. Police beefed up security and launched search operations in areas bordering Chhattisgarh in Mulugu and Bhadradri Kothagudem districts. The CPI-Maoist has called for Martyrs' Day week from July 28 to August 3 and appealed to people to make the programmes a success. Security personnel were conducting vehicle checks in agency areas of Venkatapuram, Wazeedu, Eturunagaram, and Kannaigudem 'mandals' (blocks) in Mulugu district. Meanwhile, Maoist banners and pamphlets surfaced in Charla mandal of Bhadradri Kothagudem district on Monday. Maoists displayed banners and kept pamphlets on the highway near R. Kothagudem and at Danavaipeta village in Charla mandal. Through these banners and pamphlets, the left-wing ultras appealed to people to make Martyrs' Week celebrations a success. The banned outfit condemned Operation Kagar of the Central government in Chhattisgarh. Police and the Central Reserve Police Force (CRPF) personnel were on high alert in the border areas of Bhadrachalam sub-division. Security personnel were thoroughly inspecting vehicles on the roads from Bhadrachalam to Charla, Venkatapuram. CPI-Maoist observes the Martyrs' Week every year to commemorate the death anniversary of Charu Majumdar, who had initiated the Naxalite movement in West Bengal in 1967 with the Naxalbari uprising. Majumdar had died in police custody on July 28, 1972. Meanwhile, police have also beefed up security in the Andhra-Odisha Border (AOB) region in view of the Maoists' call to observe Martyrs' Week. Vehicle checking was intensified in the agency areas in the region as part of the measures to foil any programme. The Maoist movement in both the Telugu states is at its lowest ebb due to massive setbacks to the banned outfit during the anti-Maoist operations over the last 10-15 years. However, police remained on alert on the Telangana-Chhattisgarh border and in the AOB region to foil the continued attempts by Maoists to revive their activities.

KPCC orders disciplinary committee inquiry into controversial leak of former DCC president Palode Ravi's private conversation

The Kerala Pradesh Congress Committee (KPCC) has instituted an internal enquiry into the circumstances surrounding the 'disconcerting' leak of a private telephone conversation, which resulted in the exit of former Thiruvananthapuram District Congress Committee (DCC) president Palode Ravi, a party veteran, on the charge of broadcasting a bleak view of the Congress' prospects in the upcoming local body elections and the 2026 Assembly polls. Thiruvanchoor Radhakrishnan, KPCC disciplinary committee chairperson, will head the inquiry. A Congress insider said the KPCC was concerned about whether the episode signalled the resurgence of factional feuding with an eye on organisational posts ahead of the party's reorganisation exercise before the local body polls. One-off incident Mr. Radhakrishnan told The Hindu that organisational infighting was at 'an all-time low' in the party. He said that prima facie, the episode, which arguably put the party leadership on the defensive and provided sensational grist to the ruling front to disparage the Opposition, seemed 'a one-off incident and not an entrenched effort.' 'Yet the investigation will cover all aspects. It will focus on strengthening the party and restoring the morale of the rank and file ahead of the crucial polls. It will not be a fault-apportioning exercise targeted at any particular party worker. I have sought explanations from the parties concerned and will be at the KPCC headquarters in Thiruvananthapuram on August 31,' he said. Earlier, the KPCC had expelled Congress block general secretary A. Jaleel in connection with the episode. The KPCC leadership was reportedly of the view that Mr. Ravi had candidly admitted to a few home truths about the party's election preparedness at the grassroots level, including the perceived lack of boots on the ground and the dearth of ward-level election committees. Mr. Ravi had also flagged a perceived erosion of the party's traditional Muslim base, which he stated was benefiting the Communist Party of India (Marxist) [CPI(M)]. He also signalled that the BJP's ascendancy would come at a steep cost for the Congress, including the loss of workers to poaching by other parties. Former Speaker N. Sakthan, who replaced Mr. Ravi as the DCC president and assumed charge on Monday (July 28, 2025), said the senior leader possibly lost his guard because he was speaking to a party office-bearer. Mr. Ravi apologised to the party for his inadvertent lack of circumspection. He said he merely flagged the political perils that lie ahead as was routine in party committees.
