Panchkula ₹17.5 lakh personal loan scam: 5 red flags every Indian borrower should watch for

Mint29-04-2025
In a recent financial fraud in Panchkula, a woman and her husband lost ₹ 17.5 lakh to a man posing as an Indian Army captain. According to reports, the accused, identified as Sagar Guleria, allegedly convinced the couple to transfer a sanctioned personal loan amount to his account.
He claimed the transfer was necessary to help them access housing loan assistance and government subsidies. The incident offers crucial lessons for prospective personal loan and home loan borrowers to safeguard themselves from financial crimes and ensure a seamless borrowing experience.
Satpal Singh, a Naik in the Indian Army and his wife Manpreet Kaur were introduced to the accused Guleria through an acquaintance. During their initial interaction, Guleria claimed to have close connections with banks and promised to help the couple secure a personal loan on favourable terms, including subsidy benefits.
On May 8, 2024, a loan of ₹ 17.5 lakh was sanctioned and credited to the couple's joint State Bank of India (SBI) account. Guleria then persuaded them to credit this entire amount to his account through Real-Time Gross Settlement (RTGS).
He stated that this was a necessary step to process the subsidy. Once the money was transferred, Guleria changed his behaviour completely and stopped responding to the couple.
A background check and investigation later revealed that he was not a serving Army officer. In fact, he was a declared deserter, with police records confirming his absconding status. Properly check the real identities of individuals: Focus on and verify the credentials of individuals claiming to be official agents or associates of financial institutions. Be clear: Banks are big financial institutions. They hire individuals to assist them with day-to-day functions and not to distribute loans or credit cards in a random, choice-based, and biased manner. Every single penny is accounted for, and nothing at all comes for free in the world of banking and finance. Avoid making upfront payments: Never make upfront payments if someone asks you to do the same. Be clear, your bank or any of its legitimate officials will never ask you to transfer funds into their accounts to help with processing loans and subsidies. This is a clear sign of a financial scam. Never fall for such tricks. Stay away from pressure tactics: Do not fall for urgent demands of fraudsters. Stay away from the pressure tactics they apply. Scammers often create a sense of urgency for some scheme or subsidy, etc., to create a sense of thrill and urgency in victims. This is done to push victims into making hasty decisions. Never follow such directions blindly. Never share sensitive information: Time and again, prominent government institutions such as the RBI, SEBI, etc, come out with press releases and television advertisements to make citizens aware of their rights. The goal is to teach citizens involved with banking, personal loans, credit cards, etc, never to share OTPs, passwords, CVVs, PINs, and other extremely confidential information with anyone. Such sharing can result in financial crimes. No bank or its legitimate official will ever request you share such details via phone, video, or text. This should again be taken as a clear sign of fraud. Avoid unbelievable and too good to be true offers: You should never fall for promises or offers that are too good to be true. Always have a counter question to such lucrative offers. Think, why will a bank or financial institution give you such an offer? Offers that promise substantial benefits with nearly no effort should be carefully examined and avoided.
According to a recent report by the Reserve Bank of India (RBI), the total cases of banking frauds have risen by 27% in the first half of 2024-25 compared to the same period last year.
This highlights the increasing importance of spreading financial literacy among citizens who are involved with banking and financial transactions on a daily basis.
Hence, by keeping these simple ideas and data in mind, aspirational personal loan and home loan borrowers, along with credit card applicants, can ensure that they make well-informed financial decisions.

Operation Akhal: Major Anti-Terror Push Enters Third Day

A major anti-terror operation in the Akhal forests in Kulgam district entered its third day on August 3, marking it as one of the longest and most significant counter-terrorism operations of the year. The Operation is being conducted in the dense Akhal forest of the Pir Panjal mountain range in South Kashmir. It is being carried by a joint force of the Indian Army's PARA commandos, 9 RR, Special Operations Group commandos of Jammu and Kashmir Police, and the Central Reserve Police Force (CRPF). Operation Akhal began on August 1 (Friday) late at night following credible intelligence inputs about the presence of a terrorist group in the Akhal forest area, and on Sunday, it entered its third day. On the third day with heavy blasts and exchanges of fire continued throughout the day and the previous night. Sources say that three terrorists were killed by this point, but the body of only one terrorist was found, and the killing of only one terrorist is officially confirmed until now, as the other two bodies of terrorists are yet to be found. Three Indian Army soldiers sustained manageable injuries and are under treatment. Operation Akhal: Timeline And Details On Sunday, for surveillance of this dense forest, security forces used high-tech surveillance, including drones, UAVs, and helicopters, to trace the movement of hiding terrorists and targets hit by UBGL and automatic assault rifles, grenades, and motors. The search operation was launched on human intelligence on July 29, but contact was established on August 1. Terrorists hiding under forest cover opened fire on security forces, escalating the operation into a fierce gunfight. One terrorist was neutralized by the evening, identified as Haris Nazir Dar, a Category-C terrorist affiliated with LeT from Rajpura, Pulwama, active since June 24, 2023. Arms recovered from him included an AK-47 rifle, an AK magazine, and grenades. It confirmed that the group hiding is of Lashkar-e-Taiba (LeT). On day two, the Operation continued with intermittent and intense firefights throughout the night, and sources informed that two more terrorists were neutralized, bringing the total to three. But the killing of those two was not officially confirmed, as no bodies were found. A senior police officer indicated that two or three more terrorists might still be hiding in the area, as searching parties are being fired at from three directions. Operation Akhal: Operation Akhal is the longest anti-terror operation of 2025. The Operation is a part of the efforts to counter terrorism in the mountain region of Pir Panjaal, which has been considered a safe haven for Pakistani terrorists for the last four years in Jammu and Kashmir. Sources in security forces say it's a group of six terrorists. However, the exact number of terrorists still hiding remains speculative. Operation Akhal is the third major encounter in Jammu and Kashmir within a week. Earlier Operation Mahadev on July 28, where three LeT terrorists linked to the Pahalgam attack were eliminated, followed by Operation Shivshakti on July 30, two terrorists while infiltrating at LoC in Poonch were neutralized. Senior officials, including the Director General of Police (DGP) and the General Officer Commanding (GOC) 15 Corps, closely monitoring the situation, remained at the base camp of the spot. Today, Operation Akhal remains ongoing and will be halted for the night and will resume with the first light of day.

Bank manager, former cop among 9 booked in separate cases for duping people in Jammu

The crime branch of Jammu and Kashmir Police has booked nine people, including a bank manager and a former policeman, in five separate cases related to duping people, an official said on Sunday. He said these individuals have defrauded people of a cumulative amount of around Rs 3 crore, on various pretexts such as arranging MBBS seats or government jobs for them. In one case, an FIR was registered against a State Bank of India branch manager, Javaid Ashraf Bhatti, after two people complained that he took more than Rs 1.78 crore from them by pretending to sell them a petrol pump. The petrol pump located at Kalakote area of Rajouri district was owned by someone else, the crime branch official said. In the second case, a former selection-grade constable of Jammu and Kashmir Police, Paramjeet Singh, was booked after three people complained that he duped them of Rs 72.93 lakh on the pretext of selling a residential house and a plot of land to them. In this case too, these properties, located at different places in Jammu, did not belong to him. Fayaz Ahmad Rather alias Raja, proprietor of a consultancy and a notorious fraudster, was booked on a complaint from Anil Gupta who was promised MBBS admission for his son at a private medical college in Jammu, the official said. In another case, Sahil Bhagat of Punjab had taken Rs 36.89 lakh from seven complainants hailing from Bishnah in Jammu and Swankha in Samba district offering them work visas for jobs abroad. The complainants were provided fake visas to work in Italy and Australia, the official said. Yet another FIR was registered against five accused -- identified as Mohammed Issaq, Sher Mohammed and Mukhtiar Ahmad from Doda, and Tariq Hussein and Mudassir Hussein from Kupwara -- for defrauding four complainants of Rs 12.70 lakh on the pretext of arranging government jobs for them. Senior Superintendent of Police (Crime), Jammu, Benam Tosh said that further investigations are underway in each of the five cases.
