Police who boarded unmanned Sarasota boat stress importance of using engine cut-off switches

Sarasota police chased down and boarded an out-of-control unmanned boat Monday.
The boat's operator was not utilizing the boat's emergency engine cut-off switch, according to police.

SARASOTA, Fla. - The officers in Sarasota who chased down and boarded an unmanned, out-of-control boat on Monday are using it to show why emergency engine cut-off switches are so important.
The officers were able to turn off the engine before a possible disaster. A large wake threw the vessel's operator overboard as the boat was traveling about 40 mph.
"There were three vessels that departed from Marina Jack," said Officer Ron Dixon, a captain with the Sarasota Police Department's Marine Patrol. "They were headed back to their home port. The operator that was on the smaller boat that got thrown off was behind a larger boat that had cut in front of him. While he was navigating that wake, he maybe had turned a little too hard and was actually thrown off of the vessel."

"Obviously, he was a little dazed by that. When he got his wits about him, he noticed that the boat was actually circling towards him, and according to him, passed within five feet of him," said Dixon.

The operator of the 26-foot Everglades vessel broke two fingers in his left hand from the impact with the water.
According to Sarasota police, he wasn't wearing a life jacket or utilizing the emergency engine cut-off switch.
"He was very apologetic. He was very happy that he was alive and uninjured, just, you know, just his left hand," Dixon said. "These emergency cut-off switches are so important. If he would have been wearing one, none of this would have happened."
If a vessel operator falls overboard, an emergency cut-off switch immediately turns the engine off.
According to Dixon, wireless and Bluetooth cut-off switches are also available.
Timeline
The incident happened in the middle of the Intracoastal Waterway north of the Ringling Museum.
Dixon said he was on scene in about five minutes, and his first priority was to keep all other boaters away from the area.
He said no one realized initially that the boat was unmanned.
"That vessel was traveling 40 miles per hour. By itself, it could have T-boned any of the many vessels that were transiting through the area," Dixon said. "It was a very, very dangerous situation there in the beginning."
He called for backup, which included Lieutenant Bruce King.

The Sarasota Police Marine Unit, the Coast Guard, the Sarasota County Sheriff's Office, Venice Police Department and SeaTow worked together to try several times to slow the vessel's motor with towlines. Those attempts were unsuccessful.
Then, SeaTow deployed a plasma towline that slightly slowed the vessel.
"That little bit was enough to say let's try it again [hopping aboard the boat]," King said.
King said his gut told him the first attempt wasn't right before that.
"The boat was doing circles. It was not doing a perfect circle. So, it was migrating kind of in a northeast direction," King said, describing the second attempt. "It would have eventually hit somebody or someone. So, we took our shot, and I wouldn't have done it with anybody else but Ron Dixon or Michael Skinner. Our two boat captains are very skilled."
Dixon maneuvered close enough to the vessel for King to hop on board and shut it off.
"I calculated it. Ron had it perfectly set up. Mike was holding me. I took the jump, and it wasn't until afterward that, you know, you get the adrenaline dump and say, 'Wow, that was pretty neat," King said.
"We had to do something because this boat was going to hit somebody or someone at some point," King said.
"This happens a lot, too much, and unfortunately for local and state agencies, we are unable to enforce when they're not wearing it [the cut-off switch]," Dixon said. "That's a federal law. Coast Guard can write them [up], but us being out there and seeing it all the time, we educate, and that's about all we can do."
The federal law requires operators of recreational boats under 26 feet long to use an engine cut-off switch.
Prior Incidents
Dixon also responded to a similar incident in 2020 that tragically took the life of 10-year-old Ethan Isaacs.
He was out with Sarasota Youth Sailing when, the FWC said, his instructor fell off his boat and wasn't wearing an emergency cut-off switch. That boat ran into Ethan and killed him.
"He was in the sixth grade and a really smart, joyful kid, just full of life and wanted to be a geologist one day," said Mindy Isaacs, Ethan's mom.
"It's really just not worth the risk of losing a child. I mean, that day that Ethan was on the water, there were 16 other kids on the water in the area. I don't think people really realize often, too, the danger of a propeller," said Mindy Isaacs.

"I mean, my dad described it like a saw in the water, and it's lurking under the water. It's not something that you always see when you're out on the water, and you're in the boat, but to really understand that when that boat becomes, you know, unmanned, no one is controlling it, and you have something similar to a saw in the water, that the damage, potential damage that it could cause," said Mindy Isaacs.
Ethan's Law went into effect in 2022 and mandates that boating instructors and coaches on vessels 26 feet or smaller must wear an engine cut-off switch in Florida.
His parents say an engine cut-off switch should be a requirement for all boat operators.
"It's very upsetting," said Greg Isaacs, Ethan's dad, about Monday's incident. "It's sort of triggering when that happens. The engine cut-off switch should be like your seatbelt. You should automatically put it on every time you start the engine on a boat. It really could save your life, and as we saw yesterday, a lot of the first responders ended up risking their lives to bring the boat into control."
"Ethan, we know, would have made a difference in the world, just given, you know, his intellect and who he was as a person, and he would be someone that would consider other people's safety," said Mindy Isaacs. "So, it is really sad to think that, you know, this had to happen when it could have been prevented."
Big picture view
Officers who responded to Monday's incident said they had just gone to a training session for this type of maneuver two weeks ago.
They said if you see an unmanned boat out of control, get out of the area, warn others and call 911.

A longtime Everglades scientist was handcuffed in a Miami courtroom and taken to jail Thursday to begin serving a 10-day jail sentence in a case that divided the normally tightknit Florida environmental community. The sentence caps a three-year battle between hydrologist Tom Van Lent and his former bosses at the Everglades Foundation, who accused him of stealing trade secrets when he quit in 2022. ' The foundation has no trade secrets, but they do wish to hide anything that would embarrass them or worse,' Van Lent told WLRN News outside the Miami-Dade County courthouse before surrendering. ' While I remain frustrated and angry at this injustice, I believe that serving 10 days in jail is worth protecting my and my wife's privacy and standing up for science and the Everglades.' READ MORE: In fight over research, influential Everglades Foundation sues its former chief scientist Van Lent, a well-regarded hydrologist who began working on Everglades restoration at the South Florida Water Management District in the 1980s, quit the nonprofit foundation in a dispute over a planned Palm Beach County reservoir. Van Lent had argued the project would likely fall short of providing clean freshwater — a primary aim of the massive $23 billion restoration effort — because lawmakers had scaled back its size. The Foundation hailed it as the 'crown jewel' of restoration, despite backing an earlier report that laid out Van Lent's concerns. WLRN explored the case in its podcast Bright Lit Place, in episode 4. Van Lent further angered his bosses on his last day, when he tweeted that he was leaving to work for another Everglades nonprofit, Friends of the Everglades, 'who put facts over politics.' On Thursday, Van Lent, 67, said he was not told what kind of conditions he would encounter serving his jail sentence. His attorney had advised him to wear laceless shoes, he said. 'I'm not looking forward to this. It's an absolute outrage,' he said. 'But I will follow the directive of the court and this battle will continue.' As a deputy cuffed Van Lent in a small, fourth-floor courtroom, his wife, family and colleagues looked on, seated in chairs normally reserved for a jury, some in tears. Most had sported stickers that read, 'Science over politics,' or had Van Lent's initials in the center of a heart. Just after deputies led him away, his wife Lois headed to her car for the eight-hour drive back to Tallahassee. ' We live in terrible times, but there is power through community, and that's what y'all are — a community,' Lois Van Lent said before thanking her husband's supporters. In addition to a jail sentence, Van Lent was also ordered to pay $178,000 for Foundation attorney fees. Van Lent has filed for bankruptcy. Van Lent lost his appeal. 'Environmental unraveling' The case highlighted the behind-the-scenes political maneuvering that has long dogged restoration work, even as publicly environmentalists and politicians have struggled to maintain a bipartisan alliance. It also stunned Everglades advocates, many of whom have fought for decades to restore the wetlands that protect South Florida's drinking water and help keep it from flooding, often sharing information and working hand in hand. In its lawsuit, the Foundation claimed Van Lent stole trade secrets and asked a judge to issue an injunction barring him from sharing the information. It demanded he turn over all Foundation material along with his computers and electronic devices. Van Lent has said he complied, but began removing personal information, that included health and financial records. Two weeks later, the Foundation claimed Van Lent violated the injunction and asked a judge to hold him in criminal contempt, which carried a potential jail sentence. Then, just before a hearing five months later, both sides agreed to settle the case when Van Lent signed off on a permanent injunction barring him from using or sharing any Foundation material. The settlement unraveled weeks later when the Foundation claimed Van Lent violated both the original injunction issued by the judge to stop downloading material and the settlement agreement by failing to turn over all his electronic devices. ' I never in a hundred years thought I would be here seeing a scientist of his caliber, of his integrity being sent to jail for stealing trade secrets,' Chris McVoy, a soil scientist, Lake Worth city commissioner and board member for Friends of the Everglades said before Thursday's hearing. 'Trade secrets from nonprofits? Trade secrets in science? Trade secrets in restoring the Everglades? It's ludicrous.' While Van Lent vowed to continue fighting the case to clear his name, Foundation attorney Jorge Piedra said following the hearing that once Van Lent serves the jail sentence, the case will end under the terms of the September 2022 settlement. In an emailed response to WLRN, the Everglades Foundation said it considered the matter closed and remains 'focused on our mission to restore and protect America's Everglades through science, advocacy, and education.' The trade secrets claim settled without ever being proven. The sentence comes at a pivotal time for the Everglades, While long-delayed restoration work has sped up in recent years with record-spending, the swamp continues to struggle with increasing impacts from climate change even as the Trump administration has cut funding for researching the dangers fueled by a warming planet. The administration is also taking aim at key laws that help protect the Everglades, including the Clean Water Act and Endangered Species Act. And this month, the state opened an immigrant detention center in the middle of the River of Grass in the Big Cypress National Preserve. 'Our leaders stitched together a fabric of environmental protections that were rooted in science,' Friends executive director Eve Samples said in explaining the organization's founding by Marjory Stoneman Douglas to protect the area now occupied by the detention center. County officials say they were blindsided by DeSantis administration plans for Alligator Alcatraz

Gov. Ron DeSantis' administration left many local officials in the dark about the immigration detention center that rose from an isolated airstrip in the Everglades, emails obtained by The Associated Press show, while relying on an executive order to seize the land, hire contractors and bypass laws and regulations. The emails show that local officials in southwest Florida were still trying to chase down a "rumor" about the sprawling "Alligator Alcatraz" facility planned for their county while state officials were already on the ground and sending vendors through the gates to coordinate construction of the detention center, which was designed to house thousands of migrants and went up in a matter of days. "Not cool!" one local official told the state agency director spearheading the construction. The 100-plus emails dated June 21 to July 1, obtained through a public records request, underscore the breakneck speed at which the governor's team built the facility and the extent to which local officials were blindsided by the plans for the compound of makeshift tents and trailers in Collier County, a wealthy, majority-Republican corner of the state that's home to white-sand beaches and the western stretch of the Everglades. The executive order, originally signed by the Republican governor in 2023 and extended since then, accelerated the project, allowing the state to seize county-owned land and evade rules in what critics have called an abuse of power. The order granted the state sweeping authority to suspend "any statute, rule or order" seen as slowing the response to the immigration "emergency." A representative for DeSantis did not immediately respond to a request for comment. Known as the Dade-Collier Training and Transition Airport, the airstrip is about 45 miles west of downtown Miami. It is located within Collier County but is owned and managed by neighboring Miami-Dade County. The AP asked for similar records from Miami-Dade County, where officials said they are still processing the request. To DeSantis and other state officials, building the facility in the remote Everglades and naming it after a notorious federal prison were meant as deterrents. It's another sign of how President Donald Trump's administration and his allies are relying on scare tactics to pressure people who are in the country illegally to leave. Collier County Commissioner Rick LoCastro apparently first heard about the proposal after a concerned resident in another county sent him an email on June 21. "A citizen is asking about a proposed 'detention center' in the Everglades?" LoCastro wrote to County Manager Amy Patterson and other staff. "Never heard of that … Am I missing something?" "I am unaware of any land use petitions that are proposing a detention center in the Everglades. I'll check with my intake team, but I don't believe any such proposal has been received by Zoning," replied the county's planning and zoning director, Michael Bosi. Environmental groups have since filed a federal lawsuit, arguing that the state illegally bypassed federal and state laws and county zoning rules in building the facility. The complaint alleges that the detention center went up "without legislative authority, environmental review or compliance with local land use requirements." In fact, LoCastro was included on a June 21 email from state officials announcing their intention to buy the airfield. LoCastro sits on the county's governing board but does not lead it, and his district does not include the airstrip. He forwarded the message to the county attorney, saying "Not sure why they would send this to me?" In the email, Kevin Guthrie, the head of the Florida Division of Emergency Management, which built the detention center, said the state intended to "work collaboratively" with the counties. The message referenced the executive order on illegal immigration, but it did not specify how the state wanted to use the site, other than for "future emergency response, aviation logistics, and staging operations." The next day, Collier County's emergency management director, Dan Summers, wrote up a briefing for the county manager and other local officials, including some notes about the "rumor" he had heard about plans for an immigration detention facility at the airfield. Summers knew the place well, he said, after doing a detailed site survey a few years ago. "The infrastructure is — well, nothing much but a few equipment barns and a mobile home office … (wet and mosquito-infested)," Summers wrote. FDEM told Summers that while the agency had surveyed the airstrip, "NO mobilization or action plans are being executed at this time" and all activity was "investigatory," Summers wrote. By June 23, Summers was racing to prepare a presentation for a meeting of the Board of County Commissioners the next day. He shot off an email to FDEM Director Kevin Guthrie seeking confirmation of basic facts about the airfield and the plans for the detention facility, which Summers understood to be "conceptual" and in "discussion or investigatory stages only." "Is it in the plans or is there an actual operation set to open?" Summers asked. "Rumor is operational today… ???" In fact, the agency was already "on site with our vendors coordinating the construction of the site," FDEM bureau chief Ian Guidicelli responded. "Not cool! That's not what was relayed to me last week or over the weekend," Summers responded, adding that he would have "egg on my face" with the Collier County Sheriff's Office and Board of County Commissioners. "It's a Collier County site. I am on your team, how about the courtesy of some coordination?" On the evening of June 23, FDEM officially notified Miami-Dade County it was seizing the county-owned land to build the detention center, under emergency powers granted by the executive order. Plans for the facility sparked concerns among first responders in Collier County, who questioned which agency would be responsible if an emergency should strike the site. Discussions on the issue grew tense at times. Local Fire Chief Chris Wolfe wrote to the county's chief of emergency medical services and other officials on June 25: "I am not attempting to argue with you, more simply seeking how we are going to prepare for this that is clearly within the jurisdiction of Collier County." Summers, the emergency management director, repeatedly reached out to FDEM for guidance, trying to "eliminate some of the confusion" around the site. As he and other county officials waited for details from Tallahassee, they turned to local news outlets for information, sharing links to stories among themselves. "Keep them coming," Summers wrote to county Communications Director John Mullins in response to one news article, "since its crickets from Tally at this point." Hoping to manage any blowback to the county's tourism industry, local officials kept close tabs on media coverage of the facility, watching as the news spread rapidly from local newspapers in southwest Florida to national outlets such as The Washington Post and The New York Times and international news sites as far away as Great Britain, Germany and Switzerland. As questions from reporters and complaints from concerned residents streamed in, local officials lined up legal documentation to show the airfield was not their responsibility. In an email chain labeled, "Not our circus, not our monkeys...," County Attorney Jeffrey Klatzkow wrote to the county manager, "My view is we have no interest in this airport parcel, which was acquired by eminent domain by Dade County in 1968." Meanwhile, construction at the site plowed ahead, with trucks arriving around the clock carrying portable toilets, asphalt and construction materials. Among the companies that snagged multimillion dollar contracts for the work were those whose owners donated generously to political committees supporting DeSantis and other Republicans. On July 1, just 10 days after Collier County first got wind of the plans, the state officially opened the facility, welcoming DeSantis, Trump, Homeland Security Secretary Kristi Noem and other state and federal officials for a tour. A county emergency management staffer fired off an email to Summers, asking to be included on any site visit to the facility. "Absolutely," Summers replied.
