The Philippines, through the Department of Agriculture (DA), has lifted the ban on importing beef and other animal-derived products from Germany.
The move was made following the declaration of the European country that it is free from foot-and-mouth disease (FMD)—a highly contagious viral infection that affects cloven-hoofed livestock.
Agriculture Secretary Francisco Tiu Laurel Jr., in his Memorandum Order 29, said Germany is now considered FMD-free under the guidelines of the World Organization for Animal Health (WOAH) Terrestrial Animal Health Code.
As such, Tiu Laurel said, the risk of contamination from importing FMD-susceptible animals, their products, and by-products "is negligible."
The DA chief said German veterinary authorities had submitted all necessary technical documentation and certifications to support the lifting of the ban.
The Agriculture Department had imposed the temporary ban in February, after Germany reported confirmed cases of FMD in domestic buffaloes in Hoppegarten, located in the district of Märkisch-Oderland, Brandenburg.
The European country notified the WOAH about its FMD outbreak in January.
FMD primarily affects cattle but can also infect pigs, goats, sheep, and other cloven-hoofed animals.
The disease, while rarely transmissible to humans, carries high mortality rates—especially among young livestock—and poses serious economic risks to the agriculture sector.
In 2024, the Philippines imported 3,177.5 metric tons of beef from Germany, which accounted for about 0.5% of the former's total beef imports.
Germany had also been a key pork supplier until 2020, when a separate import ban was imposed due to an outbreak of African Swine Fever (ASF).
The lifting of the FMD ban signals the potential restoration of broader livestock trade between the Philippines and Germany, according to the Agriculture chief. — VDV, GMA Integrated News

He added that an evaluation conducted by the DA, through the Bureau of Animal Industry, found the risk of contamination from importing poultry and related products from Brazil to be 'negligible.' Tiu Laurel said the order takes effect immediately and will remain in force until further notice. Brazil is one of the world's largest poultry exporters, reportedly accounting for a third of global chicken trade. By resuming imports from Brazil, the DA chief said the move aligns with the directive of President Ferdinand Marcos Jr. to diversify the country's sources of imported agricultural products. In a statement on Thursday, Agriculture Secretary Francisco Tiu Laurel Jr. said the importation ban—imposed earlier this year due to outbreaks of highly pathogenic avian influenza (HPAI) in the six US states— was lifted after US veterinary authorities confirmed that the outbreaks have been resolved. Also covered by the lifted ban are poultry products such as eggs, day-old chicks, and bird semen used for artificial insemination. Citing a report submitted to the World Organisation for Animal Health, Tiu Laurel said that there have been no new cases of bird flu in the affected areas since June 9. 'The lifting of the import ban is based on science and in accordance with international standards,' the Agriculture chief said. 'Our primary concern is protecting the local poultry industry, a vital part of our food security plan and a major contributor to economic activity,' he said. With the resumption of importation, the Agriculture chief said the country's poultry supply would be strengthened, which would then help ease price pressures. Tiu Laurel, nonetheless, said all incoming shipments must still comply with the DA's existing veterinary quarantine protocols and food safety regulations. The lifting of the ban will remain in force unless officially revoked in writing, according to the DA chief. The Philippine government, through the Department of Agriculture (DA), has lifted the ban on the importation of domestic and wild birds, including poultry products, from the Netherlands. In a statement on Friday, the DA Agriculture Secretary Francisco Tiu Laurel Jr. signed Memorandum Order 31 lifting the importation ban, 'following the World Organization for Animal Health declaration that the Netherlands is now free from avian influenza.' Moreover, no new outbreaks have been reported by the European country since May 16, 2025. The DA's import ban—which also covered poultry meat, day-old chicks, eggs, and semen—was imposed in December last year after Dutch veterinary authorities confirmed an outbreak of H5 (N untyped) Highly Pathogenic Avian Influenza (HPAI) on November 17, 2024 in Putten, Gelderland, affecting domestic birds. 'Based on the evaluation of the Department of Agriculture, the risk of contamination from importing live poultry, poultry meat, day-old chicks, eggs, and semen is negligible,' Tiu Laurel said in his memorandum. The DA said the order takes effect immediately and shall remain in force unless formally revoked, adding that 'all conflicting directives are considered rescinded.'
