JDA yet to complete ROB, railway plans new project

Jaipur: At a time when the Jaipur Development Authority (JDA) is yet to complete the construction of barely 700 metre long Civil Lines Railway Overbridge (ROB), there are plans to construct another ROB connecting Bani Park and Hasanpura sides of the railway station.
Although experts are apprehensive about major chaos along the railway station if both constructions continue simultaneously on both sides of the Ajmer Road Puliya, JDA officials have claimed that they are trying their best to complete the construction of the Civil Lines RoB before the construction work for the proposed RoB starts.
"We set a revised deadline of Dec this year to complete the construction of Civil Lines ROB.
Even if we miss the deadline, we are hopeful to complete the Civil Lines ROB before railways start the construction work for the proposed ROB. It would take a few more months to commence the construction of the proposed ROB," stated a JDA official. Officials of the civic body made it clear that North Western Railway (NWR) would construct this proposed ROB connecting Ram Mandir on Bani Park side and Jal Mahal Chouraha in Hasanpura.

JDA and PWD would only help the railways to allocate lands on the Bani Park side near the Ram Mandir. On the Hasanpura side, railways would utilise lands of its own colony. Recently, during a Projects Work Committee meeting of JDA, the civic body sanctioned the GAD (General Arrangement Drawing) of the project, giving its approval to railways to construct the ROB.
"Earlier, there were plans to construct an underpass jointly by the railways and the public works department (PWD).
But in the feasibility report, it was mentioned that an underpass is not viable. So, now it has been decided to construct a ROB instead," said an official.
This would be the fifth means to cross the railway line within a stretch of around 4km between the Bais Godam and Bani Park Ram Mandir. Out of the remaining four, the Civil Lines flyover, the Ajmer Road Puliya and the Railway Station Puliya (connecting the ITC Rajputana Hotel and Jal Mahal Chouraha) are already operational.
JDA is constructing the ROB at the Civil Lines Phatak.
"The Hasanpura side of the railway junction is getting a major facelift. Once the renovation work is over, a huge footfall of passengers is expected on the Hasanpura side of the railway station. This proposed ROB can reduce traffic pressure on the Railway Station Puliya to a great extent," said a PWD official.

"I think this is a good balanced outcome, because if Indian professionals can come and work here for three years and then don't have to give the contribution here in the UK, but carry on doing it in secures them, because when they go back home, at least their pie is safe. "They can get benefits, their pensions, their insurance, all those things have not gone to waste. So, think, this is a huge advantage to IT/ITES companies which are working here in the just technology companies, but even other firms," he said. On whether he sees India-UK FTA becoming a template for other trade deals currently being negotiated, including with the EU, Mittal replied in the affirmative. Both countries have agreed to refrain from seeking access to the source code of software owned by entities in the other territory except in case of investigation by a regulatory, administrative or a judicial body. "Where source code of software has been revealed to a party, or to a designated conformity assessment body operating in a party's territory, upon its request, that party shall adopt or maintain measures to prevent the unauthorised disclosure of source code of software," the agreement said.

Mangaluru: With many colleges turning autonomous, deemed to be universities, Mangalore University (MU) is facing significant financial losses. A few years ago, MU had about 214 affiliated colleges under its jurisdiction, spread across Udupi, Kodagu, and Dakshina Kannada. This number is now down to 151. In the past two years alone, several colleges, collectively educating thousands of students, became autonomous. One of them, which was autonomous, became a deemed university. This shift means MU no longer receives examination and other fees from these institutions, amounting to several crores of rupees in lost revenue. Adding to its financial woes, the varsity also lost colleges located in Kodagu due to a recent bifurcation, with these institutions now officially affiliated with the new Kodagu University. H Devendrappa, registrar (evaluation), MU, said the varsity would have about 1.8 lakh students under it if all colleges were affiliated with it. However, the numbers have come down to approximately 75,000 students, including BEd and PG courses. "When an educational institution becomes autonomous, MU will have no control over it, except for the awarding of convocation. "The revenue collected from these colleges is one of the major resources for MU to run. However, with insufficient govt funding and a lack of resources generated through these colleges, MU's financial health is crippled," he stated. The affiliation fee was one of the major sources of revenue to fund the university. PL Dharma , vice-chancellor of MU, said that less revenue from affiliation is a big blow to MU's internal income. "The revenue it generated helped to take up various internal projects, including student welfare programmes. We are trying to cut down costs as much as possible, to keep the varsity running," he said.
