S.F.'s budget woes could kill programs that help the city's most at-risk tenants

Long regarded as a critical supplement to the work done by city building inspectors, two community-based code enforcement outreach programs that target some of the city's most at-risk tenants could soon cease to exist as San Francisco's Department of Building Inspection looks to trim costs.
Emails sent to about half a dozen local housing nonprofits on Monday informed them that the decades-old Code Enforcement Outreach Program, or CEOP, is facing complete erasure due to the city's budget woes. Among the supports offered by the nonprofits that receive funding through CEOP and the SRO Collaborative program, another DBI-administered initiative focused on residents of low-income single-room occupancy hotels (SROs) that's also at risk, are multilingual outreach, housing counseling and disaster preparedness services. In the past, the programs have united advocates representing landlords and tenants.
And yet, both are on the chopping block under DBI's proposed two-year budget plan, which suggests cutting the department's annual $4.8 million allocation for the programs as Mayor Daniel Lurie seeks to eliminate $185 million in grant and contract spending in order to close a looming $800 million two-year city budget shortfall.
'We greatly value and respect the work we've done together, but any grant is dependent on having sufficient funding in our budget. As such, we are invoking the termination stipulation in Section 2.3,' a DBI representative said in the emails sent to nonprofit leaders on Monday, which the Chronicle obtained. The Chinatown Community Development Center, or CCDC, the Tenderloin Housing Clinic, the San Francisco Apartment Association, Dolores Street Services and the Housing Rights Committee, are among the groups that will be impacted by the programs' elimination.
Monday felt like 'groundhog day' to service providers who, for the second time in two years, were told that the programs would be defunded. They pushed back against cuts planned by DBI in 2023 under then-Mayor London Breed, and were successful in getting the funding reinstated.
Those interviewed by the Chronicle Tuesday said they were blindsided by the news, given that DBI's own commission recommended keeping the programs in place and fully funded earlier this year.
'We were shocked in 2023 and we are shocked this year, mainly because around February we were advocating at the commission as we were expecting about a 25% cut in total,' said Lisa Yu, a policy analyst with CCDC, a local affordable housing developer. 'Everything is in jeopardy.'
DBI requested that the recipients of the code enforcement outreach grants 'plan for an end date for your services' on June 30. The move will impact an estimated 15 outreach workers across the list of nonprofits that are funding through the grants, the Chronicle has learned.
'The mayor talked about cutting some nonprofit contracts that emerged during COVID. But CEOP started in 1996. The collaboratives have been here for more than 25 years. These are programs that no one's ever had a negative word to say about,' said Randy Shaw, director of the Tenderloin Housing Clinic, a low-income tenant advocacy organization that stands to lose roughly $900,000 for its Central City SRO Collaborative program and CEOP.
The funding cuts appear to thwart recommendations made by DBI's Building Inspection Commission, which penned a letter to the city's Board of Supervisors in March requesting that the code enforcement outreach grants be fully funded.
That letter, obtained by the Chronicle, suggested that Lurie and the Board use general fund dollars to continue to support the programs, and that DBI could increase the inspection fees it charges across the board by 1.5% to 'compensate for the proposed General Fund reductions in support.'
'These providers go to the tenants as well as take complaints. Reduction in outreach services will not mean a reduction in need, it will mean more tenants leave inhabitable apartments and end up homeless or people will suffer health conditions as a result of uninhabitable housing,' the commission warned in its letter.
Neither DBI nor Lurie's office immediately responded to the Chronicle's inquiries for comment on the programs' planned elimination.
Last week, Lurie unveiled his $15.9 million budget proposal, which he said prioritizes the city's core services, including clean street and public safety. Declaring an end to what he described as the ' era of soaring city budgets,' his plan includes slashing 1,400 city jobs. The proposed cuts come as the city's revenues remain impacted by high commercial vacancy rates and sluggish tourism downtown.
CEOP and the SRO Collaborative program were previously placed in jeopardy under former Mayor London Breed, who sought to patch a growing budget deficit in 2023 by ordering city departments to trim their budgets. The funding was ultimately restored, though the total allocation for the programs was reduced by 10%, according to Yu, of CCDC.
She said that the nonprofit providers expected another 15% funding cut for the outreach programs.
'We're all really confused on what happened, because we weren't expecting a 100% funding cut when the issue was presented to the Commission in February,' Yu said.
CEOP has received about $1.7 million from the total grant allocation, while the SRO program received about $3.8 million. The nonprofits that have historically received the funding are operating on five-year contracts that are due to expire next June.
Yu said that CCDC runs the SRO Collaborative, for which it receives about $1.5 million in annual funding. It also receives about $272,500 for CEOP.
'We have housing counseling, and we provide fire prevention workshops. For home visits alone, we visit about 43 SROs in Chinatown with about 80 SRO families total,' Yu said, adding that the nonprofit assists about 86 clients per quarter with housing counseling services.
'About 183 tenants attended our fire and disaster preparedness workshops per quarter,' she said.
About 16% of the Housing Rights Committee's total budget, or $617,000, comes from the DBI grant, according to the nonprofit's executive director, Maria Zamudio. HRC has long provided housing counseling and advocates for tenants rights in San Francisco.
'We provide language access to tenants who are not going to be able to just connect directly with a building inspector, or are not able to navigate the DBI website. We also ensure that there is support for (U.S. Department of Housing and Urban Development) tenants, who have some of the most egregious habitability conditions in the city,' Zamudio said.
'In this political moment, with all of the attacks on immigrants and all of the attacks on HUD funding at the federal level, to feel those attacks locally and in a way that doesn't need to happen … really shows where the priorities for this new administration are,' she said.
Tenant advocacy organizations aren't the only ones impacted by the proposed cuts. The San Francisco Apartment Association advocates for property owners on a 'shoestring budget,' according to spokesperson Charley Goss. The organization faces a funding reduction of close to $150,000 if the code enforcement outreach programs are cut.
'There are difficult decisions that have to be made with regard to the budget. But, from our perspective, these are maybe the only programs where you have tenant groups and landlord groups working together for a common goal, which is to improve living conditions in apartment buildings,' Goss said. 'We've seen firsthand that the programs work … and we believe they also save the city money. We have nonprofits doing the work to get buildings up to code, which saves the city money via their inspectors. The inspectors don't have to do that work.'

Mayor Daniel Lurie 's first San Francisco budget negotiations were not as dramatic as they could have been, despite vigorous opposition from labor unions and nonprofits over his plan to close the city's huge deficit. When Lurie introduced his proposal to eliminate a roughly $800 million two-year shortfall, he sought to cut 1,300 vacant jobs and about 100 filled positions. But city lawmakers on Thursday reached a deal with Lurie to prevent 56 layoffs, blunting the impact on San Francisco's vast municipal workforce that is already one of the largest in the country. The mayor allocated funding for about 33,000 city employees next fiscal year. Unions sounded the alarm about the budget even before it was proposed by Lurie, unsuccessfully urging him to avoid deep cuts by calling on tech companies to drop lawsuits seeking tax refunds. As the Board of Supervisors vetted the budget plan, labor groups escalated their resistance, disrupting a meeting until police removed protesting workers in handcuffs. Nonprofits also vehemently objected to Lurie's proposal to cut about $185 million in grant and contract spending. Ultimately, the deal that the supervisors' budget committee brokered with Lurie scaled back some of his most aggressive plans. By tweaking the mayor's two-year spending proposal, supervisors freed up $15 million to reduce layoffs, and they reallocated $26 million to invest in a variety of services that Lurie originally intended to cut. The money is a drop in the bucket of San Francisco's $7 billion general fund, but it will help avoid some of the most painful belt-tightening originally envisioned by Lurie. The budget deal, which must still be approved by the full board of supervisors next month, illustrates how Lurie is trying to balance the demands of lawmakers and organized labor while making good on promises to reduce San Francisco's persistent deficits. He didn't give the unions or supervisors everything they wanted. But he also didn't seek a massive overhaul of the city bureaucracy or press for layoffs on the scale the city saw during the Great Recession. Lurie said in a statement that the budget deal would help the city avoid spending 'money we don't have, while focusing our resources on providing safe and clean streets, addressing the fentanyl crisis, and advancing our economic recovery.' 'Passing this budget also required painful decisions that were, unfortunately, necessary to set up our entire city for success,' Lurie said. 'Leadership means making those tough decisions, and this group of city leaders did that.' Supervisor Connie Chan, who chairs the board's budget committee, said Lurie was put in a difficult position partly because recent city budgets under his predecessor, London Breed, were balanced with a heavy reliance on temporary funding sources. Lurie used far less one-time money in his first budget proposal than Breed did last year, according to the city controller's office. The mayor and supervisors also set aside $400 million to help shield the city from federal funding cuts under the Trump administration. 'We are looking to the future about how we protect San Francisco and make sure that San Francisco is solvent,' Chan said. 'That really is the common goal that got us through this budget process… I recognize that and I think the mayor recognizes that.' Chan said she and her colleagues have tried to do 'whatever we can to reverse the layoffs for our front-line workers and to protect as many direct services to the most vulnerable as possible.' 'Under the circumstances, I think that we have delivered that,' she said. SEIU 1021, the city's largest public-sector union, had a mixed reaction to the budget deal. Union president Theresa Rutherford said in a statement that her group was relieved that the agreement between supervisors and the mayor 'reverses layoffs of frontline workers.' But she was 'disappointed and concerned' about cuts to nonprofits and city services that remain in the spending plan. The budget would still cut about $171 million from grants and contracts, a $14 million reduction from what the mayor first proposed. 'We've been fighting hard, but our work is not done,' Rutherford said. 'We will continue to fight to protect public services, especially for those in our community who need them the most, and the rights of all the workers who provide those services, public and nonprofit alike. And we will hold the mayor accountable for reversing these layoffs.' One of the biggest sticking points in this year's budget negotiations involved changes that Lurie proposed in how the city spends revenue from a 2018 business tax that funds homeless services. The tax measure, Proposition C, earmarked specific percentages of the proceeds for permanent housing, mental health services, homelessness prevention and shelter and hygiene services. Lurie wanted to redirect about $90 million in unspent revenue from the tax to fund his priorities, namely homeless shelters, which he thinks are in dire need of expansion to get more unhoused people off the streets. The mayor also sought more flexibility in how his administration spends future revenue from the tax. After an extended debate and negotiations with the mayor's office, the budget committee reduced Lurie's $90 million reallocation request down to about $30 million. The committee also agreed to let Lurie more freely spend up to $19 million in extra revenue from the tax if approved by a simple majority of the board. That prompted some intense pushback from Supervisor Jackie Fielder, who questioned why supervisors were 'going to do away with a key provision' of Prop C, which originally required a supermajority board vote to alter the funding categories. 'Should we even have a Board of Supervisors at this point?' Fielder asked at a budget committee hearing. The Coalition on Homelessness advocacy group also lamented the decision, calling it a 'mayoral power grab' in a news release. 'San Francisco is not a kingdom, and it is not a corporation, it is a democracy,' Jennifer Friedenbach, the coalition's executive director, said in a statement. 'Prop C … was carefully constructed to ensure that data-driven, voter-approved mandates existed to build a responsive and efficient homeless system that was protected from wrongheaded political winds.' Chan, the budget chair, defended the committee's decision as a fair compromise. 'We negotiated with the mayor the best outcome (possible) in a very balanced spending plan that supports homeless families and homeless transitional-age youth,' Chan said in an interview. 'I also understand that at this moment and this time, there is also an urgent need to solve the crisis that we see on our streets.' Aldo Toledo contributed reporting.

What we know so far about how Trump's deportation effort is unfolding in the Bay Area

As of last month, Carolina's quest for asylum from violence in her Indigenous Guatemalan community seemed to be on track. The mother of two, who speaks only her native K'iche' language, had recently completed a check-in with U.S. Immigration and Customs Enforcement, and was living with her family in Contra Costa County. Then she received a surprise message on her ICE smartphone app. 'This is your ICE officer,' the June 2 message said, according to Carolina's attorney. 'We want you to come in for an appointment.' Carolina did as she was told, arriving at 630 Sansome St. in San Francisco the next day. It wasn't until after she was arrested that her attorney — who shared her story with the Chronicle and asked that only her first name be used for her protection — would learn the reason for the appointment: Carolina's asylum case had been set aside without a reason given, and an old removal order reinstated. Leaving behind her husband and two young children, Carolina was flown to an ICE detention center in Arizona that same day. Carolina is among dozens of people that local advocates estimate have been arrested in the Bay Area this month in stepped-up operations by federal immigration authorities, as the Trump administration seeks to fulfill a campaign promise by boosting deportation numbers. The effort has been both expansive and disjointed, advocates say, going beyond promises to deport 'the worst of the worst ' while splitting families apart and leaving state officials scrambling for answers. While federal authorities have long had discretionary power to reject asylum applications and other temporary protections that allow people to remain in the U.S., previous administrations have typically used the tactic on a case-by-case basis, said Carolina's attorney, Hayden Rodarte, who focuses on asylum applications for the Lawyers Committee for Civil Rights of the San Francisco Bay Area. 'But this is the first time we're seeing it in this systematic way,' Rodarte said, noting that Carolina has no criminal history and is the main caregiver for her 10-year-old daughter and 5-year-old son. 'This is the new reality now.' ICE officials have declined to release information about key aspects of recent Bay Area immigration operations, including how many people have been arrested, who they are and why certain people have been targeted for removal. ICE has posted videos on social media of arrests throughout Los Angeles at workplaces and elsewhere, and photos of those detained with alleged criminal histories, but immigration attorneys said the arrests in the Bay Area target those who are trying to follow the process and show up to court. 'They should be showing up to their court hearing. It's the right thing to do but it's so scary,' said Roujin Mozaffarimehr, a managing partner at ImmiCore Law, a Silicon Valley firm. 'It's just really nerve-racking.' Inside the information vacuum, local networks of immigration advocates, attorneys and courtroom observers have worked to piece together everything they know about the cases, in hopes of better understanding how ICE operations are unfolding in the Bay Area. Catherine Seitz, the legal director at the Immigration Institute of the Bay Area, said people have been arrested when they show up for a meeting with ICE during their removal proceedings, an often lengthy legal process. Those meetings typically happen once a year; ICE checks that the cases are still pending and people typically return home, Seitz said. In addition, ICE is detaining people, including those seeking asylum, who arrive to immigration courts in San Francisco and Concord for scheduled hearings. In some cases, government attorneys are attempting to remove people who have been here for less than two years by requesting their cases to be dismissed. Immigration officials then detain people and pursue expedited removal proceedings, a measure that is typically used at airports or at the border, Seitz said. 'The confusing part is, under the last administration, (a dismissed case) was a good thing,' Seitz said, adding that people could then move forward with their asylum petitions. Seitz said that by using expedited removals, the government can typically move forward with deporting someone without going before a judge. This was the case for Carolina, who arrived in the U.S. along with one of her children in January 2024, joining her husband and older child. Carolina, who is from an Indigenous rural area of Guatemala, applied for asylum while citing the violence and persecution from the government there. 'What hurts us most is seeing the children suffer through this,' Carolina's sister said in a statement translated from K'iche' and provided by immigration attorneys. 'Our country has so much violence and we fled to this country with the hopes of finding joy here. But now we're seeing things worsen here with family separations.' There is no removal order for Carolina's husband and children, and the rest of the family's asylum cases remain pending before immigration court in Concord, Rodarte said. Because federal agencies have not released information on the arrests, advocates and attorneys have sought to use their networks to keep an unreliable count of the number of people detained. Last weekend, hundreds of demonstrators gathered outside of an ICE facility in San Francisco after immigrants said they had received orders to check in with the federal agency — spurring concerns from advocates that officials were planning to detain people with detention circumstances similar to Carolina's. Though a handful of immigrants showed up Saturday and Sunday, the office remained closed and ICE officials did not detain anyone, later saying that the closure was due to protests. ICE enforcement in the Bay Area has differed from Los Angeles, where the agency has targeted car washes and other workplaces, as well as gathering spots for day laborers such as Home Depot parking lots, to take people into custody — sparking conservative support along with widespread protests and accusations of racial profiling. Trump has waffled on the tactics, at times saying migrant workers are dangerous and take jobs that could go to Americans, and at other times saying they are ' almost impossible to replace.' But with the Department of Homeland Security this week reversing instructions for ICE to pause raids on farms, meat packing plants, restaurants and hotels, advocates for immigrants worry that the more aggressive actions ICE has taken in Los Angeles and parts of the Central Valley could happen in the Bay Area. Jason Houser, a former ICE chief of staff under President Joe Biden, said the Trump administration appears intent on reaching arrest quotas of 3,000 people per day. To achieve those goals, ICE has begun targeting immigrants who have been vetted and given a legal status to stay in the country, versus focusing on only those with criminal histories. There aren't enough people with criminal backgrounds to meet the quotas that the White House has set, Houser said. 'When you set quotas at the White House of arrests,' he said, 'ICE is going to take the easiest path to get their hands on people that they can bring into detention.' Since Trump's second term started, ICE said it has arrested over 236,000 people who were in the country illegally and deported more than 207,000, below the administration's goals but a significant increase from recent years. In his first term, Trump deported 1.5 million people, while Biden had deported 1.1 million people as of February 2024, according to Migration Policy Institute, a Washington, D.C., think tank. The detainment of more people poses other challenges for immigration courts. There are currently roughly 700 federal immigration judges — a decrease after Trump fired judges in California, Louisiana and other states — and a backlog of nearly 3 million pending cases due in part to a spike in people seeking asylum since 2022, according to government data. In many cases, it can take someone going through a removal proceeding nearly 10 years to get ahead of a judge, said Carl Shusterman, a Los Angeles immigration attorney. 'If he's just going to put another million people a year in immigration court,' Shusterman said, 'it'll take 15 to 20 years to get a hearing.'

Scott Wiener files paperwork to run for Congress in 2028. Could he challenge Pelosi?

State Sen. Scott Wiener has made no secret of his plans to run for Congress, but his decision to file paperwork Friday to run in 2028 means there is a chance he could challenge Speaker Emerita Nancy Pelosi, who has held the seat for nearly four decades. Wiener, D-San Francisco, has previously said he would seek the seat whenever Pelosi decided to step down. He will be termed out of the California Legislature in 2028, where he has been a strong advocate for policies to spur housing construction and fund transit systems. Like Pelosi, Wiener has been a fierce critic of President Donald Trump. Wiener said in a statement to the Chronicle that he expects the seat to be open in 2026 or 2028. 'I've been clear that I intend to run for this seat whenever the race opens up, whether in 2026 or 2028. This filing is a critical step to prepare for the serious work of running to succeed one of the icons of American politics,' the statement reads. A spokesperson for Pelosi told the Chronicle in April that 'no announcement has been made either way' regarding whether she plans to for reelection in 2026. The spokesperson declined to comment to the Chronicle on Friday. Wiener's move comes during a week in which calls to replace aging Democratic stalwarts with new voices have hit a fever pitch. On Tuesday, 33-year-old Zohran Mamdani shocked the Democratic Party with his mayoral primary victory over political scion and former New York Gov. Andrew Cuomo. That same day, California Rep. Robert Garcia, D-Long Beach, became the ranking member on the powerful House Oversight Committee — a position long reserved only for the most senior party members. Garcia is 47 and serving his second term in Congress. Wiener has long been running a sort-of shadow campaign for Congress. In 2023, he secured the support of several powerful Bay Area female leaders, including state Sen. Catherine Stefani (then a San Francisco supervisor); former San Francisco District Attorney Suzy Loftus; Debbie Mesloh, former chair of San Francisco Commission on the Status of Women; and Andrea Dew Steele, the co-founder of Emerge America, which trains Democratic women to run for office. Their support could be crucial to Wiener if he ultimately runs against Pelosi's daughter Christine Pelosi, who's been long thought to be a contender for the seat when her mother retires. Nancy Pelosi has already drawn a Democratic challenger in 2026, if she decides to run for reelection: Saikat Chakrabarti, 39, a founding software engineer at the tech firm Stripe and former chief of staff to Rep. Alexandria Ocasio-Cortez, D-N.Y. 'The next (Mamdani) could be (Chakrabarti) running against Nancy Pelosi,' wrote Cenk Uygur, CEO of 'The Young Turks,' a progressive online news show, on Wednesday. 'If he beats Pelosi, the old guard of the party will be devastated. Time for a new Democratic Party.' Pelosi, 85, was first elected to the House in 1987 and quickly rose through the ranks, becoming the first woman to lead either party in 2003. She became the nation's first female speaker in 2007 and ascended to the top job again in 2019 after her party recaptured the House. She is widely seen as the architect of landmark legislation, including the Affordable Care Act during the Obama administration, and is a prolific fundraiser, harvesting $1.25 billion for Democrats since she ascended into party leadership, according to party officials. The speaker emerita — who took on the honorific after stepping down from leadership in November 2022 — has continued to represent San Francisco in the House, and won her 20th term in Congress in November 2024. If elected, Wiener would be the first openly gay member of Congress to represent San Francisco.
