Crisis in Nineveh: Deadlock and division jeopardize Provincial Council

Plunged into a deepening political crisis, the Nineveh Provincial Council is grappling with sharp divisions and escalating conflicts among its members following the dismissal of Chairman Ahmed Al-Hasoud. As key blocs clash over critical governance issues, the council's future hangs in the balance, with growing calls for its dissolution if the deadlock persists.
Political Deadlock
Muhanad Najm Al-Jubouri, head of the United Nineveh Bloc and a member of the Nineveh Provincial Council, told Shafaq News that the council's crises stem from its transformation into a 'political council', and the 'subordination' of Future Nineveh Bloc members (aligned with the Coordination Framework) to the will and directives of political forces and leaders inside and outside the province.
United Nineveh leaders have granted their members the authority to make decisions they deem beneficial for the province, he stated, accusing Future Nineveh members of having to consult their leadership in Baghdad and within Nineveh before making any major decisions, which he said was causing dysfunction within the council.
For his part, Ahmed Al-Kiki, head of the Kurdistan Democratic Party (KDP) bloc in the Nineveh council, noted that a key factor behind the council's escalating disputes was the Future Nineveh Bloc's "betrayal of agreements and the principle of partnership," pointing out that after securing a majority with 16 members, 'the bloc unilaterally made decisions, held sessions independently, and voted alone on the dismissal and appointment of administrative unit heads while disregarding the positions of other blocs.'
Turmoil After Chairman's Dismissal
The dismissal of Nineveh Council Chairman Al-Hasoud has triggered a new crisis within the council. Regarding this issue, Muhanad Najm Al-Jubouri asserted that the move was 'legal and valid' after 16 members—constituting the required majority of half plus one—voted in favor of his removal.
Al-Kiki told Shafaq News that due to the council's failure to hold a session this year, the KDP, United Nineveh, and three Future Nineveh defectors convened to dismiss Al-Hasoud, stresseing that the new majority acted solely on the dismissal and later invited the Future Nineveh to rejoin the council. He described Al-Hasoud's dismissal as "a necessary step to correct the council's course".
However, on March 9, the Administrative Judiciary Court suspended the decision to remove Al-Hasoud, citing articles 151 and 152 of the Civil Procedure Law No. 83 of 1969. In response, the United Nineveh (comprising Sunni Arab forces) and the KDP boycotted council sessions in protest against Al-Hasoud's continued tenure despite the council's vote to dismiss him in a session held on March 5.
Uncertain Future
As crises within the Nineveh Council intensify, public calls for its dissolution are growing, and some political blocs within the council are not ruling out the possibility, especially as a resolution to the disputes remains unclear in the near future.
If political conflicts reach a deadlock, dissolving the council could become inevitable, Al-kiki assumed. However, he expressed hope for potential solutions, including removing Al-Hasoud, and restoring genuine partnership and consensus within the council.
Political analyst Mustafa Al-Obaidi also reckoned that the deepening disputes during this final term of local councils reinforce arguments for dissolving them, as critics view these bodies as unnecessary and prone to political maneuvering and financial corruption.
Regarding a near-term resolution he ruled out this possibility, indicating to Shafaq News, 'The upcoming phase will be marked by parliamentary elections, which will further fuel sectarian and ideological divisions.'

In its June 19, 2025 editorial, the Palestinian Authority Al-Hayat Al-Jadida daily stated that Hamas is murdering and otherwise preventing Gaza residents from reaching the U.S.-backed humanitarian aid distribution centers established in the Gaza Strip. It said that "death squads" from Hamas's Al-Sahm unit[1] hunt down Gazans coming to the distribution centers, shoot at them and kill them on the pretext that they are collaborating with the distribution centers and with Israel. The article added that Hamas does not hesitate to target Gaza residents in order to maintain its monopoly on the distribution of food and thus its control, and that Hamas steals the food aid and sells it on the black market. To prove its argument, the article presented social media posts by Gazans accusing Hamas of murdering their loved ones when they tried to reach the distribution centers. One post was by Hiba Al-Mishal, who said that her brother Osama was murdered by a Hamas squad while he was en route to the distribution center. She wrote on her Facebook account that a squad from Hamas's Al-Sahm unit had stopped a bus her brother and some other young men were traveling on, took them outside, and shot them several times, and that they were subsequently denied medical treatment and died. She also wrote that Hamas had forced other civilians to beat them.[2] Illustration in Hamas mouthpiece depicts execution of collaborators ( May 31, 2025) The following are translated excerpts from the Al-Hayat Al-Jadida editorial that was published June 19, 2025. [3] "Alongside the reports that exposed Israeli occupation forces' massacres of displaced persons looking for food, and [their] shooting at them, numerous reports out of Gaza say that Hamas is killing many civilians looking for a sack of flour on the pretext that they are collaborating with the American food distribution centers!! This is being revealed not only in reports but also in messages and [social media] posts by families whose relatives have been targeted by the treacherous Hamas. "Examples of this include: an announcement by the Shahin family from Deir Al-Balah about [Hamas'] treacherous bullets that took the life of their son Siraj Al-Din Hisham Salameh Shahin[4]; a statement by the Al-Hilou family about five of its members being killed [5]; and a post by Hiba Al-Mishal, the sister of the murdered Osama Al-Mishal, in which she revealed that a group of Hamas members called the Al-Sahm Unit (!!!) had obstructed a bus in which her brother and several young men were traveling to one of the food distribution centers. [The Hamas members] took them off [the bus] and shot them, after 'falsely and oppressively accusing them of collaboration.' [Then, Hamas members] followed the wounded [young men] to the entrance of Nasser Hospital, where they shot them again, 'prevented the doctors and nurses from treating them, and even urged people to beat them with sticks and iron pipes. [All] this happened amid the painful silence and the worrying cooperation [of those present].' This caused the deaths of her brother and the others who were on the bus with him. "In the post, Hiba demanded 'justice for my brother and every innocent young man killed in an oppressive manner,' writing: 'We do not want revenge – just truth and justice, because honor does not die and blood is not erased with excuses or washed away by silence.' She declared: 'All those who participated, remained silent or justified this crime are responsible before Allah, history and the mothers, sisters, daughters and wives of the slain and their families.'" The editorial went on to emphasize: "Objectively – even if Hamas's claims are true and its accusations [of collaboration] are not unfounded – such matters should be dealt with honestly by the authorities and according to the law, and not through the death squads that Hamas is establishing, undoubtedly for the sole purpose of maintaining control of the wounded Gaza Strip. "These are just accusations, without investigation, judges or courts, and this is how the [Hamas] militia rules, with no law, consideration or respect and esteem for people's most fundamental rights: for a crust of bread, a safe environment, or, in case of [legal] uncertainty, the right to a fair trial. "In today's destructive crisis, Hamas has no choice but to set up death squads [to operate] against anyone who opposes its theft and tries to find a sack of flour outside its control and far from its black market... It is not only Israel that is creating this terrible reality; Hamas is complicit in this industry of death, hunting down the hungry with the death squads it calls Al-Sahm, in order to inform anyone who approaches [the distribution centers] that do not belong to Hamas that their only [fate] will be to fall victim to the arrows of the Al-Sahm Unit. "This is the bitter reality: Hamas and its Al-Sahm Unit, which hunts down those who seek nothing but a crust of bread."

Rising Again To The Historical Moment

Although he deservedly prides himself on being a dealmaker, President Trump is an ideological leader defending Western civilization and its values. Realizing that he was facing an historical moment, he understood that he needed to make an ideological decision against Iran, and bombed the Iranian nuclear project – despite the opinion of Europeans who are collaborating with evil, and despite some opposition from his isolationist supporters. Thus, he set the ideological principle that a country ruled by jihadi ayatollahs cannot have nuclear weapons. This was a leadership decision. Like Franklin D. Roosevelt and Winston Churchill in World War II who decided to fight the ideological ambitions of Nazi Germany, Imperial Japan, and Fascist Italy, President Trump decided to fight the jihadi ayatollahs in Iran who openly strive to become a world power confronting the West. Now, President Trump needs to rise again to the historical moment, and make an ideological decision against Islamist powers – despite the Westerners who are collaborating with Islamism and despite the supporters of isolationism at home. It was relatively easy to rise up against Iran, which has incessantly proclaimed its hatred of America (even planning to assassinate him) and which built itself up with nuclear capabilities, missiles that reach America, and proxies that will attack American bases. It is far more difficult to do this when your Islamist enemies – Erdoğan, Qatar, and now Al-Sharaa, aka Al-Jolani – pretend to be your allies. There is no propaganda trick that they would not play to pretend to be America's friends. By now, Qatar's trick is well known: Create a problem, like supporting the Taliban for years up to their takeover of Afghanistan with American casualties, then help move American troops to safety, in what Trump called the "the greatest foreign policy humiliation" in U.S. history. Qatar does this everywhere on the planet. It supports Hamas, which committed the atrocities of October 7, and then presents itself as a mediator. Qatar supports every Islamist terrorist organization against its Westernized opponents. Erdoğan is an Islamist who seeks to revive the Ottoman Empire – note his occasional clashes with Greece and Cyprus, his enabling of foreign fighters to cross Turkish territory to reach the Islamic State, his hosting of the Hamas and Muslim Brotherhood headquarters in Turkey, his dispatch of troops to Libya to support the Islamist ruler in Tripoli, and more. Erdoğan acted like an ally of Trump by helping him eliminate the ISIS commander Abu Bakr Al-Baghdadi, and thereby won Trump's trust. However, Erdoğan did it for his own sake, because Al-Baghdadi had claimed the role of leader of the believers (amir al-mu'minim ) – which Erdoğan saw as unnecessary rivalry. He was not doing Trump any favors. In the same way, Qatar's hosting of the CENTCOM base is no favor to Trump – on the contrary, it guarantees the very survival of the Qatari ruling family. Without the CENTCOM base, they would be wiped out by their neighbors in no time. As soon as they took over Syria, Al-Jolani's extremist jihadis in the guise of a legitimate army showed their fundamental ideology, putting into motion a process of massacring the country's minorities. First, the Alawites, then the Christians, and now the Druze. Next, it will be the Kurds – and, finally, the Jews in Israel. This is deeply entrenched in the Islamist DNA of jihadi terrorists like ISIS, Al-Qaeda, and, most recently, Pakistani jihadis in Kashmir. To the Islamists' bad luck, it blew up in their faces. The news of the horrible massacre of the Druze in Syria went viral all over the West, showing President Trump that he had perhaps been duped by Erdoğan, Qatar, and Al-Jolani. The massacre in Syria was no tribal accident, as the Islamists will probably tell Trump. Al-Jolani praised the jihadi perpetrators in his speech. They had carried out a deliberate Islamist attack on minorities. Earlier, in March, Al-Jolani had already penned a "constitutional" declaration setting out the ideological-religious grounds for such massacres. The isolationists in Trump's camp hastened to criticize Israel for its stopping of the massacre, calling Netanyahu a madman. How can Netanyahu be criticized for stopping a massacre? It is only isolationists who would criticize such a thing. But Trump is not fooled; he understands that something here stinks – that he has been duped by Erdoğan, Qatar, and Al-Jolani who posed as his allies and as guardians of human rights. President Trump will probably give Al-Jolani another chance. But the next massacre is already on its way. The Christians in Syria are seeking Trump's support, after they were bombed in their church in Damascus. They have already paid with their blood – and they know more is coming. Sometimes historical events are symbolized by individual cases. The real Al-Jolani, Erdoğan, and Qatar are represented by the execution of Hosam Saraya, a Syria-born Druze from Oklahoma, by Syrian government forces. President Trump now realizes that he must make a tough historical decision against Islamists who, unlike Iran, masquerade as allies of America. Shafaq News – Baghdad Qais al-Khazali, Secretary-General of Asaib Ahl al-Haq, a powerful Iran-aligned Shiite faction within the PMF, warned against US pressure on legislation related to the Popular Mobilization Forces (PMF). 'What is happening today is no longer mere diplomatic overreach—it is a clear assault on Iraqi sovereignty and a direct blow to the democratic process so often championed by the West,' al-Khazali stated. He criticized American efforts to influence the Iraqi legislative process, claiming they amount to political blackmail and the disruption of state institutions. 'Preventing parliament from fulfilling its legislative and oversight duties under American pressure is unacceptable,' he said, adding that yielding to such pressure would be tantamount to 'surrendering national decision-making and abandoning the will of the Iraqi people.' Al-Khazali also defended the rights of PMF fighters, saying they are not up for negotiation, insisting that passing legislation to protect their entitlements is a national and moral obligation, 'not a political option.'
