Govt defends cancellation of US journalist's OCI card, says reasons secret
Raphael Satter obtained the OCI status through his marriage and claimed he visited India for family purposes

The Union government on Wednesday defended its decision to revoke the Overseas Citizen of India (OCI) card of US-based journalist Raphael Satter, telling the Delhi High Court that he had maligned Indian institutions in the international arena through his journalistic activities.
"It has been reported by security agencies that Raphael has been noted for acts of maliciously creating adverse and biased opinions against Indian institutions in the international arena through his journalistic activities, and a discreet LOC was opened against him," the ministry of home affairs said in an affidavit.
The government said the nature of the information against Satter is 'secret' and cannot be disclosed to the petitioner.
Who is Raphael Satter?
Raphael Satter, a US-based cybersecurity journalist for Reuters, is a US citizen and has family in India.
Satter obtained the OCI status through his marriage and claimed he visited India for family purposes.
The Appin defamation case
When Satter's OCI card was revoked, the government did not cite any reason for its decision. However, The Guardian said that it coincided with a defamation case against him in India, linked to his Reuters investigation titled 'How an Indian startup hacked the world'.
The report alleged that an Indian cybersecurity firm, Appin, developed into a 'hack-for-hire powerhouse' targeting high-profile individuals worldwide. The co-founder of Appin, Rajat Khare, denied the allegations and later sued Satter for defamation.
What is an OCI card?
The Overseas Citizen of India (OCI ) card is a scheme that allows multiple-entry, multipurpose, life-long visas for visiting India. The scheme was introduced with an amendment to the Citizenship Act, 1955, in August 2005.
"An OCI cardholder is a foreigner, and an OCI card is a life-long visa issued to such a foreigner. Every country has a sovereign right to refuse entry into its territory to any individual whom it may consider undesirable, and informing about the same, inasmuch as entry into any country's territory is not a matter of right, even if the person holds a valid visa," the government said in the affidavit.
How can OCI cards be cancelled?
As per sub-section (1) of section 7A of the Citizenship Act, the government has the power to cancel the OCI card of any person if it is satisfied with certain conditions, such as disaffection towards the Constitution of India or if it was obtained by fraud.
The government can also cancel it if it deems it necessary to do so in the interest of the sovereignty and integrity of India, the security of India, friendly relations of India with any foreign country, or in the interests of the general public.

Delhi Police arrest member of Arsh Dalla Gang, four pistols recovered
New Delhi [India], June 28 (ANI): The Special Task Force (STF) of the South East District Police arrested an active member of the Arsh Dalla gang from Delhi and recovered four semi-automatic pistols along with three spare magazines from his possession. According to an official release, the arrested accused has been identified as Ekamjot Singh Sandhu (18), a resident of Sardulgarh, Mansa, Punjab. He was nabbed by a team led by Inspector Shiv Kumar, Incharge STF South East District, and supervised by ACP Operations South East District Dalip Singh. The operation was carried out near the ESI Hospital in Okhla, where a trap was laid based on specific inputs. According to the police, Ekamjot Singh was involved in trafficking illegal firearms for the gang and had procured a consignment of weapons from Burhanpur, Madhya Pradesh. There was information that gangsters and hardcore criminals of Delhi and Punjab have been procuring sophisticated firearms from MP-based arms suppliers. This information was further developed, and efforts were made to identify the persons indulging in arms procurement from MP. Manual and technical surveillance was mounted on the members of these gangs, and secret sources were deputed to gather more information in this regard. After efforts of more than a month, members of an interstate illegal firearm syndicate being run by the cadres of, Arsh Dalla gang, namely, Babbu Dalema, based in the UAE, and Paramjeet Singh alias Pamma Bhikhi, were identified. On June 18, specific information was received that Ekamjot Singh, a member of the Arsh Dalla gang, had procured a consignment of pistols from Burhanpur, MP. As per further information, he was on his way to Punjab via Delhi, where he would meet one of his contacts and supply him with some arms near the ESI hospital, Okhla, Delhi. Subsequently, a raiding party was immediately constituted, and a trap was laid. At around 10.05 pm, suspect Ekamjot Singh, who was carrying a backpack, was spotted at the bus stand near the ESI hospital, Okhla, Delhi. He was nabbed by the members of the team, and a search of his bag was conducted. A total of four semi-automatic pistols, i.e. two pistols of .30 bore and two pistols of .32 bore, with three spare magazines, were recovered from him. A case under sections 25(8) Arms Act was registered in PS Okhla Industrial Area, Delhi, in this regard on June 19. On interrogation, Ekamjot revealed that he was very keen to join the Arsh Dalla gang. For this purpose, he contacted one of his criminal friends, namely Babbu Dalema, presently residing in the UAE. After being convinced about the credentials of Ekamjot, Babbu Dalema gave the contact details of Paramjeet Singh alias Pamma Bhikhi residing in Punjab. Paramjeet Singh, who is an associate of 'A' class gangster of Punjab, Sukhdool Singh Gill alias Sukha Dunek,e connected to Arsh Dalla (Anti Lawrence Bishnoi gang). In the year 2023, Sukha Duneke was killed in Canada by the members of the Lawrence Bishnoi gang. On the directions of Babbu Dalema by his virtual Whatsapp number, accused Ekamjot procured these sophisticated pistols from Burhanpur, MP and which were meant for the supply to Paramjeet Singh and his associates. From the interrogation of the arrested person and based on the investigation of various earlier cases of arms trafficking, it has been revealed that there is a growing trend in Punjab to acquire firearms. During the last 2-3 years, these gangsters and criminals have frequently been getting firearms from MP-based arms suppliers. Further interrogation of the accused is in progress to identify the other members of the gang and forward & backwards linkages of arms trafficking in the case. (ANI)

Indo-French joint military exercise SHAKTI-VIII underway in southern France
La Cavalerie [France], June 28 (ANI): The Indo-French Joint Military Exercise SHAKTI-VIII continues to strengthen operational interoperability and mutual cooperation between the Indian and French Armies. Held at Camp Larzac, La Cavalerie in Southern France, the exercise features the participation of 90 personnel, primarily from the Indian Army's Jammu and Kashmir Rifles battalion, alongside the French Army's 13e Demi-Brigade de Legion Etrangre. These 90 personnel from the Indian Army contingent had departed for France on Monday to participate in the eighth edition of Exercise 'Shakti', scheduled to take place in La Cavalerie from 18 June to 01 July 2025. In an official statement, the Army said, 'The Indian Army contingent has departed today for France to participate in the 8th edition of Exercise Shakti, taking place in La Cavalerie, France, from 18 June to 01 July 2025. The Exercise will foster synergy and interoperability in the conduct of counter terrorism operations in semi-urban terrain.' Exercise Shakti is an annual military training engagement conducted alternately in India and France. Last year, the seventh edition of Exercise Shakti was conducted at Umroi in Meghalaya from 13 to 26 May 2024. It was held at a 'fully developed and modern Foreign Training Node'. Underlining the diplomatic and military importance of the event, the Ministry of Defence in an official statement said, 'The Opening Ceremony of the joint exercise was attended by Thierry Mathou, Ambassador of France to India and Major General Prasanna Sudhakar Joshi, General Officer Commanding 51 Sub Area. The Indian contingent for the 2024 edition comprised 90 personnel, mainly from a Battalion of the Rajput Regiment, with additional participation from other arms and services. Observers from the Indian Navy and the Indian Air Force were also part of the exercise. The French contingent, also consisting of 90 personnel, was represented mainly by soldiers from the 13th Foreign Legion Half-Brigade (13th DBLE), the MoD statement added. Outlining the broader aim of the exercise, the Ministry said,' Aim of Exercise SHAKTI is to enhance joint military capability of both sides to undertake multi-domain operations in a sub-conventional scenario under Chapter VII of the United Nations Mandate. The joint exercise will focus on operations in the semi-urban and mountainous terrain.' 'Objectives to be achieved from the joint training are a high degree of physical fitness, rehearsing and refining drills for operations at the tactical level and sharing of best practices,' the MoD added. Key tactical elements to be practised during the joint exercise include responses to terrorist actions involving the capture of defined territory, setting up of a Joint Command Post and an Intelligence & Surveillance Centre, and securing of landing sites. The exercise will also feature Small Team Insertion and Extraction drills, Special Heliborne Operations, Cordon and Search Operations, as well as the deployment of drones and counter-drone systems. The Ministry added: 'Exercise SHAKTI will enable the two sides to share their best practices in Tactics, Techniques and Procedures of conducting joint operations. The joint exercise will facilitate developing interoperability, bonhomie and camaraderie between armed forces personnel of the two countries. This will also enhance the level of defence cooperation, further fostering bilateral relations between the two friendly nations.' (ANI)

City doctor dies after car rams into Haryana bound vehicle
Ludhiana: A local doctor lost his life when his vehicle collided with a car and overturned near Verka Milk Plant at Ludhiana-Ferozepur Road on Saturday morning. Members of a Haryana-based family, who was hit by the doctor's car, suffered minor injuries. The victim's car was mangled on impact. Passersby pulled him out of the vehicle but he died on the spot. The deceased was identified as Dr Gagandeep Singh, 31, a resident of Sector 39, Chandigarh Road. He was driving a Hyundai Creta car to Jagraon when the accident took place at around 9am. According to Sarabha Nagar police, Dr Singh lost control of his car when it hit a bike. Thereafter, he rammed into a Haryana-registered Maruti Swift car and his vehicle overturned. The condition of the doctor's car suggests that he was speeding. Passersby managed to extricate him from the car but he succumbed to severe injuries, especially to the head. The Haryana residents, who escaped with minor injuries, said that they had gone to Jalandhar for an event and decided to stay overnight in Ludhiana. They were on their way back to Fatehabad, Haryana, when the accident took place. The tyre of the Swift car also burst. Inspector Madhu Bala, SHO, Sarabha Nagar police station, said that prima facie evidence suggested that the accident was caused by speeding. Police are yet to record statements of the victim's family.
