
Xi Jinping's surprise no-show at BRICS Summit fuels speculation about China's global standing
China's official explanation — a "scheduling conflict" and the fact that Xi already met with Brazilian President Luiz Inácio Lula da Silva earlier this year, according to the South China Morning Post — has been met with skepticism. Premier Li Qiang will attend the summit in Xi's place, continuing a recent trend of Xi scaling back his appearances on the global stage.
"That doesn't make sense," said Gordon Chang, an expert on U.S.-China relations. "There are many other countries at the BRICS summit, not just Brazil. To me, it's extremely significant that Xi Jinping is not going. It suggests turbulence at home — there are signs he's lost control of the military and that civilian rivals are reasserting power. This is a symptom of that."
Bryan Burack of the Heritage Foundation agrees that Xi's absence underscores deeper issues: "It's another indication that BRICS is not going to be China's vassalization of the Global South." He noted that countries like Brazil and Indonesia have recently imposed tariffs on China over industrial overcapacity and dumping, moves that suggest widening rifts within the group.
"China is actively harming all those countries for the most part, maybe with some exceptions, through its malign trade policies and dumping and overcapacity."
Some analysts point to rising China-India friction as a contributing factor in Xi's decision to skip the summit.
"China has been at war with India for decades, essentially," Burack said. "These are fundamentally opposing interests. It's difficult to see China changing its behavior in the near term, and that will keep tensions high."
India's Prime Minister Narendra Modi is expected to take a leading role at the gathering, potentially another deterrent for Xi's attendance.
Another key leader — Russian President Vladimir Putin — is only expected to address the group by video.
Formed by Brazil, Russia, India and China and later joined by South Africa, BRICS was envisioned as a non-Western counterweight to G7 dominance. It has expanded to include Egypt, Ethiopia, Iran, the UAE and, most recently, Indonesia, strengthening its economic footprint.
Economist Christian Briggs highlighted BRICS's massive scale: "BRICS now comprises 12 full members and up to 23 when counting partners. Collectively, they account for over 60% of the world's GDP and around 75% of the global population. They control vast natural resources and a growing share of global trade flows."
Yet despite its scale, the bloc remains ideologically and strategically fragmented. "It's a group of countries that hate each other," Burack said bluntly. "China is harming many of them through unfair trade practices. There's not a lot of incentive for real unity."
The alliance's aspirations to challenge the U.S. dollar through alternative payment systems and a potential BRICS currency have gained media traction — but experts caution against overestimating this threat.
"There's been a lot of fearmongering about a BRICS currency," said Burack. "But the interests of these countries are completely divergent. There's more smoke than fire when it comes to a currency challenge to the dollar."
Chang echoed this skepticism: "The only country that can challenge the dollar is the United States. Weakness in the dollar is due to what we are doing domestically, not what the BRICS are doing."
Still, Briggs offered a counterpoint, arguing that BRICS members are already reshaping global currency flows.
"They're moving away from the dollar into digital yuan, rupees, rubles. China has launched a SWIFT alternative already adopted by the Caribbean banking sector — trillions of dollars are shifting."
While its cohesion remains questionable, BRICS poses a long-term challenge to U.S. influence — particularly in regions where Washington has retreated diplomatically and economically.
"China filled the void left by the U.S. in places like Africa," said Briggs. "Now it controls about 38% of the world's minerals. Meanwhile, Russia's economy has doubled despite sanctions, because they preemptively reduced reliance on the dollar."
Yet Chang sees India as a brake on any aggressive anti-Western tilt. "BRICS has an 'I' in it—and that's India. Modi doesn't want to be part of an anti-Western bloc. As long as India's in BRICS, the rest of the world is safe."
To some, Xi's no-show signals instability in Beijing. To others, the opposite: it demonstrates confidence in China's dominance over the other BRICS members.
"He doesn't have to be there," Briggs contended. "Xi's power allows him to delegate. China is trading with nearly 80% of the world now. He's moving the agenda forward even in absentia."
What's clear is that BRICS continues to evolve — its internal contradictions as visible as its geopolitical ambitions. Whether Xi's absence marks a retreat or a recalibration remains one of the key questions hovering over the summit in Brazil.

The United States and China have agreed to work on extending a deadline for new tariffs on each other after two days of trade talks in Stockholm concluded on Tuesday, according to Beijing's lead negotiator. He did not say how the extension would work. Bessent added that the two sides touched on US concerns over China's purchase of Iranian oil, supply of dual-use tech to Russia that could be used on the battlefield, and the manufacturing of goods at a rate beyond what is sustained by global demand. 'We just need to de-risk with certain, strategic industries, whether it's the rare earths, semiconductors, medicines, and we talked about what we could do together to get into balance within the relationship,' Bessent said. He stressed that the US seeks to restore domestic manufacturing, secure purchase agreements of US agricultural and energy products, and reduce trade deficits. Meeting in the Swedish capital The latest round of talks opened Monday in Stockholm to try to break a logjam over tariffs that have skewed the pivotal commercial ties between the world's two largest economies. The two sides previously met in Geneva and London to address specific issues — triple-digit tariffs that amounted to a trade embargo and export controls on critical products — China's chokehold on rare earth magnets, and US restrictions on semiconductors. Monday's discussions lasted nearly five hours behind closed doors at the office of Swedish Prime Minister Ulf Kristersson. Before the talks resumed Tuesday, Kristersson met with Bessent and US Trade Representative Jamieson Greer over breakfast. A possible Trump-Xi meeting The talks in Stockholm unfolded as President Donald Trump is mulling plans to meet Chinese President Xi Jinping, a summit that could be a crucial step toward locking in any major agreements between their two countries. 'I would say before the end of the year,' Trump told reporters aboard Air Force One on Tuesday. On his Truth Social media platform, Trump insisted late Monday that he was not 'seeking' a summit with Xi, but may go to China at the Chinese leader's invitation, 'which has been extended". Bessent told reporters the summit was not discussed in Stockholm but that they did talk about 'the desire of the two presidents for the trade team and the Treasury team to have trade negotiations with our Chinese counterparts". Striking tariff deals The US has struck deals over tariffs with some of its key trading partners — including Britain, Japan and the European Union — since Trump announced earlier in July elevated tariff rates against dozens of countries. China remains perhaps the biggest challenge. 'The Chinese have been very pragmatic,' Greer said in comments posted on social media by his office late Monday. The lithium iron phosphate (LFP) batteries will be supplied from LGES's U.S. factory in Michigan, the person said on condition of anonymity because the details were not public. LGES announced earlier on Wednesday that it had signed a $4.3 billion contract to supply LFP batteries over three years globally, without identifying the customer or saying if they would be used in vehicles or energy storage systems. The South Korean company said last week it would try to offset sluggish electric vehicle demand by increasing sales of storage batteries thanks to a global surge in demand for power driven by data centres to train artificial intelligence. "In accordance with our agreement, we are unable to disclose the customer's identity due to confidentiality obligations," LGES told Reuters. Tesla did not immediately respond to a request for comment. Tesla Chief Financial Officer Vaibhav Taneja said in April that U.S. tariffs had an "outsized" impact on its energy business, since it sources LFP batteries from China. "We will also be working on securing additional supply chain from non-China-based suppliers, but it will take time," he said. Tesla this week also announced a $16.5 billion deal to buy chips from Samsung Electronics' factory in Texas as South Korean companies expand their U.S. presence to meet local demand. Three South Korean cabinet-level officials met U.S. Commerce Secretary Howard Lutnick in Washington in a push to close a trade deal ahead of an August 1 deadline for 25% tariffs on U.S. imports from South Korea to kick in, Seoul said on Wednesday. US PRODUCTION LGES is one of the few U.S. producers of LFP batteries, a battery chemistry long dominated by Chinese rivals that have little presence in the U.S. market. It started production of LFP batteries at its Michigan factory in May. The company said it was considering converting some electric vehicle battery production lines in the United States to cater to energy storage systems in response to slowing EV demand. LGES said the contract would last from August 2027 to July 2030 and included an option to extend the deal period by up to seven years and to increase supply volumes depending on discussions with its customer. "Other players, including South Korean firms like Samsung SDI and SK On, have yet to enter the U.S. LFP market, allowing LGES to enjoy a first-mover advantage," said Cho Hyun-ryul, a senior analyst at Samsung Securities. "While rivals have announced plans, LGES remains the only one actively producing at scale." Tesla's energy storage and generation business accounts for just over 10% of its revenue but it has been a bright spot for the company as it struggles with slowing car sales and upcoming cuts to U.S. government support for EVs. "Energy is growing really well despite headwinds from tariffs and various supply chain challenges," Tesla CEO Elon Musk said on an earnings call last week. "I think not that many people appreciate just how gigantic the scale of battery demand is." Tesla has said its first LFP cell manufacturing facility will be online by the end of the year, but the in-house factory in Nevada will likely account for a small portion of its demand. Mystery of country's most expensive airport that has no planes or passengers
With no passengers and no planes, Pakistan's newest and most expensive airport is a bit of a mystery. Entirely financed by China to the tune of $240 million, it's anyone's guess when New Gwadar International Airport will open for business. Located in the coastal city of Gwadar and completed in October 2024, the airport is a stark contrast to the impoverished, restive southwestern Balochistan province around it. For the past decade, China has poured money into Balochistan and Gwadar as part of a multibillion dollar project that connects its western Xinjiang province with the Arabian Sea, called the China-Pakistan Economic Corridor or CPEC. Authorities have hailed it as transformational but there's scant evidence of change in Gwadar. The city isn't connected to the national grid — electricity comes from neighboring Iran or solar panels — and there isn't enough clean water. An airport with a 400,000 passenger capacity isn't a priority for the city's 90,000 people. 'This airport is not for Pakistan or Gwadar,' said Azeem Khalid, an international relations expert who specializes in Pakistan-China ties. 'It is for China, so they can have secure access for their citizens to Gwadar and Balochistan.' CPEC has catalyzed a decadeslong insurgency in resource-rich and strategically located Balochistan. Separatists, aggrieved by what they say is state exploitation at the expense of locals, are fighting for independence — targeting both Pakistani troops and Chinese workers in the province and elsewhere. Members of Pakistan's ethnic Baloch minority say they face discrimination by the government and are denied opportunities available elsewhere in the country, charges the government denies. Pakistan, keen to protect China's investments, has stepped up its military footprint in Gwadar to combat dissent. The city is a jumble of checkpoints, barbed wire, troops, barricades, and watchtowers. Roads close at any given time, several days a week, to permit the safe passage of Chinese workers and Pakistani VIPs. Intelligence officers monitor journalists visiting Gwadar. The city's fish market is deemed too sensitive for coverage. Many local residents are frazzled. 'Nobody used to ask where we are going, what we are doing, and what is your name,' said 76-year-old Gwadar native Khuda Bakhsh Hashim. 'We used to enjoy all-night picnics in the mountains or rural areas." 'We are asked to prove our identity, who we are, where we have come from,' he added. "We are residents. Those who ask should identify themselves as to who they are.' Hashim recalled memories, warm like the winter sunshine, of when Gwadar was part of Oman, not Pakistan, and was a stop for passenger ships heading to Mumbai. People didn't go to bed hungry and men found work easily, he said. There was always something to eat and no shortage of drinking water. But Gwadar's water has dried up because of drought and unchecked exploitation. So has the work. The government says CPEC has created some 2,000 local jobs but it's not clear whom they mean by 'local' — Baloch residents or Pakistanis from elsewhere in the country. Authorities did not elaborate. Gwadar is humble but charming, the food excellent and the locals chatty and welcoming with strangers. It gets busy during public holidays, especially the beaches. Still, there is a perception that it's dangerous or difficult to visit — only one commercial route operates out of Gwadar's domestic airport, three times a week to Karachi, Pakistan's largest city, located at the other end of Pakistan's Arabian Sea coastline. There are no direct flights to Balochistan's provincial capital of Quetta, hundreds of miles inland, or the national capital of Islamabad, even further north. A scenic coastal highway has few facilities. Since the Baloch insurgency first erupted five decades ago, thousands have gone missing in the province — anyone who speaks up against exploitation or oppression can be detained, suspected of connections with armed groups, the locals say. People are on edge; activists claim there are forced disappearances and torture, which the government denies. Hashim wants CPEC to succeed so that locals, especially young people, find jobs, hope and purpose. But that hasn't happened. 'When someone has something to eat, then why would he choose to go on the wrong path," he said. 'It is not a good thing to upset people.' Militant violence declined in Balochistan after a 2014 government counterinsurgency and plateaued toward the end of that decade, according to Pakistan Institute for Conflict and Security Studies. Attacks picked up after 2021 and have climbed steadily since. Militant groups, especially the outlawed Baloch Liberation Army, were emboldened by the Pakistani Taliban ending a ceasefire with the government in November 2022. Security concerns delayed the inauguration of the international airport. There were fears the area's mountains — and their proximity to the airport — could be the ideal launchpad for an attack. Instead, Pakistani Prime Minister Shehbaz Sharif and his Chinese counterpart Li Qiang hosted a virtual ceremony. The inaugural flight was off limits to the media and public. Abdul Ghafoor Hoth, district president of the Balochistan Awami Party, said not a single resident of Gwadar was hired to work at the airport, "not even as a watchman.' 'Forget the other jobs, how many Baloch people are at this port that was built for CPEC,' he asked. In December, Hoth organized daily protests over living conditions in Gwadar. The protests stopped 47 days later, once authorities pledged to meet the locals' demands, including better access to electricity and water. No progress has been made on implementing those demands since then. Without local labor, goods or services, there can be no trickle-down benefit from CPEC, said international relations expert Khalid. As Chinese money came to Gwadar, so did a heavy-handed security apparatus that created barriers and deepened mistrust. 'The Pakistani government is not willing to give anything to the Baloch people, and the Baloch are not willing to take anything from the government,' said Khalid.
