Sabah set to gain more O&G investor interest
PETALING JAYA : Sabah is outpacing Sarawak as a more appealing destination for foreign direct investment (FDI) in Malaysia's upstream oil and gas (O&G) sector, according to industry insiders.
Economist Samirul Ariff Othman, an adjunct lecturer at Universiti Teknologi Petronas, said Sabah has recently been attracting more international oil companies, spurred by instability in the Middle East and Malaysia's comparatively stable investment climate.
'The 2025 Iran-Israel skirmish and heightened Red Sea tensions have made freight insurance, security costs and supply stability in the Middle-East and North America increasingly uncertain,' he said.
'Investors are looking for lower-risk (and) high-potential alternatives, and Southeast Asia fits that profile.'
Samirul told FMT certain O&G zones in Malaysia will benefit more from these trends. He said that while the Langkasuka basin off Peninsular Malaysia's west coast is receiving a certain level of interest, monetisation may be slow on account of its less developed infrastructure.
'Presently, Sabah leads in near-term FDI flows, followed by Sarawak,' he said, adding that Conoco Philip's pivot away from Sarawak reflects a belief in the North Borneo state's underexplored deepwater blocks.
'With ongoing studies in Blocks SB409 and SB310, and Kota Belud's redevelopment, Sabah is poised for more activity in H2 2025,' said Samirul.
Previously, it was reported that the O&G giant had pulled out of Sarawak, partly due to regulatory uncertainty.
Samirul said that despite Sarawak's strong LNG infrastructure and active basins— including the SK318 and SK408 gas blocks, regulatory uncertainty continues to undermine investor confidence.
'Regulatory friction between Petronas and Petros remains a political risk variable,' he added.
'While Sarawak's state oil company Petros has bolstered its role in managing upstream resources, overlapping jurisdictions have added ambiguity in fiscal split and licensing processes.'
In May, the federal and Sarawak governments announced a high-level agreement on a new arrangement which will see Petros take on the gas aggregator role in Sarawak.
However, both companies remain locked in negotiations over the legal, operational and commercial terms, and the attendant overlaps and complications.
Tricia Yeoh, associate professor at University of Nottingham Malaysia said Prime Minister Anwar Ibrahim's announcement of broad agreement reached in February this year with Sarawak Premier Abang Johari Openg had failed to clear the air sufficiently.
She told FMT the announcement lacked regulatory clarity, leaving investor sentiment unresolved, especially with legal proceedings between Petronas and Petros over a RM8 million bank guarantee still ongoing.
Yeoh said both parties should jointly withdraw the suit and establish a clear forward- looking agreement.
She, however, identified one positive in the announcement, namely that all existing Petronas contracts with third parties will continue to be honoured, though there were broader ambiguities surrounding the Petronas-Petros relationship.
'Neither statement addresses Sarawak's claim (to resources) over 200 nautical miles of territorial waters, so that remains at large,' she said, referring to Anwar's speech in the Dewan Rakyat on Feb 17 and a media release issued by Abang Johari the following day.
Samirul said domestic reform—particularly faster production-sharing contract (PSC) approvals and better regulatory clarity in East Malaysia—was needed to sustain FDI momentum through 2026 and beyond.
He said that Malaysia's PSCs are competitive, especially compared to regional peers particularly Indonesia and Vietnam, with companies paying federal and state governments 5% royalty or cash payment each after 70% of revenue is used to pay for oil costs.
However, the combined royalty burden of 10% can be high for smaller fields, especially offshore gas, and PSC approvals could be faster, said Samirul.
Yeoh urged Putrajaya to outline in clear terms the conditions under which carve-outs or exceptions may be granted to specific states, along with the rationale behind each decision.
'Dragging this out for another year—or 10—would be horrifically detrimental to national oil and gas development,' she warned.
'As I have stated previously, there needs to be a joint Petronas-Petros committee (comprising lawyers, financial and technical representatives and members of the federal and state governments) that works out these details,' she said.
Yeoh said the joint committee should be given the space to deliberate in private until a consensus is reached—after which the outcome should be made public.
'The nation can then move forward constructively,' she said.
Stronger Petronas future
Commenting on recent joint ventures, Samirul said Petronas has been strengthening its upstream collaborations with ConocoPhillips, Eni, TotalEnergies, and Idemitsu—including in Indonesia—enhancing Malaysia's upstream credibility while hedging against operational and geopolitical risks.
'With global upstream costs rising due to inflation, supply chain bottlenecks, and deeper offshore exploration needs, joint ventures are a rational de-risking strategy,' he said.
Samirul explained that shared equity spreads exploration costs, reduces capital exposure and allows partners to pool advanced technologies.
These partnerships also allow Petronas to gain technical know-how from international oil majors experienced in carbon management and digital E&P (exploration and production), which supports its energy transition goals, he added.

Tengku Zafrul: Malaysia needs homegrown tech, not just more products on the road
KUALA LUMPUR, July 18 — Malaysia needs more technology and innovation originating from within its borders, rather than just more products on the road, said Investment, Trade and Industry Minister Datuk Seri Tengku Zafrul Abdul Aziz. He said the government's focus on promoting deep localisation and high-technology transfer is to create better employment, elevate technical capabilities, and enable Malaysian small and medium enterprises to become global suppliers. 'What we want is the ripple effect to spur local innovation, nurture engineers and technicians, support training institutions, and accelerate broader economic growth. 'This is how true partnerships should work: where the benefits are not only mutual but transformational for the host country's domestic economy,' he said during the Official Launch of the Jaecoo J8 Premium Off-road First Class today. Tengku Zafrul said that the launch is not just a celebration of a new premium off-road vehicle, but also a milestone that symbolises the deepening partnership between Malaysia and the Chinese automotive brand Chery, as well as the continued dynamism of the country's automotive sector. He noted that as consumers become more discerning and demand greater quality and innovation, milestones such as today's launch send a powerful message that Malaysia is fast becoming a strategic hub for global automotive brands seeking to innovate, grow, and compete. 'We seek Chery's efforts to deepen its local footprint through increased local content, vendor development, or skills transfer. 'This is a critical step in transforming Malaysia into a high-value manufacturing and research and development (R&D) hub for next-generation mobility,' he said. To ensure long-term sustainability and scalability, Tengku Zafrul said Malaysia strongly encourages automotive players, particularly original equipment manufacturers, to position the country as a strategic regional hub, with a strong emphasis on export-oriented production. In this regard, he said, Chery has demonstrated commendable progress in expanding its export footprint. 'Consolidating production for both domestic consumption and export markets not only enhances economies of scale but also strengthens the competitiveness of local component suppliers. 'This approach further supports the formation of new industrial clusters focusing on advanced automotive technologies, reinforcing Malaysia's role in the regional value chain,' he said. With a local ecosystem already supporting over 700,000 workers and contributing more than 4.0 per cent of national gross domestic product (GDP), he said the automotive industry remains a key pillar of Malaysia's economy. 'As outlined in the National Automotive Policy 2020, our aim is for the industry to contribute RM104.2 billion to Malaysia's GDP by 2030. 'To get there, we must move up the value chain, invest in R&D, and build our capabilities in software, electronics, and sustainable materials, not just in assembly or trading,' he said. — Bernama

Bursa Malaysia rallies on bargain hunting, GDP beat; investors wary amid external uncertainties
KUALA LUMPUR, July 18 — Bursa Malaysia ended the week on a higher note as bargain hunting continued following the heavy sell-off earlier this week, an analyst said. At 5pm, the FTSE Bursa Malaysia KLCI (FBM KLCI) rose 4.92 points or 0.32 per cent to 1,525.86 from Thursday's close of 1,520.94. The benchmark index opened 2.03 points higher at 1,522.97 and moved between 1,522.97 and 1,529.52 throughout the trading session. The market breadth was positive, with 621 gainers overtaking 393 decliners and 511 counters unchanged, while 933 were untraded and eight suspended. Turnover slightly improved to 3.18 billion shares worth RM2.81 billion, compared with 3.17 billion shares valued at RM2.48 billion on Thursday. Rakuten Trade Sdn Bhd equity research vice-president Thong Pak Leng said key regional indices also trended higher thanks to strong earnings from technology companies. Taiwan Semiconductor Manufacturing Company's (TSMC) second quarter (Q2) earnings soared nearly 61 per cent year-on-year to a new record, fuelled by sustained strength in artificial intelligence (AI) chip demand. However, the Japanese stocks were on a downtrend as inflation data came in slightly higher than expected. Thong said sentiment remained fragile for the local bourse as the index failed to re-capture the 1,530 level. 'Investors are also reluctant to hold long positions due to many external uncertainties,' he told Bernama. UOB Kay Hian Wealth Advisors Sdn Bhd's head of investment research Mohd Sedek Jantan said the closing performance by the FBM KLCI was, however, insufficient to lift the index into positive territory on a weekly basis. On a Friday-to-Friday comparison, he noted the index registered a marginal decline of 0.66 per cent. In today's session, industrial products led the gainers, supported by an improving economic outlook for Malaysia, which appears to have alleviated investor concerns over potential economic headwinds stemming from uncertain trade policies and ongoing geopolitical risks. Commenting on the gross domestic product (GDP), the data released today showed Malaysia's advanced estimate for second-quarter GDP coming in at 4.5 per cent, slightly ahead of its projection of 4.3 per cent, reinforcing the resilience of the domestic economy despite persistent external challenges. 'The improved sentiment was further buoyed by stronger-than-expected US macroeconomic data overnight. 'Notably, US retail sales rose by 0.6 per cent in June, while initial jobless claims fell for the fifth consecutive week to their lowest level since mid-April — both signalling sustained strength in the American labour market. Of the heavyweight stocks, Public Bank and Press Metal Aluminium rose 6.0 sen each to RM4.31 and RM5.13, Gamuda gained 18 sen to RM5.33, Sunway added 7.0 sen to RM5.06 and IHH Healthcare was up 4.0 sen to RM6.57. Among the most active stocks, ACE Market debutant Enproserve Group was 2.5 sen higher at 26.5 sen, NexG added half-a-sen to 49.5 sen, Zetrix AI and Tanco gained 1.0 sen each to 94.5 sen and 91 sen and iCents advanced 2.0 sen to 36 sen. On the index board, the FBM Emas Index expanded by 54.66 points to 11,479.83, the FBMT 100 Index gained 53.32 points to 11,241.69, the FBM Emas Shariah Index advanced 63.90 points to 11,537.87. The FBM 70 Index leapt 153.68 points to 16,697.72 and the FBM ACE Index went up 35.81 points to 4,671.79. Sector-wise, the Financial Services Index increased 52.48 points to 17,354.83, the Industrial Products and Services Index was 1.39 points firmer at 155.38, the Energy Index inched up 0.02 of a point to 739.13, and the Plantation Index bagged 11.35 points to 7,441.89. The Main Market volume widened to 1.50 billion units valued at RM2.46 billion from 1.28 billion units worth RM2.08 billion on Thursday. Warrant turnover fell to 1.22 billion units worth RM165.20 million from 1.38 billion units valued at RM207.39 million previously. The ACE Market volume increased to 466.10 million units valued at RM188.24 million, versus 512.88 million units worth RM192.81 million yesterday. Consumer products and services counters accounted for 176.03 million shares traded on the Main Market; industrial products and services (200.71 million), construction (231.31 million), technology (265.90 million), SPAC (nil), financial services (82.09 million), property (243.06 million), plantation (13.82 million), REITs (29.73 million), closed-end fund (13,000), energy (63.34 million), healthcare (102.26 million), telecommunications and media (28.96 million), transportation and logistics (23.14 million), utilities (39.81 million), and business trusts (10,800). — Bernama

Sabah-MM2H programme sees rising interest after criteria relaxed
Liew (seated left) responding to questions from the agents. KOTA KINABALU (July 18): The State Cabinet has approved several key amendments to the participation criteria of the Sabah-Malaysia My Second Home (Sabah-MM2H) Programme. The minimum age requirement has been lowered from 30 to 25. Additionally, successful applicants may now place their mandatory fixed deposit in any of the 12 authorised commercial banks. They are also permitted to withdraw 50% of the deposit after 12 months for education or medical treatment purposes. Chairman of the Sabah-Malaysia My Second Home (Sabah-MM2H) Programme, Datuk Seri Christina Liew, announced this at a meeting with the registered agents who welcomed the amendments, describing them as favourable and likely to attract more applicants. Liew who is also the Minister of Tourism, Culture and Environment, commended the registered agents for their contributions to the growing success of the initiative. 'We (State Sabah-MM2H Committee) have received an increasing number of applications from China, Taiwan, and other countries,' she said. 'We encourage you to continue promoting the programme to potential clients overseas through roadshows or other platforms. We look forward to more foreign applicants purchasing property here and considering Sabah as their second home,' she said. Liew also addressed concerns raised by agents, particularly regarding the classification of buildings eligible for purchase. 'We will discuss and evaluate these issues in our next monthly meeting and keep you updated,' she assured them, adding that the Sabah-MM2H Committee has been efficient in processing and approving applications from overseas. Also present at the meeting were the Ministry's Permanent Secretary, Datuk Josie Lai, and members of the State Sabah-MM2H Committee.
