Karnataka HC Seeks Govt's Reply On Kannada Mandate In CBSE, ICSE Schools
The Karnataka High Court has instructed the state government to explain within three months why Kannada should be a mandatory subject in CBSE and CISCE-affiliated schools. This directive was issued during the hearing of a public interest litigation (PIL) challenging this decision.
The division bench, comprising Acting Chief Justice V. Kameswara Rao and Justice C.M. Joshi, expressed dissatisfaction with the government for not responding so far. The court remarked that the government has been inactive for two years. If this continues, the court may consider granting interim relief to the petitioners.
The petition disputes the mandate for compulsory teaching of Kannada as a first or second language in CBSE and CISCE schools, as stipulated by the Karnataka Language Teaching Act, 2015, and its related rules established in 2017. The petitioners argued that this decision infringes on the freedom of language choice, potentially impacting students' academic freedom and teachers' employment. According to the rules, schools failing to comply risk having their NOC (No Objection Certificate) revoked, jeopardizing their recognition.
The petitioners contend that students should have the right to choose their first, second, and third languages. They believe that enforcing Kannada could affect students' future prospects, especially those preparing for competitive exams or studying in other states. The petition also highlights concerns that teachers unable to teach Kannada may face employment challenges due to the new language policy.
Parents and teachers allege that the state government is indirectly pressuring CBSE and CISCE schools to adopt Kannada by using regulatory mechanisms like NOCs. They argue that this could set a dangerous precedent against academic freedom and parental choice.
The court has given the state government three months to respond. The next hearing will occur only after this period. For now, the court has adjourned the case.

Earlier this month, Pakistan and Russia agreed to collaborate on establishing a robust rail and road network to link the South Asian country with Central Asia and Russia, providing landlocked states direct access to warm waters, a media report said on Friday. Federal Minister for Communications Abdul Aleem Khan and Russian Deputy Minister of Transport Andrey Sergeyevich Nikitin met on the sidelines of the Shanghai Cooperation Organisation (SCO) ministerial conference in Tianjin, China, and agreed to speed up infrastructure development in the region to boost trade and economic integration. According to PTI, Abdul Aleem Khan stated that Pakistan's modernisation efforts include digitising transport infrastructure, introducing barrier-free motorways, mandatory e-tagging, and comprehensive CCTV surveillance. He said the reforms were part of Pakistan's broader goal to optimise regional connectivity and cross-border trade. Meanwhile, last month, Pakistan and Afghanistan agreed to advance the Uzbekistan-Afghanistan-Pakistan (UAP) rail project. The AAP-era pink ticket is on its way out as the Delhi government rolls out a smart card system to ensure free bus rides only for city residents. The Delhi government is all set to replace the popular 'pink ticket' system with smart cards called Saheli Cards. Starting from August 15, only women and transgender persons with Delhi residence proof will be eligible for free rides in public buses, as per The Indian Express. This move comes under the new BJP-led administration, which wants to ensure that only local residents benefit from welfare schemes. What Was the Pink Ticket Scheme? Introduced in 2019 by the AAP government, the pink ticket scheme allowed any woman to travel for free in DTC and cluster buses without showing any ID or proof. Now, with Saheli Cards, the government plans to tighten the process and reduce misuse. What Are Saheli Cards? There will be two types of smart cards: Non-KYC Smart Cards: Easy to get with just a valid Delhi residence proof. These will work in both buses and the Metro, but free travel applies only to buses. KYC Smart Cards: These will have your name and photo, and can be topped up like a debit card. Issued by banks, they offer contactless travel and are National Common Mobility Card (NCMC) compliant. Kerala ‘pada pooja' row: Governor says part of culture
After CPIM-led Kerala government took a strong objection to 'pada pooja' (foot-washing ceremony) held at various CBSE-affiliated schools run by Bharatheeya Vidyanikethan (BVN), Governor Rajendra Arlekar said 'guru pooja is part of our culture'. On Thursday marking the Guru Purnima (Vyasa Jayanti) celebrations, schools run by Sangh Parivar-backed trusts conducted 'pada pooja', in which students were asked to wash the feet of the teachers and offer flowers at their feet. The visuals of students washing the feet of teachers led to protests in the state. General Education Minister V Sivankutty directed the Director General of Education to probe the incident. Sivankutty said the 'pada pooja' was against democratic values.
