
Bukit Assek rep: Increase of councillors reflects growing complexity of urban issues, need for broader representation

KUCHING (May 21): The Local Authorities (Amendment) Bill, 2025, which was passed yesterday, increased the number of councillors from 30 to 33 to reflect the growing complexity of urban issues and the need for broader representation in Sarawak's councils, said Joseph Chieng Jin Ek.
The Bukit Assek assemblyman said having more councillors would allow for greater inclusivity and effectiveness, where different segments of society including the youth, women, professionals, and grassroots leaders could be better represented.
'This will ultimately improve the responsiveness and accountability of our local authorities,' he said when debating the Bill at the State Legislative Assembly (DUN) Sitting yesterday.
Chieng, who served as a Sibu Municipal Council councillor for seven years, said councillors are the frontline of the government, serving as the most immediate and visible form of public service delivery to the community.
'Local councillors must be well-equipped with knowledge, not only of local issues, but also of broader government policies and the various financial assistance schemes available to the people.
'Councillors must be trained and empowered to act as effective bridges between the government and the rakyat, ensuring that communities are aware of, and benefit from, the support systems in place. A well-informed council is a more proactive and effective council,' he said.

Separately, Batu Kitang assemblyman Datuk Lo Khere Chiang said the amendment of the Bill formally recognises Padawan Municipal Council (MPP), Miri City Council (MCC), and Kota Samarahan Municipal Council (MPKS), thus removing any ambiguity and reinforcing their legal status as single municipal authorities.
'It is important that we reflect the current realities of governance on the ground. These councils have long been operational, serving growing urban populations, and managing increasing responsibilities.
'Formal recognition in the Ordinance ensures that their authority is not only administrative but statutory. This provides greater legitimacy, governance clarity, and paves the way for more efficient public service delivery.
'As a former chairman of MPP, I know firsthand how important statutory clarity is to the day-to-day operations of a local council — from planning approvals to waste management and infrastructure development,' said Lo.

SHAH ALAM: State governments must accelerate the adoption of the National Forestry (Amendment) Act 2022 by updating their local Forestry Enactments to strengthen forest conservation efforts, said Deputy Minister of Natural Resources and Environmental Sustainability Datuk Seri Huang Tiong Sii. Speaking at the 100 Million Tree Planting Campaign launch at the National Botanical Gardens, Huang noted that only the Federal Territory and Perlis have fully implemented the legal amendments so far. The ministry remains committed to preserving at least 50 percent of Malaysia's land under forest cover, fulfilling the nation's 1992 Earth Summit pledge in Rio de Janeiro. Key conservation measures include designating forest areas as Permanent Forest Reserves and increasing Ecological Fiscal Transfer funding to RM250 million this year. The financial incentive helps states execute high-impact conservation projects. Regarding the tree-planting initiative, Huang reported that 115.7 million trees of 1,972 species have been planted nationwide as of June 15, surpassing the original 100 million target early. The campaign continues through 2025 to raise public awareness about forest conservation.

SHAH ALAM, June 29 (Bernama) -- State governments have been urged to expedite the adoption of the National Forestry (Amendment) Act 2022 by amending their respective Forestry Enactments to support efforts in strengthening the preservation and conservation of the country's forested areas. Deputy Minister of Natural Resources and Environmental Sustainability, Datuk Seri Huang Tiong Sii, said that to date, only the Federal Territory and Perlis have fully implemented the amendments in the law. 'The Ministry of Natural Resources and Environmental Sustainability (NRES) remains committed to enhancing efforts to preserve and conserve the country's forested areas. 'The government is steadfast in its pledge to maintain at least 50 per cent of the country's land area under tree and forest cover, in line with the country's commitment made at the Earth Summit in Rio de Janeiro, Brazil in 1992,' he said. He said this when opening the 100 Million Tree Planting Campaign in conjunction with the 2025 International Forest Day celebration at the National Botanical Gardens here today. According to Huang, among other things being done to fulfil the commitment, include the gazetting of forest areas according to the importance of the role of the forests involved and increasing the allocation of financial incentives for Ecological Fiscal Transfer for Biodiversity Conservation (EFT). 'The ministry has intensified efforts to gazette other forested areas as Permanent Forest Reserves (HSK), watershed and fully protected areas, as well as to gazette proposed HSK areas, particularly those located within the Central Forest Spine and Environmentally Sensitive Areas. 'The EFT allocation has been increased to RM250 million this year compared to RM200 million in 2024,' he said. The incentive, he said, can help the state governments to identify and implement high-impact projects for conservation purposes in line with the six scopes outlined for EFT project implementation in collaboration with the respective State Forestry Department.

Redrawing Sarawak for elections: Telang Usan rep says Baram could be split into two constituencies
MIRI, June 29 — Two new state constituencies (DUNs) will be needed to complement the proposed creation of two parliamentary seats in Baram, should a redelineation exercise take place, said Telang Usan assemblyman Dato Dennis Ngau. He believes that the current Baram parliamentary constituency may be split into two, Upper Baram and Lower Baram. 'I don't know which part of Telang Usan will be carved out to form the new DUN, but perhaps we will find out during the special DUN sitting on July 7,' he said during the Parti Pesaka Bumiputera Bersatu (PBB) Telang Usan Women's Wing Mother's Day and Father's Day dinner on Friday. Dennis added that the existing Telang Usan, Mulu and Marudi state constituencies might be affected by the creation of a new DUN within the Baram parliamentary area – if this were to happen. 'It could involve taking small parts from each: some from Mulu, some from Telang Usan, and some from Marudi. 'However, I don't know the exact location. I've never been involved in any meetings discussing the proposed new DUN,' he confirmed. 'The three-day convoy, which I will also be joining, will depart from Miri this July 1. 'YB Datuk Amar Douglas and the rest of the entourage will travel upriver from Miri to Bario using the Baram road, to see with our own eyes the condition of our road. 'We are thankful to him for taking the time to spend three days with us on this journey,' he added. Dennis also hailed the dinner as a platform to strengthen the bond and camaraderie among PBB members in Telang Usan and fellow members of the component parties within Gabungan Parti Sarawak (GPS).
