
Can Sweden's green industry dream be kept alive after Northvolt failure?
The rise and fall of battery maker Northvolt led to fears over several Swedish green industry projects, but can startup steelmaker Stegra confound the doubters?

Just outside the town of Boden in Sweden's far north a massive worksite is teeming with activity.
The metal skeletons rising out of the ground hint at the brand new mill which will produce steel using technology that the company says gives off 95 percent less CO2 emissions than traditional methods.
"Right now, we got the pole position," Denis Hennessy, Stegra's vice president for steel, said during a site tour.
"We're in a very unique position to do some things first in the industry," Hennessy said as he described the benefits of building a completely new plant.
Among heavy industries, iron and steel production is the number one CO2 emitter, according to the International Energy Agency.
The traditional process gives off nearly two tonnes of CO2 for every tonne of steel made.
Hydrogen
The iron ore that comes out of a mine is usually rich in oxides, chemical compounds made up of iron and oxygen, and this oxygen has to be removed – usually by heating it with coke in a blast furnace – which is when most of the CO2 is released.
Stegra will remove the oxygen by circulating heated hydrogen gas which binds the oxygen – creating water as a byproduct
The hydrogen is also to be produced on site at an electrolyser plant powered by renewable energy.

Access to cheap renewable energy, such as hydro power in Sweden's north, is key to Stegra's business model, according to CEO Henrik Henriksson.
He told a group of investors and reporters that most established European steel firms are paying three times as much for their electricity.
"That gives us a relatively huge cost advantage," he added.
While traditional steelmaking is still cheaper, Stegra thinks it will benefit by being able to charge a premium for "green" steel.
When the company first announced plans for a new plant in 2021, it was called H2 Green Steel and had an ambitious target of starting production in 2024. It also aimed for annual output of five million tonnes of steel – more than all of Sweden's current annual output – by 2030.
Northvolt's shadow
It is now targeting to turn on the mills in the second half of 2026, with an initial capacity of 2.5 million tonnes of steel per year, which they hope to eventually double.
This is a still a drop in the ocean compared to the near 1.9 billion tonnes of steel shipped worldwide in 2024, according to the World Steel Association.
Behind Stegra is investment firm Vargas Holding, which was also a co-founder of battery maker Northvolt.

Northvolt was seen as a cornerstone in European efforts to catch up with Chinese battery producers before production delays and a debt mountain led it to declare bankruptcy in March.
As Northvolt was seen as a leader in a green industrial boom in Sweden, its demise has dampened optimism.
A review by Dagens Arbete, a magazine published by three labour unions, found that 20 out 30 "green industrial projects" in Sweden were either delayed or had been cancelled.
Stegra also has detractors.
Magnus Henrekson, a professor at the Research Institute of Industrial Economics (IFN), told AFP that the first problem with the startup was the inland location without the infrastructure to transport large amounts of steel to nearby ports.
"And this is to be done by a startup, without previous experience of steel production," Henrekson said, adding that he thought that given Stegra's massive power needs, it was over optimistic to think electricity prices would remain competitive.
No Chinese competitor
Henrekson also noted that there are signs that the wider steel industry has lost faith in hydrogen reduced iron, highlighting ArcelorMittal's announcement in November that it was holding off decisions on several direct reduction plants – citing both market and technology concerns.
Despite the challenges, Stegra's Henriksson stressed that the company was "different" from Northvolt.
"We are a different team. We are a different setup," he said, adding that there was "no green steel business" in China to provide competition.
Henriksson also said that a key difference was also steel as a product was much different from battery packs for vehicles – which require customers to adapt software, technology and design.
Producers who want to reduce their carbon footprint can simply use Stegra's steel, he said.
"On Monday ... you can run brown steel. And on Tuesday, you can run green."

Swedish Migration Minister: 'Sweden can't wait for international talent'
Sweden's Migration Minister Johan Forssell has highlighted nine ways the country is trying to improve the situation for foreign talent in an opinion piece in Dagens industri, co-authored with representatives from major Swedish companies. Advertisement 'If Sweden is going to be a leading country for innovation and a hub for cutting edge expertise, we need to take concrete steps to actively attract and retain top international talent,' Forssell wrote in an opinion piece titled "Sweden can't wait for international talent", co-authored with members of the business council he set up late last year. The council is made up of experts from companies and organisations such as Katarina Berg from On (previously Spotify), MajBritt Arfert (previously Ericsson), Masih Yazdi (previously SEB) and Ellinor Johansson from Embracer. 'The debate has had a singular focus on asylum seekers,' they wrote in the opinion piece. 'We want to broaden that picture and shift the focus from low- to high-skilled labour. Immigration is also about Sweden's competitiveness. It's about people who want to work, invest and build a future in our country.' Forssell and the business council listed nine measures which they believe strengthen Sweden's ability to position itself as a destination for foreign talent. New fast-track for highly qualified labour migrants and researchers The first of the nine measures is the fast-track for work permit holders and researchers which was implemented in 2024. This scheme, the brainchild of former Migration Agency director Mikael Ribbenvik, who described it to The Local as his 'baby', has cut the processing time for complete applications from over 100 days to an average of 18. Make it easier to change jobs Under current rules, anyone who changes jobs – even if that's a promotion within the same company – needs to apply for an entirely new work permit. In the opinion piece, Forssell writes that the government is putting forward legislation to change this. This legislation, based on an EU directive, was announced earlier in June and has a suggested implementation date of May 21st, 2026. Advertisement Longer permits for trial employment As part of the same proposal mentioned above, the government is also working on changing the rules so it can grant longer permits even if the work permit applicant has only got a contract for a six-month trial period. Better service for employers The government has also instructed the Migration Agency to improve the support it provides to employers when it comes to work permits, including information before and after an application and also, the opinion piece reads, by 'developing the digital tool used by the applicant and the employer'. Digital passport controls for workers and students Another measure which is already in force is the Migration Agency's digital ID checks for people from certain countries, which allows applicants to show ID using the digital ID app Freja instead of having to travel with their passport in person to a Swedish embassy. 'This means simplified processing, and according to the Migration Agency has saved trips equivalent to 86 journeys around the world.' Make it easier for researchers and doctoral students Researchers and doctoral students have been adversely affected by Swedish migration policy in recent years, with the SULF university union recently criticising the Migration Agency for "false advertising and mixed messaging about migration policy", accusing it of misleading applicants about their immigration prospects. In the opinion piece, Forssell and the business council write that the government is 'preparing proposals that, among other things, involve improved opportunities to apply for a permanent residence permit and extended permit periods to seek employment after completing doctoral-level research or studies". Advertisement Set a common national direction As part of Sweden's plans to better position itself to foreign immigrants, the authors of the opinion piece argue that Sweden needs a 'common direction', which it suggests should be titled 'Work in Sweden'. They add that the government has already started working on this 'long-term cross-agency' initiative, which is designed to ensure more coordination between different government agencies. Sweden's brand Forssell and the business council also call for more marketing of 'brand Sweden', which among other things includes a government order to the Swedish Institute to develop a strategy for a 'stronger and more positive image of Sweden,' focusing on innovation and quality of life. Partnerships with business sector Finally, the last measure listed in the opinion piece is increased partnerships with the business sector, with the authors writing that 'business and politics need to have a close dialogue.' As part of this, they state that the government will hold 'regular advisory talent forums' with relevant groups in order to make sure that reforms meet the needs of Swedish companies. All Swedish parties back 300 billion kronor boost to defence spending
Sweden's government said on Thursday it had gained the support of all parties in parliament for a massive boost in defence spending, as the United States pressures Europe to take more responsibility for security. Advertisement The 300 billion kronor boost over the next decade, first announced in March and due to be finalised in forthcoming budget decisions, will be the nation's biggest rearmament push since the Cold War. The Nordic country dropped two centuries of military non-alignment and applied for Nato membership after Russia's full invasion of Ukraine in 2022, becoming the alliance's 32nd member in March last year. US President Donald Trump has demanded Nato allies commit to spending five percent of GDP on defence, and members will try to reach a deal at a meeting next week. The Swedish investment ‒ which will bring defence spending to 3.5 percent of GDP by 2030, up from the current 2.4 percent ‒ will be financed through loans, Finance Minister Elisabeth Svantesson told a press conference. Flanked by government colleagues and representatives of other parties, she praised everyone for standing "united" on a plan that is expected to raise Sweden's debt-to-GDP level by three percentage points. Defence Minister Pål Jonson told the same press conference the "broad consensus" was "virtually unique" in the world. Advertisement The Nordic country drastically slashed defence spending after the Cold War ended but reversed course following Russia's 2014 annexation of Crimea. "To put it bluntly, (the investment) is also about making sure that our children and grandchildren don't have to learn to speak Russian," Svantesson said. Nato chief Mark Rutte is urging members to commit to 3.5 percent on direct military spending by 2032, and an additional 1.5 percent on broader security-related expenditure.

Öresund Bridge between Denmark and Sweden has ‘most expensive toll in world'
A review by a Swedish newspaper has concluded that the Öresund Bridge connecting Denmark to Sweden is the world's priciest crossing to drive over. Advertisement The Öresund Bridge is this year marking the 25th anniversary of its opening, but has been given a title it might not want to include in the celebrations. Swedish newspaper Sydsvenskan has concluded that the 16-kilometre tunnel and bridge connection between Amager in Denmark and Skåne in Sweden has the most expensive bridge toll in the world. The current price for a single journey across the bridge in a private car is 510 Danish kroner or 750 Swedish kronor, making it the most expensive bridge by some distance according to Sydsvenskan. Subscribers to the Øresund Go discount scheme pay 178 Danish kroner per crossing, or 262 Swedish kronor. The subscription costs 365 Danish kroner or 565 Swedish kronor per year. This means that even with a subscription to the discount scheme, the first five crossings are still more expensive than on any other bridge in the world. More than five crossings in a year will result in a lower average price per crossing. Around 80 percent of motorists who use the bridge have either Øresund Go or another form of discount according to the newspaper. Advertisement The twin bridges between Kobe and Naruto in Japan are the world's second-most expensive to cross, with the Confederation Bridge in Canada in third place. Denmark's Great Belt Bridge between Funen and Zealand is the fourth-most expensive in the world. The high toll prices on the Öresund Bridge are necessary because it is user and not taxpayer-funded, Linus Eriksson, CEO of operating company Øresundsbron, told Danish news wire Ritzau. 'We haven't spent a single taxpayer krone financing this bridge and we still have debt to pay off,' Eriksson said. The Øresund Bridge was built at a cost of 14.8 billion Danish kroner in 1990, with its financing structure requiring loans to be repaid by users of the bridge. Eriksson also noted that tolls on the bridge are required to be based on ferry fares linking Denmark to Sweden between Helsingør and Helsingborg. The repayment period is a maximum of 50 years from the bridge's opening in 2000, meaning that the bridge is expected to be fully paid off by 2050 at the latest.
