PAIB Committee of ICAP holds ‘CFO Conference 2025'

LAHORE: The Professional Accountants in Business (PAIB) Committee of the Institute of Chartered Accountants of Pakistan (ICAP) organized CFO Conference 2025 on theme 'Quantum Leap: Agility & Competitive Edge' at a local hotel.
A major highlight of the conference was the keynote address titled 'Leadership Metamorphosis: Recalibrating CFOs in Motion' by Syed Hyder Ali, Chief Executive and Managing Director of Packages Group. He examined the multidimensional evolution of the CFO role, shifting from traditional financial stewardship to becoming strategic business leaders. Hyder Ali emphasized the CFO's potential to drive innovation, performance, and resilience amid today's volatile economic climate.
Saif Ullah, President of ICAP, in his keynote address, eloquently underscored the critical importance and timeliness of this year's theme. He reflected upon the unprecedented velocity of transformation reshaping the global financial and business landscape, emphasizing that today's finance leaders must cultivate agility, embrace disruptive technologies, and position themselves as strategic enablers. He further asserted that in an era defined by complexity and volatility, the ability to anticipate change and proactively drive value creation is no longer optional but imperative for sustained organizational success.
Samiullah Siddiqui, Vice President of ICAP, conveyed his profound gratitude to the distinguished guests, organizing committee, ICAP Council Members, sponsors, and participants for their invaluable contributions to the success of the conference. He highlighted the evolving and pivotal role of CFOs as catalysts of organizational transformation not merely as stewards of financial integrity, but as visionary leaders driving digital integration, fostering a culture of ethical governance, and steering their institutions toward long-term, sustainable growth in an increasingly complex business environment.
The conference proceeded with a thought-provoking panel discussion titled 'Empowered Growth: Leveraging the Digital Ecosystem', expertly moderated by Ms Sana Mela, Vice President Strategy at Swyft Logistics. The panel featured a distinguished lineup of speakers, including Atyab Tahir, CEO of Hugo Bank; Salman Hafeez, Executive Director at Nishat; and Faisal Khan, CEO of IGI General Insurance. The session offered deep insights into how businesses can unlock scalable growth through digital transformation, real-time data analytics, and enhanced financial agility.
This was followed by an insightful presentation titled 'Ethics in AI: Safeguarding Trust & Transparency in Finance' by global technology thought leader Asmar Atif, Chief Intrapreneur and Head of Octopus Digital at Avanceon. He explored the intersection of artificial intelligence and ethics in finance, stressing the urgent need for robust governance structures to uphold transparency, trust, and accountability in algorithm-based financial decision-making.
A second keynote address was delivered by Lee White, CEO, IFAC, titled 'Finance in the Age of Acceleration: Navigating Complexity with Agility.' White urged finance professionals to proactively embrace Artificial Intelligence, align with sustainability imperatives, and adopt inclusive leadership models to ensure continued relevance and competitiveness in an increasingly complex global economy.
Further enriching the programme, Ashfaq Yusuf Tola, President of the South Asian Federation of Accountants (SAFA), delivered a presentation titled 'Redefining Finance: Quantum Thinking for Agile Times.' His address highlighted the significance of forward-thinking, adaptive finance strategies in uncertain and fast-changing environments.
Adding a fresh perspective, Faizan Hanif, a young ICAP member, engaged in a dynamic conversation with Zunair Zafar, CfO, The International Grammar School, Lahore. Titled 'Unleash Your Superpower,' the discussion inspired emerging professionals to harness their strengths and lead with purpose in the finance domain.

ISLAMABAD: Karachi Chamber of Commerce and Industry (KCCI) Thursday categorically conveyed to the Senate Standing Committee on Finance on Thursday that the business community cannot allow Federal Board of Revenue (FBR) to simultaneously be the judge, jury and executioner of taxpayers. The Senate Standing Committee on Finance and Revenue, chaired by Senator Saleem Mandviwalla, met Thursday to discuss the anomalies in Financial Budget 2025-26. The Committee had an extensive discussion on several anomalies in the Financial Budget 2025–26. Members of the Chambers of Commerce briefed the Committee on these anomalies, with specific focus on the clauses granting powers to the FBR to arrest on the basis of suspicion. They warned the Committee about the potential misuse of such clauses for the harassment of the business community. KCCI slams FBR for its 'authoritarian' conduct, 'indifference' In a presentation before the committee, President Karachi Chamber of Commerce & Industry (KCCI) Muhammad Jawed Bilwani highlighted that FBR has authorized Inland Revenue officers to arrest directors, CEOs, CFOs, and individuals involved in tax fraud under Section 37A of the Sales Tax Act, 1990. We cannot allow FBR to be the judge, jury and executioner of tax payers. This is a democratic country where citizens rights are protected by the judiciary. This act will cause harassment and corruption on a level unseen before eventually leading to taxpayers closing their legitimate businesses, moving their Investments abroad and Ease of doing Business Index sinking. To an all time low. The whole point of this law is to catch people who issue fake or flying invoices so is it not easier to simply specify this law for this specific offence. Jawed Bilwani further specified that the Definition of tax fraud is too vague and extremely open ended and there are apprehension of its abuse. Therefore, the said definition be restricted to make it applicable only in cases of issuance of fake and flying invoices. President KCCI stated that the new section14AE gives FBR very scary powers to force taxpayers into registering for sales tax. This law should be made softer in stance and powers need to be curtailed to an understandable extent. The language of this law will scare anyone even thinking of registering as a Sales Tax filer from entering the regime. This is a classic example of carrot and stick. We do not endorse this measure and urge FBR to have a more reasonable approach. Jawed Bilwani added that e-bilty should be removed under section 40C to remove local transfer of goods within Pakistan from this act. Digital invoicing should be implemented in a phase wise manner starting from multinationals and Public Limited entity with a Turnover in excess of Rs10 billion and then moved to the medium and ultimately small sized taxpayers with respect to turnovers. The system should be made absolutely free. Currently only one integrator certified by FBR is free while others are at cost. Copyright Business Recorder, 2025

ISLAMABAD: The government has established four specialised panels to address key issues in the gas sector, including circular debt, LNG tariffs, unaccounted-for gas (UFG) losses, and the increasing share of LNG in the national gas system, official sources told Business Recorder. According to sources, a Committee on Implementing Structural Reforms in the Petroleum Sector— formed by the Prime Minister and chaired by the Minister for Petroleum and Natural Resources— has convened multiple meetings to deliberate on these matters. The composition of the Committee is as following: Minister for Petroleum (Convener), Advisor to Prime Minister on Privatisation, National Coordinator on Energy Reforms, Lt General Muhammad Zafar Iqbal (retd) Secretary, Power Division, Secretary, Petroleum Division, Secretary, Cabinet Division/ representative and Chairman, OGRA. Pakistan faces LNG glut: minister The Minister for Petroleum emphasised that while the foundational work for the committee's assignment had been done through its Integrated Energy Study (Woodmac) conducted by the Petroleum Division, the present focus is to chalk out an implementation plan. He highlighted the importance of aligning the Committee's recommendations with the preparation of the Annual Delivery Plan (ADP) to be settled with LNG suppliers. The representative of Power Division commented that challenges need to be addressed and disruptions need to be looked into. The Chair responded that the tactical issues would be discussed later and, presently, the focus needs to be on sustainability of the gas sector and how LNG over supply/ less off-take is affecting it. The Secretary Petroleum framed the key issues to be addressed by the Committee, namely: rationalisation of gas tariffs (for both indigenous and imported gas), synchronisation of LNG demand with the power sector along with resolution of circular debt within the gas sector. He noted that most of the required data and foundational analysis is already available through the Woodmac study and will serve as the basis for the committee's deliberations. The Chair commented that Committee should focus on implementation as a Plan. The Committee needs to focus on 2026 ADP's preparation and to devised policy of Integrated Energy strategy for Pakistan. The Committee constituted a sub-committee comprising Secretary Power (Lead), DG Gas, MD SNGPL and a nominee from the Task Force. The chair can co-opt any member if he/she deems it necessary to effectively carry out the work and decided to constitute the following (ToRs) for the four sub-committees: Subcommittee 1: work out a comprehensive proposal to synchronise LNG demand of the power sector in a manner that ensures timely and adequate supply without causing abrupt fluctuations in demand. GCEP submission to Woodmac to be considered; and identify causes and propose solutions to avoid sudden changes in LNG requirements by the power sector that lead to diversion of LNG cargo to other sectors. Net Proceeds Differential (NDP) claims, if any, arising due to reduced off-take by Power Division to be considered. Sub-Committee -2 comprising Muhammad Ali (Lead), a nominee of KPMG, Islamabad and any co-opted member to formulate proposals to deal with circular debt stock in the gas sector. Sub-Committee 3 is on LNG tariff rationalisation. Its scope will formulate proposals for LNG tariff rationalisation by revisiting all compositions of tariff (terminal charges, importer margins and LNG service agreement charges etc.) RLNG demand maximization options to be proposed (especially in domestic sector). Sub-Committee 4- domestic gas tariff efficiency and transparency will address efficiency and transparency in tariff for domestic gas tariff including revenue requirements of the gas utilities, actual UFG losses taking into account growing LNG share in gas system, etc. Sui Companies Return on Assets formula revision to be considered to bring better efficiencies. The National Assembly Standing Committee on Commerce met Monday at Parliament House under the chairmanship of MNA Muhammad Jawed Hanif Khan. It adopted a sub-committee report on long-outstanding receivables of the Trading Corporation of Pakistan (TCP) and was informed that Rs15 billion had been released via the Ministry of Commerce to aid TCP's recovery. Addressing SRO 760's suspension and the Gems and Jewellery Association, the Committee appreciated the ministry's active efforts and noted assurances of swift resolution. In view of rising sugar prices and the government's decision to import sugar, Hanif expressed concern over profiteering and consumer vulnerability. A sub-committee was formed to investigate and report within 15 days. The Committee discussed Pakistan's National Tariff Policy and questioned the rationale for lower taxes on large cars and higher on small vehicles. It also supported liberalising imports of raw materials and machinery to aid industry.
