
Tipperary council on target to surpass 2025 housing target
In the June management report, the local authority stated that their housing delivery target, set by the Department of Housing, Local Government and Heritage, is 170 units.
However, the council also said they are on target to deliver 259 homes across the county this year.
There are a number of housing development projects that are at various stages across the county, ranging from early design stage to complete and handed over to Approved Housing Bodies (AHBs).
Among these, in the village of Gortnahoe, 12 units have been stage one approved, with a design team to be appointed to the project.
Phase two of a development in Bansha is underway, with 16 units set to be delivered, with this project also at stage one approval with a design team to be appointed.
30 homes will be delivered in Borrisoleigh, which is also awaiting a design team appointment having been stage one approved.
In Tipperary town, two homes on Father Matthew Street are at design review and engagement with National Monuments Service following a potential historical find on the site.
In Ballingary (south), 18 units will be delivered, with this project being at revised stage two design, allowing for an increase in units in this development. The next step for this development is stage two approval.
In Clogheen, a Part 8 planning process has begun for the delivery of 15 units, while in Roscrea, a development of 17 homes in Gantley Road was given planning approval by councillors at the June meeting of Tipperary County Council.
Seven units will be delivered at Gort an Oir in Fethard, with planning permission granted for this development.
In Thurles, six units could be built on Croke Street, subject to planning permission, with the planning section seeking further information on this development.
In Boherlahan, seven units are in turnkey condition in Longfield Park, while on Grove Street in Roscrea, a contractor has been appointed to deliver nine units there.
A 61 home development on Thomas Street in Clonmel is also in turnkey condition and has received approval from the Department of Housing, with hopes that these homes will come on stream in 2026.
In Roscrea, a contractor is on site to deliver 50 homes at Glencarrick, with delivery due later this year, while at the Radharc na Carraige development in Glencarrick, the builder is on site developing 47 homes which will be complete in 2026.
In Dun Lia in Thurles, 61 homes are under construction with an expected delivery in 2025, while at Rosefield on the Dundrum Road in Tipperary town, 16 units are due to be delivered in 2025 or 2026.
Worriyingly, five developments totaling 68 units, all in Nenagh – Gortlandroe, Millersbrook, New Line Road, the Rialto site and William Street, are on hold due to Uisce Éireann.

Reforms requiring firms to set up sinking funds to deal with unexpected costs should go further, says Sinn Féin housing spokesman Companies in charge of running apartment buildings will be required to set up sinking funds to deal with unexpected costs under new legal changes — but there are calls for reforms to go further. Sinn Féin housing spokesman Eoin Ó Broin said a new regulator needs to be established to have oversight of the owner management companies (OMCs) managing blocks of flats. He also called for the Property Services Regulatory Authority (PSRA) to be given additional powers to take action against agents working for OMCs to manage apartment complexes. OMCs are usually made up of apartment owners. They run common areas and shared services in multi-unit complexes, but under a new remediation scheme for defective apartments they will also be responsible for applying for grant funding and managing repairs for fire safety and water ingress. Some owners want to see a register of OMCs established to give better oversight of the sector. Government reforms will see responsibility for legislation transferred from the Department of Justice to the Department of Housing. It is expected this will also mean responsibility for the PSRA will move to the Department of Housing. Discussions about transferring these responsibilities are ongoing, but sources said the talks have stopped short of proposing a new register and a regulatory body to oversee OMCs. Correspondence between Department of Justice officials, obtained by Mr Ó Broin under Freedom of Information, shows new regulations under the multi-unit development act 'will be made… to ensure that OMCs are financially sustainable'. This will see regulations introduced requiring OMCs to 'provide for expenditure of a non-recurring nature (ie, sinking fund expenditure)', it states. ADVERTISEMENT They will also set out the class of items which may be subject to annual service charges, and set procedures around setting, levying and paying these charges. Mr Ó Broin said he would like to see reforms of the sector go further. There needs to strong regulation of the property services sector 'There needs to be a regulator of the multi-unit development act, where it would oversee and regulate the OMCs and also produce mechanisms where if there is a dispute between OMC members it could be resolved outside of the courts. That is necessary,' he added. 'The PSRA will move to the Department of Housing. 'That should have happened a long time ago and that is relevant because the OMCs — which represent the owners and owner directors — often appoint agents who run complexes. 'They are regulated by the PSRA which has a voluntary code of conduct and no enforcement powers. 'There needs to be not only a regulator for the OMCs, but strong regulation of the property services sector.' A Department of Housing spokesman said the Programme for Government commits to transferring responsibility for the multi-unit development act from the Department of Justice 'to streamline support for owners' management companies and improve oversight'. He added that work collaborating with the Department of Justice in preparing new regulations around service charges and establishing sinking funds 'are now at an advanced stage'.

EV charging units proposed for Galway Retail Park
ESB Innovations have submitted plans that include three shared EV charging units and six EV charging bays including the improvement and realignment of parking areas surrounding the proposed location. Access to the charging stations will be within the parking area off Headford Road. ESB Innovations are responsible for over 1,600 charging points throughout the nation committed to 'achieving net zero carbon emissions by 2040'. The proposal says that the development will 'contribute to the nation objective to transition to a competitive, low carbon economy by 2050' and will have a 'positive impact' on the enterprise environment in the area. Go-Ahead criticised for ghost bus services in north Wicklow
Earlier this year as part of the latest phase of the Bus Connects network redesign, several new routes were introduced that serve residents in Newtownmountkennedy, Delgany, Bray, Greystones and Enniskerry. Speaking in the Dail, Deputy Whitmore said there are still problems on many routes including the L2, L1, L3 and L15. 'A bus needs to show up every single time or else people will not use buses and will not be able to trust the service. Unfortunately, that is what is happening in Wicklow, with buses not showing up, buses being late and elderly people having to wait for two hours for an hourly bus that just did not appear.' Following a competitive tender process, the National Transport Authority awarded Go-Ahead a contract to bus services in parts of Wicklow in October 2018 which ran for five years up to 2023, with the company choosing to extend it by two years up to 2025. With the contract now due to expire at the end of the year, Deputy Whitmore asked the Transport Minister Darragh O' Brien whether it should be renewed. Minister O'Brien said the company have made efforts to combat the rise in so called ghost busses across their network. 'Since January, eight new engineering staff have joined the company, and 129 drivers have started in the driving school. In addition, Go-Ahead Ireland has completed overseas recruitment, with ten engineers expected to start in September.' According to Minister O'Brien there are two main reasons for buses not showing up. 'One, late notification by operators of cancelled and curtailed services, with that resulting in incorrect information being given to customers, and two, technical issues with the older bus automatic vehicle location equipment.' 'That equipment is being replaced with live data on each bus. This will improve the service greatly from 2026.' he added. Deputy Whitmore acknowledged that improvements have been made, but believes the routes in Wicklow have been the worst hit since they were introduced in January. 'If we could see exactly how problematic this is, the difficulties it is causing and on what routes it is causing them, in a more real-time fashion, that would be very useful.' she added. Figures from the National Transport Authority show operators were fined just short of €1.5 million in 2024 for not meeting their service level agreements.
