UK retail spend by tourists to remain subdued

We've heard a lot about how tourist spending remains subdued in the UK following the withdrawal of the VAT-free perk post- Brexit, but that muted spending isn't about to change any time soon it seems.
A new study shows that inflation and the strong pound will also dampen down tourist spending growth in Britain up to 2030.
A study by the Centre for Economics and Business Research (CEBR), initially reported by The Times, showed that real spending per tourist will lag behind the overall expected growth rate of Britain's economy over the next half-decade. It seems that while tourist numbers remain strong, the amount they're spending isn't that impressive.
The report said the weak growth will be just half of the growth in the wider economy.
It comes as the UK's inflation continues to be higher than that of other major tourists destinations such as the EU, the US and China. Even as inflation drops from its highs of a few years ago, overall prices in the UK have risen by 26.6% in the past six years. That means prices of the products tourists might buy, as well as other spending areas such as accommodation, dining and travel are proportionately higher than in those other destinations. And that's without taking the impact of the strong pound into account, which means tourists get fewer pounds for their dollars, euros, yen or renminbi.
But of course, the ending of the 20% VAT refund perk for tourists is the big factor deterring high-spending visitors. That perk stopped in January 2021 with numerous reports showing that London's key shopping districts, in particular, have suffered as tourists have gone to other shopping cities such as Paris and Milan.
The CEBR also said new electronic travel authorisations (ETAs) for European visitors and the air passenger duty rise has added both cost and complexity to visiting the UK.
Based on figures from the Office for National Statistics (ONS) and tourism board VisitBritain, it added that 'tourists are expected to spend less per visit in real terms in 2025 than in any other year over the past decade, with the exception of 2020'.
As for that projection that tourist spend will lag the growth of the UK's economy, the report said VisitBritain believes there will be 43.4 million tourists visiting Britain this year. They're expected to spend £33.7 billion in 2025.
By 2030, the government wants to increase international visitors to the UK to 50 million. But the CEBR said that 'current spending patterns suggest that meeting this ambitious target would result in only a 6.5% increase in real-terms expenditure compared with pre-pandemic levels'. It added that if real spending per visitor rose back to its 2019 level, tourist spend would be up a healthy 22.4%.
The point about all this is that higher volumes of tourists aren't enough, it's boosting 'the value of each visit [that's] key to unlocking tourism's full economic potential'.

Inglot, a well-known cosmetics brand from Przemyśl, which gained a new global audience thanks to its presence on the platform. "Brands such as Inglot and Chylak show that a well-told story and authenticity reach an international audience. On TikTok today, they are building communities around values, aesthetics and everyday rituals," Drzewiecki told Euronews. In user content - from tutorials to 'get ready with me' - Inglot's products appear on smartphone screens from São Paulo to Seoul. The 9:16 aesthetic has become a natural environment for luxury. Luxury without the glitz The new generation expects more than perfect shots. What matters is authenticity. Premium brand campaigns gain popularity when they are real, surprisingly everyday - such as Burberry's clip of The Crown actors making tea. "It works because it's human. The consumer today doesn't want advertising - they want relationships," Drzewiecki added. This can also be seen in the data. As many as 89% of users say they trust the opinion of influencers more than classic advertising. One in four refrains from making a purchase until they have seen the product from their favourite creator. In contrast, 60% of Polish TikTok users admit that they have been influenced into purchases through content on the platform. "The new generation expects authenticity, not perfection, from brands," said the director, adding that young people want "relationships, social engagement, and shared values". "Trump always chickens out." The phrase, coined by a columnist at the Financial Times, has been circulating widely in recent weeks. The idea that the US president speaks loudly but does not always follow through on his threats has fueled complacency among stock markets regarding the risks his trade war poses to the global economy. However, accusations of cowardice may not apply to Donald Trump alone. The European Union's hesitance in the face of Trump's maneuvering has also raised questions about whether the 27 member states can truly engage in the kind of power struggle that is now essential. While Brussels believed it was on track to minimize the tariffs on European exports to the United States, Trump dashed the EU's hopes by announcing on July 12 that he would unilaterally impose a 30% tax starting August 1. Is this a final bluff to extract further concessions, or a definitive move that could deal a severe blow to European growth? He aims to undermine Europe by any means, because he despises everything it stands for: supranationalism, multilateralism, progressivism and the primacy of law. Yet the EU has no reason to apologize for what it represents, nor to make concessions on its tax policy or the regulatory framework it has established for digital services. In this final stretch of negotiations, Europe must give the talks a political dimension, moving beyond the technical aspects that have dominated the debate so far. The EU should clearly set out its red lines and aim high. Settling for a compromise as unfavorable as the one the United Kingdom accepted in May would be unacceptable. If the 27 member states, as the US's top trading partner, fail to demonstrate that they carry more weight than a single country, it would send a disastrous message about the purpose of the European project. The EU's strategy of absorbing American provocations without actually implementing the retaliatory measures at its disposal has shown its limitations. The "proportionate, robust, and well-calibrated" reprisals promoted by the 27 member states do not measure up to what is a clear act of aggression, one whose aim goes beyond simply rebalancing the US trade deficit – its goal is to subordinate Europe. If Europe were to "chicken out," the consequences would not be purely economic.
