The 38-year-old has been handed the job of replacing Steve McNamara as boss until the end of 2027.
Top of his list is turning around the Perpignan-based Dragons, who have spent big and delivered little.
A big part of that is switching the way it will target stars from the NRL.
Tomkins said: 'The recruitment model moving forward is changing quite a lot, we're looking at the younger generation.
'It's quite obvious to see there are a lot of guys who've come from the NRL and are at the end of their careers, looking to play the last couple of years in France then retiring on the back of it.
'We're looking at guys who are still on the upwards slope, who are still climbing, who are coming over with a different mentality.
'They'd want to develop a reputation and either go back to the NRL as an NRL player or stay here long-term.
'The big one is we're avoiding those players who are coming to the end of their careers. We're looking at the other end.
'The average age of our top 20 players this year is over 31-years-old – we're looking at bringing that down to 26 or 27.
'You'll see that change over the coming weeks and months.'
Tomkins will not have little brother Sam on his staff as he is going into the media after he re-retires at the end of the season.

And after working with big name bosses in his playing days, he will use one trait that unites them all into his coaching career.
He added: "I've spent a lot of time thinking about that over the last couple of years.
'I was really lucky to work under some of the top coaches in the world – Michael Maguire and Shaun Wane in league, Mark McCall and Stuart Lancaster in union.
'I also worked under Steve McNamara as a player and a coach and the thing the best coaches had was honesty and integrity.
'I'll be honest and upfront with the players. I'll tell them when they're doing well but I won't be afraid of having those awkward conversations when they're not.
'The integrity side means it doesn't matter what someone's being paid or what they've done in their career. You pick your team on who's playing the best rugby – not names or pay packets.'

Rory McIlroy's 'disgusting behaviour' claim from PGA Tour star's dad rubbished by Open winner

The father of Xander Schauffele has sensationally claimed he will not be attending the 2025 Ryder Cup following Rory McIlroy's behaviour in 2023, and one golf legend has now hit back Two-time major champion Tony Jacklin has fired back at the father of 2024 Open winner Xander Schauffele, after he stated he would boycott the Ryder Cup. Stefan Schauffele criticised Rory McIlroy's conduct at the 2023 Ryder Cup as "disgusting." ‌ McIlroy was involved in a confrontation with members of the US team and exchanged heated words with Patrick Cantlay's caddie, Joe LaCava, at Italy's Marco Simone Golf and Country Club. Europe ultimately secured a 161⁄2-111⁄2 victory at the event. ‌ The dispute escalated when McIlroy felt that Cantlay celebrated his match-winning putt for too long, preventing him from finishing his own game. The altercation continued in a car park, where McIlroy was overheard calling the situation "a f*****g disgrace." ‌ The issue was eventually resolved, with LaCava reportedly offering an apology, reports Belfast Live. However, Schauffele Snr's remarks have irked 81-year-old Jacklin, a Hall of Famer and former Ryder Cup captain. Speaking to Champions (UK) Plc, a business consultancy based in the Midlands, Jacklin defended the competitive spirit of the Ryder Cup. He said: "One thing that p****d me off was the comments from Stefan Schauffele, when he said the Ryder Cup is losing its lustre because of the behaviour of the players and fans, and said Rory's reaction last time was 'disgusting'. "But Rory was absolutely right in what he did. You'll always get heated moments in matches. I remember in Boston when the Americans ran on the green, I was the first to say there was no malice behind it, and that it was just pure exuberance. "Obviously there has to be that mutual respect between the teams, but there's always elements of the media that take them out of context. The Ryder Cup is still a must-watch, a hugely important event in the game of golf. I have every reason to believe Europe can do it again." ‌ The 2023 incident also saw Shane Lowry quickly usher McIlroy away from the clubhouse and into a courtesy car after the golf star was seen angrily shouting near Justin Thomas' caddie Jim 'Bones' Mackay. McIlroy later admitted that he experienced a moment of "red mist" during the altercation but assured that they resolved the issue afterwards. "Things happen in the heat of the moment, tensions were high," McIlroy said to the BBC."Joe LaCava came into the European team room on the Sunday night and had a drink and a chat." ‌ Last week, Schaufelle Snr shocked the golfing world by announcing his decision to skip the New York-based competition in September. Stefan expressed his frustration with the abuse Lowry's wife, Wendy, endured at the 2021 contest at Whistling Straits and the ongoing controversy over US stars receiving payments to play in the prestigious tournament. "I'm not going to the Ryder Cup," he said. "I'm afraid of what's going to happen in New York. I was there [at Whistling Straits in 2021] when they called Shane Lowry's wife a w**** in front of him. I couldn't believe my ears. "I saw what happened in Rome [in 2023]. That was utterly disgusting, claiming this money bulls***. And Rory behaved disgustingly in my opinion. It's only going to get worse. It's ruined my appetite for the Ryder Cup. It becomes unwatchable." The 45th Ryder Cup is set to take place at the Bethpage Black Course in Farmingdale, New York, from September 26–28, 2025.

NRL grand final hero faces long ban for alleged heated incident with a referee during a footy match

An NRL Grand Final hero has landed in hot water after he allegedly swore at a referee during a footy match. Andrew Fifita was playing for De La Salle during a clash against the Gymea Gorillas last weekend when the incident took place. Fifita made 213 appearances for Cronulla Sharks and was a part of the team that won their maiden premiership title in 2016, notably scoring a try that led to the game-winning conversion. According to The Daily Telegraph, the 36-year-old is alleged to have called a referee a '****' during the first half of the match. He is now facing a five-match suspension over the matter, having been slapped with a Grade Two offensive language charge. 'He has pleaded not guilty and will face a judiciary hearing tomorrow night,' an NSWRL spokesperson said. Fifita, pictured with his wife Nikitia, denied that he had directed the comment toward the referee 'The NSWRL will make no further comment until the judicial matter is complete.' It also now means that Cronulla will be under the spotlight to sack the former footy star, should he be found guilty, who is the coach of their Tarsha Gale women's junior representative side. The prop forward is also employed by the Sharks as part of its culture and welfare team. 'It's an awkward situation because of his profile and the coaching position,' sources close to the club said to Nine's Wide World of Sports. Cronulla executive Dino Mezzatesta revealed that he has spoken with Fifita about the incident, with the forward insisting that he had not made the alleged comment towards the referee. 'Andrew was sent off for swearing, but he has advised the club he didn't direct it at the referee it was directed at an opposing player, who has also confirmed that the comment was directed at him,' Mezzatesta said. 'He has also acknowledged that the language was inappropriate all the same. 'Andrew is waiting for a date from NSWRL for his hearing, where he will be contesting the charge. 'The Cronulla Sharks will wait for this process to be completed.' It's not the first time that the footy player has found himself in front of a rugby league tribunal after he and his brother, David, were once stood down from playing junior rugby league games in Penrith for 12 months. Fifita had been accused of physically threatening a referee, following a match between Penrith Juniors and St Patricks in 2015. His brother, David, was also accused of swearing at the referee, telling the official 'you're a f***ing disgrace mate.'
