Man who plotted to evade $3.5m in car taxes jailed, fined

A man involved in a scheme to under-declare to Singapore Customs the import values of vehicles, resulting in $3.5 million in excise duties and GST evaded, has been dealt with.
On July 8, Eric Tan Zhi Hao, 32, was sentenced to two years and four months' jail, and fined $4,194,000.
If Tan does not pay his fine, he will have to serve an additional 44 months in jail.
Tan had earlier pleaded guilty to fraudulently evading excise duties and GST, laundering benefits from criminal conduct and obstructing the course of justice.
Investigations revealed that since October 2022, Tan had conspired with three others to under-declare the value of motor vehicles imported by a company called Lightspeed Performance, which was a parallel importer of vehicles.
Under this scheme, Tan used his company, Eagle 9 Automotive, as an intermediary to receive money from car retailers that purchased motor vehicles imported by Lightspeed into Singapore.
Lightspeed would then bill Eagle 9 a partial amount of the actual value of the imported vehicles.
To make up the shortfall in the actual value of the imported vehicles, Eagle 9 would make separate transfers under the guise of "warranty payments" to two overseas companies owned by another man, also said to have had a role in the scheme.
As a result, Lightspeed submitted incorrect declarations to Singapore Customs in relation to the import of 485 vehicles, and evaded excise duty and GST totalling $3,532,170.48.
Of the 485 vehicles imported into Singapore under this scheme, Eagle 9 was used in the under-declaration of 190 cars, resulting in excise duty and GST of over $1 million being evaded.
After the director of Lightspeed was arrested in May 2023, Tan and others involved in this affair deleted the messages they had sent in a WhatsApp group chat used to facilitate the execution of this scheme to avoid being incriminated should they be brought in.
Tan also threw away his mobile phone which had evidence of his participation in the scheme, thus obstructing the course of justice.
The cases of three others accused of being involved in the affair are still before the courts.
Those involved in fraudulently evading any duty or GST on imported goods can be fined up to 20 times the amount of tax evaded, jailed for up to two years, or both.

The Immigration & Checkpoints Authority (ICA) thwarted an attempt to smuggle duty-unpaid cigarettes through Woodlands Checkpoint on Wednesday (June 23). In a Facebook post on Friday (July 25), it said that officers had directed the Malaysia-registered vehicle for enhanced checks and discovered over 500 packets concealed in various components. Photos uploaded by ICA show the duty-unpaid cigarettes wrapped in black hidden within the body of the motorcycle. The case has been referred to the Singapore Customs for further investigation. In May, four Indonesian nationals aged between 28 and 50 were arrested for illegally entering Singapore by sea on a small craft carrying 2,700 packets of assorted duty-unpaid cigarettes. They were charged for unlawful entry into Singapore, which carries a maximum penalty of six months in prison and at least three strokes of the cane. Under the Customs Act and the GST Act, offenders can be fined up to 40 times the amount of duty and GST evaded and/or jailed for up to six years for dealing with duty-unpaid goods. [BENGALURU] Intel is planning to separate its networking and communications unit into a stand-alone company and has begun the process of identifying investors, the chipmaker said on Friday (Jul 25), as new CEO Tan Lip-Bu looks to streamline its operations. Tan's plan to rejuvenate the once-iconic chipmaker focuses on shedding non-core assets and reducing expenses by scaling back major investments and cutting workforce numbers. Reuters reported in May that Intel was considering divesting its network and edge businesses, previously called NEX in its financial reports. 'Like Altera, we will remain an anchor investor enabling us to benefit from future upside as we position the business for future growth,' the company said. In April, Intel agreed to sell a majority stake in its Altera programmable chip business to buyout firm Silver Lake at a valuation of about US$8.75 billion, or nearly half of what it had paid for the business in 2015. Tan has been given the challenge of revitalising the chipmaker after years of missteps and high-capital manufacturing strategies led to growing losses, all while the company grapples with establishing a foothold in the burgeoning artificial intelligence market. Intel's shares were down 9 per cent on Friday after the chipmaker warned of exiting chip manufacturing if it failed to secure a major customer. It also reported a surprise second-quarter adjusted loss and forecast a bigger-than-expected loss in the third quarter. In the latest first quarter, Intel made NEX a part of its data centre and PC group and does not report its results as a separate segment. [NEW YORK] Intel shares sank 8 per cent on Friday (Jul 25) after the company warned of exiting chip manufacturing if it fails to secure a major customer, a potentially drastic move by the new CEO to cut spending and revive the struggling American icon. Tan Lip-Bu said on Thursday he would further shrink Intel's workforce, halt work on two plants in Europe and slow another in Ohio, binning his ousted predecessor's strategy that relied on building costly facilities to restore its manufacturing edge. The plan for such extreme measures follows a surprise second-quarter adjusted loss and a forecast for a bigger-than-expected loss in the third quarter. The weakening financials pointed to more trouble for Intel after years of mismanagement eroded its PC and datacentre market share and left it with almost no presence in the AI market. The disclosures 'revive long-unanswered questions on the chances of success for its foundry business the path forward is if Intel does not develop leading edge manufacturing capability,' TD Cowen analyst Joshua Buchalter said. The move could put US$100 billion in assets at risk and deepen its dependence on rival TSMC, adding strain to margins already running at about half their historical highs. 'Intel Foundry is a big story and currently people are questioning how successful 18A is. A failure in 18A will be a broken story,' said Hendi Susanto, portfolio manager at Gabelli Funds. Intel was set to lose nearly US$8 billion in market value, if current losses hold. Its current valuation of around US$100 billion is less than half of Advanced Micro Devices' more than US$260 billion. The stock has lagged far behind rivals this year, rising 12.8 per cent compared with AI darling Nvidia's 30 per cent gain and AMD's 34 per cent. Intel trades at a 12-month forward price-to-earnings ratio of 42.55 versus 33.90 for Nvidia and 32.12 for AMD.
