Power struggle at VMI: Governor, lawmakers clash over Black superintendent's future

A political firestorm has erupted over the future of the Virginia Military Institute's first Black superintendent, Ret. Maj. General Cedric Wins, with accusations flying that lawmakers attempted to strong-arm the school's governing board.
But an effort to investigate one legislator has run into resistance from Virginia Senate leaders, who argue that if lawmakers are scrutinized for meddling in higher education, then Gov. Glenn Youngkin should be, too.
Virginia Senate Majority Leader Scott Surovell, D-Fairfax, signaled before the end of this year's regular legislative session that it is unlikely his colleagues will launch an ethics investigation against Sen. Jennifer Carroll Foy, D-Prince William, over allegations that she pressured the VMI Board of Visitors regarding Wins' contract.
The request for the investigation came from U.S. Rep. Ben Cline, R-Botetourt, who accused Carroll Foy of attempting to sway the board's decision on whether to extend Wins' tenure.
Surovell dismissed the push for an inquiry, saying it would be hypocritical to investigate Carroll Foy while ignoring Youngkin's influence over university and college boards he has appointed. The VMI board has 11 Youngkin appointees out of 15 total members.
'If that's a problem, then I think we also ought to investigate the governor because he does this kind of stuff every day,' Surovell told The Mercury. 'The governor has been trying to influence our universities through his board picks and through the budget process for the last three years. If the insinuation is that the General Assembly does not have the right to express its views on the current or future leadership or anniversaries, that's preposterous.'
Cline's call for an ethics probe stems from a Feb. 18 letter he sent to the clerks of the House and Senate, alleging that Carroll Foy and other legislators attempted to 'pressure' the VMI's board into approving a long-term contract for Wins. The congressman claimed that some members hinted at legislative retaliation if the board did not comply.
Carroll Foy, a VMI graduate, forcefully denied the accusations, arguing that she never spoke with other members or issued any threats. Instead, she claims that John Adams, the board president, contacted her to discuss VMI's affairs, including concerns about resistance to having a Black superintendent.
Board members should be solely focused on fulfilling VMI's mission to 'educate and train citizen soldiers who will be the future leaders of battalions and boardrooms,' Carroll Foy said.
Cline's letter also cited an alleged conversation in which Carroll Foy reportedly told an unnamed board member that the General Assembly's leadership, which is majority Black, could jeopardize funding for VMI if Wins did not receive a four-year contract extension.
'I am just trying to help VMI. Cedric is African American. The leadership of the General Assembly is African American. Your board appointments and budget amendments are in peril. You can fix this by giving Cedric a four-year contract extension,' Cline, in his letter, quoted the board member as saying.
Carroll Foy pushed back against the allegations, arguing that her conversations with Adams had been 'mischaracterized.' She claimed that Adams, a partner with McGuireWoods Consulting, repeatedly told her the board 'no longer' wanted a Black superintendent after Wins first took the helm.
With Wins' employment publicly questioned, Youngkin's office has signaled its trust in the board's decision-making. Christian Martinez, a spokesman for the governor, said in a statement, 'The governor appointed experienced and strong members to the Board of Visitors, all deeply committed to VMI and its mission. He has full confidence the board will act in the best interests of the institute and the commonwealth.'
When Wins was tapped as VMI's first Black superintendent in the institution's history dating back to 1839, he stepped into a role shaded by controversy. His appointment followed the resignation of Ret. Gen. J.H. Binford Peay III, who stepped down amid claims of racism within the institution, as first reported by the Washington Post.
Just months later, a state-commissioned report confirmed that deep-seated racial and gender disparities persisted at VMI.
The investigation, conducted by the consulting firm Barnes & Thornburg at the request of then-Gov. Ralph Northam and state lawmakers and tasked to 'investigate the culture, policies, practices, and traditions' at VMI, found that the institute's culture created 'barriers to addressing and solving' race and gender problems.
'Following the developments of 2020 and the arrival of MG Cedric Wins, VMI has taken incremental steps towards a more diverse, inclusive VMI, and it has outlined plans to address the existing culture,' the report stated. 'However, many in the VMI community, including senior leaders, perceive no issues or reasons to change.'
Now, as Wins' contract hangs in the balance, some alumni are voicing concerns about both the institution's future and the political forces at play.
Shah Rahman, a VMI graduate, said he worries about how the governor's influence over the board — where a majority of members are Youngkin appointees that could shape Wins' fate, particularly given the broader political climate surrounding race and diversity.
Among those appointees is Thomas Gottwald, chairman and CEO of the chemical manufacturing company NewMarket Corporation. A major political donor, Gottwald has contributed over $500,000 to Youngkin's campaign and affiliated groups, including Spirit of VMI PAC, a political action committee composed of alumni, parents and students. The PAC, where Gottwald is the top donor, has been vocal in its opposition to diversity, equity, and inclusion initiatives, urging supporters to 'reject the woke assault on VMI.'
In 2022, some critics also challenged the superintendent for his efforts to implement diversity, equity and inclusion reforms and requesting $6.1 million from the state to expand Title IX and diversity offices.
Rahman said he believes lingering resentment over Peay's departure is also fueling efforts to oust Wins.
'To [potentially] remove this gentleman before he has had a chance to fully see the institution's strategic plan that he was instrumental in putting together … just because they want their vengeance, it couldn't be worse for the future of the institute,' Rahman said to The Mercury.
As Cline circulated his letter calling for an ethics investigation into Carrol Foy, state lawmakers were in the midst of weighing Youngkin's nominees for boards across Virginia — including appointments to VMI's Board of Visitors — and reviewing funding requests for the military college.
In a move that escalated tensions, Senate Democrats blocked nine of Youngkin's appointees, including two VMI Board of Visitors nominees, Quintin Elliott and John Clifford Foster. They also excluded funding to VMI's proposed Center for Leadership and Ethics facility — a decision Youngkin viewed as an attempt to pressure the board into extending Wins' contract, according to the Richmond-Times Dispatch.
Democrats rejected that claim, arguing that the project was cut simply because the state could not afford it in this year's capital budget.
Despite the funding exclusion, lawmakers approved more than $1.2 million for VMI requests. The budget allocates one-time funds for the Unique Military Activities (UMA) to improve and enhance campus facilities, including purchasing new laundry equipment, expanding the female ward in the infirmary, and outfitting the VMI Regimental Band with new instruments.
On the removal of Youngkin's nominees, Carroll Foy pointed to remarks from Sen. Adam Ebbin, D-Alexandria, who said that Senate Democrats found the candidates 'inconsistent with the expectations, goals and values we had for the work of those boards.'
The concerns over Wins's job security at VMI have intensified in the wake of another high-profile shakeup involving a Black military leader. On Friday, President Donald Trump fired Air Force Gen. C.Q. Brown from his role as chairman of the Joint Chiefs of Staff, a move that sent shockwaves through military and political circles.
Since taking office last month, Trump and his administration have aggressively dismantled diversity, equity and inclusion initiatives, labeling them as 'discrimination' and vowing to restore 'merit-based' hiring.
In Virginia, Youngkin's administration has taken a similar stance. His office rebranded the state's Office of Diversity, Equity and Inclusion as the Office of Diversity, Opportunity and Inclusion. In 2023, the governor's chief diversity officer, Martin Brown, made headlines after remarking that 'DEI is dead' while speaking at a VMI event.
Democrats have pushed back against Youngkin's approach, arguing that his administration is failing to uphold state law on diversity policies. Surovell and House Speaker Don Scott, D-Portsmouth, have sought legal clarification from the attorney general and attempted to address the issue through budget proposals — so far, with little success.
'The superintendent has done everything that the previous Board of Visitors requested of him, and that the General Assembly expects, which is to put the institute first, and for his vision and values to align with the needs, to ensure that VMI is one of the top military colleges in the country,' Carroll Foy said, 'And for his effort, now you have a few, well-funded VMI alum who now seek to destroy him.
VMI officials have remained silent on the uncertainty surrounding Wins' future. A spokeswoman for the institute said both Wins and Adams were unavailable for comment regarding his employment status.
Board members are not expected to announce any decision until action is taken. The board's next scheduled meeting is May 1-3, but a special session could be convened sooner. The board president, the superintendent, a majority of the executive committee, or most board members can call a special meeting if necessary.

From tech podcasts to policy: President Donald Trump's new AI plan leans heavily on Silicon Valley industry ideas

An artificial intelligence agenda that started coalescing on the podcasts of Silicon Valley billionaires is now being forged into U.S. policy as President Donald Trump leans on the ideas of the tech figures who backed his election campaign. Trump on Wednesday is planning to reveal an 'AI Action Plan' he ordered after returning to the White House in January. He gave his tech advisers six months to come up with new AI policies after revoking President Joe Biden's signature AI guardrails on his first day in office. The unveiling is co-hosted by the bipartisan Hill and Valley Forum and the All-In Podcast, a business and technology show hosted by four tech investors and entrepreneurs who include Trump's AI czar, David Sacks. The plan and related executive orders are expected to include some familiar tech lobby pitches. That includes accelerating the sale of AI technology abroad and making it easier to construct the energy-hungry data center buildings that are needed to form and run AI products, according to a person briefed on Wednesday's event who was not authorized to speak publicly and spoke on condition of anonymity. It might also include some of the AI culture war preoccupations of the circle of venture capitalists who endorsed Trump last year. Countering the liberal bias they see in AI chatbots such as ChatGPT or Google's Gemini has long been a rallying point for the tech industry's loudest Trump backers. Sacks, a former PayPal executive and now Trump's top AI adviser, has been criticizing 'woke AI' for more than a year, fueled by Google's February 2024 rollout of an AI image generator that, when asked to show an American Founding Father, created pictures of Black, Asian and Native American men. 'The AI's incapable of giving you accurate answers because it's been so programmed with diversity and inclusion,' Sacks said at the time. Google quickly fixed its tool, but the 'Black George Washington' moment remained a parable for the problem of AI's perceived political bias, taken up by X owner Elon Musk, venture capitalist Marc Andreessen, Vice President JD Vance and Republican lawmakers. The administration's latest push against 'woke AI' comes a week after the Pentagon announced new $200 million contracts with four leading AI companies, including Google, to address 'critical national security challenges.' Also receiving one of the contracts was Musk's xAI, which has been pitched as an alternative to 'woke AI' companies. The company has faced its own challenges: Earlier this month, xAI had to scramble to remove posts made by its Grok chatbot that made antisemitic comments and praised Adolf Hitler. Trump has paired AI's need for huge amounts of electricity with his own push to tap into U.S. energy sources, including gas, coal and nuclear. 'Everything we aspire to and hope for means the demand and supply of energy in America has to go up,' said Michael Kratsios, the director of the White House's Office of Science and Technology Policy, in a video posted Tuesday. Many tech giants are already well on their way toward building new data centers in the U.S. and around the world. OpenAI announced this week that it has switched on the first phase of a massive data center complex in Abilene, Texas, part of an Oracle-backed project known as Stargate that Trump promoted earlier this year. Amazon, Microsoft, Meta and xAI also have major projects underway. The tech industry has pushed for easier permitting rules to get their computing facilities connected to power, but the AI building boom has also contributed to spiking demand for fossil fuel production that will contribute to global warming. United Nations Secretary-General Antonio Guterres on Tuesday called on the world's major tech firms to power data centers completely with renewables by 2030. 'A typical AI data center eats up as much electricity as 100,000 homes,' Guterres said. 'By 2030, data centers could consume as much electricity as all of Japan does today.' It's long been White House policy under Republican and Democratic administrations to curtail certain technology exports to China and other adversaries on national security grounds. But much of the tech industry argued that Biden went too far at the end of his term in trying to restrict the exports of specialized AI computer chips to more than 100 other countries, including close allies. Part of the Biden administration's motivation was to stop China from acquiring coveted AI chips in third-party locations such as Southeast Asia or the Middle East, but critics said the measures would end up encouraging more countries to turn to China's fast-growing AI industry instead of the U.S. as their technology supplier. It remains to be seen how the Trump administration aims to accelerate the export of U.S.-made AI technologies while countering China's AI ambitions. California chipmakers Nvidia and AMD both announced last week that they won approval from the Trump administration to sell to China some of their advanced computer chips used to develop artificial intelligence. AMD CEO Lisa Su is among the guests planning to attend Trump's event Wednesday. There are sharp debates on how to regulate AI, even among the influential venture capitalists who have been debating it on their favorite medium: the podcast. While some Trump backers, particularly Andreessen, have advocated an 'accelerationist' approach that aims to speed up AI advancement with minimal regulation, Sacks has described himself as taking a middle road of techno-realism. 'Technology is going to happen. Trying to stop it is like ordering the tides to stop. If we don't do it, somebody else will,' Sacks said on the All-In podcast. On Tuesday, 95 groups including labor unions, parent groups, environmental justice organizations and privacy advocates signed a resolution opposing Trump's embrace of industry-driven AI policy and calling for a 'People's AI Action Plan' that would 'deliver first and foremost for the American people.' Amba Kak, co-executive director of the AI Now Institute, which helped lead the effort, said the coalition expects Trump's plan to come 'straight from Big Tech's mouth.' 'Every time we say, 'What about our jobs, our air, water, our children?' they're going to say, 'But what about China?'' she said in a call with reporters Tuesday. She said Americans should reject the White House's argument that the industry is overregulated and fight to preserve 'baseline protections for the public' as AI technology advances.

Instead of focusing on the names of professional sports teams, maybe Trump should focus on releasing the Epstein files and lowering egg prices, as he promised. Help me out, Wisconsin. Please, no one tell President Donald Trump that Milwaukee used to have an MLB team called the Braves or that Marquette University used to be known as the Warriors. I don't want to jump into the way-back machine. You might have heard Trump is urging the Washington Commanders and the Cleveland Guardians to revert to their former team names, which included derogatory terms based on racist caricatures. He even suggested that if the Commanders did not change their name back, he would obstruct the NFL team's efforts to build a new $3.7 billion football stadium in Washington, DC. This stance is part of Trump's agenda to "Make America Great Again," even if it offends Native Americans who have criticized the previous names and images for decades. This can be seen as his latest attempt at what he believes is patriotism. I'm afraid he wants to take America so far back to a time when there was separate water fountains for Black and White people. Trump claims Native Americans 'want this to happen' In a July 20 post on his social media platform Truth Social, Trump claimed that Native Americans want the names reverted. "There is a big clamoring for this," wrote Trump. "Our great Indian people, in massive numbers, want this to happen. Their heritage and prestige is systematically being taken away from them. Times are different now than they were three or four years ago." I'm uncertain how many Native Americans Trump consulted to conclude that "massive numbers" want the name changed back. Even if that were true – which I doubt – it raises the question of why they would like the name to be reverted in the first place. Should they? | Opinion Forum Following George Floyd's killing by a Minneapolis police officer, there was a renewed effort to remove Confederate statues seen as symbols of slavery and racism and to eliminate racist sports team names. By the end of 2020, nearly 100 Confederate monuments had been taken down, according to the Southern Poverty Law Center. Efforts begun in the Biden administration to rename offensive and derogatory place names – including many in Wisconsin – were halted by Trump-appointed Interior Secretary Doug Burgum. The Washington football team rebranded as the Commanders in 2022 following the controversy surrounding their original name. Similarly, the Cleveland baseball team changed their name to the Guardians in 2021 after going by their original name since 1915. Neither Washington nor Cleveland appears willing to cave to pressure to revert to names they used in the past simply to appease Trump, and they should firmly stand by this decision. Furthermore, if Trump interferes with the Commanders' efforts to secure a new stadium, the NFL should consider legal action. This could prevent Trump from targeting other teams in similar ways. What would stop him from pushing teams to return to leather helmets or reinstating outdated rules intended to protect players? Milwaukee Brewers, Marquette Golden Eagles changed names Imagine what will happen if Trump discovers Milwaukee's past? Before moving to Atlanta in 1966, the MLB franchise used a logo with a laughing Native American with a mohawk and feather. What about my alma mater, Marquette University? Will he pressure the school to change from the Golden Eagles back to 'the Warriors,' which in 1961-71 featured Willie Wampum, a Native American with a giant cartoonish head and Indigenous clothing? I must admit that I had a hard time adjusting to the name changes for Washington and Cleveland. The team change for the nation's capital was especially difficult for me because, as a football historian, I remember the great battles between the Washington (derogatory name) and the Green Bay Packers. Do you remember the 1983 football game between Washington and Green Bay at Lambeau Field, which became the second-highest scoring game in Monday Night Football history? Washington's quarterback, Joe Theismann, and the Packers' quarterback, Lynn Dickey, combined to throw for nearly 800 yards. The Packers won the game 48-47 with a field goal by Jan Stenerud. Opinion: Trump bans AP and words he doesn't like. 'Free speech' was never about the First Amendment. This game quickly made the Washington team my second favorite. Although its logo featured an image of Blackfeet Chief Two Guns White Calf, I didn't find anything wrong with the depiction of the Native American with a red face. For years, I hadn't fully understood the significance and racial implications of the derogatory name and imagery associated. That changed after a conversation with one of my former editors, Ricardo Pimentel. He posed a thought-provoking question: "James, what if the Washington team was called the Washington N-words?" While no one would ever take it that far, his words made me rethink and recognize the impact of such imagery. This is something that Trump should consider before interfering with professional sports. Instead, he might want to focus on delivering on promises he made to the American people, you know about releasing the Jeffrey Epstein case files and lowering egg prices. James E. Groups that support LGBTQ+ individuals brace for funding cuts that could affect HIV care, prevention

Chicago-area groups that support LGBTQ+ individuals are navigating an uncertain landscape while bracing for federal funding cuts that could affect HIV care and prevention. Cuts outlined in President Donald Trump's proposed 2026 budget mean some groups stand to lose federal funds that support medical services like testing and HIV treatment, as well as nonmedical patient supports such as housing and food subsidies. Research money that goes toward drug development is also on the chopping block. Advocates say that because the virus disproportionately affects transgender, Black and Latino individuals — and prevention efforts have been focused on those communities — HIV funding has taken a hit as diversity, equity and inclusion programs are rolled back. 'When we allocate funds to prioritize the needs of this community, it's a community that has been impacted by health disparities since before we've been counted by the census,' said Terra Campbell, associate director of community relations at LGBTQ+ health care provider Howard Brown Health. 'It's not special treatment. It's investment in the needs of your neighbor and the community.' The Midwest AIDS Training and Education Center's funding will be cut completely in the current budget proposal for fiscal year 2026. It provides training and support for health care professionals working in HIV prevention, care and treatment. Shanett Jones, Illinois program director, estimates the center trains more than 4,000 providers every year. The center receives funding under the Ryan White HIV/AIDS program, the largest federal program for HIV in America. The 2026 budget proposal eliminates the part of the Ryan White program that establishes and funds all AIDS education and training centers across the United States. 'If we do lose this funding, we risk having a less prepared workforce, which leads to delayed diagnosis of people living with HIV,' Jones said. 'This is an infrastructure that, once it's dismantled, it does not come back easily — you can't win the race by slashing the engine.' AIDS Foundation Chicago gets more than 80% of its funding from federal sources. Alongside advocacy work, the foundation provides support services for people living with HIV, including testing and prevention resources, education, housing and health insurance. In 2024, the foundation served more than 8,000 people in the Chicago area. Timothy Jackson, senior director of policy, said the foundation is currently planning for a projected loss of 40% of those funds in the president's 2026 budget request. AIDS Foundation Chicago is partially funded by both Ryan White and the Centers for Disease Control and Prevention. According to KFF, a nonprofit health policy research organization, the proposed budget cuts all of the CDC's HIV prevention funds. The foundation also receives funding through the Housing Opportunities for Persons with AIDS program, which will also be eliminated in the proposed 2026 budget. These nonmedical services are essential for reducing HIV in Chicago, Jackson said. 'We have to look at all of the other things that make HIV possible, or make the transmission of HIV possible. So that's when we talk about housing, that's when we talk about harm reduction. That's why we talk about transportation and food access and all of these other different things,' he said. AIDS Foundation Chicago filed a lawsuit in February along with two other nonprofits challenging executive orders that sought to end 'diversity, equity, inclusion, and accessibility' programs and equity-related grants and contracts. 'Our mission is rooted in ending HIV and homelessness in the communities that are most impacted. And it is very difficult to do that when you are not leading with equity,' Jackson said. These organizations' work has already been affected by the National Institutes of Health funding pause earlier this year, and will continue to be affected by cuts to research funding in the planned budget. Jackson said the recent success of the twice-annual HIV prevention shot, lenacapavir, would not have been possible without NIH and CDC funding. 'This administration does not value science. We see that play out over the huge cuts at the CDC, the National Institutes of Health, which all impact HIV and the work around new HIV treatment and prevention modalities,' Jackson said. Even groups that are not largely reliant on federal funding are experiencing the strain of an uncertain economic future. Chris Balthazar, executive director of TaskForce Prevention and Community Services, a health and wellness group serving LGBTQ+ youth in Chicago, says many of his organization's partners are only signing contracts for quarterly periods, instead of their usual 12-month periods, in case funding disappears. These partners are how TaskForce provides many of its services, which include legal and housing aid, HIV and other STD testing, and connecting patients to medical care. 'Imagine what the impact of that is on the ground. How do you sustain a job on a grant that you don't even have a full 12-month contract for?' he said. Additionally, Balthazar explained that while state funding is not being cut as explicitly as federal funding, it is still expected to decline. The federal government partially funds the Illinois and Chicago Departments of Public Health, which then give grants to groups like TaskForce. Since the health departments don't know what sort of funding to expect in the next year, they aren't able to commit to the same grants they have in years previous. 'So much of the state budget comes from the federal budget. And I think that it's scary that, unfortunately, if this continues and nothing is undone, we're going to see major cuts, and we're going to see more and more people who are on the margins of the margins be even more drastically devastated by this,' he said. Both Jackson and Jones said that the most important thing anyone can do for HIV care and prevention in Chicago right now is to call their representatives and express support for continued HIV funding. 'It's reassuring that we have people who are still engaged, who are still advocating, who are still hoping. And when I go and I talk to community groups, I tell them, we can't go back to the '80s,' Jackson said. 'We're going to do what we have always done in 40-plus years of the epidemic: rely on community to get us through.'
