LiFT Africa: turning strategy into delivery

Africa's challenge today is not a lack of priorities—it is a lack of performance. Projects take too long. Approvals stall. Coordination fails to translate into integration. My vision is not about continuity for its own sake—it is about correcting what doesn't work, and scaling what does.

The African Development Bank has no shortage of vision.
Its Ten-Year Strategy (2023–2032) sets a clear path for building sustainable, inclusive, and green economies across the continent.
But strategy, on its own, is not enough. Impact depends on implementation. What matters now is not what the Bank intends—but what it delivers.
This is where my LiFT Africa strategy comes in.
It is not a break from the Bank's purpose—it is the engine to realize it. A shift in mindset.
A platform for measurable results, faster execution, and deeper institutional discipline. Designed not to replace the Ten-Year Strategy, but to bring it to life—at scale.
Africa's challenge today is not a lack of priorities—it is a lack of performance. Projects take too long. Approvals stall. Coordination fails to translate into integration. My vision is not about continuity for its own sake—it is about correcting what doesn't work, and scaling what does.
Large-scale, integrated infrastructure is central to the Bank's long-term vision—and to LiFT Africa. But delivering it requires more than investment.
It demands execution systems that connect regional plans to project pipelines, public budgets to private capital, and long-term priorities to local delivery.
That means regional coordination platforms, simplified investment frameworks, and project delivery units that push past bottlenecks in real time.
Financial innovation must now scale.
During my tenure as Chief Financial Officer and Senior Vice President, I led the design and introduction of hybrid capital instruments to stretch the Bank's balance sheet and crowd in private investment.
Alongside co-financing platforms and blended tools like the Africa Investment Forum, these innovations demonstrated how development finance can be more catalytic.
But pilot projects alone will not close Africa's $100 billion infrastructure gap. We must take these innovations from boutique to mainstream—crowding in capital at volume, with disciplined preparation, risk governance, and delivery assurance.
Most critically, the Bank itself must transform. A high-performing AfDB must be faster, more accountable, and digitally enabled.
LiFT will halve approval timelines, embed real-time tracking across projects, and build a culture where delivery is the metric that matters. Development is not about intention—it is about execution. Either the road is built, or it is not. Either the lights stay on, or they do not.
The Ten-Year Strategy lays out the vision. LiFT Africa is how we operationalize it. From climate resilience and gender inclusion to food systems and regional value chains, the Bank's ambitions are clear. LiFT is how we meet them—not in PowerPoints, but in projects.
That also means delivering on the African Continental Free Trade Area—through corridors that connect, ports that move, and policies that align. And it means aligning with Agenda 2063 by making long-term transformation bankable, investable, and visible.
Africa doesn't need another strategy. It needs performance. LiFT Africa is that performance engine—anchored in delivery, fueled by trust, and designed to make this decade one of visible progress.
Under my leadership, the African Development Bank will be measured not by what it proposes, but by what it builds.

SA Reserve Bank governor Lesetja Kganyago announced a 25 basis points cut to the repo rate on Thursday, adding that the monetary policy committee (MPC) would start aiming for the lowest rung of its target band for inflation. Kganyago said with inflationary pressures, including tariffs globally, food price inflation has risen while fuel price inflation is falling at a slower rate, with inflation expected to average 3.3% for the rest of the year. The risks to the outlook appeared to be balanced. 'The MPC has decided to reduce the policy rate by 25 basis points to 7% with effect from August 1. The decision was unanimous. At our previous meeting we considered a scenario with a 3% inflation objective. We did this based on analysis that our existing 3% to 6% target is too high and too wide and should be reformed.' The decision comes a week after Stats SA announced CPI ticked upward slightly from 2.8% to 3%. After announcing the rate cut, Kganyago said the MPC also agreed to zero in on the lowest point of the target band. He stressed that the inflation target remained at 3% to 6% and the work of the Reserve Bank and the National Treasury through the government technical advisory committee investigating a tighter inflation target was continuing. 'The MPC now prefers inflation to settle at 3%. We welcome the recent moderation in inflation expectations and would like to see expectations fall further. 'This would expand policy space and make our framework more robust to shocks. We will use forecasts with a 3% inflation anchor at future meetings. The Bank will also continue working with the National Treasury to complete target reform and achieve permanently low inflation.' He said the US has initiated trade negotiations with other countries and many countries have not yet secured trade deals with the largest economy in the world. While oil prices were elevated, monetary policy demonstrated resilience. The repo rate announcement also comes the day after US Federal Reserve chair Jerome Powell announced the rate in that country will remain the same despite explicit pressure from US President Donald Trump to cut rates. Today's announcement that the Reserve Bank has decided to cut the repo rate by another 25bps to 7.00% (from 7.25%), and the prime rate to 10.50% (from 10.75% ) is welcome news for the economy and property market, says Samuel Seeff, chairperson of the Seeff Property Group. This is the third interest rate cut this year (fifth since September last year). Seeff says it is the correct decision given that inflation (at 3% for May) is below the Bank's target range, and the currency has been stable, trading at times below R18/USD. While this cut brings welcome relief for consumers by reducing borrowing costs and putting more money back into their pockets to spend in the economy, Seeff says it is still not enough. More needs to be done to really give the economy the rocket boost that it needs. Nonetheless, the rate cut will make home loans more affordable, and property buyers will find it slightly easier to qualify, thus opening more doors to homeownership. The total rate cuts since September mean that the interest rate will now be 1.25% lower compared to last year. The repayment on a bond of R1m (over 20-years) will therefore now be reduced by around R853 per month. We would therefore certainly encourage buyers to take advantage of the opportunities in the market, Seeff says further. Higher demand and improved house price appreciation at around 3.7% nationally (topping inflation for the first time in two years) also provides incentive for sellers, especially since many areas are in need of more property listings. While the rate cuts have been well received, Seeff says the economy and property market have not yet felt any notable impact from the rate cuts. The first quarter GDP growth was disappointing. After an initial surge, the overall property transaction volumes for the first half of this year are about 16% below the same time last year. Bolder rate cuts are needed. Since the interest rate (even after the latest cut) is still higher compared to January 2020 before the onset of the Covid-pandemic, we continue to urge the Bank to step up with more cuts now while inflation is contained, and the currency stable.
