DPWH admits lack of monitoring on 'inserted' flood control projects
DPWH Secretary Manuel 'Manny' Bonoan said the agency is seeing some of the projects for the first time only after they appear in the final version of the General Appropriations Act (GAA).
'That will be the first time we will be seeing ang mga projects na ito kapag nailagay na po sa General Appropriations Act,' Bonoan said in a Super Radyo dzBB interview.
(That's the first time we see these projects—when they're already in the final national budget.)
'Wala po [monitoring] because we are not part of the bicameral conference committee,' he added.
(There's no monitoring, because we're not part of the bicameral committee.)
Despite this, the DPWH is still expected to implement these projects—often with delays, due to the lack of prior validation, feasibility studies, or engineering assessments.
'Kami na rin po mag-iimplement (we will be the ones to implement) pero it will take some time to do assessments and validations,' Bonoan said.
From 2023 to 2025, the DPWH received around P980.25 billion in funding for flood control—an average of P326.75 billion per year, based on data from GMA Integrated News Research.
During his fourth State of the Nation Address, President Ferdinand Marcos Jr. ordered the DPWH to submit a full list of all completed and ongoing flood control projects. The directive aims to identify delays, assess performance, and flag any possible ghost projects.
'I have ordered a comprehensive audit of all the projects that have been completed or are being implemented right now,' Bonoan said.
The department will also submit each project's current status, including those still under construction and those that remain inactive.
Insertions bypass DPWH checks
The DPWH clarified that only projects included in the executive's National Expenditure Program (NEP) go through its regular validation process. Many flood control projects, however, are inserted into the national budget by lawmakers during bicameral deliberations—without DPWH involvement.
'Yung mga new items na hindi dumaan sa amin initially sa pagba-validate,' Bonoan said.

He added the last-minute insertions often cause delays, especially when they involve right-of-way issues or affect existing communities. The lack of preparation and reduced funding for engineering work further slow down implementation.
'Ang mga budget po namin (Our budget) for project preparations and engineering activities have been drastically deleted,' he said.
Last December, Marcos vetoed P16.72 billion worth of DPWH flood control items in the 2025 national budget. He emphasized that only projects included in the NEP will be supported moving forward.
This aligns with long-standing concerns from watchdog groups and auditors, who flagged delays in several high-profile, foreign-assisted flood mitigation efforts in recent years—including projects in Metro Manila, Cavite, and Cagayan de Oro.
While the DPWH uses a project monitoring application to track officially vetted projects, Bonoan acknowledged that the same level of oversight does not exist for inserted items. —AOL, GMA Integrated News

Tito Sotto files bill proposing creation of Presidential Drug Enforcement Authority
Senate Minority Leader Vicente 'Tito' Sotto III has filed a measure proposing the creation of the Presidential Drug Enforcement Authority to strengthen the government's response against illegal narcotics and drug abuse. The proposed measure, the Presidential Drug Enforcement Authority Act, aims to amend Republic Act (RA) 9165 or the Comprehensive Dangerous Drugs Act of 2002. 'The law, as presently formulated, needs retrofitting, so to speak, like any structure or machine in constant use for 23 years now,' Sotto said in a statement Sunday. 'Supervision of enforcement activities is desirable to map out policies for more effective anti-illegal drugs campaigns,' he added. The bill seeks to dissolve the Philippine Drug Enforcement Agency (PDEA) and the Dangerous Drugs Board (DDB). Under the Presidential Drug Enforcement Authority, five bureaus will be formed: 1. Anti-Drug Enforcement 2. Anti-Drug Prosecution 3. Anti-Drug Prevention 4. Anti-Drug Rehabilitation 5. Anti-Drug Policy Formulation, Guidelines and Procedure The bill stated the existing powers of the PDEA on anti-drug enforcement will be exercised by the Philippine National Police Anti-Illegal Drugs Special Operation Task Force, the National Bureau of Investigation Anti-Illegal Drugs Task Force, the Bureau of Customs Task Group/Force in Dangerous Drugs and Controlled Chemicals, and the Narcotics Units of the Armed Forces of the Philippines, and their similar units. The proposed Presidential Drug Enforcement Authority will be under the Office of the President. Its secretary will be appointed by the President and will be responsible for the general administration and management of the agency. Bonoan urged to take leave of absence amid probe on DPWH flood projects
Bacolod Lone District Representative Albee Benitez called on Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan to take a leave of absence amid an investigation into "failed" flooding projects. "Out of delicadeza, and to help preserve the integrity of any inquiry, I respectfully urge the DPWH Secretary to take a leave of absence while the investigation is ongoing," Benitez said in a statement, according to a 24 Oras Weekend report by Nico Waje on Saturday. In response, Bonoan said he is ready to take on a leave of absence. 'Okay lang. If it is necessary, bakit hindi po? (It's okay. If it is necessary, why not?),' Bonoan said. Bonoan also responded to Manila Mayor Isko Moreno's comment that flood control projects should be turned over to local government units. 'If they have the resources, bakit hindi? I think talaga naman dapat tulong-tulong lang po ng local government, (Why not? I think local government units should also help),' he said. Probe Meanwhile, House Committee on Public Accounts Chairman Terry Ridon said they are already preparing a probe on the sloppy flood control projects. 'As soon as we organize po 'yung House Public Accounts Committee, magkakaroon na po ito ng pagdinig sa mga lahat ng infrastructure projects including flood control and drainage projects sa ating bansa,' Ridon said. Palace says Congress' power of purse should not be abused

Congress's power of the purse should not be abused, Malacañang said on Friday, adding that President Ferdinand "Bongbong" Marcos Jr. didn't want congressional insertions that will not benefit the public included in the proposed general appropriations law. Claire Castro made the remark when asked to react to President Francis "Chiz" Escudero, who stated that the executive branch's National Expenditure Program was subject to changes during the budget process in Congress.
