Public housing tenancy terminations soar, advocates link to rising homelessness

Housing advocates have correlated the increase to a rise in homelessness and questioned where the hundreds of tenants were going.
In March, Auckland Council's Community Committee urged the Government to step in after it recorded a 53% increase in the number of people sleeping rough in the city since September.
Brooke Stanley, the spokesperson for youth homelessness collective Manaaki Rangatahi, said it is clearly caused by the Government's new policies.
'It's so wild to me that these guys can have this type of power to wield in our communities. Where does the Government think these people are going to go?'
Kāinga Ora wasn't able to detail what happened to each specific tenant when it terminated their agreement, but said they 'typically find alternative housing with another provider, move in with friends or whānau, or potentially move into transitional accommodation'.
Stanley said many evicted tenants don't have those options.
'There is nothing for them. This is going to have an impact on harm that happens within our communities and it's going to have an impact on the numbers that are going into prisons.'
The head of the Kick Back youth homelessness initiative, Aaron Hendry, said the Government's stronger line is only exacerbating the problem.
'You're going to take another group of people on the housing list who potentially also have all the same challenges back into housing, and what we're doing is creating a loop where people are coming in and out of the system and we're not actually solving the issue,' he said.
Hendry was also sceptical of more than 300 tenancy terminations which didn't have a clear reason.
'There's huge gaps there in terms of [Kāinga Ora's] knowledge around why people are being terminated. We think that's unacceptable. Maybe they have that knowledge but they need to be far more clear around why people are being asked to leave.'
Litigation lawyer Adina Thorn said it was an improvement but believed the rate of terminations was a far cry from what was needed.
'I did some rough calculations. I thought the figure that needed to be evicted was 1,000 to 1,500,' she told Newstalk ZB's Mike Hosking Breakfast.
'I'm not really talking about anti-social [behaviour], I'm talking about people doing really egregious violent stuff in housing that is threatening to their neighbours.'

Housing Minister Chris Bishop said the rising terminations show the Government is maintaining its promises and handing out real consequences to unruly tenants.
'In our view it's not fair to the neighbours of those abusive tenants to have to live in fear, and it's not fair to those on the social housing waitlist who would treat the home with respect,' he said.
Bishop said in most cases formal warnings, known as section 55a notices, were effective in getting disruptive tenants to improve their behaviour.
'For the tiny number of people who carry on with their abusive or damaging behaviour, there are real consequences which, in extreme cases, can involve their tenancy being ended.'

Foreign visitors will soon need to pay a charge to access some of New Zealand's most famous tourist destinations on conservation land, the Government announced today. It was also announced that concessions would be widened to allow for more business activity on conservation land. The charges announced today would mean foreign tourists visiting Cathedral Cove / Te Whanganui-a-Hei, Tongariro Crossing, Milford Track, and Aoraki Mount Cook would need to pay between $20 and $40 per person. One neighbour, however, was willing to provide evidence of rubbish dumped on his property, trespass on to his property, and damage to his property when he appeared before tribunal adjudicator Nicholas Blake. Kāinga Ora said it had issued six anti-social behaviour notices and three breach notices, while information from police showed officers were called to the property several times. The Kaipara District Council had contacted Kāinga Ora with concerns because of 'numerous complaints from different complainants' relating to 'extreme noise on a weekly basis and two to three days at a time' and 'barking dogs and wandering dogs'. The tribunal heard that the council's record of dog control and noise control complaints for the property and responses ran to 47 pages. While Tepana didn't attend the tribunal hearing, copies of emails between herself and Kāinga Ora were provided as evidence. In one of the emails, Tepana said, 'Kāinga Ora has set me up to fail, I am a mother with seven kids put into an environment where it's [quiet] and not for Māori. 'We are a loud family and to put us smack bang in the middle of a quiet area with no privacy and close neighbours with [a] shared driveway [is] everything I didn't ask for.' Blake didn't accept her explanation, saying in a recently released decision that if it was merely a matter of a large and loud family being in a quiet area, there would be no suggestion of terminating the tenancy. 'People in the community must tolerate some amount of noise from their neighbours. However, the evidence shows that the issues at . . . are massively, exponentially, beyond this.' Blake was satisfied Tepana had caused and permitted an unreasonable interference with the peace, comfort and privacy of her neighbours. He said the breaches were not capable of being remedied and Kāinga Ora had given Tepana every opportunity to address the problem. While Kāinga Ora confirmed the situation had improved since it had filed an application with the tribunal in June, 'that was too little and too late'. The nature and extent of the breaches were such that it would be unreasonable to refuse the request for termination, given the frequency of the interferences with peace, comfort, and privacy during a 12-month duration. They included disruptive behaviour and the seriousness and extent of the incidents, in particular intentional property damage, threats to people and animals posed by wandering dogs, and allegations of threatening and intimidating behaviour. New Zealand has been hit with a higher tariff rate than Australia on exports to the US – but economists say the situation could have been worse. It was revealed today that New Zealand exports would have a 15% tariff applied, up from 10% announced earlier. Australia remains at 10%. Brad Olsen, chief executive at Infometrics, said that was a clear challenge for New Zealand. "There is now a wedge between us and Australia." ADVERTISEMENT There were other parts of the world that previously had a higher tariff rate that were now on the same level as New Zealand, such as Europe. "Wine, for example, under the original tariffs, we might have had a slight advantage. Now we don't." But he said it was not necessarily true that the country would have been better off had it negotiated a deal. He said New Zealand did not have a lot to "give up" in those negotiations, and it could have ended up being costly. "I'm a little bit surprised by comments, including from the opposition's trade spokesperson, that the Government failed to achieve a lower tariff rate. "The comments seem to make the implication that New Zealand could have found a way to come up with a trade agreement that might have given us a lower tariff rate. "That might be true, but we have no idea what we would have had to give up to achieve that… some of what had to be given up by other countries to get a 15% tariffs rate is consequential – Japan and other countries had to give up to half a trillion dollars of further investment into the US." "On one hand, the tariff is higher, so there is a bigger direct cost, but it's a bit lower for a lot of our trading partners, so it's better for the economy than would otherwise be the case." He said how the lingering elements of uncertainty played out over the coming weeks would be important. "The legal basis of these tariffs, whether they're going to be able to continue or need to be replaced with a different type of tariff, is an issue. And the sectoral tariffs have not yet really been negotiated. "While I don't think these things affect the sort of goods New Zealand trades with the US, there may be some impact on our trading partners." He said it seemed strange that the US was calculating tariffs based on which countries exported more than they imported. "We're only talking about goods trade here, we buy a lot of services from the US. "In large part, the trade imbalance is a cyclical rather than a structural story. "In the last few years, the economy has been relatively weak compared to the US. We're not sucking in as many imports, and the exchange rate has been lower than would normally be the case, which has encouraged export revenues. "I would have thought trade policy metrics like tariffs would be determined on the basis of structural, not cyclical factors. "All those things could easily be the other way around in a few years' time."
