Melaka Declaration Workshop Drives ASEAN Cultural Cooperation And Heritage Transformation
Ministry of Tourism, Arts and Culture (MOTAC) secretary general Datuk Shaharuddin Abu Sohot said the two-day workshop is seen as a catalyst for deeper ASEAN cultural ties, with Malaysia taking a leading role in heritage preservation, value creation and cross-border cultural diplomacy.
He said the workshop aims to translate the Melaka Declaration into concrete frameworks that promote the creation of shared heritage value, enhance regional resilience and generate sustainable socio-economic benefits across ASEAN.
'This is not merely a workshop, but a strategic platform to spark new partnerships, build knowledge, and collectively shape ASEAN's cultural future. It is a game-changer for regional cooperation,' he told Bernama after officiating the opening ceremony of the workshop, here today.
He said key focus areas include unlocking the socio-economic potential of tangible and intangible heritage, raising grassroots awareness on heritage preservation, integrating culture into sustainable development policies, and advancing cross-border repatriation and protection of shared cultural assets.
Through panel discussions, breakout sessions and plenary engagements, he said participants are expected to identify strategies to strengthen the heritage value chain, boost heritage tourism, generate job opportunities and embed culture within national and regional development agendas.
"The workshop also acts as a springboard for capacity building among ASEAN stakeholders with knowledge transfer in areas such as heritage management, repatriation procedures and sustainable tourism planning," he said.
Apart from that, he said MOTAC sees the workshop as a significant contributor to the upcoming 47th ASEAN Summit, with its outcomes expected to inform the ASEAN Socio-Cultural Community outcome document that will shape future cultural cooperation across the region.
By centring value creation in cultural cooperation, he believes the workshop will provide stakeholders with a clear roadmap to transform cultural assets into inclusive economic drivers, spanning heritage tourism, creative industries, education and community empowerment.

KUALA LUMPUR, July 23 (Bernama) -- The much-awaited announcement by Prime Minister Datuk Seri Anwar Ibrahim, made in appreciation of all Malaysians, was finally unveiled today, offering a ray of hope and underscoring the government's continued concern for the people's well-being. He said the announcement came amid mounting challenges, including food inflation, soaring house prices, burdensome loan interest rates and global economic uncertainty. Universiti Malaya sociopolitical analyst Datuk Professor Dr Awang Azman Awang Pawi said several of the measures introduced by Anwar brought significant benefits to the people, particularly in alleviating the burden of the rising cost of living. They viewed it as a clear reflection of the government's concern over the public's struggles with the rising cost of living, as well as a step towards restoring confidence and stability in the national economy during these challenging times. The Prime Minister also announced that there would be no increase in electricity bills for the majority of domestic consumers in Peninsular Malaysia following the restructuring of electricity tariffs that took effect this month. Earlier today, Anwar announced several key initiatives as a gesture of appreciation to the people, including a one-off RM100 aid under the Sumbangan Asas Rahmah (SARA) programme, a freeze on toll hikes for 10 highways, and a targeted subsidy bringing RON95 fuel price down to RM1.99 per litre. 'Any government initiative that helps ease the people's burden should be welcomed. This announcement comes at a critical time, as many are caught in a cycle of household debt, employment uncertainty and a widening income gap,' he told Bernama. In fact, he said 85 per cent of domestic users would see up to a 14 per cent reduction in their July 2025 bills for the same level of usage compared to the first half of this year. Awang Azman said the one-off assistance was much needed as an interim measure while awaiting more structured and far-reaching government policies through the upcoming budget or the 13th Malaysia Plan (13MP). He said that the initiative also demonstrated the prime minister's concern for the people's real needs. 'The next step is not just to provide temporary relief but is expected to be expanded through the upcoming budget and the 13MP, which will address root issues such as the wage-cost of living mismatch, the need for affordable housing, and the strengthening of the social safety net,' he said. Awang Azman pointed out that attention needed to be given to transparency and efficiency in implementation to ensure the initiatives truly benefited the deserving groups. 'Effectiveness lies not only in the content but also in how the initiatives are implemented. Is the monitoring mechanism transparent enough to prevent leakages? The real challenge for the MADANI government is to implement this policy with integrity and efficiency so that it truly serves the people at the grassroots level,' he added. Meanwhile, director of the MBA & DBA Programme at Putra Business School Prof Dr Ahmed Razman Abdul Latiff said the government had shown attentiveness to the people's concerns by announcing immediate aid without waiting for the 2026 Budget. 'The assistance is provided immediately to individuals and those in need without waiting for next year's budget to be tabled. Although inflation is low, the reality is that many still require direct aid,' he said. Rejecting views suggesting the announcement was purely populist, Ahmed Razman said the cash assistance also extended to those in the M40 group, who were often mistakenly perceived as sidelined in aid distribution. Political analyst Prof Datuk Dr Sivamurugan Pandian viewed the good news announced by the prime minister as a continuation of various incentives and assistance introduced by the MADANI Government to ensure the people continued to receive direct and ongoing benefits. 'I believe this is not the end. There will be several more phases rolled out later, depending on the government's position and capabilities at that time,' said the sociology of political society lecturer at Universiti Sains Malaysia. While some regarded the announcement as a temporary measure, he said it nevertheless had a significant impact amid rising cost of living pressures. Citing the announcement that RON95 would be priced at RM1.99 per litre once the targeted subsidy takes effect, Sivamurugan said it demonstrated that the Prime Minister had delivered on one of his promises. 'If we look at the Prime Minister's social media branding prior to the announcement, it clearly hinted at the petrol price that the public had been eagerly awaiting. 'It might seem like a small decrease but it has a big impact because he is fulfilling a promise the people have been waiting for,' he said. RM4 Bln Sumbangan Tunai Rahmah Cash Aid Disbursed Via Phase 1 And 2 Payments -- MOF
BUSINESS KUALA LUMPUR, July 23 (Bernama) -- The latest data showed that over 8.5 million Sumbangan Tunai Rahmah (STR) recipients have been registered, and RM4 billion in cash aid disbursed through the initiative's Phase 1 and 2 payments, said the Ministry of Finance (MOF). The ministry highlighted that two more STR payment phases are scheduled for August and November this year. 'The government has increased the allocation for STR and Sumbangan Asas Rahmah (SARA) to a record high of RM13 billion, up from RM10 billion. 'This increase continues to benefit nine million recipients, equivalent to 60 per cent of Malaysia's adult population,' it said in a written reply posted on the Parliament's website today. The ministry was responding to a question from Khoo Poay Tiong (PH-Kota Melaka) regarding the total financial allocation disbursed in 2024 for the SARA programme. Regarding the SARA programme, MOF said that as of July 14, 2025, more than 4.9 million recipients have used their MyKad to purchase basic goods at participating stores. It said the purchases reflect an overall usage rate of 92 per cent in the fourth month of credit disbursement. 'A total of 5.4 million recipients have been registered, with an annual SARA entitlement amounting to RM5 billion. 'The number of SARA recipients also significantly increased from 700,000 to 5.4 million starting April 2025,' it said.

Corporate Malaysia's Q2 earnings likely to be damp squib

(Bernama pic) PETALING JAYA : Investors hoping for better second-quarter (Q2) earnings from listed companies will likely be left high and dry as Corporate Malaysia is expected to continue the underperformance of Q1 2025. Maybank Investment Bank (Maybank IB) said the upcoming Q2 results season may be muted, reflecting challenges from external uncertainties, particularly the ongoing US-Malaysia tariff negotiations. 'The Q2 results season may yet be another unexciting one but at least one with fewer earnings downgrades,' it said in a strategy note. The research house forecasts a modest 2.5% earnings growth for the FBM KLCI this year, primarily weighed down by the banking sector. However, it anticipates a stronger rebound in 2026 with a projected growth of 7.7%. It has a base case target of 1,660 points for the FBM KLCI, pegged to 14.4 times 2026 estimated price-to-earnings ratio (PER). 'Our base case assumes further de-escalation in trade tensions and favourable outcome from tariff negotiations,' it added. Some bright spots Despite the softer external environment, Maybank IB said there are 'bright spots' to be found. It noted Malaysia's domestic economic fundamentals appear encouraging, pointing to robust consumer activity, a sustained investment cycle, and signs of resilient private demand as cushioning the impact of weaker exports. The economy grew at 4.5% in Q2, slightly faster than the 4.4% year-on-year growth in Q1 as resilient consumer demand offset weaker exports. This suggests a steady growth momentum and indicates external headwinds due to US tariffs are being mitigated by domestic tailwinds, it noted. Maybank IB said investors should watch out for weakness in the technology sector. Banks are 'unlikely to yield much surprise' even as it watches for lower loan growth. However, it expects some positive momentum for construction, healthcare, property, and more selectively, the oil and gas, and utilities sectors. It said most plantation companies would be weaker quarter-on-quarter due to lower crude palm oil prices, though some could book gains from disposal and forex exchange movements. Consumer and real estate investment trusts are expected to be softer, after a seasonally strong first quarter.
