
Goa plans to set up board to revive khazan land, will override TCP Act
Faced with depleting land use, state govt has recommended setting up a board to revive the khazan land. The board's decision on land use will be final and will override the Regional Plan, ODPs and other land use policies, except the Goa Land Use Act of 1991, which will continue to apply to lands under agricultural tenancy, as these are also outside the scope of the TCP Act, 1974.

The Khazan Land Management Plan (KMP) is meant to preserve all farmland and improve food security by growing more rice, vegetables, and fish locally. It suggests surveying the land for cultivation or types of cultivation on existing active khazans and land left fallow.
As per the recommendations, the khazan board or any similar agency govt chooses to set up, will manage all areas as zoned in four categories: K1 — low salinity, good for vegetables and second-season rice; K2 — moderate salinity, can grow salt-tolerant rice; K3 — high salinity, suitable for traditional rice, salt, and fish farming; and KH — highly degraded, mostly abandoned with mangrove growth.
The department of environment and climate change will officially notify the formation of the khazan board and act as its secretariat. 'Once formed, the board will prepare the detailed KMP based on the CRZ 2011 notification and the approved Coastal Zone Management Plan (CZMP). The department will define the board's legal powers, structure, and responsibilities within six months. KMP will be reviewed and updated as per the CZMP and CRZ notification in force from time to time,' the recommendations said.
The plan recommends conducting comprehensive soil mapping and salinity profiling across different khazan zones to assess soil health and productivity potential for determining suitable crop and aquaculture zones. Under the action plan, it is recommended to implement periodic water quality monitoring to measure parameters like salinity, pH, dissolved oxygen, nutrients, and heavy metal contamination to ensure safe aquaculture and agriculture practices.

The aim is to promote desalination techniques, controlled tidal flushing, and freshwater irrigation to maintain soil fertility and improve agricultural productivity. 'It will also utilise bio-remediation techniques such as microbial consortia and organic amendments to enhance soil and water quality in consultation with ICAR and other institutes,' the plan said.
A detailed study-cum-mapping is needed to understand the total khazan land and ownership, the status of sluice gates, salt pans, and bunds, functional tenants' associations and their activities over the past five years, auction details and earnings from fisheries, the total number of internal water bodies for the revival of khazan land, the plan said.
Understanding the extent and distribution of salinity is crucial for the revival action plans for both sustainable agriculture and aquaculture.
'This data can be additionally verified as per ground truthing, including its status if degraded. Degraded lands which cannot be restored should be identified,' the plan said.
To undertake GIS-based mapping, a pilot study for the identification of khazan lands using UAV-based LiDAR technology by involving local communities is recommended. Classification can be based on salinity levels, acidity levels, water retention capacity, and existing land use patterns, highly productive zones, degraded areas, and restoration sites, the plan said.

AHMEDABAD: The Kharai camel—a rare, sea-swimming marvel of Gujarat's Kutch's coast is fighting for survival as rampant deforestation of mangrove forests for illegal salt production continues unabated despite court orders and environmental laws. In the shimmering salt-swept coastlines of Kachchh in Gujarat, the Kharai camel has long been a symbol of harmony between ecology and culture. Known for its rare ability to swim through the sea to graze on mangroves, this nationally recognized breed is now facing extinction, caught in a deadly struggle between profit and preservation. At the heart of this crisis is the systematic destruction of Cheriya (mangrove) forests—vital feeding grounds for Kharai camels cleared illegally to make way for expanding salt pans. From Bhachau to Vondh, the mangroves have been vanishing at an alarming pace, threatening not just the camels but entire ecosystems. 'Our camels are dying. The Kharai camels that graze on the mangrove trees have been wiped out. The government talks about protection, but we are still waiting,' said Bhikhabhai Rabari, former president of the Kutch Camel Breeders' Association. 'This is not just about camels or trees—it's about survival. We've demanded cancellation of salt leases, a plan to revive the mangrove forests, and a joint monitoring committee.' Despite two clear orders from the National Green Tribunal (NGT) in 2019 and 2020—mandating restoration and a complete halt to salt works in CRZ-I protected areas, violations not only continue, they have intensified. Bulldozers, fire, and illegal embankments have wiped out vast stretches of mangroves, disrupting tidal flow and killing marine life. The numbers tell a chilling story. Between 2018 and 2023, mangrove cover shrank from 4,084 hectares to just 1,312 hectares. In the same period, salt production zones ballooned from 13,681 to 17,918 hectares—many encroaching deep into CRZ-I areas, where activity is strictly prohibited under the Coastal Regulation Zone Notification, 2011. 'Heavy machinery has been used to uproot mangrove trees and destroy marine habitats. Crabs, eelgrass, and other underwater species have vanished. In total, 14 salt factories have been found operating illegally in clear violation of the NGT, Environment Protection Act, and CRZ laws,' said Dr. Yashesh Shah, Marine researcher.

HDPS boosts cotton yields in Siddipet, farmers report higher returns despite higher input costs
Cotton farmers in Siddipet, one of Telangana's major cotton-producing districts, are witnessing higher yields and improved returns with the adoption of the High-Density Planting System (HDPS) thanks to the Special Project on Cotton by the ICAR-Central Institute for Cotton Research (CICR), Nagpur, being implemented since 2023. Implemented through Krishi Vigyan Kendra (KVK), Tuniki in Medak district, the project is part of the National Food Security Mission (NFSM) and covers rainfed cotton farmers across five States, including Telangana. In Siddipet, 266 farmers adopted HDPS during the 2024 Kharif season. 'Traditionally, farmers in Siddipet cultivate cotton on sandy loam soils under rainfed conditions using the Square Planting System (SPS), maintaining a spacing of 90×90 cm and sowing two seeds per hill, resulting in around 10,000 plants per acre. This wider spacing facilitates bullock-drawn two-way hoeing, reducing manual weeding,' said Scientist (Plant Protection) ICAR-EGVF (Ekalavya Grameena Vikas Foundation), Krishi Vigyan Kendra,Tuniki, Dr Ravi Palithiya. In contrast, HDPS involves sowing a single seed per hill at a closer spacing of 90×15 cm, increasing the plant population threefold to 30,000 plants per acre. This denser system, while requiring more seeds and initial inputs, has shown notable advantages in yield and cost-efficiency. 'We advise the farmers to apply Mepiquat Chloride, a plant growth regulator (PGR), to manage canopy growth and ensure light and air penetration, thereby reducing pest and disease incidence,' Ravi Palthiya, who is a nodal officer, special project on Cotton, said, adding that this approach has also facilitated synchronised boll maturity, enabling faster harvesting and timely sowing of rabi crops. The transition to HDPS increased seed costs from ₹1,728 to ₹5,184 per acre and raised labour expenses for sowing. However, farmers saved on expenses related to row marking and bullock-drawn hoeing, reducing the need for traditional two-way intercultural operations. Overall, HDPS resulted in an additional expenditure of ₹11,256 per acre, according to a study by the ICAR. Despite the increased costs, yield improved significantly — from 8 quintals to 12 quintals per acre — generating an increased income of ₹30,084 per acre. The reduction in harvesting rounds, owing to uniform boll maturity, also helped cut labour costs during picking. Kunta Kista Reddy of Ahmadipur village in Gajwel mandal, who adopted HDPS on two acres, reported improved uniformity in plant growth and a 15–20% increase in yield. 'The well-managed canopy and synchronized maturity helped in avoiding late pest attacks. Though fertiliser and irrigation management required greater attention, the system proved beneficial,' he said. Chada Sudhakar Reddy of Eppalagudam in Markook mandal shared a similar experience. 'I was initially hesitant to adopt HDPS and machine sowing. But the results were beyond expectations. I used less labour and inputs but harvested more cotton and made better profits,' he noted.

Fishermen protest real estate project near Chirala beach
1 2 3 Vijayawada: Plans to develop a private real estate venture along the coast near Chirala have sparked a major controversy, with local fishermen strongly opposing the closure of the sea mouth. The agitated fishing community has threatened large-scale protests if the developers do not withdraw. The fishermen allege that the real estate firm pressurised officials to obtain land documents in violation of Coastal Regulation Zone (CRZ) norms. The Lok Ayukta has also directed the district collector and the chairman of district-level CRZ committee to investigate the allegations and safeguard the coastline. Fishermen from Vijayalakshmipuram, Adavipallepalem, Danavayipeta, Kripanagaram, Tsunami colony, Ramapuram, Vadarevu, Chinna Barapa, Pedda Barapa, and Ramachandrapuram depend entirely on fishing for their livelihoods. Around 12,000 people from these 10 villages rely on the sea mouth (or C-mouth) for decades, operating approximately 1,500 boats from the natural jetty formed near the Eepurupalem straight cut. During heavy rains, agricultural run-off from upstream flows through the Eepurupalem straight cut, passing through Adavi Pallepalem and curving at the coast before merging into the sea. This naturally formed sea mouth spans over a kilometre. Last week, fishermen were shocked to find the sea mouth and adjacent sand dunes destroyed. They have accused a Guntur-based real estate firm of causing the damage in blatant violation of CRZ rules. The firm allegedly started construction of a resort by laying roads and obstructing the natural water flow with boulders, narrowing the sea mouth. "They have obstructed natural flow of water with large boulders, reducing the nearly a kilometre-wide sea mouth to just four metres by filling up the area. The district level committee under the Andhra Pradesh Coastal Zone Management Authority (APCZMA) has remained silent," alleged social activist Nagarjuna Reddy. In a petition, he alleged that the developers used heavy machinery and hundreds of tractors to flatten sand dunes over a kilometre, fill aqua ponds on patta land to encroach upon the coastline. District collector JV Murali said the administration would verify the records and act based on facts.
