Odisha govt appeals to officers to resume duty
To resolve the ongoing deadlock, Chief Minister Mohan Charan Majhi convened a high-level meeting with senior officials. After the meeting, Revenue and Disaster Management Minister Suresh Pujari urged the officers to end their agitation and assured that such an incident would not happen again. 'The incident has shocked everyone…no one is supporting it, and it is highly condemnable. So far, five persons have been arrested while other accused will be arrested and forwarded to court,' Pujari told reporters.
The minister said the OAS Association has already held meetings with the Chief Minister and the Chief Secretary. 'If they (officers) want, we are ready for further discussions. This is not the proper time to go on 'cease work'. I appeal to them to resume their duties. We can hold discussions on their demands,' he said.
Pujari also pointed to the ongoing flood situation in parts of northern Odisha and the Rath Yatra festival as reasons why the agitation is untimely. On OAS Association's demand for arrest of BJP leader Jagannath Pradhan for his alleged involvement in the attack, Pujari said, 'Police are investigating the incident from all angles. Once they complete the investigation, it can be ascertained who was behind the assault. It will not be right to arrest someone without an investigation. So, let's allow the law to take its course.'
The OAS Association had given a call for a 'mass leave' from Tuesday over the incident. They later postponed it after getting an assurance from Majhi. However, despite the Association's decision to defer the agitation, OAS and ORS officers in a majority of the districts, including Cuttack, Ganjam, Gajapati, Kandhamal, Jagatsinghpur, Jajpur, Kendrapara, Sambalpur, Bolangir, Sonepur, Rayagada, Dhenkanal and Mayurbhanj went ahead with the agitation.
Due to the absence of sufficient field-level and district officers, government and public service works have almost come to a standstill, an officer said. The officers also demanded adequate security for all field-level executive officers to discharge their duties, and public condemnation of the incident by the government.
Meanwhile, a meeting was held at the BMC office to review the security arrangements so that such an incident does not recur in future. 'The security agency engaged by the BMC has been asked to depose before the authority. If needed, we will deploy armed security personnel to guard the office,' BMC Mayor Sulochana Das said.
The CCTV cameras in the BMC office, which were dysfunctional, will be made operational soon, she said. Police have so far arrested five persons, including BJP corporator Jeevan Rout, in connection with the assault.
Bhubaneswar-Cuttack Police Commissioner S Dev Datta Singh said, 'Soon after the incident, we took action and arrested five persons. Strong action would be taken against all involved in the incident.'

The court on June 30 had also flagged other violations related to fire safety regulations and unauthorised changes to approved building plans. Remarking that such situations seem to be out of the BMC's control, the court on Thursday questioned the civic body's intent, saying, 'Whether this issue be taken up casually by the corporation? Whether these people continue to reside in the building? These are the most important questions.' The court also reiterated that if the authorities fail to highlight the steps it would take to curtail such cases, it will assume that the BMC is allowing people to live in the building without an OC, putting their lives at risk. In its closing remarks on Thursday, the bench said that it will approach the matter objectively, as mandated by the law. 'We will not allow any illegality in any building,' it said. The bench posted the matter for further hearing on July 10, after the BMC requested more time to file certain clarifications requested by the court. The civic body has been asked to clarify if the high-rise had a valid OC or partial OC, and what action it proposed to take if it found that the building was occupied illegally. On June 30, the court had noted that Willingdon View only had a partial OC for the ground-plus-16 floors, but all storeys in the building were occupied. It also observed that the high-rise did not have a fire no-objection certificate (NOC)—a document confirming that adequate fire prevention and protection measures are in place. 'We are of the clear opinion that those flat purchasers who are occupying flats from 17 to 34 floors, which have no occupancy certificate, are illegally occupying these flats,' the bench had said. 'They are required to consider their position.' The court has also directed the BMC to clarify its stand on certain allegedly illegal additions and changes made to the approved building plans. It said that some of the unauthorised changes were very serious in nature, like removing part of the slab between the 26th and 27th floors to convert the flats on the two floors into a duplex apartment. The court is hearing a bunch of petitions concerning Willingdon View Cooperative Housing Society in Tardeo, constructed by Satellite Holdings. Construction of the building commenced in 1990, and flat owners started occupying their respective premises in 2008. As of now, 50 of the 62 flats in the high-rise are occupied.

On Monday (June 30), BMC additional commissioner Ratnakar Sahoo, was assaulted by a group of men who demanded that Sahoo apologise to Bharatiya Janata Party (BJP) leader Jagannath Pradhan. The police have arrested five persons in connection with the matter including BMC corporator Jeevan Rout. BJP's Odisha unit has also suspended five of its workers, including Rout, for their purported involvement in the assault. The Odisha Administrative Service Association announced the mass leaves and placed three non-negotiable demands before the Mohan Majhi government. The association has asked for Pradhan's immediate arrest, security provisions for all field-level executive officers and a public condemnation of the attack from the state government. The association has also submitted a memorandum, calling Pradhan the 'prime accused and kingpin' behind the attack, to Chief Secretary Manoj Ahuja. 'Considering the widespread discontentment of all the members of the Association working across the state, it has been decided that all OAS officers will continue to be on leave until the demands are met,' the memorandum said. On Tuesday, Pradhan had blamed Sahoo for misbehaving with him and a woman sanitation worker, which led to the assault. Pradhan later condemned the assault, the Indian Express has reported. While Odisha revenue minister Suresh Pujari has urged officers to return to work in light of the ongoing Rath Yatra of Lord Jagannath and the flood-like situation in the state's northern districts, the officers' body has said that the incident has hit the morale of officers across the state.
