
China social spending hits highest level in nearly two decades
The latest evidence arrived on Monday (July 28), when China announced it will start offering nationwide cash handouts to families as an incentive for couples to have children. While Beijing is channeling less on-budget investment into infrastructure, expenditure that covers outlays ranging from education to employment and social security climbed to nearly 5.7 trillion yuan (US$795 billion) in the first half - the highest for the period since the data series began in 2007.
That represents an increase of 6.4 per cent from a year earlier, according to Bloomberg calculations based on figures published by the Ministry of Finance. Authorities could renew their pledge to prioritise support for domestic demand, as top officials prepare to meet this month to set the economic agenda for the rest of the year while trade talks with Washington continue.
The splurge was almost double the increase in total spending under the general public budget, the first and biggest account among the government's four fiscal books. Infrastructure-related expenditure in the account - allocated for costs such as environmental protection, irrigation facilities and transportation - was 4.5 per cent less than a year earlier.
Fiscal priorities have shifted after the trade war unleashed by Trump threatened China with millions of job losses and put pressure on its patchy social safety net. Under the new policy of childcare subsidies, the government will spend 3,600 yuan a year per kid under the age of three, according to the official Xinhua News Agency.
Citigroup Inc. estimates a total lump-sum payout of 117 billion yuan in the second half of 2025, while Morgan Stanley puts the programme's annual cost at 100 billion yuan, assuming about 9ninemillion births a year.
Although President Xi Jinping has in the past resisted large-scale handouts to families over what he's called "welfarism,' China responded in recent months by ramping up government support for households. The goal is partly to bolster domestic demand in the face of US tariffs, which have sent the country's shipments to the world's biggest consumer market slumping this year.
"Better supporting people's well-being will help boost domestic demand and is part of the rebalancing of the Chinese economy,' said Tommy Xie, head of Asia macro research at Oversea-Chinese Banking Corp.
At the same time, China launched construction of a 1.2 trillion yuan mega-dam in Tibet this month, a massive project that will likely take years to complete.
"The room for infrastructure expansion in the future will shrink marginally' even though it can play a "supporting role at critical times,' OCBC's Xie said.
Social security and employment saw the biggest gain in spending related to people's well-being, up almost eight per cent in the first half from a year earlier. A survey carried out by China's central bank showed an employment sentiment index hit a record low in the second quarter, illustrating the need for more government aid for job seekers.
Outlays on education increased 5.9 per cent and rose four per cent on medical treatment and health care.
Meanwhile local governments' tapping of the annual quota of new bonds meant mainly for infrastructure investment slowed. Provinces have issued about 56 per cent of new special local bonds allowed for this year, down from an average of 61 per cent for January-July in the five years through 2024, according to Bloomberg calculations based on MOF numbers.
Previously, the favoured way to jumpstart growth was by spending on areas like roads, railways or industrial parks, much of it done by provincial governments.
Instead, the government has accelerated the issuance of sovereign notes this year, primarily to cover the budget shortfall for routine public expenditure. Chinese provinces also sold substantial volumes of bonds in the first seven months to refinance their so-called hidden debt, as Beijing seeks to contain credit risks from deteriorating local finances.
"An uneven consumption recovery in the first half highlights a key risk for China's growth outlook: a sustained improvement in domestic demand may require time to take hold. The experience from 1998-2003 suggests that even with strong policy support, lasting gains in consumer spending can be slow to emerge - with false starts along the way.'
Government borrowing was crucial for replenishing state coffers depleted by China's years-long property slump.
Revenue from real estate-related taxes, including deeds and urban land use, fell 5.6 per cent on year in the first half to 975.3 billion yuan.
Provinces earned 1.43 trillion yuan in the period from selling land, a contraction of 6.5 per cent despite a rebound of over 20 per cent in June thanks to market recovery in some big cities.
Economists at Goldman Sachs Group Inc. cautioned, however, on "the sustainability of land sales revenue improvement' and maintained their forecast that government land sales revenue may decline further this year by up to ten per cent.
Total tax revenue shrank 1.2 per cent on year in the first half to 9.29 trillion yuan, with income from levies on such transactions as vehicle purchases posting double-digit declines.
Non-tax revenue - which includes compensation for the use of state-controlled resources and assets and fines - rose 3.7 per cent to 2.27 trillion yuan. It grew despite a decline in the money collected from fines, a Finance Ministry official said at a Friday briefing.
Revenue from the tax on vehicle purchases plunged 19.1 per cent in January-June from a year ago, the biggest drop among all categories and more than triple its decline in the same period of 2024.
Slumping income from the vehicle purchase tax shows the impact of the government's decision to extend the suspension of a levy on buying new energy vehicles, such as electric cars, to 2027, Huachuang Securities analysts including Zhang Yu wrote in a note on Friday. The shift away from fuel-powered cars also weighed on revenue from the consumption tax by reducing demand for gasoline and diesel, they said.
The government is losing a total of 265 billion yuan per year in revenues from the vehicle purchase tax and the consumption levy due to the pivot to cars powered by alternative-energy sources, Huachuang Securities estimates. - Bloomberg

Trump's 'America First' may fuel global currency shift
EUROPE and Asia could leverage United States President Donald Trump's "America First" strategy for their own benefit, eventually spurring the development of regional tripolar foreign exchange (forex) blocs that could erode the dominance of the US dollar and reshape global markets. The US dollar has struggled this year, especially since Trump's April 2 tariff announcement. While the currency jumped recently following the announcement of US-European Union trade deal, this short-term move doesn't change the long-term trends that could undermine the greenback's position. Economic dominance in the future could largely depend on access to affordable, efficient energy to power artificial intelligence technologies. And in the race to dominate the industries of the future, the US is arguably going in reverse. It's retreating from the renewables space, as seen in the administration's recent move to eliminate many clean energy subsidies. The president appears to be making the bet that the US can maintain energy dominance indefinitely by relying on its own fossil fuel resources. This could ultimately result in uncompetitive power costs in the future, given that China is already dominating in clean energy technologies like solar and electric vehicles. While Trump may be seeking to enhance American self-sufficiency, the administration's policies may actually be increasing the country's dependency on foreign capital. Trump's recently passed budget bill — which looks pretty ugly to fiscal watchdogs despite its name — could cement the US' position as the world's biggest capital importer by adding an expected US$3.4 trillion to the US deficit over the next decade, according to estimates by the nonpartisan Congressional Budget Office, potentially locking in six to seven per cent budget deficits for years. The US has also been running current account deficits of roughly four per cent over the past several years, and this widened to six per cent of gross domestic product in the first quarter, according to the US Bureau of Economic Analysis. By spending beyond its means and running these twin deficits, the US will continue to require large amounts of foreign capital inflows. But this capital may soon be harder to come by, if Europe and Asia seek to keep more of it closer to home. While Europe has agreed to increase US energy purchases through the recently announced US trade deal, much of that agreement remains up in the air. Meanwhile, Asia has begun to trade more internally, as China has been focusing on export diversification. A growing regionalisation of supply chains began during the Covid-19 pandemic and appears to be accelerating as Trump seeks to drive production back to the US and all major global powers focus on securing regional raw material access (e.g., rare earths and other critical minerals) for national security purposes. This shift could eventually create the foundation for true regional forex blocs across Asia, Europe and the Americas. Within Asia, Pan Gongsheng, governor of the People's Bank of China, has recently highlighted China's interest in having the yuan play a larger role in a multi-polar currency world. While China's capital account remains closed, Asian currencies already primarily trade off the yuan rather than the US dollar. Even though China faces challenges, such as its fight against deflation, its efforts on this front — namely, boosting consumption and reining in excess supply, especially in the renewable energy space across solar, wind and batteries — could ultimately help attract more foreign capital by boosting China's growth profile and corporate earnings. In a world of currency blocs, Europe and Asia could emerge as potential winners, as they erode the US' position as the world's financial powerhouse. So while many investors may get lost in the short-term currency noise, it might be wise to instead focus on the long-term signal.

Saudi, Russia lead 547,000 bpd increase in OPEC+ oil output
LONDON: Saudi Arabia, Russia and six key members of the OPEC+ alliance said Sunday they will increase production by 547,000 barrels a day in a move which analysts say aims to regain market share amid resilient crude prices. Iraq, United Arab Emirates, Kuwait, Kazakhstan, Algeria and Oman, along with the Saudis and Russians – together nicknamed the Voluntary Eight (V8) – currently produce about 41-42 million barrels a day, so the increase is about 1.5 percent. Analysts said there was unlikely to be a major impact on prices, with the Brent reference oil currently selling at about US$70 a barrel. "The eight participating countries will implement a production adjustment of 547,000 barrels per day in September 2025 from August 2025 required production level," said a statement released after a meeting where the hike was agreed. The eight key producers, who started increasing production in April, affirmed their commitment to market stability on "current healthy oil market fundamentals," an OPEC statement read. Oil prices have held up better than observers anticipated amid strong summer demand and a high geopolitical risk premium, notably owing to conflict between Iran and Israel. "OPEC+ has passed the first test – unwinding 2.2 million barrels per day (since April) without crashing prices or compromising unity," said Jorge Leon, analyst at Rystad Energy. "But the next task will be even harder: deciding if and when to unwind the remaining 1.66 million barrels, all while navigating geopolitical tension and preserving cohesion," said Leon. The post-meeting statement said the decision came "in view of a steady global economic outlook and current healthy market fundamentals, as reflected in the low oil inventories." The OPEC+ countries agreed in December to start a gradual return from last April of the 2.2 million barrels per day of previous production cuts. The latest move, a year ahead of an initial 18-month schedule, completes the unwinding and also provides for a 300,000 barrels per day tranche granted specifically to the United Arab Emirates. The statement said that "the phase-out of the additional voluntary production adjustments may be paused or reversed subject to evolving market conditions." The eight added that they will hold monthly meetings for a regular review of market conditions. For now, the return of other production cuts is to be discussed at the next OPEC+ ministerial meeting at the end of November, with all 22 members. But OPEC said the V8 will first meet on Sept 7. In a bid to boost prices, the wider OPEC+ group – comprising the 12-nation Organization of the Petroleum Exporting Countries (OPEC) and its allies – in recent years had agreed to three different tranches of output cuts, amounting to almost six million bpd in total. After a long period of producers seeking to combat price erosion by implementing production cuts to make oil scarcer, recent months have seen a shift in strategy. Prior to the announcement, UBS analyst Giovanni Staunovo had suggested the quota increase was "largely priced in" on energy markets. What happens over the next few months is less certain but ING's Warren Patterson said that the "base scenario" will see the V8 pause output hikes for the time being. For Patterson, a significant surplus may well emerge from the fourth quarter of this year, which OPEC+ would have to manage carefully. "The alliance is striving to find a balance between regaining market share and avoiding a sharp drop in oil prices," so as not to wipe out its profits, said Tamas Varga of PVM Oil Associates. Market experts warn that forecasting is particularly challenging given the uncertainty emanating from US President Donald Trump's tariffs policy and its effects on global trade, as well as his 10-day deadline for Russia to end the war in Ukraine. --AFP

King's historic state visit to Russia underscores deepening bilateral ties, says Ambassador
MOSCOW: The state visit by His Majesty Sultan Ibrahim, the King of Malaysia, to Russia from Aug 5-10 has been described as the highlight of the diplomatic ties between the two countries, said Malaysia's Ambassador to Russia Datuk Cheong Loon Lai. He said the visit is the highest-level ever made and the first by a Malaysian head of state to Russia since diplomatic relations were established in April 1967. "His Majesty's state visit, at the invitation of Russian President Vladimir V. Putin, is a recognition of the five decades of diplomatic ties with Malaysia, which was among the earliest Asean countries to establish ties with the then Soviet Union. "This visit also reflects the crucial role of the institution of the Yang di-Pertuan Agong in the context of international relations,' he told Bernama here on Sunday (Aug 1) in conjunction with Sultan Ibrahim's state visit. Cheong said the visit will begin in Moscow, where His Majesty is scheduled to hold an official meeting with Putin at the Grand Kremlin Palace. Both leaders are expected to discuss potential cooperation in the fields of trade and investment, higher education, technology and innovation, people-to-people ties, digital transformation, agriculture and food security, as well as regional and international issues. "This highest-level visit will certainly have a high impact in increasing the momentum and positive trend of bilateral relations between Malaysia and Russia. "It sends the message that Malaysia is serious and committed to efforts to strengthen and improve bilateral relations with Russia in all fields, particularly strategic cooperation and people-to-people ties,' he said. On Friday (Aug 8), Sultan Ibrahim will travel to Kazan, the fifth largest city in Russia, to receive an audience from the Rais (Head) of the Republic of Tatarstan, Rustam Minnikhanov, at the Kazan Kremlin. Both parties are expected to discuss potential collaboration in the trade, investment, halal industry sectors and agricultural technology. His Majesty is also scheduled to attend a reception ceremony hosted by Minnikhanov and visit the Kazan Helicopter Plant to observe the manufacturing operations of civilian, defence and rescue helicopters. Russia is currently Malaysia's ninth-largest trading partner among European countries and 28th globally, with bilateral trade valued at RM11.46bil (US$2.48bil) in 2024.
