
Sugar crisis looms as dealers halt supply
According to sources, if the issue is not resolved within 24 hours, the shortage is expected to worsen across cities in Punjab, potentially pushing sugar prices beyond Rs200 per kilogramme.
From July 1, with the start of the new fiscal year, the Federal Board of Revenue (FBR) made it mandatory for all sugar dealers to deposit the full payment for sugar directly from their personal bank accounts into the accounts of sugar mills. The Sugar Dealers Association has rejected this requirement.
After a meeting, the Sugar Dealers Association announced that they will not deposit supply payments directly from their accounts into sugar mill accounts. Instead, they will stick to the old method of making payments through brokers. As a result, sugar dealers have boycotted depositing money into the sugar mills' accounts and have also stopped purchasing sugar from the mills.
Sources said that this situation has led to a complete suspension of sugar supply across Punjab by sugar dealers, sparking a crisis in wholesale markets.

Finance bill: FCCI says will protest against ‘black laws'
FAISALABAD: 'The Faisalabad Chamber of Commerce and Industry has decided to strongly protest against the black laws included in the Finance Bill 2025-26, however, the future course of action will be decided in consultation with business organisations.' He said that Karachi, Lahore and Sialkot Chambers have mentioned only five very serious provisions while dangerous provisions for arrest of owners are also being included in the proposed provincial labor laws and they will also demand their return among their demands during the protest. He said that the business community's reaction against the budget has reached the government and it is expected that the government will reconsider the demands of the business community, due to which there will be no need for a strike on July 19. They said that if their legitimate demands are not accepted, there will be a full-scale protest, the center of which will be the Ghanta Ghar Chowk in Faisalabad. Where there will be a joint protest by all organisations. They further said that we are with all the chambers of Pakistan and if the government does not accept our demands, we will go on a full-scale strike. However, he urged the government to immediately acknowledge the legitimate demands of the traders and industrialists so that the economy can continue to improve. He thanked the journalists for their cooperation and said that he would play his full role in conveying the legitimate demands of the business community to the higher authorities. FBR to suspend terminals, dry ports lacking infrastructure, IT compliance
ISLAMABAD: The Federal Board of Revenue (FBR) has decided to suspend/cancel registration of terminal operators of sea port/off-dock terminal/dry port or land border station, which fails to fulfil minimum requirements of infrastructure, information technology and documentation etc. The FBR has issued customs general order (CGO) 7 of 2025 to tighten monitoring and supervision of terminal operators. The FBR's procedure revealed that according to rule 548 of the Customs Rules, 2001, every terminal operator conducting terminal operations under the Customs Computerized System (CCS) is required to fulfil the minimum requirements specified under rule 554 relating to building and infrastructure, examination facilities, secure environment. information technology and documentation. 'Pakistan needs integrated dry port strategy to decentralise economic activity' The provisions of rules 548 to 554 are mutatis mutandis applicable on off-dock terminal operators in terms of rule 554A. The off-dock terminal operators are further obliged to fulfil the requirements mentioned in pare 3 of the guidelines issued by the Federal Board of Revenue in July 2024. Moreover, the aforesaid provisions are equally applicable on dry ports and land border stations registered as terminal operators in the CCS. To ensure regular and periodic verification of the minimum requirements provided under Customs Rules, the following instructions are being issued for strict compliance by all concerned: i); Inspection of the minimum requirements or conditions at sea terminal, off-dock terminal, dry port or land border station as the case may be, will be carried out every six months by the concerned regulatory collectorate. The inspection report will categorically state the level of availability of each specific requirement as envisaged in rule 554 or 554A. as the case may be. ii); In case, any shortcomings or deficiencies are pointed out in the inspection report, the respective terminal operator of sea port/ off-dock terminal/ dry port or land border station, will be intimated in writing to fulfil the same within fifteen days and submit compliance report to the Collectorate. iii); Where the terminal operator of sea port / off-dock terminal/ dry poet or land border station fails to comply with requirement or does not respond to the inspection report, the Regulatory Collector shall initiate proceedings for suspension/ cancellation of registration of the terminal operator in terms of the provisions of rule 553 of the Customs Rules, 2001 read with Section 155F of the Customs Act, 1969. iv); Where the registration of terminal operator of sea port / off-dock terminal/ dry port or land border station, is suspended or cancelled in terms of rule 553 for the reasons mentioned above, the same will be restored if the Regulatory Collector is satisfied that they have complied with the requirements envisaged under the rules. The Regulatory Collectorate shall forward compliance report to the Board in respect of each terminal operator after every six months, FBR added. Copyright Business Recorder, 2025

Property deals: FBR seeks ‘fair market value' disclosure from July 1
ISLAMABAD: The Federal Board of Revenue (FBR) has introduced a new kind of condition in the proposed income tax return form for individuals to declare, 'Fair Market Value of property' during buying/selling of immovable properties or declared properties from July 1, 2025. When contacted, Muhammad Ahsan Malik, a real estate expert, told Business Recorder that the provision has been introduced in the new income tax return form issued few days back by the FBR. It is strange to ask about the 'Fair Market Value of property' from the filer of income tax return form for tax year 2025. It seems that the FBR has no trust in taxpayers and they are asking 'Fair Market Value of property' despite declarations of values of the properties. The taxpayer is already declaring purchase value of the property in the income tax return form and FBR is creating confusion among the general public by introducing new page of 'Fair Market Value of property,' in the new return, he said Overseas Pakistanis to be taxed as filers on property deals Muhammad Ahsan Malik regretted that fresh filers are still considered as late filers for the purpose of imposing taxes on buying and selling of immovable properties. The fresh filers must not be treated as late filers for imposing higher rates of taxes on sales and purchase of immovable properties. Real estate expert was of the view that overseas Pakistani have not been given any tax relief in budget (2025-26). The overseas Pakistanis still need to obtain approval from concerned Commissioner Inland Revenue (FBR) to verify status of non-resident for payment of tax rates of 'filers' on immovable property transactions. Instead of giving any relaxation to the overseas Pakistanis, another condition has been slapped to obtain certificate from the concerned Commissioner Inland Revenue. The said Commissioner would verify the non-resident status of the overseas Pakistanis. Muhammad Ahsan Malik accused that it is impossible to obtain the certificate from the concerned Commissioner Inland Revenue from overseas Pakistanis without speed money, he alleged.
