Prime Minister Modi headed the 10th NITI Aayog Governing Council Meeting, 'Viksit Bharat 2047', to discuss rural development, expansion of the Aspirational Blocks Programme, and the Viksit Bharat 2047 goals. Chief Ministers of all states and Union Territories, along with their respective Lieutenant Governors, were present. Deliberations were held on the country's roadmap to achieving the Modi government's 'Viksit Bharat @2047' vision.
The overarching theme of 'Viksit Bharat' is intertwined with the aspiration of a developed rural India. The Grameen Bharat Mahotsav 2025, themed 'Building a Resilient Rural India for a Viksit Bharat 2047', links the prosperity of villages to the nation's progress, encapsulated in the motto, 'Village grows, the country grows". The objective is to empower rural populations by converting villages into dynamic centres of growth, offering opportunities, mitigating outward migration, and enhancing the quality of life.
There is a dual approach to rural empowerment under the Viksit Bharat initiative, focusing on both foundational infrastructure and economic enablement. Universal toilet access under the Swachh Bharat Mission, the construction of pucca houses via the PM Awas Yojana, and the provision of clean drinking water through the Jal Jeevan Mission have ensured basic amenities. With approximately 4 lakh kilometres of rural roads constructed over the past decade under the Pradhan Mantri Gram Sadak Yojana, connectivity has also been bolstered.
Over 94 per cent of rural households now have access to telephones, mobile banking, and UPI, integrating rural India into the modern economy. Common Service Centres have expanded to 5 lakh from fewer than 1 lakh before 2014. They provide online access to numerous government services, aiding village development and generating employment opportunities. These advancements are foundational to creating an environment for rural prosperity and well-being.
Economic revitalisation has received significant focus. Approximately Rs 3 lakh crore has been disbursed under the PM Kisan Samman Nidhi; agricultural loans have also seen a substantial increase, and many Kisan Credit Cards have been issued to provide financial support to farmers. Farmer Producer Organisations (FPOs) have been promoted to ensure better market access and prices for agricultural produce. Efforts are also underway to promote natural farming and diversify rural incomes through improved irrigation and the creation of rural enterprises.
The strategy actively seeks to promote non-agricultural livelihoods as well. It involves establishing service-sector-based manufacturing hubs in smaller towns and expanding opportunities within the MSME and informal sectors in rural areas. The Vishwakarma Yojana scheme helps support traditional crafts. Furthermore, rural MSMEs have reportedly benefited from schemes providing collateral-free loans and support for start-ups. The inclusion of green economy opportunities, particularly in renewable energy, is another area for job creation and sustainable growth.
Human Development and the Political Narrative
Access to healthcare facilities through Ayushman Arogya Mandirs and the benefits of telemedicine in rural areas have increased. Concurrently, education facilities have been bolstered as part of the Viksit Bharat mission. Since 2014, improvements in educational access have led to increased enrolment, including a significant rise in female enrolment, and enhanced research output from higher education institutions.
However, the political discourse surrounding human development, particularly education and health, is evolving. As basic infrastructure becomes more widespread, political focus is shifting towards issues of quality of life, positioning education, health, climate change, and the environment as potential areas for political mobilisation by the opposition. While the government highlights progress, the opposition seeks to delegitimise that progress by politicising the nature of development.
Implementation Challenges and Future Trajectory
The year 2047, as envisioned by the Modi government, is to mark the transformation of rural India into an epicentre of economic activity. The 'whole-of-government' approach, with seamless coordination across various ministries and levels of government, is ensuring that the vision progresses towards its objectives. 'Development from the periphery', focusing on empowering border regions and rural fringes, is a highlight of a government working for the people and reaching the most hard-to-reach villages.
The long-term impact hinges on overcoming entrenched issues such as regional disparities, skill gaps, and ensuring the sustainability of economic activities in rural areas. However, achievements such as the reduction in rural poverty and the empowerment of women through initiatives like Lakhpati Didis show that we are moving in the right direction.

Shah slammed the Congress govt, saying the tenure of the previous BRS regime was marred by corruption, which ultimately led the public to vote for Revanth. New Delhi: Prime Minister Narendra Modi on Sunday recalled the Emergency imposed 50 years ago, calling it one of the darkest chapters in India's democratic history in his monthly Mann ki Baat address. Referring to the Emergency imposed in 1975, Modi said, "Those who imposed Emergency not only murdered the spirit of the Constitution but also tried to suppress the judiciary as puppets. "He said the country marked 50 years since the Emergency was imposed a few days ago and observed it as 'Samvidhan Hatya Divas'. "We must remember those who bravely fought against Emergency. This inspires us to remain vigilant to safeguard our Constitution," he said. During the address, the Prime Minister also played archival audio recordings of speeches by leaders such as Morarji Desai, Atal Bihari Vajpayee, and Jagjivan Ram, who had recounted the atrocities faced by people during the Emergency period. The Emergency was declared on June 25, 1975, and lasted 21 months until March 1977. It was marked by the suspension of civil liberties, press censorship, and widespread arrests of political leaders. Modi's criticism of the Emergency-era actions, delivered without directly naming the Congress or then Prime Minister Indira Gandhi, came at a time when the ruling BJP and opposition parties are engaged in a sharp exchange, with the opposition alleging that an undeclared Emergency exists under the Modi government.

New Delhi: Prime Minister Narendra Modi on Sunday hailed the transformative role of women across India who are leading change through Self-Help Groups (SHGs), preserving heritage and shaping a new future for the nation. Speaking during the 123rd episode of his monthly radio programme Mann Ki Baat, Modi underlined how initiatives led by women are giving new strength to the 'Women-Led Development' movement. 'Just as our India is known for its regional, linguistic and cultural diversity, the diversity of arts, crafts and skills is also a great quality of our country,' the PM said. 'Whichever area you visit, you will get to know about some local specialities." "We often talk about such unique products of the country in Mann Ki Baat.' Referring to one such product, the Prime Minister highlighted Meghalaya's traditional Eri Silk, which recently received the Geographical Indication (GI) tag. 'Eri Silk is like a heritage for Meghalaya. The Khasi community, in particular, has preserved it for generations and enriched it with their skills. Its most special feature is the way it is made. The silkworms are not killed to obtain it, hence it is also called Ahimsa Silk,' he said. Pointing to its growing global appeal, he said, 'Nowadays, the demand for such products is rising rapidly across the world — products that are non-violent and environment-friendly. Eri Silk from Meghalaya is a perfect product for the global market. It keeps you warm in winters and cool in summers, making it suitable for diverse climates.' He further noted, 'Women of Meghalaya are taking this heritage forward through Self Help Groups. I congratulate the people of Meghalaya and urge everyone to try out Eri Silk clothing. Also, remember — Khadi, handloom, handicrafts, Vocal for Local. If customers buy only Indian-made products and traders sell only Indian-made products, it will infuse new energy into the Atmanirbhar Bharat Abhiyan.' Modi also shared stories from Telangana and Karnataka that reflect the impact of women-led economic initiatives. 'You will feel proud knowing the success story of the women of Bhadrachalam in Telangana. These women, once working as labourers, are now making biscuits from millets — Shree Anna. Their biscuits, named 'Bhadradri Millet Magic', are reaching markets from Hyderabad to London,' he said. 'These women joined an SHG and received training. They also started producing Giri Sanitary Pads. In just three months, they prepared 40,000 pads and supplied them to schools and offices at low cost,' he said. The Prime Minister also praised the women of Kalaburgi in Karnataka for branding traditional jowar rotis. 'The aroma of these rotis is no longer limited to their village. A special counter has been opened in Bengaluru, and online orders are coming in. Kalaburgi roti is now reaching the kitchens of big cities. This is not just a culinary story — it is a story of increasing incomes and empowered lives,' he added. Modi emphasised that women across the country are not only scripting their own success stories but also reshaping the nation's development landscape. 'The mantra of Women-Led Development is giving India a new direction, a new future. Our mothers, sisters and daughters are today changing not only their own lives but also that of the society at large,' he said. The PM also mentioned Suma Uike from Balaghat district, Madhya Pradesh — a woman who has risen to self-reliance through mushroom farming, animal husbandry, and community entrepreneurship. He lauded her journey from joining a self-help group in Katangi block to eventually running a Didi Canteen and a Thermal Therapy Centre. 'This is the glow of self-confidence, of self-reliance. One such face is Suma Uike from Madhya Pradesh. Sumaji's efforts are very commendable. She took training in mushroom farming and animal husbandry by joining the Self Help Group in Katangi block of Balaghat district. Thus, she found her the path to self-reliance,' Modi said.
