Consumers of KE, others: Govt to pass on Rs53.4bn relief under QTA for Q4'25

ISLAMABAD: The federal government is set to pass on financial relief of Rs 53.4 billion to electricity consumers across the country, including those served by K-Electric, under the Quarterly Tariff Adjustment (QTA) mechanism for the fourth quarter of the fiscal year 2024–25.
If implemented in the billing months of August, September, and October 2025, the relief will translate into a reduction of Rs 1.75 per unit. However, if applied during September, October, and November, 2025 the relief will increase to Rs 2.10 per unit.
National Electric Power Regulatory Authority (NEPRA) is scheduled to hold a public hearing on August 4, 2025, on a petition filed by the Central Power Purchasing Agency – Guaranteed (CPPA-G) on behalf of distribution companies (Discos).
QTA & MTA: Nepra cuts tariffs for Discos and KE
The petition seeks a negative adjustment of Rs 53.393 billion, mainly due to reduced capacity payments resulting from Negotiated Settlement Agreements (NSAs) between the Government of Pakistan and Independent Power Producers (IPPs) or Government Power Plants (GPPs).
According to data shared with Nepra, Islamabad Electric Supply Company (IESCO) has sought negative adjustment of Rs 1.040 billion for fourth quarter; Lahore Electric Supply Company (LESCO) Rs 12.758 billion, Gujranwala Electric Power Company (GEPCO) Rs 6.132 billion , Faisalabad Electric Supply Company (FESCO) Rs 15.579 billion, Multan Electric Power Company (MEPCO) Rs 8.457 billion, Peshawar Electric Supply Company (PESCO) Rs 2.7 billion, Hyderabad Electric Supply Company (HESCO) Rs 6.818 billion, Quetta Electric Quetta Supply Company (QESCO) positive Rs 3.594 billion, Sukkur Electric Supply Company (SEPCO) Rs 504 million and Tribal Electric Supply Company (TESCO) - Rs 2.985 billion. The total requested amount for variable O&M is 182 million, Use of System Charges (UoSC) and Market Operator Fee (MOP) Rs 804 million and impact of incremental units negative Rs 662 million.
According to Nepra, in the light of policy guidelines issued by the federal government for application of uniform quarterly adjustments, Discos fourth quarterly adjustment for FY 2024-25to be determined by the Authority, shall also be applicable on the consumers of K-Electric.

The Sindh ombudsman has ordered to remove Syed Moonis Alvi from his position of K-Electric's chief executive officer (CEO), over his alleged involvement in a case pertaining to workplace harassment. Sindh Ombudsman for the Protection against Harassment of Women at the Workplace Justice (retired) Shah Nawaz Tariq has also imposed a fine of Rs2.5 million on Alvi in the same case. After allegation of harassing a woman was proven against him, the KE CEO must pay the fine within one month to the complainant through the registrar of the ombudsman's office, the Sindh government official stated. Meanwhile, Alvi has termed the ombudsman's decision 'deeply distressing' for him, saying the findings did not reflect the truth of the situation as he experienced it. Justice (retired) Tariq said in his decision that the KE CEO Alvi harassed and mentally tortured the complainant. 'If Moonis Alvi fails to pay the fine, his movable and immovable property should be confiscated,' he ordered. The ombudsman also stated that if Alvi does not pay the fine, his computerised national identity card (CNIC) and passport should also be blocked. Alvi was appointed CEO of KE in June 2018. Under his leadership, KE has undertaken a series of investments across the energy value chain. These investments include the development of 900 MW RLNG-fired power plant. He joined KE in 2008 and has served as the company's Chief Financial Officer and also held the roles of Company Secretary and Head of Treasury. Alvi holds 30 years of diversified experience in finance, financial planning, and capital restructuring. He is a Fellow member of the Institute of Chartered Accountants of Pakistan.

In a series of tweets, the KE chief executive said he always upheld the values of integrity and dignity in professional interactions, and he deeply believed in fostering safe and inclusive workplaces for all. 'The recent verdict is deeply distressing to me. While I respect the legal process and the institutions that uphold it, I must, in good conscience, state that the findings do not reflect the truth of the situation as I experienced it,' he said. Alvi said he was reviewing the decision with his legal advisor to exercise his right to appeal. He said he was committee to bring the truth to light through all legal means. 'This has been a painful journey — not just professionally, but personally. I am currently reviewing the decision with my legal counsel and will be exercising my right to appeal. 'It is for anyone who feels wronged to be heard. I remain committed to ensuring that the truth is fully brought to light, through all lawful means available. 'In the meantime, I remain grateful for the support of those who know me, who have worked alongside me, and who believe in due process. My respect for the principles of justice and workplace dignity remains unwavering.' Alvi was appointed CEO of KE in June 2018. Chief Justice Aalia Neelum of the Lahore High Court (LHC) has set aside a district court's order directing the registration of a First Information Report (FIR) against Prime Minister Shehbaz Sharif's son, Suleman Shehbaz, in a cheque dishonour case. The high court held that the lower court failed to properly examine the facts of the matter. Suleman Shehbaz had challenged the July 10 order issued by the district judge, which instructed police to register an FIR against him on charges of issuing a bounced cheque. During the LHC proceedings, Suleman's counsel contended that the district court's decision was not only contrary to law but also passed without a proper review of the factual background. The respondent's counsel alleged that Suleman's company had purchased 17 laptops and issued a cheque for Rs 600,000 in payment, which was later dishonoured. However, Suleman's counsel countered that no laptops were ever delivered to the company's office. He further argued that the cheques in question were stolen by company employees and wrongfully handed over to the respondent. An FIR had already been registered against those individuals, he added. 'The company has no connection with these cheques,' the counsel asserted. Chief justice also questioned the respondent's legal team for failing to specify the date of the alleged laptop purchase. She noted that no purchase receipts bore any official stamp either. After hearing arguments from both sides, chief justice ruled in favour of the petitioner and annulled the district court's order.
