Panel to propose Japan weigh defense spending above 2% of GDP
A Defense Ministry panel is set to propose that the government consider raising defense spending beyond the current goal of 2 percent of gross domestic product, sources close to the matter said Sunday.
In a draft proposal to be presented to the government soon, the panel, set up in February 2024, also calls for discussions on deploying submarines equipped with long-range missiles, including nuclear-powered ones, to strengthen the country's deterrence capability, the sources said.
It remains unclear how the proposal will be reflected in Japan's defense policy, as questions remain over how to fund a larger budget and whether using nuclear power for defense purposes would conflict with the country's policy of peaceful atomic energy use.
The government "should not hesitate to pursue the further strengthening of defense capabilities after the achievement" of the current target to have defense-related spending account for 2 percent of GDP, the panel says in the draft proposal, according to the sources.
The panel says submarines that enable Japan to strike from beyond an enemy's missile range would significantly enhance the country's deterrence capability.
The government should discuss all possible options for propulsion systems, including nuclear power for the submarines, "without taboos," the panel says.
The panel, chaired by Sadayuki Sakakibara, the former chairman of the Japan Business Federation, was set up to discuss how the country's defense capabilities should be bolstered in line with its current defense buildup plan.
The plan, known as the Defense Buildup Program, allocates 43 trillion yen ($298 billion) over five years through March 2028, aiming for defense spending to reach 2 percent of GDP in fiscal 2027.
Japan's annual defense budget had long been capped at around 1 percent of GDP.
The program was adopted in December 2022 as part of three key security documents that marked a major shift in defense policy for a country with a pacifist Constitution, including a plan to acquire strike capabilities that could reach an adversary's territory.
"It is necessary to make efforts to achieve the 2 percent target ahead of schedule and compile the next defense strategy and the buildup plan," the panel says in the draft proposal.
The panel, made up of experts in security, the economy, and science and technology, also calls for the full-fledged introduction of unmanned defense equipment using cutting-edge artificial intelligence technologies, the sources said.
The government should consider using unmanned aircraft for continuous day-and-night aerial monitoring, the panel says, following a May incident in which a Chinese military helicopter entered Japanese airspace near the Japanese-administered Senkaku Islands in the East China Sea, which are claimed by Beijing.

U.S. Treasury Sec. Bessent Planning to Visit Osaka Expo
WASHINGTON (Jiji Press) — U.S. Treasury Secretary Scott Bessent plans to visit the ongoing World Exposition in the city of Osaka in western Japan, U.S. government sources said Tuesday. Bessent held phone talks with Japanese economic revitalization minister Ryosei Akazawa on Tuesday. Attention will be paid to whether Bessent and Akazawa will meet in person for tariff talks during the treasury chief's visit to Japan. Akazawa serves as Japan's chief negotiator on tariff issues with the United States. July 19 has been designated as the United States' 'national day' for the Expo, and a delegation from the U.S. government is also expected to join the event. The administration of U.S. President Donald Trump informed Japan in a letter Monday that it will impose 25% tariffs on Japanese products. At the same time, the Trump administration extended until Aug. 1 the pause on additional reciprocal tariffs, originally scheduled to end Wednesday this week. The administration also said it may lower the tariff rate depending on market liberalization or abolition of nontariff barriers, apparently trying to win concessions from Japan through negotiations. Outlooks for the course of U.S.-Japan negotiations are increasingly unclear, however, as it is difficult for Japan to make concessions easily ahead of the July 20 election for the country's House of Councillors, the upper chamber of parliament. Trump has shown his discontent over its rice and automobile trade with Japan. In Tuesday's 30-minute phone talks, Bessent and Akazawa confirmed that the two countries will energetically continue tariff negotiations, according to the Japanese government. Akazawa said that Japan and the United States will seek the possibility of reaching an agreement that will benefit both sides. Akazawa has visited the United States seven times for tariff talks with U.S. officials including Bessent. No Akazawa-Bessent meeting took place during the seventh visit in late June. On the planned Aug. 1 expiration of the pause on additional reciprocal tariffs, Trump said on social media Tuesday, 'There has been no change to this date, and there will be no change.' He also said, 'In other words, all money will be due and payable starting August 1, 2025,' adding, 'No extensions will be granted.' Also on Tuesday, Trump told reporters at the White House that it is the time for his nation to begin collecting tariffs from countries that have exploited the United States.

At least 13 may have killed themselves over UK's Post Office wrongful convictions scandal
LONDON (AP) -- At least 13 people were thought to have taken their own lives as a result of Britain's Post Office scandal, in which almost 1,000 postal employees were wrongly prosecuted or convicted of criminal wrongdoing because of a faulty computer system, a report said Tuesday. Another 59 people contemplated suicide over the scandal, one of the biggest miscarriages of justice in U.K. history. From around 1999 to 2015, hundreds of people who worked at Post Office branches were wrongly convicted of theft, fraud and false accounting based on evidence from a defective information technology system. Some went to prison or were forced into bankruptcy. Others lost their homes, suffered health problems or breakdowns in their relationships or became ostracized by their communities. Retired judge Wyn Williams, who chairs a public inquiry into the scandal, said in a report published Tuesday that 13 people killed themselves as a consequence of a faulty Post Office accounting system "showing an illusory shortfall in branch accounts," according to their families. The problems at the Post Office, which is state-owned but operates as a private business, were known for years. But the full scale of the injustice didn't become widely known until last year, when a TV docudrama propelled the scandal to national headlines and galvanized support for victims. The culprit was a piece of software called Horizon, made by the Japanese firm Fujitsu, which the Post Office introduced 25 years ago across branches to automate sales accounting. When the software showed false account shortfalls, the Post Office accused branch managers of dishonesty and obliged them to repay the money. In all, the report said that about 1,000 people were prosecuted and convicted based on evidence from the incorrect data. The government has since introduced legislation to reverse the convictions and compensate the victims. Williams said that some senior Post Office employees knew -- or should have known -- that the Horizon system was faulty. But "the Post Office maintained the fiction that its data was always accurate," he said. Jo Hamilton, a former Post Office manager and a lead campaigner, said that the report "shows the full scale of the horror that they unleashed on us." In a statement, the Post Office's chairman pledged to ensure that all victims are compensated. The "Post Office did not listen to postmasters and, as an organization, we let them down. Postmasters and their families have suffered years of pain," Nigel Railton said. "It has taken them too long to clear their names and, in many cases, to receive redress." Tuesday's report was the first to be published from the inquiry, which was launched by the government and has the power to require evidence from all parties. It's expected to issue a further report at a later date that will address who was at fault for overseeing the scandal and potentially attribute blame.
