
The only trade certainty is uncertainty
Why it matters: Months of real-time uncertainty are being replaced with longer-term uncertainty, with trade policy living on three-to-six-month cycles that make business planning a nightmare.
The big picture: Tariffs are still in place, prices are still (at least anecdotally) rising, and deal deadlines with dozens of countries still loom over the summer.
Stocks may have priced in the TACO ("Trump Always Chickens Out") trade, but that doesn't help companies planning their operations.
So-called hard economic data — inflation, jobs — remains strong. But the anecdotes, the real-world commentary from businesses, are getting more negative by the month.
"We have members now that the tariff alone will cause them to go bankrupt. The margins are so tight on their product that they can't pass the price on, and they get caught," Ross Perot Jr., the new chairman of the U.S. Chamber of Commerce, told Axios this week.
Indexes that measure trade policy uncertainty are almost literally off the charts, and surging again after a brief respite last month.
Catch up quick: The U.S. and China agreed to a trade deal in Geneva in mid-May, which both sides almost immediately ignored.
This week's London deal is supposed to cement actually implementing the May agreement, including faster Chinese approvals of rare earths exports and relaxed U.S. export controls on software and jet parts.
Yes, but: The London deal was barely 12 hours old when the Wall Street Journal reported the Chinese would only approve the rare earths export licenses for six months at a time.
For the makers of the hundreds of products with components that require rare earths, six months of certainty is an improvement — but also the start of an expensive race to stockpile parts before it all turns over again.
Zoom in: Treasury Secretary Scott Bessent moved the goalposts even further Wednesday, when he told a House panel it was " highly likely" the current pause on reciprocal tariffs would be extended for countries in talks.
Hours later, President Trump told reporters he could extend the deadline if he wanted, but didn't think it was necessary, because the U.S. was getting ready to send out " take it or leave it" offers instead.
What looked like a firm, universal July 8 deadline for dozens of countries now becomes a fungible, case-by-case affair.
The intrigue: There's also the ongoing question of whether those tariffs are even legal or not.
A federal court said no in late May, but an appellate court has stayed that ruling until at least the end of July.
Administration officials say they have a Plan B if the courts ultimately strike down the current regime, raising the prospect of the global economy having to start over in the fall with a whole new program.
By the numbers: The lingering uncertainty isn't really showing up in stocks, which remain near all-time highs, but the stress is unmistakable elsewhere.
The U.S. Dollar Index, a basket of the dollar against other major currencies, has moved relentlessly lower even as stocks rallied. It remains the strongest example yet of the " sell America" trade that began in earnest in April, as investors seek safer havens elsewhere.
"The US dollar remains a key barometer of trade sentiment, and its failure to extend higher in the wake of the so-called deal with China was telling. Now, it's under increased selling pressure once more, with the dollar index looking poised to hit a fresh 3-year low," Convera's lead currency and macro strategist George Vessey wrote Thursday morning.
The bottom line: It's impossible to plan ahead with confidence in an economy like this.

5 reasons Wall Street is in chill mode
Stock markets are shrugging off major risks and smashing records — so much so that even seasoned investors are scratching their heads. On Friday, the S&P 500 and Nasdaq 100 closed little changed after notching record highs on Thursday. Both indexes are hovering near the all-time highs they reached earlier this month, continuing a rebound after the post-"Liberation Day" sell-off. That rebound has stunned analysts, given the pile-up of macro risks, particularly President Donald Trump's ongoing threats to impose steep tariffs on key trading partners. Yet investors keep piling in — even if many are doing so with one eye on the exit. "In many ways, this is a rally that really no one's had much conviction in it," Andrew Pease, the Asia Pacific head of investments for Russell Investments, told Business Insider. He said the firm's analysis shows investors are neutral, not euphoric. "Everyone's very wary about this particular rally," Pease said. Wall Street veterans have spent months warning that investors may be underestimating the risks. "Unfortunately, I think there is complacency in the markets," JPMorgan Chase's CEO, Jamie Dimon, said earlier in July, referring to tariffs. Those concerns may soon be put to the test. Trump's proposed levies on trading partners — ranging from 10% to 70% — threaten to disrupt supply chains, fuel inflation, and slow global growth. "I think the market is too complacent about the damage of such high tariffs on both the US and the global economy," said Zhiwei Zhang, chief economist at Pinpoint Asset Management. It's not just tariffs that suggest trouble could be brewing. China's economic slowdown, Middle East tensions, and softening US data all suggest trouble could be brewing. So why are stocks still surging? 1. The US economy still looks resilient Despite inflationary concerns tied to Trump's tariff threats, the US economy remains on solid footing. As BI's Jennifer Sor recently reported, recession fears are fading. Big banks kicked off earnings season on a strong note last week. The consumer "basically seems to be fine," JPMorgan's chief financial officer, Jeremy Barnum, said on an earnings call on July 15. That's despite some cracks in the data. US GDP contracted 0.5% in the third quarter, and consumer spending growth slowed to 0.5% in Q1 — down sharply from 4% in Q4 2024. But retail sales rose 0.6% in June from May and the job market remains robust. The US added 147,000 jobs in June, well above expectations, while unemployment dipped to 4.1% from 4.2%. American consumers are, as top CEOs said recently, "a little numb" to tariffs and "very resilient," even as inflation ticks up. 2. Betting on the TACO trade Some investors are leaning on the "TACO trade" — short for "Trump Always Chickens Out." Markets are increasingly assuming that Trump's tariff threats are more talk than action. "Finally, the market is not wrong in pricing in a good chance that Trump will not follow through with his latest tariff threats, instead settling for some deal by 1 August," wrote Davide Oneglia, the director of European and global macro at Global Lombard, on July 16, referring to the trade deadline. Daniela Sabin Hathorn, senior market analyst at agreed: "The prevailing view among investors seems to be that these tariff threats are more bark than bite — a negotiating tactic rather than a firm policy stance." That's created what analysts call "asymmetry:" Markets could keep rising if talks go well, but they are vulnerable to sharp corrections if discussions break down. 3. FOMO + MOMO = a runaway rally Even as risks loom, traders don't want to miss out. That's fueling what analysts describe as a combination of FOMO, or fear of missing out, and MOMO, or momentum-based trading. Retail traders have been jumping back in, chasing gains as indexes push higher, even if they missed the earlier run-up. "MOMO and FOMO" are likely to dominate until proven otherwise," wrote Steve Sosnick, the chief strategist at Interactive Brokers, in a June 30 note. "Newton's First Law applies: A body (market) that is in motion will stay in motion until acted upon by an external source," he added. Sosnick said that implied volatility remains low, even as risks mount, suggesting investors are choosing to look past potential trouble. Pease at Russell Investments agreed that momentum could unravel quickly — but only if there's a clear macro shock. 4. Fed cuts are back on the table The Federal Reserve has signaled it could cut rates another two times this year — a boon for stocks. Lower rates reduce bond yields, making equities more attractive. They also encourage borrowing and investment. But rising inflation could complicate that path. In June, US inflation climbed 2.7% from a year ago, up from 2.4% in May. Dimon warned that the Fed might still hike if inflation proves sticky. He sees a 40% to 50% chance of another increase this cycle. 5. AI continues to power tech gains AI hype continues to drive the market, especially Big Tech. "AI is still the dominant theme, particularly as the Big Tech companies are giving solid earnings guidance and other companies are joining in as well, then that's the world in which you could see that this rally has further to go," Pease said, while cautioning that gains could become overdone. Bank of America's latest global fund manager survey, published July 15, shows 40% of respondents already see productivity gains from AI adoption. Another 21% expect gains within the next year. Caution still lingers Despite the optimism, there's unease under the surface. Summer trading is thinner, meaning volatility can spike quickly. Last year's yen carry trade unwind is a fresh reminder that things can turn fast. Trump's tariff threats are still on the table, but Oneglia thinks markets are right to be relatively unfazed. "Negotiations have not broken down and the market is acting rationally — at least on this," Oneglia wrote. Still, others are more cautious. "Ultimately, markets are at a crossroads," wrote Hathorn. "The rally, particularly in US equities, has been driven by optimism and underpinned by assumptions about political behavior." Until August, market asymmetry remains, so there's "room to rise on good news, but the potential for a swift and severe correction if trade tensions escalate," Hathorn added.

Trump Declares War on Murdoch With $10B Lawsuit Over Epstein Exposé
President Donald Trump has declared war on Rupert Murdoch as MAGA rages over the Epstein scandal, suing the media mogul and saying he 'looks forward' to making him testify in court. 'We have certain things in common, Jeffrey,' Trump is alleged to have written on the gift. 'Enigmas never age, have you noticed that? … Happy Birthday—and may every day be another wonderful secret.' The revelations have infuriated the president, who announced that he had filed a $10 billion libel lawsuit against Murdoch on Friday afternoon, along with the Journal's publisher, Dow Jones & Co., and the two reporters who wrote the article in federal court for the Southern District of Florida. 'I look forward to getting Rupert Murdoch to testify in my lawsuit against him and his 'pile of garbage' newspaper. That will be an interesting experience!!!' Trump wrote earlier. The lawsuit is the latest legal action Trump has taken against a media outlet. He has also sued ABC News, which agreed to pay $15 million to Trump's presidential library to settle a defamation lawsuit over anchor George Stephanopoulos' inaccurate on-air assertion that the president had been found civilly liable for raping writer E. Jean Carroll. This month, Paramount Global also agreed to pay $16 million to settle a legal dispute regarding an interview it broadcast on CBS with former Vice President Kamala Harris. Friday's lawsuit was the latest evidence of the complicated relationship between Trump and Murdoch, whose media outlets, such as Fox News, have propped up the president for years—even to the point of deluding its audience about the 2020 election. Trump's insistence that the election was stolen cost Murdoch $787.5 million in 2023 to settle a defamation lawsuit filed by Dominion Voting Systems after Dominion accused Fox of rigging its voting machines to favor Joe Biden at the 2020 election. The messy court case ended up with Murdoch giving evidence under oath that Fox presenters had 'endorsed' Trump's lies of a stolen election knowing they weren't true. The Epstein saga could prove equally explosive and revelatory if it ends up in court, adding to what has already become a political headache for the president. MAGA anger over Epstein erupted after a Justice Department memo declared there was no evidence to suggest that Epstein was murdered, or that he had a 'client list'—something that many Trump supporters have long believed. Trump, who had come to office promising transparency over the Epstein files, has since tried to brand the issue as a Democratic hoax, and has become so frustrated that he accused 'past' supporters of buying into the 'bulls--t'. 'If you're trying to do crisis management, this is probably a textbook case of how not to do it,' said Professor Todd Belt, from the George Washington University Graduate School of Political Management. 'Donald Trump gets frustrated and he loses his temper, but the people who have to answer for that are going to be the Republicans who are running for office next year. The longer this stays in the media, the bigger a problem it is.' The Wall Street Journal article has raised further questions about the president's relationship with Epstein, who died in a Manhattan jail in 2019 as he was awaiting trial on federal sex trafficking charges involving underage girls. Epstein's former girlfriend and associate, Ghislaine Maxwell, was subsequently sentenced to 20 years in jail for helping Epstein recruit and abuse underage girls. The letter cited in the article was allegedly given to Epstein in 2003—five years before he was first convicted in Florida for sex crimes—and contained Trump's signature. But while Trump denies writing it, he was forced to abruptly reverse course and ask Attorney General Pam Bondi to 'produce any and all pertinent Grand Jury testimony, subject to Court approval' regarding the Epstein case. Bondi responded immediately with a post that undercut the memo her department sent out declaring the case closed. 'President Trump—we are ready to move the court tomorrow to unseal the grand jury transcripts,' she said on Thursday night. The motion was filed on Friday afternoon, but legal experts say getting the court's approval to release sensitive Grand Jury testimony is likely to be a long shot due to the longstanding secrecy surrounding them. This secrecy is intended to protect various interests, including the subject of the investigation and potential witnesses. 'It won't help him now,' said Trump critic and lawyer George Conway, the former husband of Trump adviser Kellyanne Conway. 'Because now everyone's going to ask, what's pertinent? What's all the other material not presented to a grand jury?'

Raging Trump Desperately Tried to Censor Epstein Exposé
President Donald Trump personally called The Wall Street Journal's editor in chief to object to its upcoming exposé on his links to Jeffrey Epstein. The phone call, first reported on by Oliver Darcy's Status, comes as the paper plans to publish a report that would offer 'new material shedding light on the Trump-Epstein relationship.' Epstein—who once described Trump as his 'closest friend for 10 years,' according to biographer Michael Wolff—died by suicide awaiting trial on sex trafficking charges in 2019. Darcy did not provide further details of the call with WSJ Editor-in-Chief Emma Tucker. It is also unclear if the president has also tried calling Journal owner Rupert Murdoch, according to Status. Trump's supporters have been in an uproar over a July 6 memo from the Department of Justice and Federal Bureau of Investigation finding that Epstein died by suicide while awaiting trial, rather than being murdered, and that no 'client list' of powerful associates exists—the subject of swirling conspiracies among the president's supporters. Trump had promised to release all files related to Epstein during his campaign, and Attorney General Pam Bondi said in February that the 'client list' was 'sitting on my desk right now awaiting review.' Trump has since tried to calm the waters and come to the defense of his attorney general. Speaking with far-right Real America's Voice Network on Wednesday, Trump called the Epstein story a 'hoax' and laid the blame on Democrats.
